McCarthy - Patsy?
An interesting theory and an always entertaining read from Jack Dunphy, the "nom de cyber" of an LAPD copper with a biting insight:
- Poor Garry McCarthy. Only a few years ago he was on top of the law-enforcement world. He had risen through the ranks of the New York Police Department to become a deputy commissioner, from which position he was induced to cross the Hudson River and take command of the police department in Newark. During his tenure there, crime fell by 21 percent, with homicides down by 28 percent and shootings down by 46 percent. So impressed by this record was Rahm Emanuel that upon his 2011 election as mayor of Chicago, he invited McCarthy to become superintendent of that city’s police department.
It’s hard to imagine someone in Chicago longing for the good old days in Newark, but I suspect that’s just what McCarthy must be doing, for he is now out of a job, cast off as an expendable in the cause of keeping Emanuel’s name on the door at City Hall. McCarthy may have come to Chicago thinking he was going to show the rubes on the prairie how police work is done in the Big City Back East, but in the end it was the rubes who showed him how politics is done in Chicago.
If he didn’t see it coming, he had no business in the job in the first place. I can’t claim any great expertise in the ways of Chicago politics, but I am very much of a Chicagophile. Ever since my first of many visits to the city some 30 years ago, I’ve wondered how Chicago simultaneously produced some of the greatest people I’ve known and some of the most loathsome politicians the country has ever seen. Stuff for another column someday, perhaps.
He's picked out McCarthy's entire New York style attitude - we pointed out many times as did readers that McCarthy brought with him an unpleasant air that the NYPD and he invented policing and we were lucky to have him here to teach us all about it.
Dunphy touches much that the media is hashing out and a bunch that they aren't. It's a good read and, for an outsider to the Chicago scene (but an avowed "Chicago-phile") very insightful. Give it a read.

Here's the interesting part...
"The settlement says the three officers will pay in total $625,000. The village said it has accepted financial responsibility for the employees."

Yes, McCarthy was Rahm’s patsy/red herring. But Rahm is a very smart man; did he think that knocking McCarthy off that all the protecting would go away? Creating a new group or task force? Previous ones did not work.
Whether the department wants to believe it or not, McCarthy had your back – City Hall does not/did not/ and will never. Now finally the department has bought down and bringing down that old way of thinking; an administration; and ending City Hall’s running of the department. And Rahm, McCarthy had your back as well; but your actions as now back fired:

Well, of course he was a patsy. I was a supporter of McCarthy when he first got here, but it was time for a change. The current acting sup is not the answer and without question, the push for Ernie Brown to run the department is just plain scary. Unfortunately, I will say that it must be an outsider, again, someone with a clean reputation. Bratton said many times that he would never come to Chicago because of the dirty politics. Maybe someone from the LAPD since they just went through 10 years of Justice oversight ? Bad time to be a cop in Chicago, or anywhere for that matter. The racial spoils system in this town is alive and well and the calls for more minority cops and a black superintendent gets louder every day, as if that is the answer to anything. It seems blacks think that only they can police black areas and be successful. For the answer to that I point to Baltimore, Newark, Detroit, Atlanta, Harvey, Robbins etc etc etc.
I would like to be the first person to nominate to the MERIT PROCESS, the African American Boss from Milwaukee. One of the few, Don't give a damn about what color, race, gender you are, if your bad, your bad, type of guys. He would do wonders down here !!

The term of superintendent in Chicago is usually 3 to 4 years, so he outlasted most.
I'm SS/Hyde Park Chicagoan born and bred, returned. But, I lived in New York City 5 incredible years late 80s, early 90s when New York City descended in to crime, homeless, Leftist, Sharpton anarchy, hell.
I was always impressed even in the worst of times with the esprit de corps of the NYPD. Once given a free hand by Mayor Guliani the NYPD led by very impressive Police Chiefs Bratton and Kelly TOOK BACK THE STREETS of NYC.
I like the way the NYPD never backed down to the worst demagogues, Lugenpresse -(Lying press) and the very impressive reductions in crime, especially reductions in murder (of Blacks and Hispanics) were testimonies to the culture of no nonsense policing by the NYPD.
Chicago of course has had good police (I was 7 years old during the '68 my family was solidly on the side of Senior mayor Daly and the Chicago police against the likes of Bill Ayers). But, hasn't had the same "take back the streets" approach of the NYPD.
I had some good hopes for McCarthy. But, his pandering with the likes of Father Faker and the Lib/Black Obama/Rahm types was always going to make him suspect.

Then begin to reboot this Department, as it is on life support anyways it wont be a real shock. Listen to the rank and file members, and you will gain their respect back. Promote people as they are qualified to LEAD. Test scores alone don't cut it either. I have known plenty who can pass a test, but fail in Leadership skills.
It will literally take a Generation to fix this, and it has to have the political will from city hall behind it.(unlikely) Stop the Patronage, Politicians need not apply.

I don't understand how some reporter can get CR files from the 60's but we can't FOIA promotional test rank order results. They give the merit slug list, why not the real list of people that made it off the test.
The only way to fix this is by turning the Chicago Pooice Department Superintendant into an elected official instead of an appointed position.

Chicago Police have been far more aggressive in the effort in taking back the street than NYPD could ever hope to be.
The average number of arrests per officer in NYPD is 12 per year. Even the biggest dogs on our department surpass that. The advantage that NYPD has had is triple the amount of police and more importantly a judicial system that actually incarcerates people. NYPD actually collects revenue and jails people who don't pay, our collection rates for ANOV (summons) is probably ten percent. NYPD does not have the gang problems that Chicago and LA have despite being two to three times bigger in size.
Chicago Police consistently take more guns off the street every year than any other department. Chicago Police have been very aggressive for a long time, but thanks to the environment we have to work in those days are over. Your appreciation for CPD on this blog is nice, but what we really need is vocal support to our politicians and the media.
Now that G Mac is gone and the Feds are in (Thanks) keep in mind any contact cards that are completed better be legit with PC, Don't get caught in the net!

While this can't work (in a practical sense), I fully support every word and every sentiment that drove you write it.
The biggest hurdle is, it would require someone who loves the department, but isn't associated with the department, with great strength of will and some serious intellect, to be able to implement it.
If you look at the current top leadership of the department, most of the brass are merit or double merit promotes. What happened to all of those officers who actually studied for the test and made the list? You mean, that no one in top leadership actually passed a promotional exam?
Should have known, liberal assholes like Rahm would eat their own mother to save there ass, remember the POS used his own kid to shield himself.....Rahm style.
Just put a body camera on Rahm and Obama. When they meet with the enemies of America is will be great cinema.

You lost me at "McCarthy had your backs". McCarthy was the most one way guy you'll ever meet. He was an egomaniacal, self involved narcissist of the highest order. He had his own back and no one else's. I am amazed he didn't punch the ballerina out in those 5 years, really amazed. Of course, he did just re-directed it at others.

I like the way the NYPD never backed down to the worst demagogues, Lugenpresse -(Lying press) and the very impressive reductions in crime, especially reductions in murder (of Blacks and Hispanics) were testimonies to the culture of no nonsense policing by the NYPD.
Chicago of course has had good police (I was 7 years old during the '68 my family was solidly on the side of Senior mayor Daly and the Chicago police against the likes of Bill Ayers). But, hasn't had the same "take back the streets" approach of the NYPD.
I had some good hopes for McCarthy. But, his pandering with the likes of Father Faker and the Lib/Black Obama/Rahm types was always going to make him suspect.
One shooting of a deranged PCP brain addled criminal has forced him out.
Yeah, I want NYPD style policing in our Chicago. Also, the NYPD has better uniforms. There are too many overweight lesbians on the Chicago police force - not inspiring.

The NYC attitude problem is nothing new. Back in the 70's two refugees from NYPD command came to the Midwest: Daniel Cawley to suburban Kenosha and James Carvino next door in Racine. Both tried to run those departments like NYPD. That didn't sit well with people.
Cawley moved back east for a gig with the U.S. Park Police and he got Carvino a job as chief of the U.S. Capitol Police. The NYPD 'tude didn't fare well there, either. Carvino got a blanket party from the troops who were more connected than he could ever be.
Yes, the DOJ needs to question City Hall more than it needs to at Police HQ.

Oh, some of us came out OK, although there are indeed a lot of the type you describe. Used to be a lot more ordinary people there, until Daley I and Julian Levi decided that a coal delivery or kids playing on a stoop was "urban blight" and came in and flattened the place, UC took over the great residential hotels for student housing, etc.

A lot of good ideas in NYC too, like ESU, Herc teams and dedicated 24/7 anti-terrorism intel and ops centers, with representatives embedded overseas feeding back info all the time.
It's a shame we got CompStat and all the administrative-type BS and "social policies" and not the boots-on-the-ground good ideas.
