- Our fearless leaders in 012th District are clearly not worried about the ensuing bloodbath. They were at our rollcall today begging us for ISR'S and relating to us if we don't comply, the commander will start using "other means." They also assured us that nothing will happen to us and how they will have our backs. L.O.L.
What's the issue over there? You cannot demand numbers. Demanding that officers go out and "get an ISR" is an invitation to a lawsuit in Federal Court. The days of stopping a car load of bangers or the grabbing three or five or a dozen shitheads standing on the corner is pretty much kaput.
What you can do is ask the officers to be more vigilant in their patrol. Give them certain areas, hot spots or known areas of law breaking. Encourage them to observe the behaviors, manner and dress of possible "justice involved" individuals and if the totality of the circumstances necessitates a Terry Stop, then by all means, perform the stop, interview the subject of your attention, if warranted, pat-down the subject, gather the data for a Investigatory Stop Report, give the receipt to any involved parties, then hold yourself down for thirty minutes or so for each ISR to be completed.

Compliance via "other means." What's he going to do - not touch the golf outing money?
We'll give you half a book of parkers in the same amount of time - something that will actually generate revenue. No one is ever going to make a dime off an ISR aside from a plaintiff attorney.

It's a fact, some people just exist and live in their own little dream world. They hardly ever wake up to the real world.
We have ways of making you do ISRs. Is it safe?

With all the fetality going on, I bet the law firms are starving right now.
That's why Rahm himself was in 012 a few months back trying to get the Tact teams to do these toxic ISRs.
The law firms are crying to Rahm, they need business. Without ISRs to comb over and sue about, they got nothin.
The bosses, wittingly or unwittingly, are dumping this shitshow onto the blue shirts.
There is no other reason to explain the bosses' and mayor's unhealthy obsession with ISRs. They fulfill no useful purpose. They don't generate revenue, they don't put offenders behind bars, they don't decrease crime at all.
As always, you guys in blue are being set up to be the patsies. Because make no mistake, no matter how clever you think you are, no matter how good you think you are at writing down your "reasonable articulable suspicion" for an investigatory stop, you're not going to outfox the teams of lawyers combing over these things for irregularities.
You are already starting out at a disadvantage, because as veteran officers who know crime and criminals, what constitutes reasonable articulable suspicion for you is different than what is reasonable for a liberal activist lawyer with an axe to grind and an agenda to carry out.
No offense, bosses, but the working blue shirts want to make it to retirement just like you do, and not lose their property or Liberty over some batshit insane liberal witch hunt. If you bosses were as smart as you want the blue shirts to think you are, you would know that the blue shirt is more concerned with self preservation and supporting his family than he is with any meaningless statistics you have to bring to the weekly Compstat comedy roast.
Management should close ranks with street cops, and not threaten, bully, malign or undermine them.
As for what's going on in 012 with this new push for ISRs, the bosses are clearly out of touch with what's going on in the world right now. An ISR is no big deal to them because they are shielded from the bulk of the legal ramifications of them.
Blue shirts have so many other enemies lined up against them, and their enemies are in the ascendant. The DOJ, the FBI, the States Attorney are gunning for cops, the Mayor wants to gut the contract and pension, the liberal biased media uses every opportunity to tilt public opinion against the Police. The criminals are emboldened as never before to attack officers and defy the law, to the detriment of whatever decent citizens are left in this City. The last thing officers need is a knife at their backs held by supervisors.
Other means? 012 is already a revolving door. 1st watch has been decimated. 3-4 beat cars down on the weekends. If his company people harass officers, they'll just bid out like so many others have done so and the downward spiral will accelerate. Policing in America has changed. Accept the new reality...FETALITY!

There hasn't been a new chair in the building since it was built and you can't find a bad beat tag to make a paper one. (I'd like to see if that is reflected in the unit accounting). Then the old flower fund skim is still alive and well.

And this bullshit of taking care of guys from midnights and putting them on days to play softball are getting old.

WTF is up these damn ISRs? I'm down at 376 due to an injury and have a year left and have zero plans to return to the streets. I've never done one and don't plan on it if I get put back fully duty. I'm so sick of hearing about them already. June 30th 2017 can't come fast enough. I still can't believe people are lining up for this job. My ex-wife and I both talked her daughter out of coming on this job and typically this is the job where tell your kids how great this job is.

Have you been at compstat meetings? You should also be focusing on Mcnaughton. He's calling out teams and sgts for not having Enough ISRs and wants more stops and hands on people, his words. So they are pushing people to go out and get ISRs, high again is pushing numbers. We can't do that anymore.

avg citizen here. That is almost exactly how things appear to many of us. You guys are in a no-win situation, and your management has completely let things get out of hand. There is no end in sight, that has a happy ending. I feel like your jobs will change over anything else. Its self preservation, and we cant fault you for it. We'd be hypocrites if we did.
Do your jobs, stay safe, dont do anything that could get YOU in trouble, and leave it up to the superiors to find their way out of this mess. Policing has truly been changed.

Hey jackass commander(s) back in the day there was a chain of command going up and down...stay your asses in your office, let your captain know what you need in your district, he can let the Lieutenants know what you want and they will let the Sgt's know what you need and they in turn will let the troops know what you want....its that simple.

Bosses don't care what happens to POs. Bosses are never on the hook there names aren't on anything. They verbalize and threaten all the time and will always deny it. Nothing is evere written. Just let them talk and block it out. Remember the responsibility is on you when things go south.

Johnson hates Bubblehead so it will be interesting to see what he does with him.
Bubblehead was full of himself when he was in 011 on the watch and when he went to 011 tact. Thought his shit didn't stink. He was always scamming and slipping and sliding. If he had any friends in 011 he lost them because of golf outing funds.
Saw him years later when he was a Lt in 007. His altitude hadn't changed but got worse from the short conversation I had with him. So, stories of him strong arming the coppers to perform is believable, his style.
In the good old days coppers would not have a problem working for a boss who treated them right. But with bosses like Bubblehead threatening adverse job actions and with the ACLU at the door begging for the chance to sue some copper, why would any cop put his head in the jaws of the lion?
Bubblehead you want ISRs, then lead by example and get your staff to hit the street with you and do some. Show the cops who work for you that you are not only willing to walk in their shows but put you and your family in the cross hairs of the ACLU.
Otherwise, reap what you have sowed.

He got called out on the officers from midnights being detailed to 2nd watch by the DC of patrol. They were supposed to be back in midnights. The DC claimed he got an anon letter, but he really read about it on here.

Hey I'm from old 013 and I was in the room. The watch rep said something. And basically just pissed off the Sgt asking. When we were in 13 we never had a rep go out of there way to help anyone. Kudos to this guy.

He's got clout. He's heavy. In the CPD the bigger the fuck up you are the higher you go if you know people. He's notorious for stealing. Years back an officer was having triplets and Bubblehead collected money from everybody in the district to raise funds for the cop's family. The officer never got the money. Bubblehead pocketed the money. True story. And btw thank you and stay safe.
