Ramsey's Back!
- Charles Ramsey — who headed the Washington and Philadelphia police departments during U.S. Justice Department investigations of those agencies — has been invited by Mayor Rahm Emanuel’s administration to return to Chicago to consult on reforming the Chicago Police Department.
Ramsey, a former deputy police superintendent in Chicago, said the city should embrace the recently launched Justice Department investigation of the Chicago Police Department’s “patterns and practices.”
Ramsey said federal investigators worked cooperatively with the Washington and Philadephia departments while he ran them and that the result was better training for officers and a drop in police-involved shootings in each of those cities.

Following the Summerdale scandal in 1960, the elder Daley was under a not-too-dissimilar situation that Rahm is now facing. Daley put together a "blue-ribbon panel" to address police reforms and demanded that the most knowledgeable professional in police procedures be appointed to head the committee. O.W. Wilson came in from California to chair the panel and conduct a nationwide search for the next superintendent.
At the end of numerous interviews, Daley engineered his hand-picked guy on the panel to come up with the "suggestion" that since the most knowledgeable professional in police procedures was already here running the search, wouldn't it make sense to appoint O.W. Wilson as the next superintendent? The committee agreed and drafted their chairman to to spot and he was duly appointed and served seven years.
Now there is another panel. And the guy most people would say is among the most qualified is right there in the middle of it. And it's no secret that he would have taken the spot once or twice before if it had been offered. Wouldn't it be interesting.....

Rumor has it the first time he was offered it he was going to gut redundant upper management positions I.e. Deputy Chiefs, and they chose not to hire him.
On a more personal note when he was assigned to other cities he chose to keep his family in Chicago and flew in every weekend to watch his sos's grammar school football games. This may be a moment of good news for a switch.

Personally, having experiencing four decades on the job, I believe that Ramsey would be a good choice for Superintendent at this time.
Taking into account his past experience here and what I've personally watched him accomplish at his last two top law enforcement gigs, he would be a good choice.
Then again, there will be those who'll knock whomever sits in the chair. Nobody's perfect and what we need at this time is the best (available) that we have to chose from. Realistically, I'd consider Ramsey as the best to jump in at this point and time. Detractors would condemn any appointee, so let all the negatives remarks begin.
Remember, Ernie Brown was joined at the hip with Ramsey. That's Browns chinaman. Can't wait to see how this pans out.

Comparing King Richard I, with Rhambalina is a bit of a stretch. Remember, Daley really grew up, lived and died in Chicago, and Chicago was a very different place back then. The Tribalism that ruled before and after WWII in Chicago is gone, as are many of the "White Ethnics", (Remember that term from when Harold was running for Mayor?) and Industry that only required a high school diploma to make a decent wage, is also gone and will not be coming back, ever! Now we have a Mayor, who ironically was an architect for that economic collapse, because while at the Clinton White House, Rhambalina was instrumental in creating and pushing for NAFTA, which cost the nation millions of jobs. Rhambalina is about Rham, not Chicago and he always intended to leave, using this as nothing more than a stepping stone. But whatever the case, this will be interesting because Ramsey is No Chump. Worked for Ramsey when he was the Commander in 011. One of the best bosses ever black, white or Hispanic. Always had your back. He had his share of problems but there were off duty related.

Oh, Grasshopper, there is always a path to accomplish things for the chosen. If hired as a civilian employee of the city of Chicago, there is no age at which they are forced to leave. They can work until being 100+ years of age, as long as they can perform the duties as defined in their job description, be punctual for their assigned work hours and be able to work their entire shift, excluding breaks and lunch. Also, an exempt member does not have to be a sworn member or even a former sworn member. They could hire Bozo the Clown as your commander with no problem, if Bozo were their chosen one.

As good a boss as he was, Ramsey ended up on the Obana/Holder Anti-police team as a Chair for the recently released report on Reforming Police & Procedures, which can be found on either the DOJ or IACP websites. Ramsey did not chide Onama for refusing to confront ISIS related connections with the recent ambush of the Philadelphia Police Officer.
The CPD has talent to select from within. The talent might not rank high in the current hierarchy. That would be indicative of the fact that most recently promoted Deputy Chiefs do not have the necessary leadership skills except for their race & bloated, boasting AlderCreatures singing theiir praise.
Watch for Ramsey to play a behind the scenes role similar to Terry Hillard [who is currently busy selling Tasers & running a security firm.]
But SCC raises an interesting point - the current Police Board could ask Lori Lighfoot to be the next Superintendent. The Revs & AlderCreatures would accept her, the lamesteam media will fawn over the first female Supt ( a really important criteria) and our Gay Pride Parade will have a new Grand Marshal that will eliminate AlderCreature Tuney as their spokesperson.
With all that hoopla, who will notice if crime is up or down?

What about Dr Cedric Alexander? He has the credentials and experience to make a great Superintendent. Last years president of NOBLE. Would be a solid choice if He were willing to take the job.He has an excellent reputation from Rochester NY when he was chief. Much experience which He certainly will need. He's also going to need that PHD in Psychology I hear he's got too dealing with the CPD. From what I hear, real big on community involvement. I can't think of many others that have what it will take. Who else is out there? I've been racking my brain to come up with a viable candidate. Bill Bratton? Maybe Ramsey will stay or recommend someone. Hey,wasn't Alexander on that 21th Century Policing Task for with Ramsey? Maybe someone from there will be good.
Crime is really down. So there won't be any more Police Shootings! Crime is really down so our activities reflect that.

When Townsend was 1st Deputy and was nearing 63 the age requirement was waived for all sworn. That was so Townsend could run things as the 1st for Daley until Townsend retired. (Anyone on the job back then remembers that it was the 1st Deputy that really ran the Dept) After he retired the age requirement was back in place as 63.

FUNNY STORY:
When Mayor Richie asked Hillard to come back and fill in as the temporary Superintendent after the Abate incident, he was about 67 years old.
He called Hillard in the morning and Daley said he needed an answer by the afternoon if he was interested in the job.
What is the first thing Hillard do?
He calls the Pension board and asked if the position would be pensionable so the bastard can suck some more from our pension.
Of course the answer was NO because he would have to work as a civilian.

May be a FOIA requesting all merit picks from the last 20 year would be helpful?
But the FOIA should ask for the person who put the merit picks in and the merit pick who were not picked should be listed since the all have to fill out a gigantic resume!
You can also show how many MERIT picks never passed any test and were promoted three times! That right many of those pick are found on LA quan's case and Koschman's case.

Daley was very worried Ramsey, who was well-known and well-liked in the community thanks to his high profile running CAPS, would run for mayor. Fact, not speculation.
The second time, it WAS offered to Ramsey. But all he wanted was (even a dollar) more than his overpaid predecessor. Mayor wouldn't agree.

Now he's going to come here and "consult" on how to lower our crime and build better relations between law enforcement and the black community? Hmmm, and all for the MEASLY sum of $350.00 an hour, $2800.00 on just a regular 8 hour day? Almost $14,000.00 for a 5 day week, over $600,000.00 a year!? No wonder we have to listen to that moron Emanuel continually bitch the city is in financial trouble and cant pay pensions or health care BUT they have the money for bullshit like this!?!?!?

Nah. Clinton was a big backer. Gore debated the original guy with the big ears and the foreign name - HRoss Perot. The other major architect of NAFTA - Commerce Secretary Bill Daley.
Yeah, they had to get Republican votes in Congress, because half the Dems opposed. But this was the major Clinton economic project, along with favored nation status for China.
Though I'm no fan of NAFTA, it was the China move that was much worse. Encourage American corporations to offshore their manufacturing to a place where the army runs most manufacturing and where party leaders and other powerful people have their own private jails for those who don't like their payscale or breathing industrial poisons every day.

John Townsend may have run this department de facto, but he was not superintendent. We are talking about the job title of superintendent here. And, yes, we all know enforcement of the age requirement was suspended for Townsend, and therefore for all the sworn officers on the department.
Once again, there is NO age requirement for SUPERINTENDENT. And Emanuel is likely to prove that to you shortly.

Hey, shit for brains. It has been explained about 5 times. You must have been in the remedial reading class on O'Brien Street. Look around. The super can be a civilian and there is no upper age limit for a civilian employee.
Also, the age requirement was never waived. The ordinance was allowed to expire and the mandatory retirement age was not renewed in law until after Townsend retired from CPD. He was then hired as a civilian boss at the city's Department of Aviation.

Sheriff David Clarke would be far superior as our Superintendent than "Rahmsey".
It's just a shame, how the City has pissed away the few good, talented people they've had here.
To those saying DC has alot of crime...DC of 2016 is relatively safe,the population is 50-50 now. Metro Police is very proactive and have an advantage with a Mayor and citizens that back them. When the police shoot somewhere here, you do not hear all the police haters ranting against them. Quite the contrary, the usual comment is "well, they shouldn't have done what they did or the police wouldn't have shot them" this comes from the black citizens here. Left Chicago 5 years ago and other than the food, haven't missed a thing. On a footnote,spent 4th of July in Philly and it was awesome, over a million people and EVERYONE was pleasant having a great time.

Chuck Ramsey is without question the finest man I ever worked for in the 1980; on Normal Street. Till this day, I would unclog his toilets if needed. He took care of his men to the end, heart of gold.

No one who lives in this city calls it Chi-town.
