Some of the Aftermath (UPDATES)

So, what next?

There's a "committee" being created as we speak to monitor and evaluate all sorts of crap. There will almost undoubtedly be a very public (and contentious) nationwide search for a new superintendent by some supposed "blue ribbon" committee full of the usual suspects....wasn't Pfleger part of the last search committee? You can bet he'll be part of this one.

A few candidates are already being mentioned - insiders and outsiders, former and current CPD, and you can imagine the rumor mill is on fire. Known sexual harassers who couldn't get security clearances, regular violators of the Rules and Regulations/General Orders regarding First Amendment investigations, hated individuals whose sole purpose was to screw over as many blue-shirts as possible to advance their careers, people who couldn't string together coherent sentences to save their lives, etc. Whoever it ends up being, you know they will be beholden to Rahm and the Machine.

A few other quick thoughts:
  • VRI - stays or goes?
  • CompStat, that web of lies - stays or goes?
  • DSS disaster - what is the purpose of a lieutenant now? repeal?
  • XO's - a Commander spot duplicated for no purpose? eliminate?
  • Squad Policing, another failed policy - gone?
  • Three Detective areas - time for a re-evaluation? And time to do something about that 25% clearance rate?
  • UPDATE: Tats and hats - you want to change the policy, grandfather in the ones who were hired under the old system and phase out the hat for newbies, like the shiny Spring Jacket
  • UPDATE: PPO Foot Patrol - sure it's nice to walk the beat, but they aren't learning anything and they're forgetting everything they might have been learning. Restructure it.
Has anyone else noticed that all these outsiders Rahm brings in, all end up indicted or resigning or fired? Why is Rahm importing corruption? Don't we have enough homegrown corruption here?

And as a final note, if anyone sees McJerseyShore on the street this week, you can call him "Garry" again.

It's not over. Sounds like they want Rahm and Anita to resign. That would be good. And while they're at it, why not cut the number of rubber-stamp Aldermen down to 25.

All those changes would be GOOD for Chicago.

What percentage of the Chicago force is trained for and carry Tasers and Mace? It seems non-lethal force is a great need here. In the county I live in, all officers, no matter state, city, village, twp, carry them. We have as much meth, PCP and heroin as anybody.

A chief with the philosophy of David Clark of Milwaukee County or James Craig of Detroit would be a good thing.

Trouble is, Rahm Emmanuel would regard either of these directions as a personal defeat.

Lori Lightfoot is someone who is a huge contender. Miss lightfoot loves being in the political world. She is liked by and friends with the POTUS and his circle of associates. She certainly covers the diverse population of the city by mere virtue of her existence - female, black, lesbian. Her resume is accomplished - big law firm partner, us attorney office, ops director, city hall mayors office, and police board president - all in the city of Chicago. Most importantly, she is shorter than Rahm.

The 25% clearance rate isn't changing so get used to it. When you have to follow the rules and everyone else doesn't, you get a 25% clearance rate if you're lucky. If anything the clearance rate will go lower due to a gutted D-Unit with barely enough manpower to function and the constant piling on of more shit to do with each passing year. The ship is fucking sunk and it doesn't matter who the mayor puts in charge of this mess of a department because it's way beyond the point of salvation.

There is no aftermath -- it's an ongoing situation. Unfortunately, the Ferguson/Baltimore/Cleveland #blm script is running here too, and this city is tumbling down a very long flight of stairs.

The news radio reported with glee how "#blm organizers" were out in front of headquarters last night, with some shrill young hyphenated thing "taking credit for McCarthy's ouster" and explaining how "we did not have to resort to rioting," as "middle schoolers danced to gangster rap."

I can save a lot of money searching for a replacement superintendent. May I suggest Ms. Ella Bully-Cummings who is looking for work. She was the Chief of Detroit PD. She is a visionary, credentialed law enforcement manager and thinker. She is university trained and well qualified for consideration. She will have the support of the myriad of racist community organizers who like Detroit, contibuted to the decline and quality of the City. Reverends, street gang leaders and the thug culture that permeate Chicago will approve of her. The most important quality of all, she will have the experience and a plan only a visionary would have. She has seen first hand and participated in the implosion of a major U.S. city. She can run an urban police department where the government leaders are corrupt and contributed to the decline of Detroit but not nearly as corrupt as the citizens who elected them. She is a favorite of the community. She should at least be interviewed which will enable the defense we did interview women and person(s) of color. The good news for you cops, with her you can slow it down; 45 minute response times are ok and in some cases, no response at all is ok too. She got the community accostumed to depolicing and it seems to have worked. You never hear about civil unrest or protests in Detroit. And really Chicago is slowly going the way Detroit did. The future of Chicago is indeed Baltimore.

The first thing they should do is recind the DSS order. That experiment was the biggest flop in the history of CPD. Put the XO's back on 1w or 3w and make the rest of the Captains on the eligibility list to backfill. There's no need for an XO and there's a definite need for a Captain running the watch. For the most part, two Lieutenants running a watch does not work. There is automatically animosity built in when you tell one Lieutenant that the other lieutenant is "in charge" especially if the WOL/WC has less time. The Sgt running the watch needs to go. Put them back in their place of DeskSgt. Let them run the desk, not the watch. Lieutenants have stepped aside and let (mostly incompetent) Sergeants call the shots. The Sgts on the street refuse to take orders from these DSS Sgts because they are of equal rank and usually the newer Sgts who become DSS either by default or because they aspired to be a desk Sgt. Either way, probably NOT the person you want running a watch. Captains back as WC, Lts on the street and aDesk Sgt running the desk.

Her wish to have the police removed would be granted immediately. Re-assign the officers from the shit hole districts to districts that still appreciate our protection. Nationwide search? Does anyone believe they don't have anyone in mind? All over talk radio, national news, saying it has to be black to be acceptable lol! Why not "experiment" black coppers, black areas so on and so on it goes! Policing as we know it is done! Coppers from academy, personnel investigations are saying no 1 is taking job that had anything else going on, some start academy then quit when finding out they have to attempt to properly raise a family here! 30 years long commitment to here! Elected shaky, now with the witch hunters being on the task force how many more coppers will be destroyed? Lives ruined? Families jeopardized? If you do any type of proactive work in the anti-police community don't expect donations to your fund raiser!

Eliminate XO , Inspector , assign captains to an area working 3 watches , let them make visits to districts to inspect officers .
DSS should stay , everyone with 5 years on knew the Desk Sgt. Ran the watch , did all the work . Make XO responsible for checking GPS , car cameras , new body cameras, ensure everyone is swiping in and out . Time the earn that $130,000 a year salary .

As an outsider looking in one question I have? Where things this bad when Richard J Daley was running the city? All we hear about is the corruption, and the Daley Machine but I have friends who lived there at the time and they all tell me it was a great place to live. One friend lived in a neighborhood with a mob owned business, a meat market. He told me they had no physical crime. These mobsters would not tolerate any monkey business. It was safe to walk the streets at night. They tell me from their point of view the city worked.

Just my $.02 but I think the Superintendent of the Chicago Police Department **should be** someone who **IS** a now Chicago Police Officer and who came up through the ranks.

And I don't mean useless merit promoted clout coppers, but someone who started out in Patrol, took and passed all the req'd tests and got Promoted that way. There has to be some White Shirt now who did all that. That person would also have a no nonsense attitude regarding all the bullshit in 'the community'. Someone who doesn't prostrate himself at the Feet of 'father' Flakey and rest of the usual suspects. Someone **like** Glenn Evans.

In any case I wish you guys and gals luck with your new boss, whomever that may be.

There is a new law on Potus desk awaiting his signature, which will give us all a day off from policing. Starting in 2016, 1 April will be known as No Law Day. Never worked a day of VRI and to those that have good for you. However, VRI needs to go. We need to hire more officers period. We need more people paying into the pension. I am counting on my pension when I retire and I don't want to hear sorry but the well has dried up. I have planned ahead and I have put as much as possible in deferred comp. Seriously do you want to work 20, 25, or 30 years and find out you will only get a % of what you originally thought. Yes, I have heard how great VRI money is with people paying off tuition, mortgages, cars, and the such, but at what expense down the road? Please don't fool yourself thinking they won't touch our pension because it's "protected" and it was "promised."

The police chief gets paid so much, its like winning the lottery. How much did this police chief get paid? Over 4 years, its more than $1 mil. Didn't J-fed get paid about $300K/year? Getting fired is part of the job. Its like being manager of the Cubs. The day they get hired, the new police chief knows that one day he will be fired. We all know that what ever the mayor wants the CPD management will do.

Just think back at the Koschman case. How much misconduct was involved there?
And that was dating back to Daley as mayor and continued into Rham as mayor.

Look at past IPRA or IAD investigations that just disappeared. Or how many of these investigators were thrown under bus since they would not fall in line with City Hall.

Look at this guy Davis former CPD Deputy Chief, attorney and Supervisor at IPRA.
FIRED because he would not change CR findings on a shooting.

Police work is not like a math problem with always the same answer. Police work is a fluid job where thousands of different people do it on a dailey basis. No two days are alike and since officers are not robots the answers will never be the same. Most of society think just do your job and it will work like a math problem. There are to many different issues that can come into play on a daily basis. The police department has about 11,000 different individuals for a city of 2.8 million residents and another 200 million who come to work and play who are not residents. That's a whole lot of folks for 11,000 to serve and protect. The eleven thousand are not robots and are not programmed to not make mistakes not show emotions while doing one of the most difficult jobs. Having the decision making ability of life and death of oneself or another in a matter of seconds holds the pressure of ones moral and human instincts. There will be mistakes in police work. It's not a math problem that has the same conclusion. There will never be a perfect police department as long a human beings are required to do the work that 99.9% do to the best of their ability everyday!

if any of you actually think that anything is going to get better you are absolutely CRAZY!! This is not the time when cpd is going to go back to "the way things use to be". Not a chance on this earth. First, the three areas are going to remain. They are talking about bringing the justice department in to investigate and evaluate the department.. do you think they are going to make anything lax? No, the uniform standards if anything will tighten up and be more restrictive. If the justice department comes and give federal oversite like in LA then expect all cars and personel to have cameras. body cameras and in car cameras will be normal including gang, tact mission teams etc. In LA now everyone no matter what capacity wears body cameras... this is including officers working the front desks in LA. If we get oversight then all special units will get disbanded. they do that so then they can start over from scratch. eventually new units will be formed but a interview and screening process made with a federal template and process will be put into place to select who makes it into the unit. People who are happy about GMAC being gone thats fine to celebrate but I have a felling that within the next year you are going to be wishing he was back and we were back in kansas while sucking your thumbs because you are so nervous about what is going on at work. Did you know that while under federal oversight that the feds handle all citizen complaints no matter what the complaint is???? Yep, so all th nonsense beefs no longer go to ipra, which will also be gone... they will all go to the feds doing the oversight then they will give the findings to IAD with a recommendation of discipline. im sure everything will be just fine though right???? watch what you wish for.

I came on in 86, and I remember old-timers. This job has changed so much, mostly for the worse. Those old-timers never rushed in, they took their time on scenes. I never thought I'd be an old-timer, but now I am...and all of you young clueless cops will be also. Listen to the people who've gone before you, use what knowledge you have that they didn't, and improve your positions...meaning, do the job but don't get jammed up.

I retired almost a year ago, and my heart still beats blue. I have the greatest respect for all of you still stuck in that shithole. Watch out for yourselves, watch out for each other, and may God watch over all of you.

There IS a civilized world outside of CPD and Chicago. I feel like I'm still decompressing, but retirement is getting easier. Make sure you get there to enjoy some sunsets, the mountains, or wherever your heart leads you.

In calling for it to end, you inadvertently hit on the exact reason why you should do vri. And please don't fool YOURself. The plan to change the pensions is already in the works. The little bit that would have been added by hiring more police officers to pay into it rather than just spending the time and a half for vri is negligible compared to the over all deficit. Rahm has already worked very hard to hide and give away as much $$ as possible to connected entities so that he can cry poor and blame us for raising taxes. The very fact that he passed on a deal to sell the crappy college station for almost the exact amount of the upcoming pension bill tells you that he is scheming. After the dust settles from the new taxes, he will suddenly change his mind. But by then, the police will have been vilified as the cause of the new taxes, he will probably be actively building a chicago casino (again, because of us), he may have been able to change our promised pensions (because lack of money to fund it due to his shenanigans)and then have the $600 million from the sale of the station. It will be a glorious time to be a part of the machine as chicago will be rolling in money.

Non-lethal is not an appropriate response to a lethal attack. Tasers and mace have their place, but not when you are being threatened with a lethal weapon. Police are not only allowed, but also expected to use a higher level of force to stop an offender. Getting injured, hit, stabbed, shot etc. is NOT part of the job of being a police officer. They are hazards of the job. And almost always, the police officer has a second or two to make a decision on how to prevent himself from being injured or killed by an offender. Police lives should still matter more than the criminal who, by his own actions, forces the officer to make these split second life and death decisions.

We all know the media read this daily, let me quickly address all their shortcomings and challenge someone in the media to do ethical journalism and tell the whole story.

Your lying by omission may fool those with room temperature IQs, but it does not fool the rest of us.

Your job is to report the news and let people form their own opinions, not prejudice the public before they read a story or see a video.

The primary objective of journalism is not to make money. Journalism is dead. Sensationalism rules, it makes more money.

Sensationalism misleads people and tugs at their emotions, prompting them to possibly do things they would not have done otherwise. Sensationalism is dangerous and puts lives at risk.

The media has been continually reporting the allegation of a Burger King manager that is false and has been investigated by an outside agency and proven to be false. This sensationalism is destroying the reputation of officers who did nothing wrong. There is no conspiracy. Sensationalism like this leads to unbalanced people doing dangerous things. Do you the media believe that the constant barrage of your falsehoods didn't help motivate the assassination of the two completely innocent NYPD officers last December? Time will tell if that will happen here. But in true media form, their deaths will be exploited for ratings.

The media has been complaining that the 3% disciplinary rate on police complaints is too low and needs reform. What is the acceptable disciplinary rate for police officers in cities riddled with criminals? Don't compare us to Denver or Boise. In fact, who do you compare us to? With the level of violence here you might want to compare us to Rio De Janiero or Mexico City. How do we compare to other professions? What other professions have a vast majority of their complaints initiated by convicted felons? Maybe the three percent rate is a positive. Maybe it shows we are doing our job right. Shouldn't we be striving for 0%? If you are going to make a unbiased article on that, ask IPRA this question. What is the number of sworn affidavits, whose signature means that if you are proven to be lying you will be arrested and prosecuted, that have proven to be false? As of 3 years ago, from the head of IPRA herself Rosenweig, zero. As of then the affidavit system had been in use for years and she said herself, heard by about 100 sets of ears, IPRA has never sought prosecution on an affiant who has been PROVEN to have lied in their complaint. Not likely to have lied, actually PROVEN to have lied (video proof etc). When asked why she replied, well it wouldn't be worth it. Maybe you could interview her, she fled to Singapore shortly thereafter.

The sensationalism of the media couldn't come at a worse time for Chicagoans. CPD is at dangerously low manpower. CPD is disproportionately older due to lack of hiring. CPD morale has been continually battered for almost a decade. Violent crime is up, significantly up. More and more laws and policies are passed which inhibit us from doing our job. The threat of terror, whether domestic or international, is at its highest level since 9/11. But of course, an incident like that here is good for ratings isn't it. You are putting peoples lives at risk.

I could go on and on, but enough for now. I challenge any member of the media to honestly report what the real problems in society are today and stop bashing the police for ratings.

Not a cop but I did just read one story and hopefully someone on this blog specifically the men and women in the streets can answer this. A young kid was running away from the cops, after a carjacking. I am going on a limb to say the cops identified themselves and told him to stop running. Kid runs regardless. Now he wants to escape, from the story he turns into a dark alley and then turns toward the cop. I can see how the cop had no choice but to shoot. You have no fucking idea why this person is turning toward you and it is dark. But my thing is, after the shooting and you do not see a weapon why not just admit you did not see a weapon and say something like, he or she was told to stop running, it was dark and I was left without a choice. Instead of I am in fear of my life and he or she had a weapon. Is that a bad thing to say? Just curious. Glad the officer went home to his family and yes the young man would be alive had he stopped running. I hope to read some thoughtful responses.

It's time that every uniformed officer working the street is equipedwith a taser.
It's also time to train and equip beat cars with non lethal bean bag or baton shotguns.

CPD has been doing everything on the cheap for decades.

While everyone under the sun will be looking deep into CPD start by
asking why officers only shoot 30 rounds a year?
Why is there no pistol training, just a yearly qualification?

Why have we had no first aid training since the academy?
No recertification for CPR? That video traing doesn't cut it.
The recently offered medical rescue traing is a great start.
But I haven't been able to get it yet. How long does it take to train 12000
people at 30 a day?

Dig deep people, tou get what you pay for.

I've been on the job many yrs and know an awful lot of black officers that did things on and off duty that they were never fired for. Ok bring on the investigations then of all officers not just male whites. By the way some of those officers are exactly the ones I'm talking about. Stupid asses

Wouldn't be surprised. Know someone at SOS - said the postage account is being rapidly depleted - only sending out new plates and titles, no registration cards, etc... People have no idea they're riding with 2 month old expired plates. Remember, late fee kicks in after 30 days though...and since we had an AFMN message a few days ago, I'm sure inspectors will hammer us for it.

People want reform? How about taking away the mayors power. The mayor of Chicago is like a king he has the power to hire or fire city officials. Lets make it so a police superintendent , fire commissioner, streets and san commissioner, park district commissioner, CPS CEO , etc.. Are not appointed by the mayor but hired by the city council and given contracts where they can run their respective agency without the mayor making the decisions in those agencies like ordering the police superintendent to sit on a video. With contracts the mayor cannot fire anyone and the heads of these departments can make decisions that are best for the city and not what's best for the mayor

Garry is a retired NY cop. He is covered to have his weapon under the Federal Law for retired officers. Can we put this argument to rest. No, you can not arrest him for UUW. I am sure he will have to qualify and what not. Would you really arrest a retired officer for carrying a weapon? Geez.
