- SCC please help us out. Sgts please contact IAD with any names or evidence concerning this corrupt Lt exam. I will be scheduled to go down on Fri to give a statement. Confidential CR # generated and no one wants to be associated with this list. The top scores have a lot of explaining to do. #1 and #2 you should get some jail time. Shame on you!!!
Last week, when we posted about the results, we pointed out that the wife of the Department's number two guy scored the top spot. That's a strange coincidence seeing as how the number two guy is just about always a SME (Subject Matter Expert) for the upcoming exams. Some people objected in the comment section claiming that if a white guy had scored #1, we and others wouldn't be complaining.
Wrong.
You see, we've studied a bit. We've taken math courses, including one called "Statistics," and we remember a bit about it. We've also studied (never gambled) at a little place called "Las Vegas" and we can say that statistics play a heavy roll in what happens there at the tables.
We're too busy to look it up, but we've written more than a few lines about certain "coincidence:"

- in 011 that had six or eight members all get a promotion in the same class;
- or that a certain Chief's Administrative Sergeants scored #1 and #2 on a Lt test, paving the way to their elevation to Command Staff;
- or their successor scoring the top slot one test later;
- or the husband/wife duo who got promoted together in another Lt class;
- or the six or seven guys all from 025 getting made in the soon-to-be-delayed Sgt class
Statistics are funny things. Odds, too. And the chances of all these people just happening to work together, to follow the same career path, or studying together and scoring close enough to be promoted together are so infinitesimally small, that the streak currently enjoyed by the denizens of 35th Street would cause any reputable gambling syndicate to throw in the towel.
But this is Chicago, and the game has always been rigged. And an investigation by IAD would undoubtedly be rigged, too. But it would be amusing to get all these lucky ducks under oath.

I personally have scored within the top 7%-10% on my exams and was promoted in rank order to detective and then to sergeant. My score is so bad on this lieutenants examination that my ranking can only be expressed in exponential numbers. I didn't get stupid all of a sudden, nor do I have early onset dementia. Several sergeants who are attorneys, meaning they got into and out of law school and passed a state bar examination, fared no better; however, those who scored so poorly that their only hope was a merit promotion to sergeant now dominate the top 25 spots? This doesn't happen in nature and I smell a rat in my SOUP.
If Patty Casey can make it "legit" anyone can.

Easy enough. Put each person, in rank order on the lie box before they are given a spot in a class. We do it for new hires, why not. If they refuse the test, they are eliminated from the pool. They should have to answer if they received an unfair advantage as a result of either answers or advanced notice of the questions on the test.
How do you know what score they got. The scores were sent in emails. Did you see these emails? At this point it's talk. I could tell you any number.

Lets not forget Lt KS formerly of 011 now in 025 also a SME and magically his wife scores way high in the order. Same wife who was an absent Sgt for her team letting them run unsupervised in 011 and never to be found. Hubby KS would take care of her team if they needed anything while she was doing whatever. Whats the GOs say about letting your officers use your pc# to approve there own inventories type and submit their own trrs, pursuits etc???? Guess its all good when hubby is the WC. F*^k the both of them, will never command the respect of the REAL police. Hope this Lts test and list get trashed its soooo damn corrupted.

Here is a little bit of info that may help.
Please look into the Noble Study Group sessions that were held at HQ. I heard EW gave several people key inside info on the Lts test. There are a few newer Sgts working at HQ, all with less than 5 years, all F/1, and they have been brown nosing the bosses and "bending over" backward to gain favors. Some people have no self respect it appears. I know one that said she was going to score in the top 20 because she works at HQ and is a member of NOBLE and they have access to the LTs test because recently retired Al W. & EW were both subject experts.
I will try and gather more info from these suck up as they continue to bragg like their untouchable.
I hope the list is delayed until a full investigation is completetd. With as much negative attention the CPD has had over the last two weeks, this Lts test corruption only adds fuel to the fire.
We need a committee to investigate this right away.

You want to get rid of the Sgt. In the #1 spot just check her OT. How does a house mouse with a take home car accumulate so much OT? They don't! It's clearly theft. Al helped Nick and Nick approved the slips. The money probably went to Atlanta to purchase new furniture.
I must say, most of the female blacks that scored hi on this exam are pretty smart. They do test very well and did put the work in. That being said, I honestly believe they received a great deal of help this go around. I believe that the Chief of Administration has nothing to lose this go around by sharing answers. He will turn 63 sometime next year.

I worked in IAD and have been involved in several investigations revolving aroung promotional exams.
None have been sustained. Why?
Direct orders of the current command staff and inhouse former FBI agent who knows who pays his salary.
Make no waves and all will get by with no problems.
Just look at past promoted command staff like Trahanus or West. Even the mayors office has a phone call who makes
it past Sergeant. Test scores are just what is used to get you pointed toward the promotion.

Anyone who still believes that testing in Chicago is legit; well that person is maybe too stupid to promote in the first place! Yes, they will promote the majority off of the real scores, but a substantial number will always be kept for political or crony promotion. This has occurred throughout the history of the Department. Ask your parents, if you come from a police family about Exam Scam. It is statistically impossible, and has been for decades for so many children of bosses or connected people to score as well as they do. UNTIL AND UNLESS SCIENCE CAN IDENTIFY A "CLOUT GENE", IT IS JUST IMPOSSIBLE TO ACCEPT CHICAGO POLICE TEST SCORES! It borders on humorous, that at one point they hired Arthur Anderson to audit the test, then that company went out of business for cooking the books. I can still remember taking that Lt. Exam and getting one score in the mail, then a few weeks later I received a corrected score and it was lower! I retired a Sgt. "Baby G"

SCC, from what I have supposedly overheard (hint hint) anyone from HQ did quite well on the LT test. Secondly and supposedly the top 30 of the LT test is loaded with female 1's. The top scorer is a female 1. She wouldn't have helped a fellow sister out would she? She is married to the #2 guy in the departemnt. As you said statistics don't lie. How can one group, that being female 1's do so well on the test? Connect the dots on these female 1's. How many have had recent conversations/phone calls/emails/texts with #2's wife? It shouldn't be hard. My old female 1 Sgt knows #2's wife. She was shocked at how much she knew before taking the test. Sounds like somebody knew the questions.
Maybe Lisa Madagan and Loretta Lynch can use the Feds to look in to promotional tests..... they want a federal consent decree, right?

Don't wast your time with IAD. Go to the Inspector General. The gold stars are more affraid of the IG. They'll already be at HQ auditing FOIA and in car camera sections due to the incompetence of Ralph Price, our General Counsel.
FOIA any record CPD maintains that identifies all SMEs for the test , CPD must produce within (5) business days. Round II, after list is provided, FOIA their e-mails, texts, phone records and any other record they maintain related to the test.

This is fantastic! I'm on board. Please post your findings at IAD and how other Sergeants can support this effort. I called the Sergeant Union and spoke with Ade. He said he heard the same rumors going back to previous tests with both Mauers administration and Cline's Admin. He said the problem is how do you prove it. My first thought is that we are the police, we investigate. It's been stated in previous posts. You just follow the paper trail. Contact CPS Solutions, subpoena their records of who had advance copies, who were Subject Matter Experts? SME's had to sign letters of confidentiality, threaten SMEs with time pending separation if they do not comply with investigation. This could rival the Hired Truck Scandal! The timing sucks, of course! But giving away promotions and cheating going up to the highest ranks of the CPD! This whole organization could come tumbling down!

If you look beyond the first spot you will see a very well represented diversified group of people in the first 50. The conspiracy theorist will have you believe all exams are fixed. I know most went to study groups and did well. I am a minority who has zero clout and have been promoted rank order on the last 3 exams. I went to public schools all my life and studied extensively applying my skill set in the ghetto where practical application correlates in exam settings. Please do not disparage the individuals who actually scored by assuming all minorities on the dept. require assitance or merit to be promoted. If you are skeptical of the exam process and have little hope to get ahead rest assured you can do it because I did. Do not believe everything you hear, the majority studied hard and scored. I am not going to defend any prior exams. I can tell you the higher the stakes the more competition is involved. When you have 8 years between exams most prepare for years for an exam. I can tell you promotional exams are time consuming endeavors that produce the results of the effort put in. Please have hope that you can achieve if you do your best and apply yourself. In these most difficult times why don't we support eachother and affirm those who have achieved a monumental goal.

So it's good for the guys from 011 on MC'S team etc. who all STOLE the stripes with an unfair advantage but not when it's someone else's. Grow up everyone. 011 guys got a bump by basically cheating....now they can't pass a test legit and all I hear when I run into one of them is how "bullshit" it is that "insert name" is ranked under 50 or 100. Good luck in this political climate.....as usual the next Lt.'s class will be promoted soon....and this "so-called" investigation will go no where. Deal with it. The most recent sgt test had certain groups scoring well as usual. The biggest problem here is that "test matter" experts are giving "certain people" study groups and specific material. This way those people in the group study the test and memorize those items. Take away this and the tests will become a little.more.legit. this is why certain groups ( 5 or.more people ) from certain teams (011 tact, 025) score high enough on the test to make.it appear they did it by studying.
Thats why we should fight to have every promotion test scored on the way out (if scan tron) and any answers and results posted. Even if someone didn't score well - you think they would like to see where they went wrong. CFD posts all scores. Why don't we ?

There is a very high number of merit Sgt's who claim to be very high {top 100}. Something is rotten in Denmark. Most of them couldn't spell cat if you gave them the c and t. Right now at least 75% of our command staff have a merit promotion with most having multiple. No wonder our department is so f***** up.

I've worked with all of them and watched as they actually STUDIED for the last sgts exam while the rest of us simply didn't ( I scored in the 800"s) . All of them are stand up guys and furthermore none of them run in the same circles for there to be any "collusion" on the test . I have no clue about the other groups you reference but the guys from 025 that did well on the test earned it by studying the material . Please stop spouting lies and innuendo . There is always something. No one cried when the Bridgport guys got all the answers to everything plus all the merits spot. Minorities score high and the sky is falling. Eveyone complaining scored over 150. Would you go down and make a statement if you were #10? If you knew there was cheating you were obligated to say something as it happened. Not after you got your score and didn't like it.
They should hold up any promotions from this last Lt list until the truth comes out about the "secret Gene Williams" study group. Gene was a subject matter expert (SME) who indicated over and over that as long as he doesn't talk specifically about what is on the test he is within his right to hold a study class. Let's be real. Do you think his class would waste time studying orders and law that he knows is NOT on the test? If I had 150 General Orders to study and you had 10 orders that the SME knew to be on the test all of the time I waste on the 140 orders is more time you can study your 10. Even without giving the answers, EW has boosted their chances of doing better 100 fold.
The only way to do this is to have people from out of state run all examinations. We don't need " subject matter experts" when everything comes from the written orders in the first place. No one in the department should see the test or any part of it until it is revealed at the time of testing.
Or 5 member of just one tac team from a quiet, north side district that made detective all at once.

Let's not forget the detective test in which 8 people from 2 different tactical teams in 14 made detective in the first 2 classes. Of the all star line/-up was the nephew of Maur and the son of Lt. Dennis Ross. They cheat with the rank order of the test and on the merit promotions.
Maybe now we won't have to hear 19 CAPS sgt Clark everyday boasting about making Lt. Can we all have an office to study in with a dept computer that accesses g.o.s?

Yes it is in trouble. The formula to catch these cheaters is easy. Look at the percentages of the questions that people got wrong. Now look at the candidates that got them right. Isolate those candidates and the investigation begins. Cell phone records, interview members of the study groups. Subpoena andv review study materials. There will be a link between the cheaters and 35th street. I made Sgt and Lt off the list. No cheating!!!! Wish I wasn't retired. It's a start of a new day with a new Supt. Don't take this lying down. That will be your test of leadership. No cheating!!!

You filed but it is confidential? Why did the Department do that because clouted and exempts names would be FOIA eligible. Do not turn over any documents! Do not name anyone directly . Let IAD think you are a goof and then file the suit and possible criminal charges.

Suburban departments give all of their orders and policies to an outside testing firm. That firm creates a test based on the materials provided. Everything is created by an outside source. Here, we have a test created by insiders, who in return provide the answers to their connected people.

Wasn't the last test a Chizewski (sp?) connection? His admin sergeant, now a commander is in the top 10? Chizewski is tight with Janice Robards-Dillon (sp?), also a subject matter expert. Her people are all promoted. She also is allowed to give a home test to Patty Casey who also is a top scorer. Robards-Dillon is also cousins with Tony Ricio (sp?) who is tight with the husband/wife pair who score the same as each other. I guess we only want the best in Chicago?

This is the reason I just answer my calls and back up other officers when I can. Should be a detective or Sgt. now except for this type of shenanigans, and merit picks.

I wouldn't put the group from 025 in the same status just yet. I assume a few are merit, which makes it only 4 or 5 off their score.
It wasn't just 8 guys from 011, they were all the same Tact team.
Most who study for promotional exams are honest and hard working coppers. They read extensively, study the list and go to a course. Most of the top scores on the Sgts and Lts exams were Bernstein students. Congratulations to those who did it the right way! You should be proud of your accomplishment! I know the sacrifices you made to do it the right way.
For those who cheated, I sincerely hope you are found out. If anyone has any info on the cheaters, please report it. This nonsense needs to stop. It will only stop , if a proper investigation is done. The only way is to uncover and charge the cheaters.
If this stinks then go for it! I walked out after both parts of the exam feeling pretty confident, really thought I did better than my score, especially after the fact I really didn't kill myself studying. But, hey if this test was legit, then shame on me. I got what I put into it.
So instead of the incompetent and clouted usually flooding the merit spots they tried to outsmart the rest of the department by magically scoring higher than everyone else. In reality they only made themselves look dumber and less qualified by cheating.

This cheating scandal should be investigated. This is the corruption that has plagued cpd. Putting connected and clouted individuals in supervisory positions. Never earned but taken by merit and or cheating. Absolutely disgusting.

I made Det / Sgt off the list after scoring in top 2 % on both. I did not know anyone on this job when I started. I am not even from Chicago. I studied my ass off for all three tests and now scored in top 25 on the Lt test. Additionally I know a bunch of people in top 100 (most are #2's and many are female not that it should matter.) I also know some who scored well on the previous Sgt test and did not do very well on this Lt test. The test was very subjective (as they all are) and also had an oral component. For all anyone knows the oral was worth 50%. Also to assume you had the right answer / response is quite arrogant when we cannot look up the correct answer in any G.O. I know it sucks but to accuse someone of cheating because you did not do well without anything to substantiate it is childish.
And lets not forget sgt R.M who scored 19 on the list and is telling everyone how he studied the night before lol. I'm sure he did study, he studied the answers! And he goes on to tell P.Os he just knows how to answer the questions....what a joke

What we r missing here is not that some r smarter or studied better. As in all CPD test....its what u studied! If u have a direct connection to a sme or have a closed secret study group then u have a great advantage over others. The chicago way...

Why go to IAD with this? Are you nuts? They won't do shit. IAD is CPD. Hell most of them are merit or there because they kiss ass. IAD is controlled by the top brass. If you say the test was corrupted you need to go to the media or get a class action law suit. Nothing will happen internally.

Nice try. Most, but not all, of the Bernstein students represent the desperate, bottom ten percent. I examined some of his material another sergeant obtained from Bernstein and observed that 70%-80% of any page was high lighted by Bernstein. So much for picking out the one or two key points of the paragraph in the order.
My take away was that part II required extensive knowledge of only one GO, and that GO is McCarthys seminal contribution to the skyrocketing homicide rate in Chicago, aka Gang Violence Reduction Strategy, and all its addenda. This was an observation of many other astute observers who completed this exam. So when I study a quantity of material the thickness of a city phone book others might have concentrated on just a few orders since the test questions were derived form these few orders only. And we now know who they are!
Are all you fucking guys new?......the process is fixed. Great! This is Chicago. That is not news. If half you useless fucks would go to the poles on Election Day and vote for anyone who is not their guy. It would put them on notice and make it harder to steal elections. Can't remember the name of the f/1 cmdr in 004, but it was highly rumored that her husband (who was a big cheese at the post office) got his hands on the sgts. exam that was priority mailed, made a copy for his wife (even though they had horrid domestics in 001)and she shared them with her good f/1 friends, who made sgt., who also shared it with a m/1 who did make it, even though he was nearly illiterate, and he eventually got fired for some out of district/on duty misconduct. There has always been a way around, even before merit. Do not think that a score can't be fixed, or names changed on said test. The only "seemingly" fair test, was the one that you were thumbprinted on the test upon completion. Had a sgt. who literrally (sp?) couldn't write and could barely read, he was given busy work like a kindergarten child.

I remember taking a sgt. test at daley "college", but a whole group went out drinking before the 1100 test time. Everyone passed the written, but many of us were weeded out at the oral portion. Those with clout always know what to answer at the oral.
I love the idea of putting the "winners" on the lie box.

Let the feds take over the cpd, and give the promotional exams. You can bet your ass the results will be different. Then, maybe, people will be promoted on merit, and we will have fewer cover ups, since the lap dogs won't be there to help the protected class, as was done in the Vanecko case.
Once upon a time a former superintendent knew his son could never pass a promotional exam on his own, and what an embarrassment that would be if his son was not a boss. He gave his son a copy of the exam the day before. The son bragged to his tact team and invited them over to his apartment for an all night study jam. Next day after the official test, the son and his team got beer balls and big mouths and braggiose. One tact guy told his big mouth cop wife and she told many what happened, because she was scared. She told the tact lieutenant, who gave a heads up to the former superintendent, who yelled at his son for sharing the exam. The tact team got promoted, and the tact lt became a commander, a deputy chief, and now a chief. What a happy ending.

The issue here is not about race, it's about how I, and about 600 others, paid money to take a test that was not administered fairly. I paid for an opportunity that was misrepresented to me. I paid for a chance to be promoted and earn more money. I id what the instructions said. The city on the other hand did not. This test was akin to buying a lottery ticket that says 1 in 50 chance of winning and it turns out there is a 1 in a 1000 chance of winning. That's called a fraud.

Isolate those candidates and the investigation begins. Cell phone records, interview members of the study groups. Subpoena andv review study materials. There will be a link between the cheaters and 35th street. I made Sgt and Lt off the list. No cheating!!!! Wish I wasn't retired. It's a start of a new day with a new Supt. What percent is the oral weighted at? You may be very book smart and not have done well on just one or two oral questions resulting in a much lower score as opposed to previous exams that did not have an oral portion.

A PO friend of mine who works at 35th street told me some of the names that scored super high on the Lt's exam. More then 40 percent were all merit Sgts!!!!! The 30 percent merit isn't enough for the city that they want more by cheating. Fuck that!!!! All,of a sudden they score score in the top 1 percent on the Lt's exam? Fuck this I going to the media so they can investigate this. Anything CPD and corruption is a hot topic right now!! ! Fuck McCarthy and Rham. Fuck you Jim Ade and your BS response. They allowed this to happen. Wysinger you are a punk. If these dogs can file CR #, I will too. The Illinois FOIA statute makes it illegal for the release of tests used for employment. Although it does not use the language for promotions, the city will likely use this part of the statute to deny FOIA requests for the list. The union will be provided a copy, but will not reveal it for public viewing. A court order will be required to make the list public.

Yes, you might have a point there, or maybe my voice is distinguishable from a F/1 and I was scored more critically. Or maybe just a very small number of oral responses were weighted differently than the massive amount of material I reviewed. Or maybe the Department took a page out of former Atlanta mayor Maynard Jacksons playbook and the black sergeants were simply given access to the test.
Maybe now we won't have to hear 19 CAPS sgt Clark everyday boasting about making Lt. Can we all have an office to study in with a dept computer that accesses g.o.s?

I made Det / Sgt off the list after scoring in top 2 % on both. I did not know anyone on this job when I started. I am not even from Chicago. I studied my ass off for all three tests and now scored in top 25 on the Lt test. Additionally I know a bunch of people in top 100 (most are #2's and many are female not that it should matter.) I also know some who scored well on the previous Sgt test and did not do very well on this Lt test. The test was very subjective (as they all are) and also had an oral component. For all anyone knows the oral was worth 50%. Also to assume you had the right answer / response is quite arrogant when we cannot look up the correct answer in any G.O. I know it sucks but to accuse someone of cheating because you did not do well without anything to substantiate it is childish.

I have talked with Jim Ade twice since the results were mailed out. He told me the Union will receive a full copy of the list and a copy of the written qualifying exam with answers. What we don't know is can the list be made public and can the individuals FOIA a copy of their test to compare with the one received by the union. Also we don't know about receiving any portion of the Oral component. Ade also explained that in past FOIA requests were denied because the company giving the test cited professional/intellectual property( industry secrets). The list and test should be mailed to the Sgt Union next week and I will check back then.
Everybody but you had the answers. This guy was friends with someone that wrote the test. Everyone but me had and edge.
In the real world it is all merit. Do you all comprehend that? In this Department, one third is merit. If you choose to believe it, some connected ones are given the answers. So that leaves about 50% available for you to compete for. Whine or compete, it's up to you. At least YOU have a shot at it. Out in the real world, not so much.
If U've been promoted can we agree with what an Englewood Sgt told me? That if U didn't chose law enforcement U'd be an Engineer from MIT. U R a shining star, U genius, U. Now go on and be bright.

I know there will always be those "elite" people who have a path made of gold all the way to the top but making your wife NUMBER #1 is a slap in the face. I truly hope this list is held until a few more Lt's are made off the olde list.
Any word on the next Lt class?? Will they make another class or two off the olde list? I am 12 out, so I will keep my fingers crossed.
I think that anyone that doesn't know the difference between to, two and too, should not be promoted!
