McCarthy - Patsy?

An interesting theory and an always entertaining read from Jack Dunphy, the "nom de cyber" of an LAPD copper with a biting insight:
  • Poor Garry McCarthy. Only a few years ago he was on top of the law-enforcement world. He had risen through the ranks of the New York Police Department to become a deputy commissioner, from which position he was induced to cross the Hudson River and take command of the police department in Newark. During his tenure there, crime fell by 21 percent, with homicides down by 28 percent and shootings down by 46 percent. So impressed by this record was Rahm Emanuel that upon his 2011 election as mayor of Chicago, he invited McCarthy to become superintendent of that city’s police department.

It’s hard to imagine someone in Chicago longing for the good old days in Newark, but I suspect that’s just what McCarthy must be doing, for he is now out of a job, cast off as an expendable in the cause of keeping Emanuel’s name on the door at City Hall. McCarthy may have come to Chicago thinking he was going to show the rubes on the prairie how police work is done in the Big City Back East, but in the end it was the rubes who showed him how politics is done in Chicago.

If he didn’t see it coming, he had no business in the job in the first place. I can’t claim any great expertise in the ways of Chicago politics, but I am very much of a Chicagophile. Ever since my first of many visits to the city some 30 years ago, I’ve wondered how Chicago simultaneously produced some of the greatest people I’ve known and some of the most loathsome politicians the country has ever seen. Stuff for another column someday, perhaps.
He's picked out McCarthy's entire New York style attitude - we pointed out many times as did readers that McCarthy brought with him an unpleasant air that the NYPD and he invented policing and we were lucky to have him here to teach us all about it.

Dunphy touches much that the media is hashing out and a bunch that they aren't. It's a good read and, for an outsider to the Chicago scene (but an avowed "Chicago-phile") very insightful. Give it a read.

O.T. Skokie pays out $875,000 in police excessive force case from 2013
Here's the interesting part...
"The settlement says the three officers will pay in total $625,000. The village said it has accepted financial responsibility for the employees."

I didn't think that this was legal or is that what corp counsel wants us to believe?

McCarthy was a good little soldier for Rahm and jumped on a grenade when ordered.

Not a WORD out of Rahm's little soldier since.

He'll land on his feet somewhere making great money, and somehow, you'll be able to connect that job back to Rahm, all for keeping his pie-hole shut.

It is obvious and well-known around the world about Chicago politics and corruption; the systemic issues and gang shootings --- TIC for TAC: code of silence on the streets for both the COPS and GANGBANGERS.

Yes, McCarthy was Rahm’s patsy/red herring. But Rahm is a very smart man; did he think that knocking McCarthy off that all the protecting would go away? Creating a new group or task force? Previous ones did not work.

Whether the department wants to believe it or not, McCarthy had your back – City Hall does not/did not/ and will never. Now finally the department has bought down and bringing down that old way of thinking; an administration; and ending City Hall’s running of the department. And Rahm, McCarthy had your back as well; but your actions as now back fired:

Per an DNA Chicago article:
""In our town, everybody knows all roads lead to the mayor's office, no matter who’s in power.

The mayor historically sits atop an elaborate pyramid of power designed by the Democratic Machine that cynics will tell you was constructed to preserve a publicly accepted level of crookedness locals refer to, sometimes lovingly, as "The Chicago Way.”

At first glance, it might look like Chicago’s top cop runs the police department, but it’s Chicago’s mayor who is always in charge. Not only does the mayor hire the police superintendent, he sets the police budget and has constant oversight.
DNAinfo Chicago reported that starting in 2013, McCarthy made a failed attempt to push Mayor Emanuel to change rules in the contract — along with making changes to other city laws and policies that the then-top cop believed stood in the way of reforming police discipline.
Ultimately, Emanuel signed off on a contract billed as a win for taxpayers that allowed details about officer misconduct complaints to remain secret.

A years long rift between ousted police Supt. Garry McCarthy and city attorney Stephen Patton effectively derailed the former top cop’s efforts to make substantial reforms to the city’s police disciplinary system in 2013, top city sources told DNAinfo Chicago.

The revelation of a behind-the-scenes battle between the city's top police officer and its top lawyer shines new light on the city's Police Department

The source familiar with McCarthy’s pitch said the superintendent aimed to give the mayor justification to push for major changes to city laws and the police union contract, which was being renegotiated at that time, to make misconduct investigations more transparent. The changes also would have given McCarthy authority to discipline — and terminate — officers with sustained misconduct investigations.
Six months ago, recently ousted Police Supt. Garry McCarthy headed into Chicago's neighborhoods as part of a so-called "listening tour" aimed at coming up with ways to improve communication between the Chicago Police Department and community leaders.
Chicagoans never heard back from McCarthy, but that's not because their advice fell on deaf ears.
Indeed, the top cop produced a 20-page report complete with a PowerPoint presentation that quietly got shelved by City Hall last month on the day McCarthy planned to take the proposal back to the neighborhood leaders he met with over the summer.

According to McCarthy's previously unreleased report, the Police Department has failed to communicate with the public and media quickly enough, resulting in inaccurate narratives when providing information about highly charged incidents.""

Yes, the DOJ needs to question City Hall more than it needs to at Police HQ.
A bankruptcy will expose them even more.

Now, McCarthy should sing like a canary bird; yeah, you no longer have to have the mayor’s back. You show 'em the Dirty Jerz Way!

"SOCIAL WORKERS" TAKE OVER CONTROL OF OUR MILITARY BASES

No 'daycare center': Lawmakers tell Obama not to use Ft. Hood to house illegal immigrant kids

December 18, 2015

"Two Texas lawmakers wrote President Obama this week to oppose a possible plan to use Fort Hood military base to house unaccompanied minors who illegally crossed into the U.S. from Mexico.

"Republican congressmen John Carter and Roger Williams, whose districts both include parts of the sprawling military base, say...“We strongly urge your Administration not to house illegal immigrants on any military base.”

"Fort Hood, a 215,000-acre base that lies halfway between Austin and Waco, is home to around 50,000 military and civilian personnel.

“It is outrageous that this administration would even consider using our military installations to shelter illegal immigrants who have crossed our southern border,” Carter said. “President Obama needs to enforce our immigration laws and secure our border, not undermine our military at a time when our country is facing increased threats from radical Islamic terrorists.

"Last year, amid a surge of unaccompanied children streaming in from Central America, the Pentagon began housing thousands of unaccompanied illegal immigrant children at Joint Base San Antonio-Lackland, in Texas, Naval Base Ventura County, in California, and at Fort Sill, in Oklahoma.

"The Department of Health and Human Services...is once again being stretched to the limit by a surge that has reached an estimated 10,000 since October...it isn’t even up to the Pentagon whether or not the base is used.

“Representatives from HHS [will] determine if our installation is suitable...“HHS WILL MAKE THE FINAL DETERMINATION IF THEY WILL USE FORT HOOD FOR UNACCOMPANIED CHILDREN OPERATIONS.”

Well, of course he was a patsy. I was a supporter of McCarthy when he first got here, but it was time for a change. The current acting sup is not the answer and without question, the push for Ernie Brown to run the department is just plain scary. Unfortunately, I will say that it must be an outsider, again, someone with a clean reputation. Bratton said many times that he would never come to Chicago because of the dirty politics. Maybe someone from the LAPD since they just went through 10 years of Justice oversight ? Bad time to be a cop in Chicago, or anywhere for that matter. The racial spoils system in this town is alive and well and the calls for more minority cops and a black superintendent gets louder every day, as if that is the answer to anything. It seems blacks think that only they can police black areas and be successful. For the answer to that I point to Baltimore, Newark, Detroit, Atlanta, Harvey, Robbins etc etc etc.

The beatings that the wizards of COMPSTAT touted made the Commanders fall in line. Crime was down, we are amazing! McCarthy had the added benefit of loving the camera. This ego maniac loved being in the spotlight so much that, like the trained monkey he was, he regurgitated any anti-gun nonsense he was given by the Democratic machine. This was a National circus act. Chicago elected two Presidents don't you know.

I'm SS/Hyde Park Chicagoan born and bred, returned. But, I lived in New York City 5 incredible years late 80s, early 90s when New York City descended in to crime, homeless, Leftist, Sharpton anarchy, hell.

I was always impressed even in the worst of times with the esprit de corps of the NYPD. Once given a free hand by Mayor Guliani the NYPD led by very impressive Police Chiefs Bratton and Kelly TOOK BACK THE STREETS of NYC.

I like the way the NYPD never backed down to the worst demagogues, Lugenpresse -(Lying press) and the very impressive reductions in crime, especially reductions in murder (of Blacks and Hispanics) were testimonies to the culture of no nonsense policing by the NYPD.

Chicago of course has had good police (I was 7 years old during the '68 my family was solidly on the side of Senior mayor Daly and the Chicago police against the likes of Bill Ayers). But, hasn't had the same "take back the streets" approach of the NYPD.

I had some good hopes for McCarthy. But, his pandering with the likes of Father Faker and the Lib/Black Obama/Rahm types was always going to make him suspect.

One shooting of a deranged PCP brain addled criminal has forced him out.

Yeah, I want NYPD style policing in our Chicago. Also, the NYPD has better uniforms. There are too many overweight lesbians on the Chicago police force - not inspiring.

Chicago Police have been far more aggressive in the effort in taking back the street than NYPD could ever hope to be.

The average number of arrests per officer in NYPD is 12 per year. Even the biggest dogs on our department surpass that. The advantage that NYPD has had is triple the amount of police and more importantly a judicial system that actually incarcerates people. NYPD actually collects revenue and jails people who don't pay, our collection rates for ANOV (summons) is probably ten percent. NYPD does not have the gang problems that Chicago and LA have despite being two to three times bigger in size.

Chicago Police consistently take more guns off the street every year than any other department. Chicago Police have been very aggressive for a long time, but thanks to the environment we have to work in those days are over. Your appreciation for CPD on this blog is nice, but what we really need is vocal support to our politicians and the media.

Brazilian police seize submarine used to smuggle cocaine to U.S. or Europe

December 19, 2015

"São Paulo – Police in the northeastern Brazilian state of Pará seized a small submarine that was being prepared to carry cocaine to the U.S. or Europe, authorities said Friday.

"The sub was "practically ready" and would have set out within 10 days with a shipment of cocaine from neighboring Colombia, a state police officer told EFE.

"Police found the submarine in the Guajará-Mirim River, near a fishing settlement in the Atlantic Coast municipality of Vigia de Nazaré.

"Investigators say the construction of the vessel was financed by Colombian drug traffickers.

"At nearly 17 meters (56 feet) long, 4 meters (13 feet) high and 3 meters (9.8 feet) wide, the sub is big enough to accommodate up to 30 tons of cargo and 30 people."

McCarthy did:
Make tracks to St.Sabina as his first order of business
and did engage in the most shameless and unmanly
display of ass-smoochery/knob-slobbery/pandering ever
witnessed by our 50+ year old eyes.

We thought:
Giving the "communerty" de facto impunity to do the fool
while inferring a check on proper law enforcement response
to the doing of said fool.

Then?
Dynamiting city-wide response units.
Combining districts while lying to the taxpayers about
"No Loss" in Police manpower.

While lujacking every spare Copper to points far south and west
from those city-wide units and district closures.

Then chaining the doors on recognized vacancies for years to keep
those lujacked/shanghai-ed Coppers from being able to bid to a
district reasonably close to home.

We knew:
This man hadn't had two seconds of hard and tough times
as a Patrolman. The reports out of NYC were true. He was
a pampered and looked-after Police Princeling who was groomed
to "go places" the very second he walked through the (held open)
doors at the academy.

The rest of everybody else had to step lively to avoid a hard kick in
the ass on that first day of the rest of our lives.

The Take-Away?

McSecondComingOfSirRobertPeel
lost this department as soon as he opened his ample yap
pontificating in the pulpit at St. Sabina...

As an aside...
It is bad and wretched form for the non-annointed
to speak from the pulpit.

It is also against doctrine in most Christian churches for the
pastor, minister, priest to allow lay persons/any political swing-dick
to ascend into the pulpit.

(It's been a while for us. Any clergy, seminarians/other well or better versed
want to clarify? Mistuh Neanderthal or any of the other stalwart, upright regulars?)

Oh well...
We have the joy of seeing the law enforcement conjure-man
from New Yuck getting his own hubris shoved at an obtuse
angle where Bruh Sun can't shine under most normal circumstances.

McCarthy is not the only Patsy, we all are.

Something is coming and I can smell it. The almost perfect scam for Jackson, Sharpton, Pfleiger and all the BLM domestic terrorists. The city has the enormous. highline, expensive, publicized everywhere event coming up called CHI-TOWN RISING.

Now according to the Trib and they never lie, "Organizers selling tickets for inaugural New Year's Eve event once billed as free". Who is getting that money?

All these community activists (extortionists) could be going to Rahm and whispering in his ear. They will threaten that if he does not resign they will crash this party with every man, woman and welfare child in such a way as to make their Black Friday demonstration look like Swan Lake. Or they could be demanding a few $million, (that should go to our pensions) under the table to just make a token appearance before midnight and be gone. Otherwise they will bring hell on the streets and invade the hotels and parties and what are we supposed to do about it.

Stay Safe. I would have to get hurt in any way shape or form so Rahm could stay as mayor and continue to rob the citizens of Chicago.

12/19/2015 01:16:00 AM<<<

Will that money be a six-figure salary and perks (like Phil Cline) for the Chicago Police Foundation. May be spoiled now for public appearances anyway. Will we be pressured to make donations?

Well stated article.

The NYC attitude problem is nothing new. Back in the 70's two refugees from NYPD command came to the Midwest: Daniel Cawley to suburban Kenosha and James Carvino next door in Racine. Both tried to run those departments like NYPD. That didn't sit well with people.

Cawley moved back east for a gig with the U.S. Park Police and he got Carvino a job as chief of the U.S. Capitol Police. The NYPD 'tude didn't fare well there, either. Carvino got a blanket party from the troops who were more connected than he could ever be.

Yes, the DOJ needs to question City Hall more than it needs to at Police HQ.

LOL! They won't do shit! DOJ is just here as dog and pony show for the public. And for Rahm to show public "see I welcome change"....again! The DOJ is here to save Rahm's job and to take spot light off of him. The fifth floor needs CPD to fuck up once and awhile to create crisis and we all know politicians don't let a crisis go to waste. It takes heat off of politicians. BUT a few more lowly PO's may get jammed up to justify to public why DOJ is here.

Of course McCarthy was the patsy. Every big democratic city police chief/superintendent is nothing but a patsy.

You have little to no say over hiring, promotion or your command staff. Those are either controlled by the city budget or politics.

He had to know that going in. If he didn't he is too stupid to be allowed out alone.

All Escalante is doing is keeping the seat warm until whom Rahm really wants is available.

And it won't be a kick-ass copper type.

Stay fetal. And you can never be too fetal.

Do only what the Mayor allows you to do. Hands off. "Give them room to destroy." Worked fine in Baltimore, right?

The $150/ticket people attending this event will be, like, directly the Mayor's guests, so if some diamond tiara or something gets snatched, let him run after the offender. Chanting mob blocking the street, the doors? Stand off as ordered.

Someone punches you in the head, Alvarez will let him go "for the good of the city." Someone breaks your wrist, that can bother you for years afterwards.

"Stay Safe. I would hate to get hurt in any way shape or form so Rahm could stay as mayor and continue to rob the citizens of Chicago."

"Fetal" was his creation, not ours. That word came out of his mouth. Do the absolute minimum set out for you, while protecting yourself and other officers.

"Help! Police!"

"Sorry. The Mayor won't allow us to touch them."

Any fool knows that a bad situation will only escalate if it is not slapped down in the beginning. Any fool but Emanuel, that is. The bm crowd has only become emboldened by the kid-glove treatment.

The usually-quiet other half of the city, the people who still function, the ones who pay the taxes and keep the lights on, is already turning on Rahm because of the disruptions he alllows to continue, the tire-slashing and car-pounding and physical assaults on motorists, and the 19-P'ing of "man with a gun" calls. This is what the Mayor wants. Let it roll.

Like he said when he was crying all over the podium the other day, "it's happening on his watch."

It makes me very sad to say it, it goes against everything "Serve And Protect" stands for, but -- so be it.
