Another Data Dump

  • The Independent Police Review Authority is preparing to release recordings of about 100 Chicago Police shootings and uses of stun guns next week, according to a memo obtained by the Chicago Sun-Times.

    The recordings are “tentatively scheduled” for a June 2 release. They include police shootings, uses of stun guns “as well as incidents of bodily harm to individuals while in police custody,” the memo stated. All of the recordings involve open investigations being conducted by IPRA.
"Open investigations." That is worrying to us and should be to most coppers. It taints the narrative and could compromise legal proceedings if it ever rose to that level.
  • Dispatch calls, dashcam and bodycam audio and video, pod camera footage and 911 calls will all be among the recordings released, according to the memo.

    An IPRA spokeswoman declined to comment on the memo, which was sent Thursday by Gerald Hollowell, deputy director of 911 operations at the city’s Office of Emergency Management and Communications. In the memo, Hollowell warns employees that in some instances their day-to-day job performance will be up and available for all to see on the web.

    According to the memo, the release of about 100 recordings is keeping with the task force’s recommendation, and the recordings will be released on the task force’s website.
So we're going to have an entire army of armchair quarterbacks running through things.

These are Classic Clinton Administration tactics! Everything Rahm does is based on his experience as a Bully for the Clintons back in the 90's.But the 90's are gone, and today there is far more accountability because of the internet. The FEDS will keep every file on every officers for later use.

Lets say you are in a shooting a year from now and it is kinda shakey the FEDS will dig up that nice little packet they have on you and bury you. Video sure why not lets go through the whole day of that officer.

The decree never said the FEDs can't use all that juicy info in a given amount of time. So basically you have committed no crime and the FEDs had NO PROBABLE cause to have a file on you yet they will.

And it is all digital.
Medical records no problem City hand them over.
Records that should have been destroyed OOPS here they are! (FOP should have filed a civil suit on this!)

And all you genius types who talk to the FEDS here is what happens. The FEDS take your statement and then MUST make a nice FOLDER for you. Credit check, income sources criminal history. I know you thought you were sticking it to your boss or RAHM but basically you are just like those witnesses at shootings! I heard 10 booms but did not see who did it.

Oh by the way you can ask the federal government for copies of files they have on you. FOIA it if you have talked to them, All of a sudden everything you said will be TOP secret and blacked out.

Verbatim from the Tribune news story, was put in the CO book before third watch roll call Friday afternoon. Before roll call was held, a secretary from the fourth floor came down to the watch managers office an removed it. None of us knew about this until we saw the story published in the Tribune. A whole lot of call takers , dispatchers and fire dispatchers and call takers are affected. Their daily jobs on the line and the management tries to hide this from us!! Some transparency !!!!

I will throw the obvious Armchair Expert question out there:Is it plausible he's releasing so much footage because he wishes to hide something else? If you dump a hundred videos and one or two were withheld for political gain, who would be the wiser? Bury them somewhere in the middle to the endish of the videos so the casual onlooker who goes through 3 or 4 will get bored and move on.

This could very easily be the Rahm wall of silence in action.

Granted, the Memorial Foundation does great things, but Phil is not doing this out of the goodness of his heart. He is paid very well ($190,00 plus?) to run the foundation, and that is on top of his very generous sworn pension. He doesn't do this work as a charity, IT IS HIS JOB.

Phil won't stop coming around til his kid makes commander. Which will be soon. Look up who put his kid in for merit Lt. ITs the same guy that Phil made merit Lt. I'm sure the Doj will be all over that one. No quid pro quo there.

I was out in the 004th district on Friday at about 1946 hours and heard BEAT 465B call out the beginning of a car chase. Beat 465B calls out the description of the fleeing vehicle and direction of flight. The dispatcher(great voice by the way) ask BEAT 465B what are you chasing the vehicle for? BEAT 465B says the following, He has a Warrant- um for FAILURE TO PAY A FINE FOR AN ANOV!

I thought that I heard it all, but this one is the best!

So BEAT 465B believes that he can chase a vehicle for Failure to Pay a fine for an ANOV? Probably a DOPW charge.

The 004th district commander needs to remove these FOOLS from BEAT 465B and place them inside on a school car.

What a bunch of hair gel idiots.

Chasing a vehicle for an ANOV! The media and lawyers will have a field day with you in a civil trial.

Another child shot to death...on Lake Shore Drive no less. Family parking a car in Lincoln Park is shot at. These and other shootings on the Drive and in the Downtown area are increasing as the animals are allowed to go about their business of being animals unchecked. It's in your backyard now Mr. and Mrs. Taxpayer. What's it going to take, a Pritzker catching a stray round, before they say something or realize this is seriously going in the wrong direction?

This only gets worse here and across the Nation. When do we stop worrying about the criminal's rights? How about justice for all the law abiding? When do we say we have had enough forgiveness? When do the masses wake up and realize they have been fed a load of horse crap by the Progressives?

Criminals need to be punished. Bad behavior needs to have negative consequences. These are bad people, not good people that simply made a mistake. It really is that simple.

A fly on the wall reported that the mayor and the aldermen who are putting together the new oversight agency that oversees complaints against PO want a QUOTA on sustained complaints. The same fly stated that the alderman want 100 investigators per 1,000 PO'S. These new INVESTIGATORS will be from the COMMUNITY. (Now lets be real here. the city can't afford these numbers). But what does this tell you, that the new investigators will be beholden to their political sponsors. Also, the alderman want every complaint completed within 60 days with a sit down with the family of the person killed by the police to explain the facts and circumstances of the shooting. (As of this date, these has been several of these sit downs with family members and their attorneys) The public will not have to sign affidavits on making a complaint.(One of the black democratic state representatives will introduce a bill in Springfield doing away with this law) Here is the kicker: there will be no waiting time for a PO to give a statement. In other words, a PO shoots someone, he/she will give a statement immediately after the shooting. One aldermen wants to do away with any FOP involvement in shooting incidents. This will mean that when the next contract is up for renegotiations, the mayor will push to gut the contract. Sharon Farley, the present head of IPRA, is setting the stage for some these proposal's.

All these videos will be released, and you know how the media will show the complete video and not just hack it apart. CPD will be displayed as bloodthirsty, racist, cowboys totally out of control.
Got to stir up the natives and get those lawsuits filed. Cops will be assaulted and fired and no pensions will have to be paid to them. After all, they're the problem.
Politically, there would be no problem getting some kind of law/ordinance/rule passed saying if you don't have a perfectly clean record when you retire, you get no, or reduced, benefits.
Then Rahm looks good for taking care of the police pension problem. The natives permitted to run amok will take care of the fireman and teacher pension problems.

"Two people were shot and a 15-year-old girl was killed in a shooting on Lake Shore Drive near Fullerton early Saturday morning.

"The Medical Examiner's office identified the girl as Veronica Lopez, a freshman at North Grand High School in Chicago.

"Police say the two victims were inside a Jeep around 1:30 a.m. when a black Nissan pulled up to them and someone inside opened fire. Lopez was shot multiple times. The 28-year-old man in the car with her suffered a graze wound to the head and a gunshot wound to the arm.

"The man was able to drive to St. Joseph's where he was treated for his injuries. Lopez was rushed to Illinois Masonic Hospital in critical condition, where she died.

"Police continue to look for the shooter and say the man in the car is a documented gang member. Police believe the shooting was likely gang-related. If you have any information on the shooter or the black Nissan, contact Area North detectives..."

It's really sad. As a Sergeant for 10 years, I see coppers afraid to take police action and put their hands criminals. Officers are felling vack, hands off and not taking control. Someone is going to get hurt and I pray no one gets killed.
Not that these officers are looking to put their hands on anyone but certain situations dictate that you must and officers are falling back and not assisting their fellow officers.

Tainting of jury pools and the twisting of facts and circumstances to make the police look bad. This is a violation of your due process rights to fair hearings and trials. All of you involved in these incidents better secure good legal counsel because these law firms that make a living suing the police now have a fresh set of lawsuits and now will try to sue you out of existence.

To poster 5/28/2016 03:57 PM - No you do not. This occurred to me. I had been retired for 8 years and was called down to the Corporation Councils Office regarding a law suite in which I was named. I asked the same question to the Asst CC and she stated that according to the contract between the City of Chicago and the FOP, the Corporation Council will defend you in civil litigation. When I asked about the 3 hour court pay her response was, "No you do not get paid. She went on to say that the City would love to get ride of that portion of the contract that covers retired PO's.

I was out in the 004th district on Friday at about 1946 hours and heard BEAT 465B call out the beginning of a car chase. Beat 465B calls out the description of the fleeing vehicle and direction of flight. The dispatcher(great voice by the way) ask BEAT 465B what are you chasing the vehicle for? BEAT 465B says the following, He has a Warrant- um for FAILURE TO PAY A FINE FOR AN ANOV!

I thought that I heard it all, but this one is the best!

So BEAT 465B believes that he can chase a vehicle for Failure to Pay a fine for an ANOV? Probably a DOPW charge.

The 004th district commander needs to remove these FOOLS from BEAT 465B and place them inside on a school car.

The sad thing about this whole ridiculous incident is, it's likely that no front-line supervisor even stepped in to call this
BS pursuit off as soon as it was called in. Secondly, I'm willing to bet that this incident never even made it on the log of any supervisor who was working on that watch in 004 that day. This continuing 'failure to supervise' by many sergeants is what has led this department to its modern day state of ruins. When the poor street supervision issues get resolved, only then will
things really improve within the CPD. So many of the crises that face this agency stem directly from this.

It's really sad. As a Sergeant for 10 years, I see coppers afraid to take police action and put their hands criminals. Officers are felling vack, hands off and not taking control. Someone is going to get hurt and I pray no one gets killed.
Not that these officers are looking to put their hands on anyone but certain situations dictate that you must and officers are falling back and not assisting their fellow officers.
This is getting fucking ridiculous

No. I speak from experience. Two years after retirement 8 days at 219 S Dearborn. If you are lucky the corp counsel will offer you a parking pass. It is your interest to appear as you may be the target of punitive damages. A judge can also find you in contempt of court if you ignore the notifications.

You can not be serious.

If you get a court supeona, that is an order of court. The court doesn't not care amount financial compensation for you. That issue is between you and your department/employer.

As for court testimony, it is every citizens' duty to fully participate in the justice process.

Deposition at a private attorney's office: he will probably compensate you.

As for the city: Are you a defendant? Or a witness? As far as continuation of employment, would it be at the pay rate you left at? Or the current pay rate?

It's a pointless question because you are not in Finance's payroll computer so there is no way than cut you a check. Just as there is no real way they can order you to appear. What are they going to do? Suspend you in retirement? What if you live out of state? Are they going to compensate you for travel expenses? What if you now have health issues that make travel difficult?

Probably the most they can do is ask you pretty please with sugar it a big glass of whiskey to come down. Or you can ask them to hire you as a consultant. $125/hr, 6 hour minimum.

I asked the same question to the Asst CC and she stated that according to the contract between the City of Chicago and the FOP, the Corporation Council will defend you in civil litigation. When I asked about the 3 hour court pay her response was, "No you do not get paid. She went on to say that the City would love to get ride of that portion of the contract that covers retired PO's.

If I were to be called down for a civil suit, of course I would go. My dedication and obligation to the men and women that worked for me and did a damn good job demands nothing less. I cannot imagine it being any other way. Now, if it were for some criminal case to help put a thug away, I don't know. The reason I don't know is that I figure the States Attorney will probably offer a reduced sentence as part of a plea agreement or the prison review board will cut him as soon as they can anyway.

The department cannot compel a retired officer to appear for any statement or hearing outside a subpoena fora criminal case. And, if you don't show, the city would have to ask the judge to hold you in contempt. If you are out of state the city would have to get a court in your state to go along with this otherwise they cannot serve you. Then, you still can hire an attorney to fight the subpoena . In otherwords, if you are retired, ignore them and go back to fishing.
