New Contact Card Order

The roll out isn't until 01 January, but the Order was published this weekend for your reading pleasure. It's only 16 pages long and lists a whole bunch of things you will, shall, and must do, along with the requisite definitions, supervisor responsibilities and retention information.

Most ridiculous so far? You will fill out an "Investigatory Stop Report" even when you arrest someone, a clear duplication of effort keeping you off the street on paperwork instead of....you know....fighting crime.

Brilliant.

This was discussed in 025 dist roll call. States attorney's will be looking for discrepancies in investigatory street stop report, GO case report and arrest report. Any discrepancies found will be used against the officer and kept track of for any future cases the officer maybe involved in.
If you stop a corner full of savages ... Let's say 5 you have to do 5 investigatory street stop reports and you better make sure they are all the same!

I blame Karen Murphy for this crappy order. Like the part that says you fill it out for a traffic tickets and then in the next section says you don't. On the plus side, get one in the beginning of your tour and you can hold yourself down til check off.

VIII A 2. In addition, Investigatory Stop Reports will be submitted for all Investigatory Stops and Protective Pat Downs that lead to an arrest, Personal Service Citation, Administrative Notice of Violation (ANOV), Curfew Violation Report, School Absentee Report, or other enforcement action.

VIII A 4.a. An officer performs a traffic stop on a vehicle after observing the vehicle run a stop sign. The officer issues the driver a Personal Service Citation for failure to stop at a stop sign, and completes and affixes a Traffic Stop Statistical Study sticker to the appropriate copy of the Personal Service Citation consistent with the Department directive "Illinois Traffic Stop Statistical Study." An Investigatory Stop Report will not be completed.

So which is it?

Leaves one to wonder if dumb politicians are not inclined to decrease crime in in this city. And Deputy Secretary of some section of the US Homeland Security Office is seen on YouTube testifying before a Congressional Committee that she does not know how many Visas, etc...or Numbers of persons are out-standing. In fact, she appears to barely speak....Taxpayers dollars at work once again. Oh, for the good old days.

This is the nail in the coffin. Anyone doing street stops, traffic stops, anovs, or any other sort of proactive police work aside from answering your calls for service need their heads examined. Proactive police work will be dead. They have taken all the fun out of this job. Self preservation boys and gals.

An off duty Baltimore copper shot and killed a man who tried to rob him using a toy gun. Apparently he had his service weapon in his bag and acted like he was going to hand over his wallet as he went for his weapon. The robber had a toy gun that looked like a real revolver and the veteran PO didn't know it was fake until after he killed the guy. The MSM (that stands for mainstream media, not men who ave sex with men, just in case you aren't clear on that yet) makes this out to be a mistake on the part of the off duty copper, and doesn't place the fault nearly as much on the offender, much like when they keep blaming the Cleveland officer who shot he kid plaing with his toy gun, and saying he was deemed unfit for duty and shouldn't have shot the 13 yo who had been taking his hands out of his pockets when it looked like he was reaching for a gun in his waistband. The good guys never win in the eyes of the press. You're damned if you do, and damned if you don't. Stay safe everyone!

And the mere fact that this order is 16 pages long practically ensures that 90% of those it most potentially effects won't read it. Ain't no time for that noise when they're slingin' blows at Thirty-Fourth and Vine like it's going out of style.

But hey, that hour duck or getting to be The Millennial Police in jeans and flannels is, like - OMG!! - totally worth it!

This is the biggest problem with the current Fop administration. Laws/legislation like this will pass because Dean has no clue what he is doing. Starting next month when we have contact with someone on the street we have to give them a receipt with our name and star#. This passed because no one from FOP took a stance against this in Springfield. I know that is hard to believe, but anytime there is a bill in Springfield it goes to committee. At that committee meeting Fop could have explained why this is bad legislation. Fop failed us again. Bills like this will continue to pass because Dean has no clue how this is important to policing. They will get whatever they want because no one is fighting for us.

The only arrest I do now are holding the offender or anything on a signed complaint. The more I am OFF the street the closer I get to retirement. This new order means I will do NO proactive work

The only contact you should do these days is to tell lawful citizens to arm themselves. The police will no longer be proactive in stopping the common everyday criminal! The everyday criminal will learn to fear those who conceal carry. The police should just wait at the station until a call comes out. Depending on the situation maybe a few cars are dispatched. The rest of the officers can work out while they wait for a call others officers can make food in the mess hall until they are in the rotation. There will be sleeping quarters for those who return from the fight they had with a mental who tried to disarm them and tried biting their nose off! After some rest they can grab a bite from the mess hall and be ready for there turn in the rotation. This can be done in 24 hour shifts! This is perfect very little interaction with public and you work only about 90 days a year!

I just read the order. All I can say is, if you put yourself in a situation where you have to complete the new report you are a FOOL. My responsibility as a boss has always been to ensure the safety and well-being of the guys who work for me. It will continue to be my main focus. Hear me when I tell you that you must answer your radio. Proceed to your jobs in a safe manner. As for the rest, I don't give a goddam if anyone on the watch ever does another traffic ticket, ANOV or dope pinch. EVER. Give the community what they want and let chaos reign.

How disorganized is this department? We have 10 days to train 13,000 police officers on this new law. I am not talking about training on the department computer but classroom training. I know the feeling SCC. We just got a similar order in our suburban department right near Chicago. Only ours is 2pgs. This Investigatory Stop card BS is ridiculous. Just as it is ridiculous for traffic stops/citations. Complete waste of time and just another piece of ammo the ACLU will use to try and claim police are "profiling" and "racist". You mean more blacks are stopped for investigative-purposes in 3, 4, 6, 7, 15?? No way! It sure doesn't happen to the the fact those are primarily black areas! You must be racist, lol

Won't matter to me. I only answer my calls and come clear right away. There is not one damn thing on this job that sets an Officer up to be successful. All you hard chargers out there... And don't give me that homefront bullshit. We don't stick together. And it will only get worse. You put your lives on the line, but that's not enough. Most of you will not be happy until you get jammed up and fired. Im done... I have my pension. Been out a glorious year now. However... Not once in my years have I seen us stick together.

Your FOP has, and always will fail you. Take charge for once. No VRI. No Special. Write mover after mover and block the street when making those stops (GRIDLOCK). Backlogs. But, we are to dumb to stick together so never mind.

Dept. is a joke, not even going to do my 5 contact cards for VRI. Looks like I'm going to start writing movers again for my other 5 or get 2 curfews. Boys and girls it's about time to send a message and kill the contact card. Oh you boys in units and tact well you don't have a choice. Let me not forget if you start to get pressure by supervisors at roll call to write them start recording roll call so we get it on tape for the Dept of Justice or ACLU to hear it.

Good luck with this new bullshit and contact card rules. I've got less then three years left and I'm not stopping anyone. I do everything possible not to fill these cards out and that's difficult working seven. I think in the future someone is going to investigate the contact cards and use same to prosecute you for something you never knew existed. This is what we have become, the Contact Card Poolice. Sorry, but many others are of the same mind set and do little in crime fighting.

After talking with an attorney I now realize that police officers have no privacy.

The audio systems that the activists and the City are forcing on us will not only pick up conversations with citizens we interact with but also private conversations that we have with our fellow employees. When we vent about an individual that we had contact with afterwards, in the privacy of our vehicle, that conversation will be recorded. If any deems that our conversation was inappropriate, even though it was private, we are opening ourselves up to discipline.

If we are having marital problems and our spouse hires an attorney that attorney can review conversations between partners after filing an FOIA request.

Also, I can see trial lawyers listening to hundred of hours of our private conversations hoping to find an inappropriate comment to utilize to further their claims. They will then demand that the City pay them for listening to these conversations.

What will Ralph Price, FOP and the City do to protect our privacy?

Nothing I fear!

I truly believe that just like most bosses believe that my job is to generate activity to make them look good and move up through the ranks.

Breaking News Flash!!!!! Motorist on Las Vegas strip intentionally strikes 30 pedestrians. 1 killed and dozens sent to hospitals. When will this carnage stop???? Why aren't these motor vehicles banned???? This is happening all too often and America is becoming numb to the fact that so many motor vehicles are used in these senseless acts of violence. The legislators just turn a blind eye to this car violence because they're bought and payed for by the powerful auto industry that believes in absolutely no vehicle restriction imposition. Contact your senator and tell him you are fed up with this vehicle violence and you're not gonna take it anymore. And while your at it call president sparkle farts and tell him the same thing! This is a national disgrace and a black eye to the psyche of this country.

"Protective Pat Down of the person, there must be reasonable suspicion of criminal activity and reasonable suspicion that the person is armed and dangerous or presents a danger of attack."

Now they're just adding their own perimeters. There's no state or federal law that says that. If someone has a weapon while I'm interacting with them, I'm going to take possession of it regardless of what they say their intended use of it is.

So now it's not enough that the person is armed, but I also have to articulate why they're dangerous? "Sir, I have to ask. Do you plan on using this knife in your pocket for anything dangerous?" "Nope. Just goin sit out here and whittle a stick."

It just means they don't want me to be the police and I understand and will just respond to my calls as required. If only there way a unit that overlooked the computer system for the Department. If there was such a unit they could link the arrest report info with these cards with a check-mark. But since the arrest reports are unfix-able and unable to be changed, being that they use out of date programming, I don't see that happening.

The poet-protester is accused of a sexual assault by a female activist friend!!

AUSTIN — Malcolm London had been marching for four hours, and the Nov. 24 protest for police shooting victim Laquan McDonald was winding down.

London was directing activists to Grant Park, where the organization he is a part of, Black Youth Project 100, planned to end its march with a quote from Assata Shakur: "We have nothing to lose but our chains." Some planned to head next to a jail, where they'd call for arrested activists to be released.

Then, someone dropped a smoke bomb.

London, 22, said he was across the street from where the smoke bomb was released, but an officer approached him and asked if he was responsible. London said no, but then he was surrounded by — he estimates — six to eight officers. He screamed at the other protesters, telling them he was being arrested.

What happened next depends on whom you ask. London maintains the police were the ones roughing him up before he was charged with aggravated battery.

As he sat in jail, with those outside calling for him to be freed, a woman began to type an open letter to the black, queer, feminist group London works with and to all Chicago activists.

London has sexually assaulted her, she wrote, and she wanted him to be held accountable.

A 'martyr' or 'monster'?

The night of his arrest, London said an officer put him in a chokehold and put something that felt like a zip tie around his neck. He said he couldn't breathe or speak. His vision faded. He lost consciousness.

For a second, London said he thought he was dead.

When he regained consciousness, he was charged with aggravated battery for allegedly hitting an officer in the eye.

Prosecutors dropped the charges against London, and a judge told him, "You are free to go" — despite pleas from police to keep him locked up. Then-Police Supt. Garry McCarthy told a press conference that London was seen "clearly assaulting a police officer" but was instead "cut loose from custody which shouldn't happen."

When he left the courthouse, London was met by a large crowd of cheering supporters. Journalists had gathered, providing national coverage of him being released.

Meanwhile, a different story was developing online.

"He raped a friend of mine, and he's not a martyr, he's a monster," a Twitter user wrote to BYP100.

On Facebook and the blog publishing platform Medium, a post from a woman who identified herself as "Kyra" was being circulated. She had been sexually assaulted by London, Kyra wrote, and the #FreeMalcolmLondon campaign had been "traumatizing."

1) if you need the police, call the ACLU...
2) if you need the police, call the offices of Loevy and Loevy, or G. Flint Taylor
3) if you need the police, call the offices of the local Democratic party,press 1 for a liberal, press 2 for a staff member who doesn't have a clue as to what the hell is going on, press 3 for the guy who works on the video and audio systems in the police cars, so you can see what is going on...press 5 to speak to some bum who overstayed his visa (but don't ask him where he is, since the government doesn't know anyway....
4) program you phone to call yourself, since many good cops will either not be responding, or responding so slowly that you may as well help yourself
5) send a thank you card to your local liberal, and buy a flag from another country to fly on your lawn (extra points for a flag from a Muslim country)
6) buy a subscription to the local Democratic liberal symphony orchestra, because if bullshit and un-Americal ideas were music, they would be the entire orchestra

All the hard chargers on Zone 10 (010th and 011th Dist) will still keep doing work....they are the only ones in the city that apparently never saw the memo that we have all been thrown under the bus....they are still chasing people, chasing cars, getting events for stops, and making pro-active arrests (instead of signed complaints). It's absolutely unreal the amount of radio traffic generated by the working hard chargers on zone 10. All I can say is good luck to you when the DOJ and the City destroy your life when they second guess your actions. I swear the rank and file in this department CAN NOT stick together at all.

No. Smart officers realize this new form is nothing but ammunition for civil rights lawsuits. It has nothing to do with policing. If you fill it out, make sure you dot all the Is and cross all the Ts. Any mistake will be seen as an officer making an illegal stop. Any failure to complete the form when making a stop will be seen as covering up an illegal stop. The only way to avoid problems is to avoid making stops. If you don't stop anyone, you don't need to explain or justify anything. It's really hard to be the police and not stop anyone. Just make sure you're stopping the right people for the right reasons, and make sure you document it properly.

You are part of the problem, you are still going to work vri. Stop working VRI and the department will need to hire more police. Also, read the order if you make a traffic stop or write a curfew you still have to do a contact card. So, you will still be giving them contact cards.

Over the years I got some good case leads off of contact cards. It is an axiom that the citizens get the police department they want. They are saying stand down.

There was a decline in arrests / prisoners back in 2011 & 12 (Not sure what the numbers are the last few years) directly related to officer dissatisfaction. The states attorneys office was worried because they were losing positions. Just think about all the jobs us and the criminals create.

Something the media and the average citizen never realizes or acknowledges is just how much our customers enjoy being criminals. They are ignorant and unemployable. Being a thug a gang member killer rapist whatever their bent they love it! Carrying guns beating and terrorizing their neighbors it's exciting to them , and we used to try and catch them. We cared more about it than anybody else except for some ASA's I have known who cared as much. Everyone is saying stop, so please do so.

When they keep being robbers and we stop being cops things could slide pretty quickly. The media and the phony preachers and the criminals will be happy and we will collect a check and move on and out and leave them with the hell they have created. Have a safe tour.

My advice that I would personally adhere to is this: Complete this new version of contact card only when engaging someone as a result of an OEMC call. Whether that be a suspicious person, arrest on signed complaints, etc. I would not advise proactively stopping people. I understand that reasonable suspicion and/or probable cause will exist but the ACLU, media, civil rights attorneys and liberals will not. Please keep that in mind.

You think the DOJ is totally powerless to deal with your slowdown. They have done this in several large cities already. They've been doing it since 1996. If you have any sense, you will realize that you are no longer protected by a CBA. The DOJ is your employer now and will be your employer for the next 20 years.

Don't be surprised when officers are summarily fired in 2017 when they find they had no activity in 2016. They've done it other places. They will do it here.

Go ahead and sue in Cook County. Even if a judge gives you your job back, the Federal Judge overseeing this takeover will tell you to go to hell.

I wonder what the percentage drop off in streets stops, traffic stops and even arrests will be? How much of an increased in property crime and violent crime will we see? We should track the statistical difference.

My guess is the following: we will see a 75% decrease in street stops, t-stops. A 50% drop off on arrests. Property crime increases by 10% and violent crime goes up by 15%. But once the bad guys figure out the police are handcuffed then every year will see really explosive year over year growth in property and violent crime rates. However, the department and politicians will surely disguise it via compstat or some other named model to disguise the actual truth.

People when you do your vehicle inspection check everything. If something isn't working or the brakes, suspension, steering, transmission feels unsafe. Down the car. So, instead of writing a 30 second parker and sending Mr. Citizen on his way, you will have the person stopped for 20 minutes while you fill out one of these as well as the ticket. A 20 minute parker....Think about it..... That's worse than the old 'Cook County' parkers.

If they're going to accuse you of inattention to duty, might not hurt to keep a little log book of times/places you were going to stop people but in order to preserve their rights you didn't. That way it shows you're doing something. Nobody can fault you for not stopping people if you throw the order back in their face. If they weren't there, they can't judge you.

Also, be careful about using 'catch phrases' when you articulate probable cause/suspicion. That shit ain't going to fly any more.

Move your car every 10-15 minutes. Get out and do some foot patrol, you probably need the exercise anyway. Don't hit the hole, especially with the camera always rolling and GPS. The cops would sit around, tell war stories, work-out, fondle their SWAT toys and basically chill-out waiting for a SWAT call or SWAT music to play, whichever came first so that they could jump into their SWAT van and race around the city.:) LOL.

I have been retired 16 years now after completing 30 years on the job.

So which is it?

Let me Splain to u: If you do a traffic stop and, due to your experience and observations, decide to do a pat down, then you have to submit an Investigatory Stop Report and give the driver a receipt..

If you do a traffic stop and no pat down, you do not have to submit an Investigatory Stop Report.

If you do a street stop and NO pat down, the subject does NOT get a receipt (you still have to complete an Investigatory Stop Report).

If you do a street stop and DO a pat down, you complete the report and give the subject a receipt.

My advice: don't stop anyone unless you absolutely have to.

Over the years I got some good case leads off of contact cards. It is an axiom that the citizens get the police department they want. They are saying stand down.

There was a decline in arrests / prisoners back in 2011 & 12 (Not sure what the numbers are the last few years) directly related to officer dissatisfaction. The states attorneys office was worried because they were losing positions. Just think about all the jobs us and the criminals create.

Something the media and the average citizen never realizes or acknowledges is just how much our customers enjoy being criminals. They are ignorant and unemployable. Being a thug a gang member killer rapist whatever their bent they love it! Carrying guns beating and terrorizing their neighbors it's exciting to them , and we used to try and catch them. We cared more about it than anybody else except for some ASA's I have known who cared as much. Everyone is saying stop, so please do so.

When they keep being robbers and we stop being cops things could slide pretty quickly. The media and the phony preachers and the criminals will be happy and we will collect a check and move on and out and leave them with the hell they have created. Have a safe tour.

I would like to reiterate the above point that the poster made about jobs created by the law enforcement community. Ever wonder why so many vehicles are parked on a daily basis at 26th and California? Because we as police officers create the demand for public defenders, assistant states attorneys, judges, lawyers, victim assistance, and a plethora of court support staff. Thousands of employees rely on the system to keep running. When police officers slow down and stop making arrests, writing tickets, the demand for these support/parasitical services will collapse. What will follow will necessarily be layoffs, retirees' positions not being filled, and a hiring slowdown. Why do you think law firms with a reputation of suing the city have stooped to such lengths lately as combing CO numbers from years ago for fodder? They are getting desperate to feed the beast. Give them the key to their own demise. Stop all activity, do the bare minimum. The ripple effect that will come from the war on police will not be pretty. GIVE THEM WHAT THEY WANT!!!

They want contact cards, well lets be up front about it. Save the money on VRI by cancelling it entirely. Give every officer 1$ per contact card. Every contact card must be backed up by a state ID. Counterfeit contact cards may result in discipline.
Crime will drop as a result of police interaction.

Off Topic SCC please forgive us, important info concerning allegations of misconduct:

The have been several complaints of documented cheating and compromising of classified information regarding the recent Lt’s Examination. The Department of Justice has been informed and an investigation will search for patterns of unconstitutional policing practices throughout the police force. The officers involved should be held accountable! If the department tries to rush a promotion of these suspects from the new list, all participants from the old list will be part of the upcoming lawsuit.

Hopefully the CPD will be proactive and avoid another negative media press release by holding off promotions from the new list until the investigation is completed. Time for the DOJ to put an end to this “blue” wall of merit aka cheaters, corruption and silence.

When I was new, I too was a run & gunner. Did tact, units, the whole 9.
Luckily, I came on in the early 90's...when we could still police aggressively.
Hell, there was even a term then "AGGRESSIVE PATROL. (Does it still exist?)
Now, as I sit here, an old grizzled vet, in this POLICE HATER climate, aint no way I'd do anything above the minimum. And that's exactly what I advise young PO's.
It aint about being a "dog ass". It's about being aware of what you're facing as a 2000's police officer.
Please know that Society, Rahm, and the Feds will fuck you deep, with no lube, if you give them half a chance.

Required activity/quotas is against state law, and last time I checked there isn't a federal law on policing quotas. You're a moron. You obviously have no idea what world you're going to be supervising in. The only way doj "takes over" is by decent decree, which would be around our contract time. The audio systems that the activists and the City are forcing on us will not only pick up conversations with citizens we interact with but also private conversations that we have with our fellow employees. When we vent about an individual that we had contact with afterwards, in the privacy of our vehicle, that conversation will be recorded. If any deems that our conversation was inappropriate, even though it was private, we are opening ourselves up to discipline.

If we are having marital problems and our spouse hires an attorney that attorney can review conversations between partners after filing an FOIA request.

Also, I can see trial lawyers listening to hundred of hours of our private conversations hoping to find an inappropriate comment to utilize to further their claims. They will then demand that the City pay them for listening to these conversations.

THAT, my friends is why my partner and I purchased the Rosetta Stone Language tapes months ago and now we both speak fluent Gaelic. All our conversations in the car are in Gaelic. Phantom wordage. Didn't see that anywhere in the order. IAD has review of the reports anyway.

The other problems with this is the fact that search and siezure is probably the most SCOTUS scrutinized and debated police activity there is. It is assinine for this order to be released without any discussion of the cases cited by Legal Affairs.

As for the sergeants that are going to be reviewind and approving these reports: What training/instruction from Legal Affairs are they getting? What makes them constitutional law experts?

You are still allowed to talk to someone on the street. If he walks away....oh well.

The original post is INCORRECT...this is why people do poorly on promotional tests...they can't read. The order says, "Forward the completed Investigatory Stop Report Deficiency Notification to the Commanding Officer of the Integrity Section, Crime Control Strategies." That is not IAD or IPRA.

It is interesting to note, however, that no such Integrity Section exists as of the issuance of this General Order. I guess the Integrity Section will magically appear when the order becomes effective.

They aren't going to say a damn thing. The original poster has to be a boss who is terrified because he's worried about the numbers. The bosses are going to be the most fucked. Regular patrol just has to wait it out, no big deal. Doj might come up with new orders or training patrol has to do or implement. That's it. Crime is going to go up and it is going to directly effect the bosses. There is nothing stating police be pro active, just do your job. Many department already went through this. I'm interested to see if doj while push CPD for consent decree. I don't see them having enough for it, but you never know. No p o has been fired or laid off by the doj for doing their job. The doj are only looking at a few excessive force beefs. They are here looking at policy and training. Anyone can look up what departments have been investigated. Might take some time, but who cares. Answer calls and be safe. Let the political apt bosses sweat. It's going to be fun to see. I can't wait to see what happens when bosses threaten p/os with changing partners, denying time due, screw with start times, etc.... For no pro active activity. They are fucked
