"Merit" Requests

The letter came out asking for "merit" recommendations. It seems that the Department is eager to make a quick class off the new Lieutenant list before any lawsuits make it to a hearing and hold up the process.

Of course, seeing who Rahm just put in all sorts of exempt positions, these are the people who will be reviewing "merit" packages and making the call for the next generation of bosses. They realize that if the spots are filled prior to the Feds poking their nose into things, the chances of their people getting demoted are tiny.

Politics continues unabated in the Department.

UPDATE: Someone posted links that we forgot about - FOIA requests that revealed "merit" lists from years gone by. One here. Another here. We don't know why some people don't FOIA entire promotional lists and go through it with a fine toothed comb linking "merit" promotions with exempt picks, with political sponsors, even with assorted lawsuits, just to see how the whole rotten thing comes together.

I can't believe how many of our top bosses were merit. It seems like every last one of them. Just a big fucking scam. Then the merit people push their merit people to the top while the smart, hard working, test passing bosses are totally stuck. It's a big sham

Off Topic SCC please forgive us, important info concerning allegations of misconduct:

The have been several complaints of documented cheating and compromising of classified information regarding the recent Lt’s Examination. The Department of Justice has been informed and an investigation will search for patterns of unconstitutional policing practices throughout the police force. The officers involved should be held accountable! If the department tries to rush a promotion of these suspects from the new list, (as you have stated) all participants from the old list will be part of the upcoming lawsuit. If, a class of 30 are promoted from the new list, the 30 from the old list will be the main complainants as they were cheated out of their rightful promotion. They will be contacted.

Hopefully the CPD will be proactive and avoid another negative media press release by holding off promotions from the new list until the investigation is completed. Time for the DOJ to put an end to this “blue” wall of corruption and silence.

Seeing this list I now understand why my supervision tip toed around me and left me alone. Maybe the reason I got tagged with being surly and arrogant is because I had to explain everything about my job and the investigative procedure to you talentless jagoffs.

It is absolutely crushing to me thinking about all those smart, great, people who put the time and due diligence into studying and sacrifice and being knocked further down on a list by a herd of marginal motherfuckers.

It's impossible to make it above the rank of Lt on your own because it's all based on clout, not talent and there is no test to take. Now they even made it harder for a certain group to move up, the male white. Only minorities to be considered, too many male whites already. Command staff is now chosen based on their race, political affiliation, and sexual orientation. Truth be told, we all know it. Rahm wants to insure those votes for the democratic party next time around.

Although nobody in my class is a Commander yet, most of the merits went to specialized units and they DID NOT have to wait 2 years as we were told merits would have to. In fact some went to units prior to "applications" being accepted. Oh well Patrol ain't that bad at all, see you on the Beat!!!

One thing about being promoted based on your test score is you are not beholden to ANYONE!!

Merit is only a percentage of every LT promotional class-- but they are so exceptional they move up the ladder and leave those off the list behind. Wish it was the case that they really are so wonderful that we all benefit from their being made exempt....but its not true, They are not all talented, knowledgable, hard working and worthy; but then again those off the list with a heads from subject matter expert/test reviewers are equally undeserving based on their lack of ethical behavior.
Our department is troubled because it does not take promotions seriously- we stink from the top.

Part of the DOJ review should be on the how the leadership of this department is chosen since it directly affects the public. If you don't know the job well enough to pass a test why are these people constantly being promoted? Are they paying someone in the form on political donations? Are they performing some type of service to someone. Are they just Good Guys and Gals. Yea that must be it, because they sure aren't qualified.

Has it ever occurred to any supe or mayor that if the promotional process was legit that you'd ultimately end up with the best person for the job? Someone who wasn't incompetent and who didn't have their own agenda? I can name a hundred coppers who'd do a great job as bosses but they have no whack. What a shame. I'm sure any one of those coppers would be more conscientious than a politically connected meritorious pick.

Hopefully the feds look into how Al's wife ended up number one. Talk about greedy--couldn't settle for being in the top 10 or 20, had to be #1. Pitiful and sickening.

Looking at these lists just makes one thing perfectly clear: if you studied, scored well, and have been promoted based on your scores alone you will NEVER become an exempt on this Dept!

What ever happened to the Commander from each district getting one merit nominee. Is there not one person from each district that is worthy of being selected merit doesn't look that way. Speaks volumes when your Commander comes in to the watch roll call and visits tact teams and well pretty much speaks a bunch of bullshit about how he appreciates how hard you work and your the hardest working district and look here the numbers prove it as we rank 1, 2 or 3 in arrests, contact cards, weapons recovered etc, however none of you are worthy of being selected for merit promotion but keep up the good work and making me look good. TELL ME I'M LYING.

FOIA updated merit list and let the games begin, remember to use made up e-mail address so the treacherous pricks are unable to identify you and/or retaliate against you. FOIA section must e-mail you updated lists within 5 days. cc Eugene Williams and double dipper Don O'Neill so CPD doesn't drag their feet with response.

What amazes me after reviewing these lists is that 4/5 of the exempt staff can't pass a test and get promoted in rank order. And we wonder why the Feds are looking through our underwear and closets. The first thing I hope they do is recommended the disbanding of any and all merit lists and make promotions by rank order only.

Pray that if they are handling your investigation they actually know what they are doing and not just a nod to get D2A pay. Keep studying your orders and getting them those contact cards and movers because they are only counting on is you getting them contact cards and movers. Sorry to disappoint you buy now maybe you will understand that your pride in your work is appreciated by you, those who respect you and those who are jealous of you buy you will rarely hear of it cause every single boss is taking credit for what you did.

Any spot after patrolman up to Lt. is at least 20-30% political. Any spot beyond Lt. is 100% political. Climbing up the ladder from that point if very cutthroat. Most men and women who have legitimately made it up to Lt. will stay there forever because they don't want to compromise their integrity. It's a double edged sword, the system doesn't want those who have risen through hard work and intelligence because they are their own person. Those who have risen up legitimately to Lt. don't want to go any further because they are their own person.

Was promoted in the first class of Lts. in 1995. Many made exempt. I retired a Lt. Just the way it is and considered myself fortunate.

What should be a consideration is a totality of accomplishments when determining a Merit promotion, (judging soap eating contests doesn't count). Exempts picking Merits they knew 10-20 years ago, or don't even know, because of favors from exempts that long retired or used up their several picks. The days of my old partners second cousin's sister in laws nephew and aunt's brother, who worked for the aldermans dishwasher repairman's son, because I'm a Merit Commander method of choice days should be over.
There are many, many deserving officers that are stuck in Districts pushing beat cars for years on end.
If the FOP Bargaining Committee wants to level the playing field in next Contract negotiations sham, how about when the City snubs a FOP 5% Merit Selection offer over their current 20% and 30% picks, allow the Rank and File Bargaining Members choose Merit Selections from amongst their peers. Nobody knows better who the qualified Merit candidate is than the officer that works next to you.
There would certainly be a diverse selection of dedicated officers to choose, not the just the flunky political correct or politically connected.
Stop the cushy spot appointments too. Learn the job by doing minimums of 3 yrs. in fast Districts, not elite Units.
Please take down that Academy sign, "Earned not Given" until the Department can abide by the meaning.

It is beyond amazing when your eyes are finally opened on this job to the non stop flow of bull shit and clout games that are played. As a recruit you might, just might think it's legit... Then after about 10 min on the job you see who is the "best of the best" and all their "hard work" pays off so they make it to tac. You see who makes Det or sgt by so called "merit". You laugh at that list of merit hacks because of what a sick joke they are and think to yourself "does no one else realize what's happening here??" But absolutely nothing is done about it. Then you see useless after useless merit boss you've had continue to get promoted and continue to lie to your face about how they were promoted. You also see after your first promotion test who must have had the answers in their secret study group because that person scored in the top 10-50 who in all reality had extreme difficulty passing high school. Look at our disgustingly arrogant, useless in law enforcement, low life, in over their head bosses we have now whom are supposed to be our COMMAND STAFF!!! 50% are double merit!! No wonder you finally reach a point on this job when you say fuck it, I'm done. I guess all that's left is the 1st and the 16th, sit back, relax and feel proud that you didn't have to sell your sole to the devil for anyone or anything.

The one "Good" that may come of this Federal Take Over is the possibility of legit tests for promotion. I am retired now, but I and many others are still bitter over Exam Scam.Even the "outside" impartial experts that were used, turned out to be corrupt! (Arthur Anderson) It would be nice to live long enough to see qualified police supervisors promoted. Then again, since this is Chicago, nobody can live that long. "Baby G"

I used to work with Phil O. in 007 back in 1997/98. I saw he made SGT. I congratulated him years ago when he first got it and asked him how he did on the test. He told me he studied his ass off and scored high and wasn't a merit hack. I guess he got merit SGT just for fun in spite of scoring high on test, LOL. This job is great if you have clout. Maybe Phil did not know he was on the list. Right?

Does anyone know if the actual tests that were graded would fall under a Foia request? And there has to be a answer key for the test. I would like to get that too. I can never understand how the city can give a test and not give the graded test back. How does anyone know if they were graded properly or without errors? Human error is possible in anything. We pay to take these tests, are we not entitled to see the graded test with the answer key?

The feds are investigating CPD shootings. Here's a tip. Look at all of the federal shootings. Not just obviously bad ones like Ruby Ridge. Look at all of them and see what the standards were. Compare that to CPD shootings. Now ask again why they with their standards are in a position to review ours.

Blah blah blah.... My parents always said I was the smartest. It's impossible I did not score in the top 20%! Just wait until the new class is announced, you will see the usual merits, the top scorer, and almost everyone else is a #2. They are also from districts and units all over the city. Ask around and you will see. The old Lt list that was up for almost a decade is dead. The new list is out and full of #2s who studied. Get over it.

Here is a simple solution, because some members scored well deserve to be promoted - prior to the list being produced, each sergeant on the list will be given a polygraph test (applicants coming on the Department must take one), the following questions will be asked:
1. Did you view any portion of the lieutenant promotional exam prior to the exam date?
2, Dd you speak with any Subject Matter Experts (SME) about the promotional exam prior to the exam date?
First offer them the opportunity to admit to either question, because if they deny and fail any question, they are not promoted and a CR is initiated against them with a Rule 14 allegation. If they fail but admit to either question, then they are not promoted but no discipline.
It's a simple solution and everyone can let the issue rest.

If these merit picks are so smart, why can't any of them pass even ONE promotional exam that is based on our General Orders and knowledge of the job? WHY?

And don't forget that there are alternatives to the merit process. Please don't be naive enough to think they don't exist. One needs only to look at the results of the latest lieutenant promotional exam to know. And in the past we referred to "Jim Maurer's Alternative Merit Process," whereby a Senior Subject Matter Expert (one who actually had a hand in writing the actual test) was suspected of giving the answers to his administrative sergeant and his friends (C.K., S.G., S.C., H.L., you all know what you did) and they miraculously scored #1, #3, #4, and so on.

What amazes me is how many licensed attorneys we have running around this shithole department who could not pass a sergeants or lieutenants test: Kim-Toy Gun Darrow, F. Lee Yamashiroya, and former narcotics commander James O'Dershowitz to name a few. Pretty effen' sad commentary on the state of affairs at 35th St.

Hey, DOJ, it's a first class promotee here. I worked my ass off to score as I did and get promoted. How about you help us eliminate merit promotions altogether? It's really not a radical concept: Only promote those people who have demonstrated excellent knowledge of the function of the organization, not knowledge of the bedroom, backyard or favorite tavern of some select group of people.

Statistical anomalies and impossibilities abound.....FOIA the experts on the exam, compare with scores, and start deposing. If there was cheating, it wouldnt be hard to find out. Wouldnt be the first time. May be part of a patterns and practice investigation.

The city keeps the 20-30% merit not just for friends. If the merit system wasn't in place and promotions were based solely off test scores, the racial make up of the management would not be pleasing to downtown. The same way the testing to become a police officers has been weighted against a high score by means of a lottery. Giving preference to applicants that graduated from chicago public schools, equating them to someone who served 4 years active service in the military.

Even with all the help from city hall to "diversify" the department the majority of applicants that actually qualify continue to be a certain demographic.

In order to get the department the mayor wants, they will have to do away with the polygraph and only check for felony convictions and any links to terror groups.

If the city thinks its department needs an over haul now, imagine what it would be like if the only factor to get hired would be that you graduated from the worst public school system in the nation and have never been convicted of a felony.

The truth of the matter is that Chief Williams (self proclaimed clergy liaison) has cheated for those closest to him, He is leaving next year and he wanted to help those that couldn't help themselves. The issue is he decided to help too many people at once. He chose to help his associates in blue help their people as well. Even more of his friends would have scored higher, but they were too damn dumb to memorize the answers.

Come back to Chicago Mrs. Wysinger the DOJ is waiting for you. Officers at the airport say you arrived in a blue and white limo. Choose your return UBER very carefully.

I try not to let these promotions bother me, but this last group is truly disgusting. So in order to become a gold star you can't successfully pass at least one promotional test? I know a couple of merit lt's that knew it was coming and they both said they scored high on the test. It is what it is. Definitely don't respect them for lying about it. Must've skipped legitimacy training because lying to the troops is no bueno

Uh, it depends on how many of them are being promoted at the same time.

But say the class is 100 promotions to sergeant or lieutenant and the select 60 people are all being promoted in the 100. Those 60 people plus 30% merit/30 people equals 90 people, and following your line of thought, 90 of 100 is 90% merit.

Where did you get 70%?

I was in on a conversation a few years ago with the retired commander of 17, he being Asian and an affirmative action promote through the ranks.( he did not know that I knew this) He bragged on how he earned everything and he deserved everything , how he had a great education and he criticized those who did not work hard and study. Someone said that the department is totally corrupt and always has been and he took great offense to that statement. Just goes to show you the hypocrites out there.

The above Sgt is heavy. Professional ass kisser. He runs security for the clubs downtown. He works security at the clubs and hires the police officers for them. And no, they don't have a food license. He has been taken care of since he came on the job from Keating and NOBLE. No doubt he had a copy of the test. It's a slap in the face of every hard working Sgt who studied for the test. Pretty sad. Hope the Feds look into it.

Errol Davis. Very funny. He was a sergeant in 006 . He spent his time on the commander's floor or driving around by himself in an unmarked car. He always wore a 3 piece suit and a fedora. What an absolute arrogant dickhead. I heard he was forced off after making merit lieutenant.

You can blame a lot of this mess right on Terry Hillard who went along with this corrupt merit promotion system. In the first group of merit lieutenants, he actually promoted 4 sergeants to lieutenant who did not even take the test. One sergeant was actually on a leave of absence after he made quota sergeant and he had to come back for his next promotion. He was then appointed to captain by Uncle Terry who engineered the end of captain tests and the beginning of appointed captains. He also ran the most corrupt political selection process to captain in the history of the department. He took his marching orders from DAley. People who did not even put in for captain were made captains and they had to rescind one or two. The beginning of the end for CPD. Look at the current top ranks from acting superintendent on down, all merit promotions. What happened to those who actually passed the tests???

The strange part of this entire process is you will find merit promotes appointing other people to merit promotions and most of the merit promotees never worked for this who sponsored them. Will the Justice department ever do anything about this totally corrupt system that has destroyed morale in the department and made just about everyone cynical with a don't give a shit attitude? I seriously doubt it. The only thing the federal judge cared about were the numbers of minorities who were promoted , not how they got there. Selective outrage at its finest.

Yes you can! Whoever mentioned doing FOIA for the emails is genius. I bet there are 2 test results: the original and the one they eventually released.
