- The odds were good that Lonnie Holmes, 21, would be the next person to kill or be killed in this working-class suburb north of San Francisco.
Four of his cousins had died in shootings. He was a passenger in a car involved in a drive-by shooting, police said. And he was arrested for carrying a loaded gun.
But when Holmes was released from prison last year, officials in this city offered something unusual to try to keep him alive: money. They began paying Holmes as much as $1,000 a month not to commit another gun crime.
Cities across the country, beginning with the District of Columbia, are moving to copy Richmond’s controversial approach because early indications show it has helped reduce homicide rates.
Extended penal facility stays also curb these tendencies. If politicians can run police departments on the cheap, why not prisons? It would make at least as much sense at this crap.

It is the job of "officials" to work at keeping innocent citizens alive, not wild-ass gunmen and habitual criminals. The latter should have to take their lumps as they come.
The other Idea is the "Lock him up before he gets killed!" meme. I thought it was "Lock him up before he hurts or kills someone else, as he cannot be safely left on the streets among normal people."

ANOTHER example of a failure of political leadership. Rather than use a miriad of laws on the books containing prison terms, rather than toss this cat in the can for a long

For those of you who can't, here's a little breakdown, based on my $4900 annual R.E. bill;
•Bd of Ed & Community College - $2785
•School bldg & Improvement fund, Library, City of Chicago - $1065
•Water Reclamation(still paying for DeepTunnel?), Parks,Museums,Park Dist-$611
•County of Cook, Forest Presv, St.Rogers CC Hospital and various Clinics, & CC Public Safety-$460
That's where my $480 a month goes to keeps Chicago area safe. Aside from the Water bill, City Stickers and now Garbage pickup.
I'm don't believe my money is being invested well here. I don't use much of the amenities that this City has to offer for the fees I pay.
Now pile on the the government stipends (Entitlements/SSI/Programs) that are deducted from my pay stub, just how much isdoled out each and every month to thugs? As much as $600...for each member of the household.
Paying thugs to stay crime free doesn't work.
Keeping them in Jail is way more effective, until Democrats release them.

Lets see, if you are coming clean in the shower room and either Rahm or Mario Pena do a custom notification, I would suggest this would result in a post sentencing scared straight verdict. Come clean and scared straight are winning strategies.

It's not free. They aren't paying for it but the government is and the people the govt is paying i.e. food industry and property owners would very much like for the "freebies" to keep rolling bc it's a nice source of income for them.

We are doing that here yet to small of an amount, but was there watching the city council trained seals turning in their chairs to clap and holler loudly proudly as they gave away a 5.5 million dollar check to a supposed burge offender, nothing ever proven here you go "it's not my money" check! But when it comes to paying bills, and the cities credit rating dips again the 1 step from junk investments, rahm keeps spending when you pay your bills, put in what is owed to police pension funds, you straighten the books out and then credit rating rises costs to borrow is much lower but then again when you deal with money you never earned it's easy to throw it away, another bike trail rahm in pilsen pathetic!
