Rauner Vetos, Rahm Whines

A picture is worth a thousand words:

  • Chicago pension plans are massively underfunded to the tune of $18.6 billion. Yet, the Illinois legislature passed a bill that would actually reduce contributions to the fund.

    Governor Bruce Rauner made the fiscally responsible decision to veto the bill.

    As expected, Chicago Mayor Rahm Emanuel points the finger at the Governor instead of looking in the mirror to see what the real problem is.
This author also advocates municipal bankruptcy as a "solution" for Rahm and Chicago - not something responsible like cutting spending, handouts, construction, or reform. Just running up the debt, then having a federal judge sort it out in the end.

Underfunding the pension results in the pension generating less revenue than it could, and should.
Thank you, Governor. Maybe, because you are forcing Rahm to fund my pension, I will actually outlive it. Under Emanuel's current cavalier attitude and incompetence, I certainly would not.

The headlines then state the city could have saved millions, if they didn't have to pay. Well, if I didn't pay everyone I owed, I would be a millionaire, but probably in jail. This is theft. Cut and dry. They then raise taxes, so the contributions to the TIFFS increase. End the Tiffs and put that money towards the pensions. Simple!

While the media ran all sorts of reports on how the city was keeping the citizens safe with thousands of extra officers (lies) it showed Rahm shaking hands with officers. Where is the solidarity that the FOPcould foster similar to the NYPD's PBA when they shunned NYC
Mayor De Blasio?? If done politely - the rank & file can refuse to shake hands and Rahm would be a fool to seek retaliation if this was videoed.

It is unbelievable that Madigan and the General Assembly ever passsed something like this.

Even after 4 decades of ringing up debt and shorting pensions, Madigan apparently still has not learned a thing. He must be going crazy. It's sickening.

THANK YOU GOVERNOR RAUNER! Thank you for making a logical decision to help make sure the pension funded actually gets funded the way it is supposed to.

OT - All Lawyers fear this to no end. ARDC complaints. This is taken very seriously. They will spend man hours of their day answering to these complaints.

It is a tool for citizens to get answers when they find the attorney' did them wrong. Also, not to used for totally bogus complaints.

Many good lawyers out there and the citizens need to weed out the crooked one filing complaints. Police have to answer to alleged misconduct and so do licensed Lawyers.

I've been talking about going to Bankruptcy Court for over 2 years already. It is a REAL solution.

Do you really think these knuckleheads are going to figure out some plan? How come no one is cutting spending? (that is the ONLY other viable solution)

Plus, I don't see the Unions backing down. Just think if the teachers' union would tighten their belt a little instead of wanting even MORE than the over 13% being offered.

They can't take any cuts? (For doing a LESS than mediocre job??)

After all the raises they have had - while many took cuts in so many other industries? Or lost jobs and had to take lesser jobs?

It would be different if Chicago had some stellar academic program - it doesn't. A 50% drop out rate doesn't ring the bell as some monument to "Academic Excellence".

People were warned - take a cut, but keep your job - AND benefits. Now, as you said, let a judge figure out how many nickels you get for every dollar.

Real smart! REAL smart.

Where were the lawsuits as the money dwindled? Look at the chart. Daley still was winning elections by a landslide yet the pensions were dissolving in front of your eyes. Crickets. You cannot blame this on welfare receipients. I have yet to see anyone at the banks jump out of windows or see them on TV in a standoff because they lost their money. Ken Griffin just bought a house worth 200 million and no one will ever live in it. Warren Buffett actually made money so did Bill Gates. Bill Gates is not a financial wiz. But the assholes who manage pensions are yet they still get paid. And they still have a job. Will anyone go after Vanecko, he walked away with 68 million. What an economic engine this city and state was and could be again. But it sits idle. Idled by corrupt, incompetent policitians who shake down business development telling Walmart where they can build a store, who they have to hire to build it or prohibiting a business from locating here because it does not have "Chicago values". The utterance of a fool Rahm. But let us build Millenium Park which my daughter proudly proclaimed was built in honor of her generation. No sweetheart, it is a monument built by Daley so he could have his name on it and his cronies could scam what was supposed to be costs of $250mil sucked from the taxpayers and pension fund obligations to the tune of about $400 mil. Then spread the money around to everyone involved in the project laundering through back door channels rather than fund municiple obligations.

Now Madigan sends a budget to Rauner for $40BIL in spending and revenue projections of $33BIL which he refuses to sign. This makes all the crooked people in this state furious. Folks, we sent Rauner to Springfield to kick Madigans ass. Hold the line Rauner, no budget deals until we get pro business growth legislation so the corporate taxpayer can contribute from the business revenue stream. Indiana figured it out, why cannot the university idiot crowd here get it?

Riddle Me this: Why's there a BIG push by CPS, CTU, and teachers for more funding for CPS schools? Whee is the money going to go? Plain and simple, it's because schools need more funding for teacher salaries and benefits.

I live in the West Lakeview area and I'll give you a sampling:

Hamilton School's budget for FY2016 is $3,672,393 of that amount $3,554,857 (97%) is used for teacher salaries and benefits, That leaves $117,536 for everything else the school needs (transportation, vendor contract, books, computers, soap, paper, toilet paper, etc.)

Lake View High School's budget for the same fiscal year is $11,793,061 and $11,370,620 (96%) is used for teacher salaries and benefits, leaving $422,441 for everything else the school needs for the year. (FYI: 25 arrests outside Lake View since February, 2016)

What I don't understand is why FOP agreed to the "kicking he can" for an additional 15 years with this last bill that got passed then vetoed. Really Dean? Please Dean tell me why you went along? In 2011 they agreed to putting in funding in 2016 then the day comes and we give them 15 more years? Are you insane Dean?

All I've got to say to is I'm so glad I started my own business and have money saved up. I'm leaving next year and will try to get my pension contributions back while the rest of you continue to contribute to a defunct fund. If you have over 29 and stay you have to ask yourself why.

I have been working part time jobs since I retired, because I expect the letter telling me my pension is going to be reduced to arrive any day now. My Social Security is already reduced, thank you Democrat Chairman of the House Ways and Means Comm., Dan Rostenkowski, and Daley and George H.W. Bush, who became buddies with Dan, before Dan went to prison. Meanwhile, illegal POS, scam full Social Security Benefits for them and their kids. I wonder where all of those Loud Mouth cops who back in the 80's used to say: "Da Pechen iz Secure Cause of da Illinoise Constatusiun and State Legizlatur." I hope there in some hell hole nursing home staring into space while wearing a piss filled diaper! Also, if things are so bad; why do we still maintain a Gold Braid Pension? Another interesting article yesterday on CheatSheet......regarding a study of "entitlements" paid out over a 5 year span
Bottom line was that 41% of all benefits have been going to 12% of the population for at least those 5 years, which includes the recession years when millions lost their jobs and homes. Really hard to balance the budgets in the city and the state when half the population doesn't pay anything. And so it continues today, to the cost of $160 billion a year. ( Here in Chicago, we are literally on 5 generations of welfare entitlements....which was lawfully only supposed to be a 5 YEAR maximum) And Hillary wants to expand these!

Here in Chicago. We need to CUT the size of government.....cut the alderman down to 25.....use the TIF funds going to 9 1/2 and PAY THE PENSION FUND! Each alderman cut would save almost 2 to 3 million a year! Use that to PAY THE PENSION FUND! Some people much smarter than I need to figure out how to get THIS on a ballot!

I don't agree with you 100%. I don't see Chicago bankruptcy in the near future, say within the next 8-10 years, but I do see it coming. If you look at the salaries and benefits of government employees in this city, county and state, they are almost 30% higher then private industry with unsustainable pensions. There are many people holding government jobs that are not doing their job descriptions and are unnecessary. The police department budget has been used to take care of the political class for decades with people paid way beyond their skill set to do unnecessary jobs, often called "administration assistants" or some such title. Some years back there was such a person working in the 1st Dep office with a take home squad car. The person was on the CPD budget but did not work in CPD. they are hiding people over departments. All of this will crash someday down the line.Way too much borrowing.

Hope everyone will be happy when their property tax bill goes up 40%. Good luck selling your house if you live in Mt. Greenwood or Garfield Ridge. Don't think many couples are going to shell out 275K for annual taxes of $4K a year. Do you actually think Rauner, a Union Buster, is looking out for the interests of the FOP? I thought we were in a Union??? Wake up!! I don't have a problem in extending the deadline in funding the Pension. Why...the City's broke. This a plan and it will work. And foremost...do your research. Every Republican legislator has in fact voted in lockstep with this Republican Governor. Check out his "Turnaround Agenda" and prevailing wage laws, workers compensation, safety issues, etc. etc..Stay informed and know the facts. Keep thinking, as he wants to destroy every Union in Illinois that he will leave the beloved FOP alone. Believe me...we are next. If he could have you make 32K a year he would. Time to think of the impact this Governor wants to have on any of your friends, relatives, or family members that also belong to a Union. This is called Solidarity. Rahm needs to go to General Business 101, pay your bills before you play. You do not build basketball arenas for private schools (with a board that has many campaign contributers), build bike lanes, give tax breaks to big companies (also campaign donors), and turn your back on your fiscal responsibilities. That is terrible govermenting. The funny part is instead of realizing that economic repair will not happen unless the liabilities are addressed responsibly, this egomaniac crybaby is now trying to turn it on Governor Rauner. Yes folks, Rauner is the reason for the continued funding of non-essential projects, political favors, and promoting laziness. Regardless of your political position, how can you responsibly continue to borrow/spend, and think we can get back on our fiscal feet? We can point fingers all day, at Daley, Blagoavich, Quinn, that's over, we need to have leaders now that realize some difficult decisions need to be made, and make them. Downsize, make cuts, stop promoting laziness, stop spending on wants, start spending on needs! Pay your bills! Then we can discuss expenditures and where they should be allocated.

I read the entire article. The worst part was at the end, where the author stated that municipal bankruptcy is the ONLY solution.

If you think Chicago filing for bankruptcy is as bad as it can get, there's more:
How many more years into the future (and it won't be long) before the U.S.A. itself is totally bankrupt.

When Reagan took office in 1981, the national debt was around 1-TRILLION. When George W. Bush took office in 2001, it was 5.5-TRILLION. When Obama took office in 2009, it was around 10-TRILLION. As he leaves office, it will be around 20-TRILLION. That nation-debt-bubble will eventually burst, crashing the value of the U.S. Dollar. And what is it like to live in a country where the currency is worth virtually nothing?

Some people have brought up the fact that they won't vote for the Republican nominee if the eventual nominee is not the man they wanted.

Put something in perspective.

Justice Scalia's seat is vacant.
Justice Ginsberg is 82 years old
Justice Kennedy is 79
Justice Breyer is 77
Justice Thomas is 67.

Nowadays, the data shows that the average age of a Supreme
Court Judge retirement or death occurs after 75.

These are 5 vacancies that will likely come up over the next 4-8 years.
The next President will have the power to potentially create a 7-2 Supreme
Court skewed in their ideology.

Think about that... 7-2. If the next President appoints 5 young justices, it will >>>guarantee control of the Supreme Court for an entire generation. And 7-2 decisions will hold up much more over time than 5-4 decisions which are viewed as lacking in mandate.

Hillary has made it clear she will use the Supreme Court to go after the
2nd Amendment. She has literally said that the Supreme Court was wrong
in its Heller decision stating that the Court should overturn and
remove the individual right to keep and bear arms. Period.

Anyone and Everyone who is saying that they won't vote for one candidate
or the other if they are the GOP nominee, please realize this. Hear this! If
Hillary Clinton wins and gets to make these appointments, you likely will never see another conservative victory at the Supreme Court level for the rest
of your life. Ever.

Whoever is the GOP nominee ... go VOTE for the GOP Nominee!

Remember Mitt Romney? Three million conservatives who had voted for McCain did not cast a vote for Romney (for whatever reason) .... and the result was four additional years of Obama.

Rauner is the only one in high enough power at least trying to right the ship for Illinois. Some of his moves might not be popular for organized labor, but neither is bankruptcy 10-20 years out for the entire state. This job is the only thing keeping my family in Illinois right now because I'm too far in. Not Chicago, but Illinois. I've already lost two siblings + their families, and my retired parents to other states. That's just my immediate family.

Madigan needs to be jailed for what he's done to this state. $7 Billion dollar deficit is not a budget.

- All Lawyers fear this to no end. ARDC complaints. This is taken very seriously. They will spend man hours of their day answering to these complaints.

It is a tool for citizens to get answers when they find the attorney' did them wrong. Also, not to used for totally bogus complaints.

Many good lawyers out there and the citizens need to weed out the crooked one filing complaints. Police have to answer to alleged misconduct and so do licensed Lawyers.

An examination of the trend line for actuarial contributions shows a decline. This is due to the decrease in the cost of living increases for those born after 1955 - which would be just about every active member and many recent retirees.

This is one the "reforms" the State tried to do with their cost of living increases but was overturned by the Supreme Court. The City police pension code does not provide the same protection. So now you can see a graph showing the amount of dollars sucked out of benefits that went to cost of living increases to protect against inflation.

Chicago police officers have the lowest pension benefits in the entire State. As taxes rise and all other costs go up police pensions will remain flat.

With the 7 billion the Mayor has borrowed for projects that the taxpayers will be paying after he is long gone, and the money owed to the pensions that have not been paid, this ruling from our Givernor only paves the way for the Mayor to file for bankruptcy. Rauner is prob doing exactly what the Mayor wants him to. It's possible the mayor can now say he has exhausted all avenues and bankruptcy is the only option left. Now if the Mayor wouldn't have borrowed billions more on top of the city already being in debt we maybe could have survived but he does what no sane person would do....keep borrowing. Keep digging a hole.

The veto was overruled. The Can has been kicked down the road. Now instead of 11 billion in debt the city just added another 7 billion to the pension debt alone in interest and payments. Add the other billions we've borrowed and we look like drunken teenagers with a credit card.

When the last BS contract was being negotiated, I couldn't understand the fight for 1 and 2 percent increases. I hate these slimy politicians who don't have a clue how to balance a budget. We as government workers have always paid our pension payments every payday. The state or municipality should be required to do the same. There would be no problem now if that happened. My solution is to make all workers with a public pension actually pay into the system (some teachers don't even contribute to their own pensions - wtf!), stop increasing benefits that weren't actually earned (like promoting someone to a new pay grade a week before they retire) and most importantly, require the state or city to pay their portion into the pension system, with an additional amount that would slowly bring down the deficit. Throw the bums who created this mess in prison where they belong. You don't fuck tens of thousands of retirees and get away with it.

Why haven't FOP leaders questioned the lack of action the city has taken on shorting the pensions? That's their jobs - or at least, should be their jobs.

Too many people are more worried about their "clout status" and no one wants to question their Chinaman. Gotta stay in line for that Merit promotion. "Hey - I earned it." (YEAH, right!)

This municipal bankruptcy will never happen. The procedure is similar to a regular individual bankruptcy. In order to claim bankruptcy, the city MUST open their books. Federal auditors will then have to sort assets and liabilities. And guess what?? Questions may arise on the skimming. On why city contracts are given to big donors of city politicians especially the mayor. And.... Wait for it.... The Olympic disaster!! All that land bought by political insiders with names like the obamas, Winfrey, clintons and affiliates, whom lost big in Washington park, the old Michael Reese hospital and several other plots of land in ghetto areas. If the city ever should go that route, the result would be very prominent people going to jail. Including the current and previous mayor, along with many high profile politicians. Just like DETROIT.. Remember that scandal with a very many political figures going to jail for embezzlement. Hell I hope the Rahm pushes for it. Just to see this town get an enema.

Endorse a police officer just because they are a police officer? You are to stupid for words. How about coppers running for officer that would not change residency? How about a copper who has zero chance of winning? How to you then ask the elected official for anything.

Dean should go to jail for allowing the tuition reimbursement to be reduced after he gets a PhD with it.
Your lucky to have it at all. And it should be limited to only two or three majors not cooking classes

This municipal bankruptcy will never happen. The procedure is similar to a regular individual bankruptcy. In order to claim bankruptcy, the city MUST open their books. Federal auditors will then have to sort assets and liabilities. And guess what?? Questions may arise on the skimming. On why city contracts are given to big donors of city politicians especially the mayor. And.... Wait for it.... The Olympic disaster!! All that land bought by political insiders with names like the obamas, Winfrey, clintons and affiliates, whom lost big in Washington park, the old Michael Reese hospital and several other plots of land in ghetto areas. If the city ever should go that route, the result would be very prominent people going to jail. Including the current and previous mayor, along with many high profile politicians. Just like DETROIT.. Remember that scandal with a very many political figures going to jail for embezzlement. Hell I hope the Rahm pushes for it. Just to see this town get an enema.

Maybe they're waiting for Daley to die before claiming bankruptcy. This is probably the only thing that would land Daley in jail.
Wait for him to die as a last favor for taking care of the dems and their donors, then claim bankruptcy.

I've been talking about going to Bankruptcy Court for over 2 years already. It is a REAL solution.

If bankruptcy happens, they can rewrite the rules. No more protection. No more collective bargaining agreement.
And absolutely no more pensions.

Please continue sticking it to Union Busting Governor Rauner and every other Republican that supports his anti-middle class union busting so called Turnaround Agenda.
