- The XO in 019 got dumped to inspector because for 3 months there were NO ISR's done on the 2w. The commander is on the hot seat next. Expect some more changes as EJ starts to assemble his team. A lot of the GMAC dead weight will be out in the cold. Also the rumor at HQ is the creation once again if a citywide unit like TRU, MSF, SOS. Basically a straight time VRI unit. They will work out of Racine and 011 and will report to (get this)...Chief Kevin Ryan. You heard it here first.

Bottom line is if you want your numbers run every day and want to be questioned about why you were at this end of the district as opposed to that end then by all means go work for him and get treated like a child. Him at the top of this unit may mean reverse seniority to fill the spots. Good luck to whoever goes and works for him , because you will likely regret it.

They also dumped the Tac Lt. in 019, and Tac Sgts. are now on the Launching Pad, especially that White Sgt.. The history of Chicago has had City-Wide Units going back to the 1950's; but the City and the World have changed. Yes, there was Racism back then; but there was also a Mayor and Dept. that stood behind its officers, regardless of Race. That is not the case today, so any City-Wide Unit would surely require "Activity", which is a police code word/term that means "Arrests". With every gangbanger on the West and South sides, prepared to Resist and Litigate, "Activity" will come at a terrible price in terms of careers lost, and possibly cops going to prison. If anyone thinks that Rahm will back a cop on False Arrest or Excessive Force charges; well that cop needs to submit himself for urine testing. Criminals, or as Obama's Dept of Justice calls them: "Justice Involved Individuals", believe that they can do as they please, and they do. And Tac Teams need to understand: The Boss who tells you to go out there and get some activity, is smart enough not to identify what he/she means, nor are they willing to put that in writing. If they are doing a city- wide unit, KR idn't going to be in charge. He's a deputy of an area. He's got more power now then he ever dreamed of. His next moved is chief. They don't put chiefs in charge of units. Nice try though. If they do make a unit it's a no brainer they put them in 61st and 011. With vri gone there will be plenty of room. But it won't be KR in charge. More likely FV, TOB, JR, JR, TS, or SL. All former tru/msf Gus who are up for captain or are already commanders. Maybe even LW or DG. Won't happen before July though. To much logistics to squeeze into such a short time.
Dumped to inspector? That's like getting dumped from 1912 to 1914. Same pay, take home car and only report to Super. That's no dump.

No, that was Mike Ryan. He's the XO in 024. Kevin Ryan was the commander of TRU who offered them up as sacrificial lambs when Rahm needed 1000 police "back on the beats".
Ryan was a stroke, 019 took over the front office and treated everyone like crap. Many things can be said about Volgaris but he always treated people well.
Captain to inspector is technically a lateral move. She is still a Captain but lately they have used the inspection spots as a sort of "holding pen for idiots". The captains like Mile Ryan, Kevin Anderson, and Ponticore that nobody wants. Now add Gonzalez. Although as soon as she reaches out to Hiram and Escalante things will be taken care of.
I also heard that Tact hours were changed. The day teams now work 1200-2100 and the night teams 2100-0600. If true, why aren't they all going back to a watch? They're working watch hours anyway.
And O Shea from 189 got dumped to 006! Lol call your brother good!
If any command staff/supervisors put the screws to you for ISR numbers , lodge complaint with Inspector General and/or Internal Affairs, nothing makes the merit hacks squirm more than when they are under investigation.
Let all the brain surgeons who can't bid out of a district or who work midnights roll the dice with this unit.
You will have no weekends off.
You will be ordered to do contact cards.
You will have Sgt's with little seniority and knowledge.
You will be sent to every protest and Budbiliken like event.
You will be told you cant out in time for a weekends to your family to have birthdays on Mondays.

As a veteran officer I am warning you right now, if you go to this new unit on a bid and it is disbanded and unless it is in writing (not verbal)that you will go back to the unit you came from, plan on going to 3,4,5,6 or 7. Do not take anyone's word for it, if you cannot find it in writing prior to bidding you are at their mercy. You want to go management and detailed out from you unit of assignment unless it's in an order, you have all seen how often things change. You been warned. Oh and by the way don't kid yourself into thinking that if you bid to the new unit and get screwed and are sent back to one of the above mentioned districts that you will use a call to land on your feet some place better because if you had that call you wouldn't be in the shithole place your currently in that made you want to bid to get out.

Oh dear! What ever has become of my once elite 019th district? Even after I left for the promised land of another ultimate elite fighting north side district to help in some capacity stem the tide of evil marauding its way in, I kept my eyes and ears on 019 in the hopes it would get better. These recent rumors have caused me to contact some old delta warriors from 019 to get the scoop... Here is what I have learned:
Midnights is staffed with what should be an elite group of warriors... Guys and gals and guys who want to be gals and gals who might just be guys who came from "the shit"... Warriors! From 003,006,015,014 and other grounds where just training there and working the desk make you close to a perfect warrior. Sadly it seems that even though nightly there are around 40 cars working the only work comes from the DUI cars and that guy who steals bikes and his Bosnian bride.
Second watch is run by a lieutenant who most on that watch couldn't pick out of a photo array. I'm also hearing because midnights is so staffed that there are barely enough people to actually staff the beats. In fact the recent decision to down a second wagon so there can be extra rapid cars (made through the commanders office) has resulted in zero extra productivity due to the fact that beat cars are now being held down to do transports, hospital runs, etc.
Third watch I'm being told is also dangerously short on people with most cars being 99 units most of the time... And people we all know it is a must if you are a true warrior to have to work with another person so you can tell war stories! Now fear not I am hearing a positive from watch number three... The Wrigley Field Crush Crew! It seems the commander found a crowbar strong enough to remove the large Greek sergeant from his office and then replaced him with another Greek sergeant!
As far a tactical, first off, these are the upper crust of the department! I wanted to exchange my war stories with those warriors for years but my keycard never allowed me to enter their realm... Oh the stories those elite must have! I'm hearing big changes are in store... Sergeants running to protect their spots... Dusting off some of their most elite war songs... The one sergeant who seems to be the most safe is the one who should have been fired years ago for adding extra pepper to the meat at a local restaurant, his team I'm being told is so filled with misfits and losers that a new team of old warriors from the second watch were brought in to actually do the work so the other misfits could continue to tell Eddie how great he is.

XO to inspector is a dump when she was hoping to get a gold star, Inspector is the graveyard of unwanted Captains. Tact Lt dumped for a 3 month Lt who is clueless. Robbery Sgt dumped as well. Robberies, Burglaries and MVT are up 50%+ over the past 12 months. CO took over and is another over promoted clout baby who hasn't passed a single promotional test. He's been in specialized units and then thrown in a district without any understanding. He is the smartest guy in the room, just ask him. Now that he has shown he can increase crime rates and reduce activity, I'm sure he will be rewarded with a promotion.

But Eddie Johnson said we are not going to arrest our way out of this situation? Levi's Ryan is the dept chief of area 1. 61st and Racine is in area 2. Not a big deal, but still just saying. The old VRI cars, which were the old msf/tru cars are already slated to be split up between the districts for an expanded OT initiative in the districts, that part I know is fact. Where will this new unit get cars? If Kevin Ryan is in charge of it I would expect nobody to volunteer for this unit considering he is the worst person ever to work for. He is already destroying the low morale in area central since he got here. There are alot of problems with the new unit rumor, the only thing I could see is possibly a unit that recruits would go with just a handful of active POs kinda like the old jump out boys, otherwise I don't see too many bodies getting stripped out of the districts.

Talk about micromanaging, when he was the Commander of TRU on Racine he would come in the morning and review the surveillance tapes from the night before to make sure nobody left early. He would call out the Sgs of a person had time on the end and was seen leaving.
As far as the rumor about him getting this new citywide unit, I would say now that Rousselle was named Chief of this new Bureau (formerly Strategic Deployment) there is NO WAY KPR is getting anything under him. Their relationship was contention at best when he was Cmdr of MSF and Ryan was in TRU. Ryan would run to DC Georgas and complain on a daily basis about "The General" as he referred to him. And it pissed of Georgas to no end that he couldn't do anything about Rousselle because HE would go directly to Weiss.
alot of bad blood between that crew. Is Rousselle is able to pick I'm sure he would promote Godselle or Laughran to DC of the bureau and the other probably as commander of this new citywide unit. These were his go to guys in MSF. As far as getting coppers to "volunteer", look to them sending either Gang Enforcement area teams or area SAT teams back to that unit.

Correct. Mikey may have been one miserable SOB, but no one bailed out of the district because of him. Eli doesn't have the personality to make the officers under his command miserable, so it had to be some other things involved. Like,

The current commander of 019 has been merit promoted form Sgt,Lt, Capt, to Commander and the XO has been merit promoted form Sgt, to Lt, to Capt. as she has big LAPA ties. And FYI the old XO form 019 was MR who was absolutely responsible for undermining the Commander and initiating the mass exodus from 019/023.....

You would be surprised to learn how many tin foil hat wearing idiots we have in this department. The tact team in my unit still makes bullshit street stops and makes bullshit arrests- obstruction of traffic by non motorist, dopw, etc. Also in patrol there are a few officers who still do the old school aggressive style policing. The year is half over about and two officers have like 10 taser deployments already. Last year they had about 25. Who is dumb? The beast or the blue shirts?
Please don't refer to any such newly created unit as being "elite".
Dictionary.com defines elite as: "a select part of a group that is superior to the rest in terms of ability or qualities".
Every version of citywide units from the 2000's forward was anything but "elite". They consisted primarily of slick sleeve, snot nosed hair gels that were too good to push a beat car in ghetto districts on midnights. Knuckleheads and self-proclaimed 'bad asses' sporting sleeve tattoos, wearing Secret Service-like radio earpieces and molly vests with more pockets and gizmos than Inspector Gadget. Most of those ass clowns couldn't articulate PC, but the whole damn squad knew how to appear on the arrest report for a five bagger drop case.
That said...
All you impressionable newbies best think long and hard about that banana the department is about to dangle in your face. Don't bite on the perks supervisors are going to promise you for joining such a unit - any perks and plays will be short lived. History has a way of repeating itself, especially here on the CPD. You will be used as a means to an end, nothing more. And you will be left twisting in the wind when the inevitable happens. This is NOT the time to be proactive, especially given the history of what these units are created to do. And don't give me the "it's better than being stuck on 1/W in 005 and driving to and from 016 to get there and back" tale of woe. We were all there once. Suck it up and don't let this department run roughshod over your pride and common sense.
Talk to your elders and bend the ears of coppers that were screwed over when the rugs were yanked out from under the "elite" asses of TRU and MSF volunteers.

There should be no ISR's on every watch in every district. In a year every LT can be promoted and dumped. Eddie you reopened a 5 year old CR, which was unfounded. If you want ISR's you and everybody on the 5th floor can hit the streets and do them. Thank you for deepening morale even lower. They should have named Glenn Evans to supernintendo. One of the few bosses on the job who would have backed and stood with the troops. Too bad I'm retired. If they wanted volunteers for summer mobile I would have screamed to get it. Always was good for a few cases of confiscated beer.
I heard the new commander for 019 is coming from 004.

All will be good in 019. How could it not be? That's why the newly promoted LT JC, who was promoted out of 019, is returning there. Do you realize how good of a CAPS Sgt it takes, to return to the district that you were promoted out of? Right after you graduated?
Nothing is more challenging the putting together a caps meeting with pot luck snacks you never know what the community will bring, it can haunt you, and Jason always put together a wicked pot luck.

Heard the new female inspector was being coached by an elder inspector and was pissed that she got dumped so she's out to fuck the p.o.'s. Allegedly she was in the north side districts writing up a storm over the weekend. Let the heads roll for the new female inspector to save that cushy spot, take home car and boost already low morale. This department sucks with all the bullshit, negativity, nepotism and lack of leadership. I'm glad I only have limited time. 016,017,019,020, 024.....comments on the inspector/stories?

Hardly call this a "dump." Take home car (which, according to the order exempts AND Inspectors may use off-duty), basically making your own hours, the ability to go anywhere in the City and in return, all you need to do is write up some coppers for not having a state registration sticker on their personal vehicles or staying down an extra 20 minutes on lunch. A few heads per day and you're good to go. Dump? I'd say it's more of a promotion.

Inspectors hide in slow districts , afraid of doing police work or confronting the hard chargers .
End the position , let sergeants handle minor infractions .
Sergeants run the patrol division now and always have .
Rahmmies uncle knucklehead desk sgt told ballerina how he did all the work for captain , now we run every watch .
