Main on Fire

  • One of Chicago’s most notorious informants — who provided drug tips to the police while secretly killing and robbing people and doing drug deals — was paid hundreds of thousands of dollars for his information with the approval of police supervisors who have since reached the highest levels of the department, records show.

    Saul Rodriguez was a top snitch for the Chicago Police Department’s narcotics section between 1996 and 2001. Over that period, he received more than $800,000 from the department for his information.

    Interim Chicago Police Supt. John Escalante, former police Supt. Phil Cline and chief Eugene Williams were all supervisors in the narcotics division over that period and approved payments to Rodriguez, records show. During those years, Rodriguez was involved in two killings and other serious crimes like holdups, according to federal prosecutors.
Some people were giving us flak in the comments yesterday about a certain exempt who was uncomfortably close to a scandal where his partner got 18 years in the Federal Pen. They said he was a nice guy and never hurt a copper. We are of the opinion that anyone that close to something that bad probably isn't the best choice for the position they put him in. We don't care if he's the greatest administrator in history and brings lunch for the watches every single day. At some point, it's going to come up in a public forum (like a newspaper) and it's going to make the Department look bad, and by virtue of it's very existence, it's going to make coppers look bad...like signing off on an informant that murders people while he's on your payroll.

Is it fair? No, not at all. It restricts a lot of people from ever making it higher than their own talents will take them. But it's reality. We're all living it now. Is it fair that we're all about to be living under some sort of Federal Consent Decree? Is it fair we got painted with the same brush that others wielded when they took money from tow drivers, dope dealers, drunks, dead people, stole dope or property, botched investigations, molested women, beat bartenders, drove intoxicated, etc, etc? We don't think so.

There's a national conversation taking place and guess who doesn't even have a seat at the table? Us. We do our job, honestly and to the best of our ability. But this isn't the time or place to be putting anyone with a potential skeleton in a position when every single appointment is under a microscope. It seems to be a lesson lost on this Department lately and on Rahm pretty regularly.

Wow scc. You really went down a few notches giving frank props on these stories. Guess what, I knew finnegan and worked with finnegan at one time... I never saw him steal a dime nor did I. Did he steal?? Sure we all know now. Maybe he didn't trust me.. Maybe he kept it quiet with the guys who were close to him who knows. But just because you were close to something doesn't mean anything. Also, you clearly don't know how c/I payments are done because the approving LTs and commanders of units only sign off on the paperwork and are not privy to the identity of the snitch only his ci number. Alls the boss does is sign the paperwork which says how much to give and what the arrest was for. Cmon, it's like you are taking Frank's side here when it's not even close to being some type of scandal. I think on the topic of payin c/is scc you might be as clueless as frank on this one....

How about the story of two cops who were partners in 010 for years and became business partners in a little store called TNT in the late 1970s. Tee shirts and things. One cop becomes a sergeant and goes to narcotics and straight to head a new task force at DEA in 1980. One year later the cop in 010 is arrested with 9 other cops for taking bribes from street dealers and they are dubbed the Marquette 10 and convicted and sent to the federal pen. In the end, one cop dies in prison jogging and the other cop eats his way up the ladder of success to becoming the superintendent. What is one supposed to think really happened here?

It's impossible to make it above the rank of Lt on your own because it's all based on clout, not talent and there is no test to take. Now they even made it harder for a certain group to move up, the male white. Only minorities to be considered, too many male whites already. Command staff is now chosen based on their race, political affiliation, and sexual orientation. Truth be told, we all know it. Rahm wants to insure those votes for the democratic party next time around.

Did everyone feel the jolt yesterday...that was rahm throwing the department under the G's bus during his meeting with investigators.
I'm sure his talking points were along the lines of telling the G to do whatever it takes to clean the department up. As long as it ends with
rahm looking like a contrite, concerned, and helpful partner in change.

Gee, a real investigative reporter that Frank Main. Any supervisor in the position counts on his/her officers to be telling the truth when requesting undercover money. How is Escalante, Cline, or Williams suppose to know Llewelyn was rotten unless they had information he was under investigation by the Feds. We have to document how and when we hand out money, not like the aldercreatures or Mayor. Everything was done by the book here, just a media innuendo from Main that something is wrong. Hang on boys and girls, the shit storm is just starting. Everything you do, legal or proper will be put under a microscope by the media, who will write, "thats not the way it's done on TV"!!! Thank you very much SCC, and well said. As a matter of fact I never thought I would see a comment like yours appear here and by you. This is my last year (31), and I thank God he guided me away from the "tarnished ones" in uniform which I found myself surrounded by. Hell, some were in civ-dress. I will be leaving soon as a Patrolman with the utmost of integrity and dignity. I worked hard, especially going around the clock, and suffered a lot, but quietly. I loss colleagues to suicide and prison, but had my moments of laughter and good times with good guys and gals. We made a difference while withstanding the temptations that we swore to oppose. We were the good guys and I want to believe that we were many. Thank you.

Listen up,Gooves! I know clouted people that are good guys. Because somebody gets taken care of doesn't make them a bad human being. I would have a hard time saying no to someone helping me. Most are weasels that would step over anyone to get to the next step. That is not the issue. The issue is that people who profit from the clout system benefit from a system that doesn't serve the people that cripples the function of the organization that it exists in and is a disservice to the taxpayers. Good boss or bad, the overt clout that its used by the Mayor helps solidify his rule. The mayor promoting key people into the investigative bodies in the department helps Rahm pick winners and losers in the whole city. "Who benefits?" Rahm. The justice department is ultimately run by Obama a man Rahm helped elect when he chaired the DNC and was chief of staff. This is deep water. This is political shakedown. So all you "he's a good guy" crowd get out of your slave mentality and recognize that these good guys get to places where they feather their nest and work up the ranks. Fyi the supervisor who approved Rahm's kids case report is a decent guy and look where he ended up. Proven loyalty reeps rewards. Loyalty is an admirable quality. Hitler's dogs thought he was a good guy because he was nice to them. Wake up people.

I don't think SCC is siding with Main, I think he is just presenting a valid point. We are under the microscope more than ever right now. SCC likened it to decisions being made without us having a seat at the table. I like to think of it as a perpetual game of musical chairs that started in late 2007 and lo and behold we never get a chair when the music stops. Where it would be impossible to promote anyone who hasn't had a CR# or a lawsuit, and just because you've had a CR# or a lawsuit it doesn't mean you are guilty of anything, maybe those who have had high profile beefs where someone went to jail should put their surfboard away and wait for a future wave to come in. The current media attack started in late November and there isn't a day that passes that we aren't flogged in the media. Hell, BBC has even joined the fray and I wouldn't be surprised if Al Jazzera joined in to! This current onslaught added to the almost constant barrage from the media since 2007, well what can I say. I'm sure Noel Sanchez will survive aqt his current rank of lt. or captain.

On a lighter note, that story about McCarthy locking himself in his office every day is too funny! Will they have to turn the heat off to the office or board it up to make him leave? Shades of George Costanza!

While we're talking about the media, what about all the different media outlets print and broadcast who were responsible for spreading the Northwestern Innocence Project and Peoples law Office concerted efforts to free the double murderer Anthony Porter who had his sentence commuted and was the poster boy for eliminating the death penalty by our criminal governor george ryan as a result of their efforts. Then they framed an innocent man to take his place in prison and you the media are just as responsible for this injustice as the people who initiated it. You are suppose to be providing an unbiased public service when reporting the news but your reporting more resembles the writing found in supermarket tabloids. Just this morning I'm listening to the WGN morning news and the reporters are still using the prepared statement regarding Jason VanDyke that lq was shot while walking away from officers. And for Wakefield, first name was Lawrence. Add Chicago after his name. Still interesting reads for young and old cops.

Cozzi was screwed over by the feds after serving his punishment as designated by the department and jumping through the hoops that the courts demanded under tbe premise of a civil rights violation. Since there seems to be no time limits on civil rights violations. The justice department could start off on the right foot by starting from the top (such as forcing children to eat soap for a punishment) and working their way down. There are plenty of big fish to fry and these are the same fish who are responsible for most of what is wrong with the department. Blue shirts are the pawns in everything. Ignoring the real problems (merit hack exempts with graveyards worth of skeletons in their closet) does absolutely nothing. We are used to being thrown under buses by now.

We went through this in the Army at Aberdeen Proving grounds. The PTB were hoping to rope in a bunch of sergeants on sexual harassment but what happened was that many of the callers ratted out many general officers. The Army shut down the phone line after a week of this since Congress was being notified on all allegations and the "wrong" crowd was getting in dutch. Maybe you guys should try it (via burner phones naturally)...

About the CFD Funeral

Black glove are authorized for supervisors above the rank of sergeant (Lieutenant and above). The black gloves can only be worn during winter months when wearing the long winter reefer. Police Officers and Sergeants are not authorized to wear black gloves and never have been, it's not even in their uniform specs. Whoever put that information out is a goof!

Special Events Authorization
The uniform for all sworn members assigned to special events or formal occasions will be specified by the officer who issues the order establishing the assignment of personnel. Normally, the uniform will be the seasonally prescribed dress uniform. White gloves may be specified whenever the spring/fall or winter dress uniform is authorized.

SUSPICIOUS PACKAGES

A couple of friends of mine in the western suburbs each received a small mailed package about 4"x6"x1" shrink wrapped in opaque white plastic. The package was addressed to "Resident" and there was no return address. My friends thought it was a product sample, possibly box of candy.

Inside was an ornate, but cheaply produced copy of the Quran.

My friends are not Muslim although some of their neighbors whom they have little contact with are. So they are puzzled why they were sent this.

Has anyone else out there also received a Quran? Why?

FIRST AMENDMENT RIGHT. Peacefully casting a wide net hoping for converts.

POSSIBLE SPREADING OF A TOXIC WMD. My friends have had these packages all day and did not notice anything suspicious and are in fine health.

CAUSE A PANIC. The idea would be to have people flood Emergency Services with calls and fainting spells when there is actually no danger. Something like this happened years ago and we had to have collection kits to pick up suspicious mail.

CAUSE AN OUTRAGE. Someone may get one of these and act stupidly using a Quran for toilet paper or smearing it with bacon. If someone does this we could have a lot of people, especially cops hurt and even killed.

I don't have one of these and if the news media wants to get on this and track down the source please do. If you get one of these and don't want it the best advice, as always is, for everything is DON'T DO ANYTHING STUPID. Maybe keep it on a shelf and go to the door with it when Jehovah’s Witnesses come calling.

MAKE ONE PERFECT ORIGINAL

Then make copies from that.
Don't leave shit laying around.

Example: Asshole is charged with Attempted Murder of a female Police Officer. Defense attorney got hold of a copy of an approved GOCR of the incident that was different from the one used at trial. Missing was the defendant words, "I'm gonna kill you bitch!" Case was fixed.

The department gave him a letter stating his employment would be terminated 31 dec 15. So I guess he is going to ride it out til the end

FYI

today the FEDs were in the AREA removing data from all the printers. Looks like the witch hunt begins.(the printer stores everything you print and your PC info)

Next thing will be warrants on patrol officers and Detectives phones to verify who the talked to about the infamous "16 shot" case.

The angle will be fixing the case be wary when supervisors ask you for copies of anything!

Everyone was told that they would be searhed when they left the premises. One guy I know had grown by about six inches in height while in there. He thought it over and left being his normal height. He was also not searhed. Kills him to this day.

Black gloves, white gloves. Who cares. Neither were warm enough for the cold. Was out there all day and I was proud to assist in the procession. The color of the gloves was the least of my problems.

When you wear the reefer (in cold weather) the order for the detail ALWAYS has stated you wear BLACK gloves.

In warmer weather when you wear the blouse you wear the WHITE gloves.

You can search the entire U.S. Patent Office online now, all the drawings and everything. I think it's uspto.gov.

Technically you can get a patent on something "original, new, different," but that doesn't mean it'll ever sell. Files are loaded with luminous propeller beanies, beds that automatically dump you on the floor when the alarm clock goes, chicken-powered typewriters, you name it.

This one was genuinely dangerous, though, and the guy is a real jerk.

Same guy who did the one on the Schuessler/Peterson murders. Whatta read, especially if you know/love NW side. I got photos all around Lawrence/Milwaukee, the Fannie May, the big liquor store sign, the old jewelry store there with the 1940s neon sign, before it all came down to build that CVS there. Boy, this used to be the heart of shopping, now so many vacant storefronts...

That is a hell of a way to "improve communication," "build understanding" at a very tense time.

I mean, someone comes to the door about it and it would just be, "Oh yes, our religious organization mails lots of these out for free every day. See here in the office." Boxes of the things, label printing machine, etc. No problem.

Example: Asshole is charged with Attempted Murder of a female Police Officer. Defense attorney got hold of a copy of an approved GOCR of the incident that was different from the one used at trial. Missing was the defendant words, "I'm gonna kill you bitch!" Case was fixed. douche.

Copper added a (^ up triangle) and added the phrase instead of rewriting the whole case report & narrative. That was the mistake we heard every day in case reporting class 30 years ago. Worked for both the female and her husband supervisors. The lawyer stated it was added later which was a lie. Bench trail Judge Paserrila let him go saying there was doubt but in reality case was fixed by the outfit.
