County Numbers Down

From the comments:
  • I work at Cook County Jail. Three Years ago we Averaged 250 Inmates new everyday. Last year we Averaged 175 Inmates Everyday. The last 6 Months that amount of Inmates taken in everyday averaged about 60 to 80 inmates a day. We have Closed Div 4. Div 5. Div 2 Dorm 3. And as of Feb 07. 2016 We are Closing Div 1. We have over 3500 Inmates on EM. Tom Dart is all about putting inmates on EM. We have about 275 Inmates that Violated EM and cant be Located.
Any District wagon guys or the big truck guys from Central Detention have some numbers?

Damn. Used to be three times the inmates in one building there, sleeping on the floors, than in a whole IDOC work camp that holds about 400, after they doubled up with upper/lower bunks...

"Being re-integrated into the community," I guess. Like smashing through a 77-year-old lady's back door at 6 AM...

Sheriff Tom Dart demands his staff no longer use the term Inmate.. Guest, Client, or Pre-Trial Detainee are the only acceptable terms for criminals in the Cook County Jail..

Just in the last two years, over 800 Correctional Officers in the jail have been physically and or sexually assaulted by inmates.. Sheriff Tom Dart's office has refused to charge or reprimand inmates in the vast majority of these cases according to numerous lawsuits just recently filed by jail officers against Sheriff Dart... In one case, a female officer alleges an inmate threw 'bodily fluids' in her face and the Sheriff's office blamed her for getting too close to the cell in what is commonly known as the masturbation tier at the jail.. The suit alleges a high ranking Director gave the inmate pizza if he promised not to do that again.. In another suit, a group of black female officers make similar claims against the Sheriff's office of being assaulted by inmates and the Sheriff refusing to charge them.. Even after these suits have been filed, Tom Dart has taken his crazy policies to a new level... Instead of addressing these serious issues, the Sheriff put out a directive that Inmates are no longer to be called Inmates... Guest, Client, or Pre-Trial Detainee are acceptable according to the new order..

**** People Pay Attention, Media Pay Attention ***

SCC, if you want a shocker, pull the total ARREST numbers for Superintendent Phil Cline's last full year(2006). Then, pull the succeeding years...watch how dramatically the number of arrests fall (it is in the tens of thousands!)...as crime rises, and it will, those dramatic numbers will be what the public and media should chew on.

These numbers are easily retrievable from the publicly available Chicago Police Department Annual report (Google it then go to the Arrest section!). In 2006, CPD made 227,727 arrests...yes, you read that correctly! In 2010, the last year of Superintendent Jody Weis, CPD made 167,541 arrests. 60,186 fewer people were arrested in 2010!!!

Now here is the kicker...when Rahm and Superintendent McCarthy took over, I guess in the interest of anti-transparency, they stopped making the CPD annual report available. Hmmm, I wonder why? Well I can assure you, there was no increase in arrests by CPD under McCarthy. I cant find it but I thought the CPD Annual Report was required by City ordinance...but that's for someone else to find.

A great system, EM is...No one monitoring. They only get violated when and if, they are again arrested. Otherwise free to rape and pillage. 3500 convicts. Malcontents, and evil doers...all of them. Keep voting the same people in Illinois, Cook County, and Illinois. It's working so well.
Pitiful, just Pitiful...

Has no one bothered to ask? Why do we release them if so few people are being arrested, and taken in? Divisions, and dorms are being closed? Inquiring minds want to know.

So something like 8% of those on EM are a problem (presuming EM=electronic monitoring).

This sounds like a spectacularly successful program to me. Dart ought to be getting some kind of award for a program that works this well.

Jan 1-8, 2015 3108 arrests
Jan 1-8, 2016 3075 arrests
Virtually identical. So first, the men and women of the Chicago Police Department are not lying down on the job. They are doing what they are sworn to do. But more importantly, all those bullshit contact cards that McDumbshit DEMANDED that we do had NO IMPACT WHATSOEVER on the apprehension of criminals. We continue to lock up the scum of society so that the Cook County Criminal Court system and the liberal judges can put them back out on the street so we can do it all over again.

Why are less criminals going to County Jail?

Is there a Crime slowdown? I don't think so. It's more people in the Cloutocracy not doing their jobs - but still expecting to get paid in full.

I understand the bitterness of those on the job, but come on - quit already and go somewhere else. Crime is still out there and you need to do something about it. Arrest the bad guys.

Oh - that's not the Prime Directive anymore because you are afraid of a potential lawsuit or worse, if you get caught up in something?

Again, bad leadership or the lack of any leadership at all has crippled CPD.

Well, to all plain citizens out there - you better arm yourself up to the teeth because this organization (CPD) has ceased to be a real organization.

No one should be depending on CPD to come to their rescue in today's environment. That is sad because those on CPD (20+ years ago) were good people.

Someone breaking into your house? Better have a gun and be able to use it effectively. Cops will show up to write the incident down after it happens.

Don't mean to sound so cold and indifferent, but that is what happens today.

People are already complaining (Not in all neighborhoods - but some) - and it's good to see them complain to the right people like Rahm and Anita.

Maybe the average people will find a way to vote out all the deadwood. Getting rid of Rahm and Anita would be a good start.

People have found out they are not being led, they are being "managed" and no one likes to be managed.

It all comes down to their egos, lack of life experience and overall stupidity. In the roll call room you should hear some of these young kids on first watch. They are smiling, laughing and telling their war stories. War stories about foot chases, taser deployments, whooping ass, etc.

TO THE YOUNG OFFICERS: What is happening now is not a game. It is not a laughing matter. Just answer your calls for service and handle it from there. One bad mistake, a controversial matter or just plain bad luck and you are toast. You lose your job and your freedom. So act accordingly.

P.S.- I asked a young officer how many other jobs in America pay $70,000 to $80,000 per year. The young officer told me "there are plenty of good paying jobs in our country. You just have to look". He even thinks an Uber driver makes 80K a year.

Ahhhhhhh to be young again!

Some cool CCJ ofc., also some of the worst, calculated the angles of the CCTV cameras so they could shove the swivel chairs back against the wall just out of view and sleep for 8 hrs. Yelling out s__t to instigate and try to get some other inmate killed -- other i/m already knew the rip and respected man enough so it worked the other way, bros passing over extra food, man did not have to tape magazines overlapped and triple-thick all over his chest to sleep the 90-minute night through. Some good ones, and some real a__holes who belong underground at The Bridge, trying to stay awake long enough to clock and go work their o/d second-income security job at Kill You Liquors And Lounge.

This Dart is something else, though. "Guests?" "Clients" That's social-worker talk.

Electronic detention for hardheads. Right. >snip< that plastic ankle band and already 250+ of them are..well...somewhere out there, probably Instagramming pics of the hundred stack in their Hotpoint freezer compartment...

EM means electronic monitoring. It is allegedly a way to provide monitoring of criminals in the community rather than incarcerating them. It's only as good if the criminals are actually monitored, that they are screened properly so that only certain "good risk" criminals get chosen AND if there are serious consequences for criminals violating their EM rules.

...but any actual dogfood is saved for "hapless victims of Sheriff's Dept. puppy mill raids." Any luck, Dart jumps out of car on way to work, seeing pack of the new "coyowolves" trottin around his Forest Preserves, and confronts them with a one-shot, confetti-tossing Taser that might or might not even pop.

As the critters like to say, "Rrrrrrr."

The great decline of prisoners processed by the sheriff is proof positive that your elected officials from the potus on down do not care about public safety and only care about bringing our country to its knees. Why would you, as a government, effectively open the doors of the mental hospitals and hope that those who were once institutionalized could be trusted to self-medicate themselves while living among us with no oversight? As much as our government would like to open the doors of our prisons they realize that it would be political suicide. They are doing the next best thing and that is to limit the numbers of criminals being institutionalized the same as they did with mental health care. The police officer is now painted as the devil and the criminal continues to do the devils work with renewed vigor and impunity. They have made it so detrimental to the officer to arrest someone that the officers choose not to get involved in an arrest, or stopping an individual who may have or is about to commit a crime. Exactly who is this type of policing serving and protecting? Only the criminal or the mental that should be institutionalized, perpetrating the devils work on those unable to protect themselves. It's truly amazing how we as a society, who should be constantly evolving into a more educated, lawful and safe civilization, are allowing our lawmakers to lead us down the path of destabilization, destruction and lawlessness. This path was created for and panders to the13% of our population who refuse to become civilized. Those who prop them up and support them by making excuses for their lack of the desire to work, provide for themselves and resolve conflict with violence are just as responsible for this sad state of society as those who actually carry out these heinous vicious and violent crimes. They will do their best to hide the increasing violence they have created but liars figure and figures don’t lie. Additionally, 2 in 10 people who read this will actually believe it because they have been indoctrinated and brainwashed down to their very soul. Arm yourself and everyone in your family because the police have been disarmed and are no longer protecting you. Just remember that the politicians of this town have created this environment where you are more likely to be killed here as a citizen than you are as an enlisted soldier fighting in a war torn third world country. When are we as a society going to take notice of and address the elephant in the room who only eats, shits, f**ks, steals and kills for a living?

I work at cook county. I watch the inmate county compound-wide in every division every morning. It has gone down over 200 inmates in just 6 weeks. Usually we got more because of cold weather (homeless wanting a warm place to stay etc), but we've gone DOWN!

Division 1 (the oldest jail) where Capone stayed is being closed in 3 weeks. All the Maximum security inmates are being moved to medium divisions.

Yes that whole director bribing an inmate with pizza actually happened. They show urine and feces at us constantly and the jail blames us not the inmates.

We are understaffed by thousands. We should easily have 200 more officers working every single shift. We move 50 inmates at a time through the tunnels by ourselves. And without handcuffs. It's insane.
