The 61-Day Promotion

  • The Chicago Police Department’s chief of detectives resigned Monday, the latest resignation following the release of the Laquan McDonald shooting video.

    A police source confirmed Dean Andrews’ resignation Monday.

    On Sunday, the head of the Independent Police Review Authority, Scott Ando, resigned.

    Last week, Mayor Rahm Emanuel asked for the resignation of Police Supt. Garry McCarthy.
Many many people speculated that Dean had been promoted for handling the Koschman case so well over the past few years..."handling" being code for ensuring that no successful prosecution could be undertaken due to the statute of limitations running out and his subordinates willingness to hide files at the homes until such time as they magically reappeared.

One has to wonder how many heads are going to roll in that little chain-of-command, including Detective Division lieutenants, sergeants and detectives themselves, especially in light of the feds headed in to take a closer look at all sorts of hi-jinks.

So in the past few weeks, we've had the Supernintendo fired, the First Deputy retire, the Chief of Patrol retire, the Chief of Detectives resign. We can't remember the last time there was that much movement in the Department at one time. It's almost like rats deserting a sinking ship.

Rahm knows nothing about this. He's organizing a (hand-picked) blue-ribbon panel of experts to investigate the continuous CPD sheninagins and way Nobody informed him about the LaQuan Burgerking shooting.

The problem has always been the involvement of politicians and their suck-holes tampering with criminal cases and promotions. I'm sorry, but if a police officer is truly negligent or willfully wrong, they should face serious, fair, equal, hearings and or punishment.

This is the fateful end of that Old Area Five cabal of merit do nothings. This started as early as Phil Clines area Five Command. Remember the likes of Deputy's like Schloss? It was a continual parade of useless leadership. It continued on promoting schlubs like the Area 3 and Five "elite". There are plenty of Sgt's, and Lt's that are hangers on to this clout wagon. I hope they are soon vetted as well...You know who you are...I bet it's every man for himself now! Kinda like when Area 5 closed.
This Department is getting the enema it has needed for a very long time...Is it any surprise that we are being investigated by the Feds? Unfortunately we have been mired in a Top Heavy Culture of corruption in CPD. I hope things get better over this...

I hope that the members of the CPD are smart enough not to willingly discuss any previous cases with IPRA, IAD, or the Dept. of Justice without legal representation. Be cordial, be willing, be honest, BUT be protected. Scapegoats are sure to be delivered shortly by this administration.

sorry but this makes no sense. so rahm (who doesn't like daley) rewarded dean for handling the koschman case? not buying it. no reason to promote him for that and 3 + years after the fact? how about they thought he was the right guy for the job. and given the sh*it show over the past few weeks and what's to come, anyone who can retire and doesn't is a fool.

Dean Andrews treated people like a used Jizz rag. I feel sorry for him, but he never gave anybody any sympathy. He surrounded himself with Sgt's and Lt's. who did his bidding in all of this. If they weren't on board, he sent them to midnights, or wherever they didn't want to be.

I know he was a career wrecker. If a copper had enough, and transferred out, he would call ahead and tell the new command what a terrible worker you were. He played nice to your face, and then tried to sink your career behind your back. He was a small vindictive little man who wore big shoes. And I never knew why he didn't like me, he never had the guts to say so to my face. I don't believe in Karma, but I do believe in judgement...

Ill believe it when I see it. Bosses were always protected and the lowley PO would always take the hit. The bosses knew this and knew they were separate from the paper. The orders they give or words they spoke were never on the paper. They always play dumb or have no knowledge. The daily BS at roll call about we need more stats contact cards etc. etc. hoping POs will do it needs to stop. As far as the Kotchman case...Anyone that worked for the city knew that you don't investigate a Daley ever! And how come none of the bosses involved in the SOS scandal took a hit? In fact they were promoted even higher. This is the BS that needs to be investigated. It's always been POs that take the fall while the bosses continue to make more $$$.

Mayor Rahm did not allow the acting superintendent to answer many questions . McCarthy was answering more questions than Mayor Rahm , this investigation is going to be a blood bath . Supervisors that saw the video within the first month , failed to get CR's or notify Feds are in big trouble .

They can fire all the bosses they want. Nothing will change! New boss same as the old boss and the show goes on! They can't get officers to be civil and courteous to the public and not use offensive language. They can't get officers to stop talking loud and swearing constantly in public situations, including at the district desk.

They can't even get officers to wear the proper uniform. This speaks volumes about discipline in the CPD. Even the staff at McDonald's have to wear the proper approved uniform, but not at the CPD. They bring in new orders about uniforms, hats and tattoos, but nobody bothers to enforce any of it. As long as tactical teams, gang teams and other "special teams" get to dress any way they please......nobody can expect the regular patrol officers to look professional either.

What about all the beards all of a sudden? What happened to the clean shaved policy? They should place any officer who can't shave due to medical condition in call back until he can shave. Anybody seen wearing unapproved items should be sent home to change and suspended for a day. It would only take a week and uniform standards would improve and CPD would begin to "look professional" again. Currently, the CPD look like thugs and that is not the way professional police officers should look.

Ya really got your priorities straight bud.

I was military and all my uniform and gear was wired tight 100% of the time. And I shaved every day. This job? I wear plenty of unapproved gear when it's cold and my uniform is always out of whatever b.s. configuration it's supposed to be. Know why? Because in terms of discipline and show of respect, this organization crumbles from the top down. When bosses give me something to respect, I'll be spit shined and shaven. Until then, this Mickey Mouse bullshit show will go on. Don't be a lame ass and point the finger at officers for stupid stuff like being out of uniform when the problem is that there's little reason to look respectful for anymore. Have self respect, dress the part--the street walkers know we're police, so why dress to impress? To suck off the clout baby bosses? Get real. Give me something to respect and I'll show some back.

Everyone is doing the best they can with no man power and shortage of sergeants. He has lost his mind and should have followed McCarthy out the door. Yo beat your supervisors down and expect them to face the public with dignity and pride. You've just created a hostile work environment. There was a 1981 movie, "Prince of the City." It was about New York's Narcotics unit. They were stealing with both hands. It was obvious to all around the players. During one of their famous "Knapp Commission" investigation, they did pro forma interviews of the members of the unit.One guy got cocky when being interviewed by an AUSA, and teased the bear. The bear ate him and his whole squad. He survived, and was sent to their Academy.

It was an excellent display of how the "G" takes people and their lives apart.

I always thought it should have been a CPD training film.

It all starts with the sgts and goes up to the command staff. This department is a national joke and we have the supervisors to thank. You can take two sgts and they are diametrically opposed when it comes to gos and sos and their applications on the job. Everyone's wearing the multiform attire and appearing to audition for a part in Hill Street Blues without any repercussions. There are police departments in developing countries with large populations running a tighter ship. The realty is that the cpd's promotional system is flawed and our current situation is evidence. Respond to your jobs, treat people with respect and go home. Be reactive and don't trust these bosses.

Look at some police officers assigned to public safety building , police headquarters , out of uniform , unauthorized beards , cigarette breaks every hour , long lunches , late to arrive , leave early . Very little to no supervision on all shifts , not only midnights .
Districts are worse , mayor says officers could be disciplined for not turning on cameras , look at the officers that assisted with disturbance at city hall . Again , no supervision .

We assume u meant first group in 1990, and who cares if he was first or second group, it was 1990. The problem is the earlier post is correct, dean's parents did not want their son being a cop. But since he did, his parents had to make sure he wasn't going to embarrass the family by being just a p.o. So they made political contributions, and magically, dean was a commander by 2000.

And good numbers don't mean a thing, sammy. Having an honest character is better.

Maybe it has a lot to do with merit, but the Dics today are not the Dics of yesteryear, not by a long shot. There are a few goods ones. The rest are not. Maybe it's the bosses, maybe the merit system. More bosses come in from out of the D unit because there wasn't enough talent inside the unit. Bottom line kid.

What's the problem? A commander of his district is holding his subordinate supervisors accountable for explanations as to what they did/did not do with their troops to control/curtail spikes in violent crime at specific locations. That's what every commander should be doing.

You are a poor example of a supervisor. There are some excellent supervisors and officers in the 5 district. Everybody have a job to do and if you don't want to do your job bid out or resign. 80% of all detectives are from list order, only 20% merit. Can't put that much blame on 20% of the people.
