None of the last few superintendents have been adored by the rank and file. Has any superintendent been worshipped by the beat cops? Phil promoted all his friends and fell on the sword protecting SOS. Weiss was cleanup--a compromise by richie d (not capitalized on purpose) to avoid having federal oversight of the CPD. Now McCarthy, someone from the outside whose only allegiance would be to the mayor, not to the people he worked with his whole career, was brought in to be supe. I liked that McCarthy held commanders and those higher rankings accountable for the crime that occurred under their watch. I remember the 90s when a commander was just a politician, visited with other wannabe politicians, and essentially did nothing about fighting crime. COMPSTAT was a joke but the joke was always on the bosses who had to sweat it out under the lights at those public meetings every thursday morning. Gosh, they actually had to answer questions and know what was going on under their command.
But the timing of this is bad. Rahm has just poured fuel on the fire. If the firebrands can agitate enough to get McCarthy fired, then what next? Father Faker is already stepping outside the boundaries of his religious duties and jumping head first into politics -- again. It's like when you are on a traffic stop, and the driver is just being plain ignorant and obnoxious, you got to give him/her tickets because otherwise, they will be emboldened to treat the next cop the same way or even worse. It's like Pavlov, if yelling and screaming get them out of ticket this time, they will yell and scream more the next time they are stopped. Give them tickets this time, and they may think twice about yelling and screaming next time they are stopped.
If Rahm was smart, he would have remained strong and stood by McCarthy until the next crisis comes along and the media has something else to write about. There will be plenty of crises in the future, and the fire from this one would surely burn out as have all the past ones. But firing GM now will ensure the flames on this burn for much longer.
