Here's how we are going to fix the Detective test!
- When the second part of the test was about to begin the lady who was reading the rules and do's and dont's during the exam started the second part of the exam by stating " Everyone! ...I have an important announcement to make"
Everyone picked their head up and she starting reading on what people had to fill out to qualify for the merit process.
Everyone in the facility was shocked!
People were yelling, laughing and throwing things
It was a complete joke and a slap in the face to everyone taking the test (not including the clout babies of course )
I'm not 100% sure on the info regarding the company that administers the test goes. I was under the impression that their company was hired by the city to organize the candidates and passing out test material.
If I'm wrong please correct me however if I'm right and that is their only function who the hell gave them that information and told them to read it??!!!
And please again correct me if I'm wrong but isn't the city under federal investigation for the last promotional test administered?
This lady then continued to say once you fill out what's required to qualify for the merit process "raise your hand and a Procter will collect your exam and quietly exit the building"
You want to talk about being discouraged after hearing that. It was like she was saying " don't bother the fix is in"
Maybe this should go public and give the Feds or whoever is investigating the last test something else to look into
It used to be that if you knew you were going to be "merit," we mean ABSOLUTELY 100% Money-in-the-bank POSITIVE, then you just didn't show up to part 2 - you know, the part that actually ranked you by number and mostly consisted of applying the study material to scenarios. Because that would be a bit difficult for people to memorize evidently.
So they make this announcement.
Hopefully, people took note of who did instructed and exited without completing the exam. We grabbed a couple names and we're sure we'll be seeing more once a promotional list is published. Remember, these are people who are going to be (hopefully) "investigating" crime, putting together cases, assisting in putting people into prison, But they haven't demonstrated a grasp of the material, just a grasp of politics.

First, I thought I heard her wrong but she repeated herself again and again. Unbelievable!!! And, I studied my ass off, even took an entire week off work to prepare for this. I should've known better, but you just hope maybe, maybe this time it will be different.
Actually, I thought half the room was going to raise their hand up when they made that announcement, but I didn't see one hand go up. They knew they were being watched by everyone.

Yep I couldn't believe that. But hey I had to stay the entire 12 hours! But what's going to happen?.., A) the Feds will investigate B) you will waste your time complaining C) NOTHING D) Nothing will happen, only the people who cheated and have "merit" will be promoted. Iam going with D on this scenario as the best answer.
After that 1 person a M/2 walked out with a big smile on his face from my room.
The only part of the test the DOJ will investigate is the part of the test that does not assure enough of the right numbers of demographics pass the test. Standardized testing, quotas, set asides, weighted questions and answers, race based, etc., etc., all in order to assure the right demographics are attained. No one in the DOJ gives a rat's ass about cheating, get that through your heads.

The woman who was reading the test is instructions read the instructions for merit process off a sheet of paper.

Yes this did happen.... People in my section were throwing water bottles and yelling. This lasted about 1 or 2 minutes. The Woman reading that actually had to pause and wait a short time for everyone to quiet down so she could continue.
Very sad...

How can anyone from the outside have ANY respect for ANY of you when half (or a third?) are promoted because you're someone's nephew or neighbor or, the "right minority"?
I could not work in an environment like that. I can see why there is such a division and a lack of wanting to excel.
It's not only bad for everyone in the department, it really sends the wrong message to kids.
Don't work hard, just kiss the ass of Alderman XYZ go mow his lawn, so he can get you in-- and get you promoted to Sergeant, K-9 Unit, Marine Unit, and of course, Detective.
AND they wonder why there is a morale problem????
I did see a few people leave after this was announced. However the room was so big I'm sure a lot more people left I just didn't see them.
It was pretty shocking ....definitely caught me off guard.

Bonafide. Announcement was made at least 3 times. It killed the mood/morale in the room. 3,000+ people realizing that the 2k spent on study groups and materials doesn't stack up against a fix.

If they take the second half, you now have evidence of their relative incompetence in their actual scores.

She repeated that announcement at least four times. It was a shocker! However, some people who thought that they were "clout babies" failed to show up for part two the last time believing that they were in 100% ...and when they didn't make it they tried to pretend that the company lost part two of their test. This time the company will have proof that they never sat for part two. This go around the company will have a blank test with the candidate's signature as proof that they only signed the booklet and left.
I couldn't believe what I was hearing. A smack in the face for sure. I instantly felt defeated and wanted to just walk out at that point why waste my time.

The only thing that amazed me more than the announcement itself was that there were actually people with enough balls to actually go through with raising their hand and walking past 3k sets of eyes who will remember them. If i was that connected i still would have never left my seat because i want to have a good working relationship with people. I was in a section toward the front so i only saw one person take the offer. I have no clue who she was(older F/2 with blonde/brunette hair) but i will never forget the smug look on her face as she slowly walked down the aisle to the back. Its gotta be a lonely path and career but when you are that connected and arrogant i guess it doesnt effect you.
You should all stop kidding yourselves about the Feds. Unless there is a Civil Rights violation that shows a disparate impact on certain protected groups, racial, sexual or other protected groups there is no Federal interest in local testing procedures. There is no Federal law that would apply.
Absolutely stunned when I heard that announcement made over and over !! Un$&@believeable ! Yes people were booing laughing hissing . I was waiting for someone near me to get up so we could throw things at him. My career is almost over here . Thank God , I study my ass off for this test and I heard this - thanks ! It's all legit . If you think any test is legit, your too stupid to be a detective.
Talk to the guy working in reproduction dept. printing the test sheets that are handed out. Maybe he can print an extra copy for you to study.
No smack to my face, still soft and smooth. My stomach however hurts a little from laughing just now because I didn't bother taking a fixed test.
DERRICK O. M/1 with glasses is what a staff member had on his name tag. Very, very shady! Our test materials (orange book & answer sheet) were put on the table, not kept in their bag. An older F/1 was looking through them (i assume because DERRICK O. Did not follow dirrctions in the collection of materials (intentional or unintelligible) then, the older female eventually put them back into her bag and shortly thereafter a much taller bald M/1 took her bag and swung it on his shoulder (was this to be kind or is his intent the same as DERRICK O.)
You guys are reading too much into this. I think the TPTB realized that having this thing all in one day was too much. It was a mistake. The previous rules were like the last sgt test: you had to atleast TRY to score. But since this was all in one day, if you COULD NOT stay, They did not want to punish you. That is all.
So what are you going to do about this?
I know you make alot of arrest and you save babies nut really what are you going to do about this slap in the face?
If your answer start with any use of the phrase "THE FOP" you will never recieve the help you need.
HIRE a competent lawyer and document everything.

It was probably the brain child of our command staff because just about everyone of them has multiple merit promotions. You can bet the IG will bury the LT test investigation by giving some generic excuse that there were problems but can't prove anything. This merit process has eroded the quality of leadership in this department for 15 years. We are led by a bunch of buffoons who couldn't spell cat if you spotted them the c and the t.
Waste of a day. Further evidence to leave the department.
I spent countless hours studying. I forked out a lot of money for study groups. I gave up precious family time. And some boss had the nerve to approve of them to announce that? It just goes to show that the boss is meritorious himself and sees absolutely nothing wrong with it. I was disgusted by the whole thing.

Why would you want to be a dick all your hard work will only be thrown out in court no justice on the department or from the judges. The clout merit hacks will only be given the easy case which amount to nothing and I didn't take the exam tried of being passed over not worth it.

I wonder if the DOJ will really look at the testing process? I hope so for the sake of those still working and with years to go for pension. The process has always been a morale killer and a topic of dread, hate and envy. No one believes that the process is on the up and up, no one, not any race or ethnic group. When you have people with rank who are so despised and disrespected by those that they are supposed to lead, you must know things will not go well. And, yes, I believe the comments that the courts just do not care about cheating, only that the demographics are correct. At one time a federal judge was quoted in his opinion that he does not care if the city had people arm wrestle for promotions, only that enough minorities are promoted. That is a sick and disrespectful attitude by a federal judge. Why can't the city get this right? I can only guess is because they do not want to. the city wants the power to keep the police department inside the patronage tent, even as they claim that patronage is no more. It used to be, and I am guessing that it still is, possible to look at the police budget and find non sworn people with great titles and great pay but who do not work for or in the department. The city has always hidden the connected inside the police budget when they actually work in other departments, or possibly do not work at all.
Flood the fop with calls make those do nothing mofos do something for a change don't let it go.
The Chicago Police Dept. Just can't give a legit test. They are so used to doing what they want without any backlash is horrible. Every test should be given by an outside agency. Every proctor should be a retired Sergeant or PO. Who can answer a question or document question s that are questionable. The way the city gets x away with tampering g with essay questions and can mg ark them right or wrong. Bullshit process with too many flaws.

During the lunch break you had your, I'm just here for the first part comments. It was only after that announcement that I understood why.
One question...why is it 'a waste of time' to want to do well on the exam, and make it on your test score? Obviously, even the clout kids get out-clouted by those who are heavier than others. One thing no one can take from you is a high score, which guarantees that at some time, somewhere down the list, YOUR number will get pulled up. I cannot speak for all of you, but for myself, it was a great feeling both times I was promoted off of my own score, which I received by making time to study with no interruptions.
Nothing to see hear folks.... this Detective Test was CALEA approved ! There is NO question....this test was 100% legit.
The dick's test has not been legit for the past 15-20 years. Ever since the city got there meritorious promotions percentage. Just remember, these are the guys who will make or break U as a p/o. Really sad!! Do nothing to harm yourself, partner and family!!!!!!!!!!

The test had grammar mistakes, spelling errors and we still had to make a correction that was announced. The test itself was for a particular group of po's. No need to study orders, ilcs, or waste time on study groups.
All I can say is Wow!!....I was going to pay for Berstien but decided to use money to go on vacation instead....Thank God...
Now maybe you will understand what those of us with some time on the job have been complaining about. You now feel some of our pain of being demoralized by unethical bosses, and their cheating minions. THAT is why there were so many no shows, people are fed up and have just given up. They have kicked us in the gut, and when bent over from that pain they kick us again in the mouth. These cheaters get together at thier meetings and are laughing in our face. When anyone takes a stand they call it sour grapes. All the minions will be gathering for E.W. cake and coffee on the 12th, and the tradition will continue though because he has imprinted his plan on all of them. So expect the same in the coming years...no legitimacy.
Once again that testing in this department is a joke. I can't wait to retire in three years. I feel like I'm serving a prison in this shit show of a department!

It is a sad commentary on the state of affairs here in the City of Chicago. I personnaly belive that there is , and always has been room for merit appointments. You know the police officers that ALWAYS answer their calls, make arrests, actually go to court without beefing about it,those kinds of things ... That being said , it cannot be disputed that there are police officers of every ilk , Male /Female / Gay/ Transgender / any race you can name,that are only on this job to do absolutely NOTHING. Very adept at being unavailable when you need them the most. You know, Hold me down on a traffic violator that should take fifteen minutes and they don't come up for two hours ,,, You know ,, Hold me down on a personal, Hold me down going to the Area on an investitagion, Hold me down I have a hand waver, Hold me down getting gas and it takes them an hour and a half. Hold ME DOWN . And they want to be Detectives.... Give me a break...
Hahahahaha that's why I didn't take the test, if you don't score high enough or have a phone call, you would never make it, and waiting 12 hrs in a test where the big babies are getting meritorious promoted even I score high.. I know that I passed tests without merit. I used that to my advantage. I never gave an answer to anyone who I knew was promoted by merit, I would simply tell the merit promotees to "read the order" whenever they had a question. I also invoked the union protections which were afforded me. I never was sent outside of my district, nor did I work an undesirable shift if my seniority dictated that I didn't have to. It's a rough road, but I always held my head up high. Good luck to all who studied hard. You don't owe anything to anybody.

Retired here. What was it that you had to fill out if you knew you were going to be made a merit detective?
It was never a shock to see folks just 'up and leave' the 2nd part of an exam (when it was given months apart) in the past 20 years.
Guess it was part of the deal, you had to at least show up, sign in, fill out your Scantron and in 20 mins or so, take the rest of the day off.
I guess this new batch of The Merit Class are just too dumb and had to be instructed they can leave just as their Sponsors had done.
Absolutely shameless.

This is a disgrace to the department and a slap in the face to the WORKING POLICE. But department and their bosses will promote the cloud babies to the position of detective. Given the recent crime increases let's see how the clearance rate ends up with clouded morons. I I am retired and I'm so glad to be away from the lousy department. some of the clouted people that I've spoken to don;t get or don't care how demoralizing it is for someone who studied their ass off then don't make it. These leaders of men and women think it's the normal way to get promoted so that why they won't get it, it's their attitude towards others. I know of a person in sergeant school now how was wrapped up in controversy in 2010 accused of robbery. But HER connections not only got her off but now she's a sergeant. I've have enough of the nepotism, favoritism and politics, it will never change because there are too many crooks with their hand in the jar.

One M/1 in my section raised his hand and left. Too bad we can't see the whole list. At least we would know who they were because they would have the worst scores out of everyone. I hope they all failed the 1st section.
I wasted two grand taking Joe Stein's test prep class. It helped with like two questions.

Really? That's exactly how it happens in the real world. It shouldn't be that way, but it is. Kind of reminds me of Trump, he got everything handed to him on silver platter, but for what ever reason people thinks he's the spoke person for the middle class.

You know stuff like this keeps getting posted but I have yet to see any factual basis for it. on the other hand balloon head Mark Donahue got his kids jobs with the city clerk's office. And to be honest I don't have a problem with it but I could see how malcontents might. Better his kids than another jobs program for gang bangers.

Sux to have no clout on this job. With the rampant cheating going on ,the bullshit merit process,it is nearly impossible to get promoted. Even those members in the secret study group, certain members have all the answers and those lucky, clouted who are invited only have most of the answers. It's how it works, it's been this way since I have been on. I'm done. KMA, I'm happy to be a civilian soon.
When I came on this job I disheartenly discovered that the dept does not promote rank or assign special units based on competence or skill profeciency. And basically nobody really gives a shit if you are a good officer or do your job dilegently. Especially in these 'everyone out for themselves' days. It all comes down to understanding that you're dealing with city employees in charge, who for the most part would never cut it in the private sector. It's take a number and get in line and if you test high or average enough they will eventually get back to you after they've sent through all the merit/ juice folks. A process evident by the city's hiring practices in which PO applicants are called six years later and asked if they're still interested in becoming a cop. What's interesting is that most of the people who take the exam aren't even really interested in doing detective work which requires more work dedication, tons of paperwork and court. They just want to get the hell out of patrol because they treat the troops like shit nowadays. Very unfortunate considering patrol is the fundamental backbone of police work.
This place has become a joke. Can't blame guys for only caring about the 1st and the 16th. Stay safe and fetal guys and gals.

Your last line sums up why you're going to stay where your at. Instead of doing your job, finding the good things about this job, and taking advantage of all the things this job allows you to do, you listened to the people who who are pissed and never happy with anything. You want a hint? Go back to school. If you work patrol, next time you get an arrest, ask the desk crew what they're doing when you bring the paperwork up. Sign up and be a TLO. See what they're doing. Meet people and listen to them. When you have a question, ask it and listen to the answer so next time you can do it. Take the next FTO and ET test. Read orders that you don't understand. Ask the Lt what needs to be done. There's something sitting on the desk that needs to be addressed. Do that enough and actually follow thru and when there's enough people you may get the 06 car. It's the Lt's way of saying I'll give you 8 hours. Show me what you do with your time. Or you can just do what you've been doing. Just don't blame anyone else.

I felt it definitely helped. Its not going to magically make you a detective. You still have to study and be reasonably intelligent, but it does help.
I was one of those laughing. Unbelievable. You know what's even worse? Two things, the first one of which I hope SCC looks further into:
1. People were saying how they saw people leaving after part one. They surmised they said "fuck it" and left. I believe, however, that they were the true merit picks who already knew what the proctor hadn't yet said; merit picks could leave after part 1.
2. What really chaps my ass is that they don't even pretend like they made it on their own accord. They literally got up and left or left on break, as if to say "fuck all of you bitches that studied and think you have a chance. I gots mine!" You juice baby assholes couldn't at least wait the rest of the time like the rest of us assholes that don't have your same luck to know someone? You could've drew stars and faces on the logic portion for I'll give a fuck but you couldn't even do that? That's what really skins my dick. I wish I had juice. I would take it if offered but I wouldn't be so ungrateful, arrogant and boastful of it. I used to be a worker before all the cop hating bullshit started but this is yet another chip away from why I think this department and city is so far beyond fucked. At this point I can honestly give two shits, make detective or not.
If I was a little asshole I would send this as a whistle blower to the DOJ. I'm not, however, so I'll just bend over and take it in the ass.
There was a female caught by proctor in restroom during Part 1 with the answers.

Let me guess, the new sup or candidates for sup is trying to throw off the merit picks and detract from what's been proven on LT/SGT promo exams by posting BS on the blog? Nice try, "boss."
To the retired SGT posting about excelling and that these "announcements" are just "distractions..." Retire from this blog you fucking idiot. You must've been a juice baby yourself. This department is full of nepotism and has gone down the drain. The only thing remaining is the shit stuck to the porcelain. Don't lecture me about keeping my chin up when this department is full of bullshit like this. I've excelled in life prior to taking this job. The problem is is that I earned what I worked for and was proud. This job, the civilians, idiot bosses (like you must've been), etc has taken pride and faith away from me. You're right about one thing...family. Other than that, you're a moron.
I know that I passed tests without merit. I used that to my advantage. I never gave an answer to anyone who I knew was promoted by merit, I would simply tell the merit promotees to "read the order" whenever they had a question. I also invoked the union protections which were afforded me. I never was sent outside of my district, nor did I work an undesirable shift if my seniority dictated that I didn't have to. It's a rough road, but I always held my head up high. Good luck to all who studied hard. You don't owe anything to anybody.

Sounds like a good boss ⬆️, which is like 1/100 in this department. Thank you. It's just not right for the 30-40% that were close but never made it because of worthless juice babies. That's for every exam, not detectives. I mean SGT, LT, detectives, SWAT, k9, ET. I don't believe in the leadership of this department for shit.

Really? That's exactly how it happens in the real world. It shouldn't be that way, but it is. Kind of reminds me of Trump, he got everything handed to him on silver platter, but for what ever reason people thinks he's the spoke person for the middle class.

What "real world" do you hail from? Tryout for seals, special forces, infantry or other similar military branches. I'd argue they deal with the "real world" and I can tell you, the picks happen in no way you claim they do. Do you think medical boards, JD licensing, CPA exams, pilot testing, etc (I can go on and on) is "fixed" like this?!?! Trump? What the fuck does that have to do with this? You sound like a little bitch that has his hand out waiting for someone to give you a handout for nothing. Trump was a spoiled brat who was handed material objects and was able to buy shit. Now it seems like you're arguing for socialism. You're obviously a very mediocre and basic person. You'd choose to be mad at what people were given by their own family and managed to excel. In the mid 90's, I took the sgt's test. I did well, but not outstanding. I went to a study group where one of the things we were reminded of was to always introduce yourself in scenarios. I moved up a couple hundred spots because I had a perfect score on the oral board, when most of my friends had one or two points less than me. I made sergeant because I remembered that one thing and 'introduced myself' in a roll call scenario. Don't knock it if your study group helped you with 'like two questions'. Those couple of right answers can make all the difference.
"Ask the Lt what needs to be done. There's something sitting on the desk that needs to be addressed. Do that enough and actually follow thru and when there's enough people you may get the 06 car. It's the Lt's way of saying I'll give you 8 hours. Show me what you do with your time. Or you can just do what you've been doing. Just don't blame anyone else."

There was a male who was also caught. PO's had cell phones inside test area, no one was checking when the same idividuals ran into the bathroom over and over again. Crazy shit all a scam!!!

Years ago you needed a phone call to get into a good study group. The clouted got in.
I didn't have the phone call. The FOP brought in Bernstein to make things fair. I took the sergeants class at the FOP hall.
The Bernstein students gave the clouted groups a bad beat! The class was good.
Pay the money, pay attention in class, study, and stop crying, if you want a bonifide

Don't you DARE complain about the situation. If you're not part of the solution, you're the problem.
It's been years since the last D exam...How many candidates are promoted outside of merit?
This situation perfectly illustrates the problem with the merit process as it currently works,as well as those who are chosen as merit picks. If you know you're getting a merit spot, have some ducking pride and at least take the second part to see how you do. Walking out without even trying just shows how pathetic and entitled you are. You don't deserve any promotion or any respect. By leaving without taking part two, you're effectively admitting that you don't know the material well enough to score well on the test. You're admitting, in a room full of your peers, people who studied and spent thousands of dollars to prepare for this test, people who took time away from their families and friends, that you don't give a shit about them, that you don't actually deserve your merit spot, and that you are shameless. Sure, maybe one or two people got a merit spot and didn't want to waste their time taking the test when they didn't have to, although they would've scored well on it, but those people are very few and far between.
The fix is in for you, so why prove you deserve it by actually scoring well? You're a joke, and walking out just shows that you know it and accept it.
Please explain... Why is the passing score for the 1st part of the exam curved instead of a fixed score? Is it legal to set the score after the exam is over? Don't jump all over me please..just want to be enlightened.
