Seriously? A License?

  • Big changes are underway right now in the way abusive police officers are investigated and punished. FOX 32 News has learned proposals by lawmakers include a first-ever "law enforcer license" that cops would have to obtain and renew at regular intervals, just like lawyers and doctors.

    Police departments in Illinois could no longer conceal for a year or more even inflammatory dash-cam videos, like the one showing the death of Laquan McDonald - not if Attorney General Lisa Madigan and legislators she's working with have their way.

    “You're outside. Everything is being taped. And so, the promise of that is that there will be more accountability if there is more transparency,” Lisa Madigan said.
In that case, let us be the first to formally propose that, in the name of "more accountability" and "more transparency," lawmakers be among the first to start wearing cameras so that Illinoisans can see exactly how they are being represented in Chicago, Cook County and Springfield.

Licensing? So what would this take the form of? We certainly aren't going to start paying many hundreds of dollars the way doctors and lawyers do - we already work for the government. They don't, therefore they can pass the total costs off to their clientele. Charging the police would open all sorts of doors that the legislators aren't even considering.

Maybe some sort of certification like paramedics have to do to keep their certifications? Brilliant idea! Except.....

Correct us if we're wrong, but does anyone recall a contract in the 1990's where the FOP proposed something like six days be set aside for "in-service-training"? A mere six days where officers could be trained with all the bright ideas that come from on high? The City said, "No," and the issue never came to a vote from the membership. Instead, we were saddled with "training videos" and everyone sat in Roll Call for 5 or 15 minutes and watched a video on a crappy TV with a VCR that had seen better days and the Department considered you "trained" in whatever crap they were pushing that week. With the overlapping day off groups, you might watch it two or three times while the WC made sure they got everyone at least once. That was the extent of "training" for many years done totally on the cheap.

Six days looks mighty cheap about now, rather than how many millions a jury might award - or a City Council.

U guys are about to see the end of police unions in Illinois, any ways... I was thinking about this for a minute... Cpd has a higher percentage rate at punishing officers.... Then the arrest and conviction rate of "alleged" shooters, I used "alleged" because someone gets cleared by the courts after conviction--- what is that rate Mc-had-a-job.... Less that 20 percent

Forget cameras. Why not licenses for politicians? In Illinois, 80% of those "political licenses" would have to be revoked - maybe more.

Plus, who is on the panel to say Yes or No to the applicant? Another "Clout" panel of political hacks who need some type of "pay job" that has benefits?

Illinois has enough "commissions" to take care of the politically connected.

How about something fresh and new like a mandate that says cut 20% out of every budget in Illinois? If you are an administrator or agency head, and you cannot find 20% to cut, YOUR job is eliminated. AND NO MUSICAL CHAIRS. You lost your job in one agency, YOU GONE.

Funny, how they tell people, "sorry there are no job openings in the state", but those who worked for Quinn got jobs in other areas of the state and never missed a paycheck. Why isn't Lisa investigating that?

We will probably have to carry our own insurance like doctors carry "malpractice" insurance. We know the city wont indemnify is we are licensed by the state. Or maybe FOP will negotiate something good for us.....ah, who am i kidding?

My God your city and your profession are so totally disfunctional.
No regular training?
When and where are you supposed to learn and practice active shooter response?
How to deal with IEDS?
Tasers?
First Aid?
A thousand other new tasks, standards and procedures?
How about something simple like detaining, cuffing and frisking a suspect?
Do you ever get refresher training, and more importantly, someone knowledgeable pointing out where you are #$%^ing up and leaving you or your partner vulnerable?
Because the last person that was perfect still ended up crucified, and we are not close to perfect.

Once again - redundancy! We are "certified" by the IL Police Training Board. If you are terminated the agency reports the termination to the Board. The Board can revoke your certification & when/if another dept hires you they notify the Board. The Board will advise the agency that you're de-certified and they must terminate you. Just as IL has ridiculous rates for the IROC card - watch the goofs in Springpatch try to use the license ploy to raise more revenue. If our state & local FOP don't fight this - what will they fight. Look at how the stop card receipt bill passed without any dissent by Lodge 7 until the bill landed on Gov. Rouner's desk - which he signed. Look at how peace officers had to get a FOID unless the weapon/ammo is dept owned. No fee exemption for the working officer.

Well if all police officers are considered bad over this political firestorm involving one cop's actions then I guess entire professions will be held accountable for the actions of the very few bad ones like the following case in which a teacher was sentenced to 50 years for raping underaged students. Happens all the time but the media never pushes it. I guess all teachers are child rapists since we are painting entire professions with the same brush now. Stigmas are cool and politically correct so lets spread the disease. Politicians, parole board members,judges, social workers, bus drivers and magicians you're next. Federal investigations are coming for you.

Okay - to me badge would equal certificate. Doctor or lawyer who went to medical or law school vs police with 60 college credits who attended a police acedemy. Change the requirements to be hired by CPD to a masters degree. If you need continuing education make sure you have enough computers at the place of business. 1hr at the beginning or end of shift on said computer to learn how to wipe your ass better.

My guess is that this is a way to bypass the FOP contract and it's protections. If police were licensed by the state and the state pulls an officers license then that person cannot be the police and the city and the FOP cannot do anything about it. Same as a drivers license is a condition of employment. No D/L no employment.

There IS a war on police, but when people are in trouble they sure are glad to see us. For example, in San Bernardino.

The BLM movement seems to think there is a widespread police conspiracy against them and there isn't.

I still don't understand why BLM isn't pissed off about black on black crime but judge all police on a few (possibly) bad shootings.

I don't think any copper goes to work hoping they'll be in a position to shoot a black person, but a thug sure heads out with that thought in mind. I just don't get it.

How about life time nationwide term limits for elected officials? I propose a nationwide term limit of 2 terms to an elected position. This would mean that you could be elected to the highly corrupt and federally convictable position of Chicago alderman twice and then you are done ever being elected to any position nationwide. That means that you would actually go out in the world and earn a living. No more being jumping form city to county elected positions for ever. I hope the feds snag a certain few south alderman who have declared war on the Police. Like HB and WC for starters.

Only once did GMAC show up and he was glued to the bar. Prior to that either the Supt or 1st Deputy was in attendance.

We are already licensed by the state of IL and received certification to enforce law and carry firearms, part of that being yearly qualification of the firearms we already use. This is another redundant useless piece of legislation which is costing taxpayers more money. The city should be REQUIRED to use the funds it receives by the state and federal government which are specifically allocated for law enforcement, for training and equipment purposes ONLY! If they want to start a federal investigation, why not start with auditing all the funds this municipality has received over the last 20 years and examine where all the money was used. Funds for hiring new officers, procuring new equipment, training programs/facilities for anti-terrorism protocol, active shooter scenarios, etc. I've been on the department for almost 2 decades and I have not seen nor experienced one new program, seminar, facility, or updated piece of useful (and functioning) technology. They get millions from state and federal grants, yet we have a department with seriously diminished manpower where more and more officers are working 99 on third and first watches, time off is denied constantly, damaged or broken equipment (especially vehicles) remains unusable/unfixed for months Any manner of "training" is homogenized, condensed, and delivered in some 5 minute video which is of the same caliber as a Troy McLure elementary school educational film. The only "training facility" this department does utilize is an abandon school with a leaking roof, mold, and nonfunctioning plumbing which was closed for asbestos contamination. The police stations are not far behind the state of that abandon school. Most have numerous issues with facilities such as leaking pipes, broken toilets, mold, rodent/insect infestations, broken key card locks, no security in garages or perimeter entries, broken computers with outdated software, broken printers and lack of basic supplies. All of this, on top of years of failing to make the necessary contributions to police pension funds. This is somehow all overlooked and dismissed, meanwhile they use officers as scapegoats for a problem that was created by all of these politicians who used entitlements and subsidies in exchange for votes.

If that idea passes, I guess that the Illinois state Certification board is now useless. But I suspect that the tests will continue, as the Office that certifies has a well paid staff, and manager with a nice Pension down the road. How many officers were offered free training over the years and the department turned down the requests. Some officers even offered to pay for the hotels and transportation, but the city turned them down. Of course, then you might learn something and that would be dangerous to the high command.

Training on this department is piss poor to say the least. The academy is staffed with a pack of suck ass house mice afraid of the street. That assignment should never extend beyond 2 years tops, honestly a 1 year temporary duty assignment would be best. However they hide out down there for decades and dodge actual police work while telling other people's stories to wide eyed recruits.

LEMART and the rifle training are pretty good and about the only accessible training I would ever recommend.

Hopefully now that McCarthy is gone for better or worse, that failed abortion of a training Module "Police Legitimacy" goes with him.

Believe it or not laws change and it wouldn't hurt to have some actual training to keep people well versed on how to handle this job. Of course if they actually provided legitimate promotional opportunities maybe officers would read and study more often.

How about firearms training, senario's, updated ranges, real training training training! I remember seeing in tv the old hogans alley type trainings. That's so out dated but 1000x better than anything we have.

The politicians in Illinois are trying to throw all the blame from the video release blowback on CPD when we all know Rham personally delayed the tape release to get reelected. Now Madigan, Preckwinkle, Rauner, Alvarez are all yelling, no don't look at us, CPD is the problem! We need to clean it up. An incident with one officer and the whole department is being scapegoated as the problem to protect the political elite. We will be under a federal consent decree with body cameras, new licenses, and more oversight and regulation than any other profession on earth while Illinois politicians continue to mislead and fleece the taxpayers with impunity.

I still have my license. The State of Illinois sent it to me many years ago. I never bothered to frame it or the Chicago license I received from the academy, but I do have them somewhere in a file cabinet.

My Father was an officer from 1933 to 1964. When Orlando W.Wilson came to Chicago one of the first things he started was classes for CPD. No one now probably remembers that era.

The purpose of such legislation and the requirment to license is to obviate the terms of our contract. The limited protection that we are afforded by our collective bargaining agreements could be sidestepped by the licensing agency simply pulling or suspending our license pending the months and years that prosecutors and the city take to determine our fate. And who might we expect to run the licensing agency? Is it likely to be some disinterested and independent professional who carefully balances the interests of state and individual or some hack politician attached at the hip to Lisa Madigan and her ilk? Do you believe it likely that the expediencies of Illinois politics might somehow outweigh an officer's right to Due Process? Nothing in recent history to indicate that that might happen. All investigations, including that by the Federal Government, concluded that the police officer in Ferguson , Missouri, comported his actions to the state and federal laws and yet every discussion in the national news about alleged police misconduct begins with calls to prevent the wrongs commited by the officer inFerguson.

Licensing police officers at the statewide level will give Springfield an unprecedented control over local officials. If that is there intent, make all police in Illinois, State Police.

I'm not CPD or in law enforcement at all and I think Officers having to apply for a license is among the stupidest things I've ever heard. Maybe someone should point out to these politicians how well licenses work to stop medical malpractice (they don't). If their brilliant FOID cards don't work, this won't either. This is utterly ridiculous, a waste of everyone's money, and is going to STOP good people from becoming police officers. I'm so sick of politicians punishing everyone for the bad behaviors of the few.

How about we raise the standards of hiring and take the best qualified candidates? This is what happens when you try and fill quotas by lowering the standards for a more "diverse" applicant pool. Then to top it off you are put in a "lottery". This ship as been bailing out water for years. It's just finally overwhelmed it. I am all for another certification. i year duty as a trainer? It takes 6 months to learn how to properly teach a academy class. A street wise officer cannot leave the street and teach the next day. You need to first be certified as a law enforcement instructor. But I understand your frustration with CPD training. Every time a class is recommended, the chief of patrol and Mccarthy say no. We cannot spare the officers off the street. Training is always ignored at 35th street. Exempts rarely pay any attention to the quality of training. They want a shortcut; a 5 minute video shown at roll call. Sounds like you are a bitter person with the academy? Do you have a grudge with the ACADEMY???

There is one benefit from requiring licensing - from what you guys have said on here, you don't receive nearly enough training and so-called continuing education. That's not a failing on the part of the Officers, that's on a department that doesn't want to invest in your skills.

That would be like the military never training their people after boot camp - fucking insanity!

So, licensing COULD be a good thing if departments were required to pay for it and held to training and continuing education standards. The problem is that we're in IL, where nothing is done correctly. There's always some bullshit agenda that stops things from working the way they should.

We are already licensed by the state of IL and received certification to enforce law and carry firearms, part of that being yearly qualification of the firearms we already use. This is another redundant useless piece of legislation which is costing taxpayers more money. The city should be REQUIRED to use the funds it receives by the state and federal government which are specifically allocated for law enforcement, for training and equipment purposes ONLY! If they want to start a federal investigation, why not start with auditing all the funds this municipality has received over the last 20 years and examine where all the money was used. Funds for hiring new officers, procuring new equipment, training programs/facilities for anti-terrorism protocol, active shooter scenarios, etc. I've been on the department for almost 2 decades and I have not seen nor experienced one new program, seminar, facility, or updated piece of useful (and functioning) technology. They get millions from state and federal grants, yet we have a department with seriously diminished manpower where more and more officers are working 99 on third and first watches, time off is denied constantly, damaged or broken equipment (especially vehicles) remains unusable/unfixed for months Any manner of "training" is homogenized, condensed, and delivered in some 5 minute video which is of the same caliber as a Troy McLure elementary school educational film. The only "training facility" this department does utilize is an abandon school with a leaking roof, mold, and nonfunctioning plumbing which was closed for asbestos contamination. The police stations are not far behind the state of that abandon school. Most have numerous issues with facilities such as leaking pipes, broken toilets, mold, rodent/insect infestations, broken key card locks, no security in garages or perimeter entries, broken computers with outdated software, broken printers and lack of basic supplies. All of this, on top of years of failing to make the necessary contributions to police pension funds. This is somehow all overlooked and dismissed, meanwhile they use officers as scapegoats for a problem that was created by all of these politicians who used entitlements and subsidies in exchange for votes.


And then when they "update" computers they are worse than the ones they take away!!
Seriously ! Have any of these system decision makers ever had to try to use this junk they put in ?
Or is it the usual city hand shake "hurry up get it done" or
"got it done for ya boss" wink wink deal.

Private individuals I know spend more of their own time and money practicing. Got a Dillon 500 out there, keep pullin that handle and turning out hundreds of rounds of their choice, out to the pistol club one night a week.

CPD can't have a decent range because of some nutty bird that was allegedly glimpsed once near the discarded 55-gallon drums of poisonous waste and the petcoke mountains...ofc. treated like sex offenders today, not supposed to go within 1,000 feet of anything at all, and increasingly joints don't want you in there for lunch, or some droning, uptalking, noseringed millennial will write something ugly on your coffee cup...

If you want to stay sharp, you'll have to do it yourself. Don't be like the "maintenance man" we were kidding about today -- why would the guy even buy an 88-cent screwdriver for himself when he is charged with keeping up a 60-unit building...

Well everybody say and think what you want to but if you really want to see some great police recruit training just go out to Triton College in River Grove, they do training for a lot of the suburbs and is operated by the Cook county sheriffs police training unit, there is not fooling around there, you do the training or you are out period, there is none of the stuff that happens at the CPD Academy, no not wanting to do the physical training, etc. if you can't do it they will work with you, but only to the point that the recruit just is not capable. If you don't believe me, just pop in sometime. I believe that they also train out at Morraine Valley college also. Chicago police training has declined so bad, its a wonder how the State still lets them keep their certification. Bring some qualified retirees in to teach the classes.

Especially those Tri-River funds at the Academy. Funds that were supposed to be used for In-Service training. Funds whose paperwork went missing when the gp left.
Funds that were Never spent on training in any way, shape or form.

We do not receive any training after the academy. And those that are training us at the academy are a joke. We are an untrained, undisciplined, sloppy looking, police force. Thus.....unprofessional.

Licenses are for private contractors. Like Private Detectives, lawyers, doctors, plumbers etc. You pay them individually for services rendered at the completion of the work. Unless you have insurance. It is not the same for doctors & nurses at hospitals or other institutions. You now might have to be board certified in a particular area. Board certified patrol, board certified FTO, ET, Detective, Forensic Investigator or any other specialist. What a nightmare for the department. Who is going to pay for these certifying boards, and the organizations that put on professional seminars. Don't forget add in a couple of weeks for seminars and conventions of these professional organizations.

Today, the academy is not supported by the exempts. The DC of academy does not believe in or support any discipline with recruits. Just amazing. Also, in service training is such a law priority and has been reduced to 5 minute videos. Numerous classes have been proposed and designed to enhance officer safety, firearms skills, law updates but all have been denied. Yet, procedural justice has a team of officers training every day. That shows the priority of the department. When was the last time anyone had any type of of information on law updates? McCarthy never paid attention to or even asked about the academy. BTW, how is the new stop card training? I heard the team cannot do anything right and ACLU rejects every idea. Why did they move the new training to 35th street?

That assignment should never extend beyond 2 years tops, honestly a 1 year temporary duty assignment would be best. However they hide out down there for decades and dodge actual police work while telling other people's stories to wide eyed recruits.

LEMART and the rifle training are pretty good and about the only accessible training I would ever recommend.

Hopefully now that McCarthy is gone for better or worse, that failed abortion of a training Module "Police Legitimacy" goes with him.

Believe it or not laws change and it wouldn't hurt to have some actual training to keep people well versed on how to handle this job. Of course if they actually provided legitimate promotional opportunities maybe officers would read and study more often.

The above rebuttal illustrates what is wrong with the academy. Because they "have masters degrees" you should respect what they have to say. What Ever Happened To Street Experienced Officers Teaching These Recruits Instead Of Over Educated Pencil Pushers Who Have No Experience To offer? I would take experience over college any day when it comes to police work. This is from a college educated officer of 29 years. You can detect the tone at the end that this person thinks they are better than the average street cop. Pure hubris and lack of humility equals an unwillingness to learn. We expect better from our academy instructors. But this is what happens when clout rules, you get in inexperienced people who think their credentials got them the job. Delusional.

Before I started reading this Blog I thought that licensing of cops would not be a bad idea. Wouldn't effect me when I was on the job, and I saw it as a way that the profession could disassociate itself from the rogue cop, fired for misconduct, and then hired in some small department somewhere and then screws up again.

But, after following this Blog for awhile, I can see why CPD officers will get F### like Hogan's goat. I never factors politics into the calculus. With licensing you will be answering to not only an apparent dysfunctioning police department, but the equally dysfunctional state government. Good luck to you all! I don’t think what you are doing is going rogue at all. What your mayor, and the mayor of Baltimore, wants is the cops to to continue conducting Terry stops. When the stop goes bad, then they want to be able to distance themselves from the officer. Most Terry stops are the result of minor infractions. If the violator resists arrest, then the cop is left holding the bag. Obama has taught the criminal element that they are something special and they have the right to standup and shout in face of any cops they run into. They are looking for a confrontation; don’t give them the opportunity.

If was still on the job (and I started in 1970) I wouldn’t stop anyone who I didn’t have absolute probable cause to physically arrest. Nobody is ever going to get into trouble when they report, “I didn’t think I had sufficient evidence to stop this person;” Arrest should be avoid: “Recorded the information and submitted it through the chain of command for judicial review.”

I would never ask for a consent search. You are setting yourself up for trouble. If you see a gun, take action, protect yourself, but remember the community has the right to determine what type of policing they want. Apparently in Chicago they want little or none.

YES, it does.
Missouri licenses its police and their license is portable. The test allows you to work almost anywhere in the state.
You can shop your resume around and apply (almost) anywhere there's an opening, with a couple of exceptions.
