IPRA Stalking Horse

So what's the story behind this one?
  • Couple of cops get called down to IPRA. Luckily, they told FOP and had a lawyer accompany them down there. They arrive and IPRA says "We don't have any questions for you, but these gentlemen do." The gentlemen turn out to be FBI agents. The FOP lawyer refused to let the officers speak and everyone left. So now IPRA is fronting for FBI interrogations, probably hoping to sit in on the questioning so they can Rule 14 everyone?
We'll take this as proof positive of at last one on-going federal investigation, but be aware that if you get called to IPRA, it might not be IPRA doing the questioning.

Feds running a false-flag operation
by hiding behind IPRA?

Which supervisor(s) at IPRA
nodded in agreement to this?

Can the IPRA investigators and their supervisors
be put in the disciplinary jack-pot?

Did the Officers notification state that
it was FBI agents who wanted to "interview"
them instead of IPRA investigators?

Wouldn't a "command appearance" before federal agents
come via other Departmental channels?

Office of the Superintendent? --> Office of the General Counsel?
--> Legal Affairs Section?

Just Sayin'...

And before you flamers flame,
we reserve the right to be wrong.

Or is this a fishing expedition to test an end-around
of contractual protections/due process/Police Officers rights, etc?

Or did some exempt put this forward as a good idea?
Just like they thought the hurriedly designed and implemented
but altogether loathed ISR was going to be the "management tool
par excellence" to rein in those rebellious Blue-Shirted churls?

Hopefully, somebody(s) at IPRA are going to be looking at taking it
hard in mud vein if they deliberately misled those Officers.

Hopefully they made copies of their notifications to appear.

A head full of every-damned-thing else and you also have to be
majorly concerned about protecting yourself from the apparatus
that employs you.

If you ain't smart enough to know to keep your nose clean now, then you got no business being the police. The writing is on the wall. This Fed thing is not a district investigation, it is not a bad cop dealing dope investigation, it is not an investigation of bosses downtown getting kickbacks. This is a city wide investigation for violation of civil rights, a Federal crime, that can go on for years. Get wise.

Do what you got to do in order to keep the job and not blow the pension or what's left of the pension. If you can apply elsewhere do it. You want to survive? Get smart.

Ok FOP,

What do we do when we are called down to IPRA or IAD and they have a supervisor
give us a direct order to answer questions?

Even better what if this happens and they do not identify the FBI agent sitting with the Department supervisor? Or if they do identify the FBI in room?

And do not tell me about my lawyer crap, they can only give recommendation
and are not the ones being stripped and sent to call back for three years pending
the bullshit investigation.

Just look at the Van Dyke crap the city pulled with the IG doing another investigation. Herbert is making money, the city has a copper under a bus,
and no one from FOP returns calls.

The contract is now being fought in court, and the officer sits and waits.

And make sure FOP send you a seasoned attorney. Two female coppers I work with got called to IPRA after a weapons discharge (offender did not get hit) and FOP sent a girl with a new law degree. A week later both officers end up in call back. The detective reports contradict the video but the detective Is not being called down to answer up. I hear the detective is one of DW guys.

Dear SCC, something I wonder. I'm not a police officer, so bear with me. With all this attention from the federal probe, ride alongs, watching over the shoulders of POs, and the general "in your shit" position the federal gov't has right now in Chicago, why is crime going up? Wouldn't the mere presence of the feds be an opportunity for them to give advice on how to run the city better? I get the feeling they are only here for purely political reasons, not at all to make things better.

If this IPRA story is accurate consider this one single fact: LYING TO A FEDERAL AGENT, IS AN OFFENSE FOR WHICH YOU CAN BE SENT TO PRISON. You can lie to your wife, your parents, your Sergeant or Commander; BUT IF YOU LIE TO THE FBI, YOU CAN GO TO PRISON. Famous people have dodged the original point of federal investigations, but they still went to prison because they lied to federal agents. Forget the Rule Violations which might cost you your job; here we are talking PRISON! Martha Stewart went to prison for lying to agents of the Security and Exchange Commission, they were not even the FBI. Partially true. It was an Evidence Technician who was involved in collecting evidence on a police shooting. FBI wanted to talk to the evidence technician in a case where a handgun wasn't recovered in the police involved shooting.

I read somewhere that during the DOJ ridealongs/investigation/fact-finding an officer is interviewed by two DOJ people. My question is if this in fact true and the DOJ people feel that the officer is not being factual could the officer be charged for lying to a federal agent. Just be very careful officers none of these feds are here to help you.

Despite all of these signs, you still have officers being aggressive and pro-active. Some of these fools tell me that "if I see a thug then I have to stop him, I just can't let that happen". A guy in my unit was in call back and sued and he had to pay some punitive damages out of his pocket and Gary McCarthy wanted to fire him. But the board disagreed. So despite all of that, when he was reinstated he was still out there stopping people and being aggressive. Now he is on the tact team. I paid $50 for his first benefit. For his second benefit I will pay $0.00.

I think most of you know this, but many do not: ..... Don't ever 'talk' to FBI agents (plural) without your lawyer there. Bad things are guaranteed to happen to you if you do so.

They'll get you for 'lying' -- it's how they get almost everybody, it's how they got Martha Stewart. There's YouTube Videos of what the FBI tried to do to some folks.
(you're NOT allowed to record your 'interview'. It's your word against theirs, and their written notes)

I had the same girl, she has no clue about police procedures, and never talk to a fed to easy to jam yourself up, they come off as "we are your friend" then wam the hammer hits and looking at federal time! If you just do the job, by the rules nothing proactive, take your time getting to jobs safely, signed complaints only, make sure car is fueled,maintained,washed, (Call R-Man want vehicle 100% for safeties sake), take your personals, lunch out of roll call complete inspection of vehicle all lights,wipers,washer fluid,fuel,damage,tires etc.. should take 1/2 hour play by their rules, back each other up, no rushing job to job unless police or police family because #bluelivesmatter #blackliesnevermattered

Question: If there is to be a DOJ Ride-along on a District Patrol car, shouldn't that be done by volunteers. In there are no volunteers, by reverse seniority of both officers?

Since the officers are obliged by their employment to carry this potential time bomb wouldn't a supervisor, or the DOJ person himself have to read the officers their Miranda or Administrative Rights?

I'd be driving in circles and receipting my rosary out loud.

Could be a long night between messenger runs.

Just to add to your statement. If you lie to (2) feds dea fbi etc its is considered like lying under oath. Again request council.

This is very simple. The attorney needs to draft a letter of complaint regarding this conduct to the Office of professional Management in Washington DC. When these feds gets a complaint it does not go away. This policy will change immediately.

Bringing a tape recorder will at least force the J. Edgar wannabes to note your replies truthfully. If you don't believe me you probably believe that J. OT - sort of

Went to the ISR training the other day. Asked one of the instructors if ALL of the revisions you make to an ISR when your sergeant kicks it back are saved and visible. Answer was YES.

He tried to make the glass appear half full by stating: "It's a good thing, they can see that supervisors are trying to have you do the right thing, by seeing how you have more RAS after the revision; they are not going after individual officers, they want to go after the City who has deep pockets" I said, "Unless you are the guy they are trying to make an example of." He said, "Yeah, they could do that...."

Isn't it a fact that now all CPD interviews/interrogations of suspects in Class X cases MUST BE VIDEO TAPED.

So why doesn't Deano, Escalnte, the National Lodge of the FOP DEMAND that the policy of interviews/interrogations of police officers BY ANYONE must be video taped and those tapes be made available to the defense. If need be go to court and get an order for the Fed to make that change.

Or is Deano too busy keeping quiet.

I'd like to see their statements to see if they contradict each other. The lawyers are there to guide you, not hold your fricking hand.Easy to blame the attorney and the Detective, I'm not the attorneys husband, daddy or jocker,so save it. Get your shit straight before hand or wind up at call back.

Question: If there is to be a DOJ Ride-along on a District Patrol car, shouldn't that be done by volunteers. In there are no volunteers, by reverse seniority of both officers?


No they can't assign you a ride along. If they ask you just say no. They can't make you.

P.S. To what I wrote before...

If Deano is not afraid of being investigated of Labor Racketeering why isn't he going to the National Lodge and demanding that any and all interviews/interrogations of police officers be videotaped. Undercover stings by the FBI are videotaped. CPD and other law enforcement agencies everywhere in this country videotape interviews/interrogations. Why should the FBI be allowed to have the magic of being able to say, “You are a liar. We are the FBI and you lied so that is that!"

Why isn't Deano doing that?

For he same reason he never mounted an ALL COPS WILL VOTE CAMPAIGN.

The fact that FBI does NOT record their interviews and interrogations has more than one purpose.

It gives the agents an enormous amount of power over the subjects. If they can't nail them for the crime they were hoping for they can always say they were lying. Prove otherwise, even if it was a lie by omission.

The other ploy is that they will try to make the subjects INFORMANTS.

The FBI just became the biggest enforcers of the
CODE OF SILENCE ever.

Unless FOP goes and gets that court order demanding that the interviews be video-recorded.
