Lightfoot Speaks Crazy Talk

  • Police Board President Lori Lightfoot on Wednesday sympathized with the police union’s claim that the Chicago Police Department is violating the due process of seven officers it’s seeking to fire for allegedly covering up the police shooting of Laquan McDonald.

    Lightfoot and Fraternal Order of Police President Dean Angelo are unlikely allies.

    Not only does she preside over the Police Board that will decide whether to uphold the firings recommended by Police Supt. Eddie Johnson and has fired 12 officers in the last year.

    Lightfoot also co-chaired the Task Force on Police Accountability that released a scathing 190-page report last spring that Angelo denounced as “biased” against police officers because it portrays them as racist. The report also complains about a police contract that turns a “code of silence into official policy.”

    But that didn’t stop Lightfoot from acknowledging that Angelo had a point when he argued that the seven officers targeted for firing have not been treated fairly.
So what exactly is she going to do to ensure fairness?

Nothing. She blames the Department, specifically Special Ed:
  • Lightfoot was asked whether that should have happened already and whether, in his haste to solve a political controversy, Johnson may have put the cart before the horse.

    “In the normal course, that would happen. Typically when an officer is stripped, they’re given specific allegations. They’re given access to information. In something this serious, yeah. It should happen. I can’t account for why it sounds like it hasn’t happened in this instance. But, I’m hoping that circumstance gets rectified shortly,” she said.
So is Special Ed being set up for a fall? Get a load of this second article where Lightfoot says the Contract and promotional process is all wrong:

    She homed in on a system of choosing police supervisors that “makes no sense whatsoever because they are not tested or selected for their ability to actually supervise.”

    “Sergeants who, on a day-in, day-out basis, touch more officers than anybody else in the department — they are the backbone of the department. They are the key to cultural change. And they have to be selected in a way that makes sense. They have to be supported with training and follow-up, so they can do their job effectively,” she said.

    “You’ve got to think about internal legitimacy and external legitimacy. Those are not things that the department currently tests for. If you collect people on a set of criteria that isn’t really consistent with the realities of the job, you’re setting them up for failure.”
So....the ability to be given and remember the answers to a promotional exam isn't a good way to select supervisors? And people who were granted "merit" bumps, probably shouldn't be scoring 1, 2 and 3 on the exam, when all three of them work in the same Unit? And one is married to the First Deputy? And another is sleeping with the Chief of Patrol? And (if the rumors are true) scoring a perfect 100%?

So what criteria would be appropriate for promoting supervisors we wonder.

Does anyone else agree that all merit promotions should be made on the end? Make 450 off a list, then make your 150 merit on the end. This way they get their merit spot but they don't steal seniority from those that deserve it

The city will go thru some cosmetic promotional changes but the bottom line is that the city will never give up the "merit" selection process. This may be an excuse to expand "merit" promotions. The reality is clout and diversity (quotas) must be taken care of regardless of leadership ability, skill or knowledge.

Everyone is upset that there was cheating on the Lieutenant test . Why ? Is it because the cheaters are African - Americans ? Like a black captain told me where do you think we learned it from ? Amazing but it's been going on forever ! The cheating began in 1998 when Ernst and Young enlisted exempt personnel from the Chicago Police Department to help out the test together . Hoe
Can the Superintendent of the police department be involved when his son and his entire tactical team took the test in 2002 ? Social engineering through affirmative action and basically cheating which continues today . Throw in merit promotions who don't fit the intended criteria such as an ex-superintendent daughter who worked in the Central district and you got what you deserve supervisors unfit to lead who are not even adequate police officers .
But this is Chicago and we are used to graft , cronyism and out and out cheating . Another thing that happens when you violate the Bill of Rights is the people who should have gotten promoted don't and after a few exams and failure to get promoted they don't care anymore . Cops who make great bosses never get a chance .
The Union we pay every two weeks has failed for decades to ensure fairness . Dean Angelo , Mark Donahue and others have stated they "don't care about promotion exams , " we are losing you as a member and don't care who they promote ! You get who you vote for !

Is she going to recuse herself since she coauthored the task force report where she stated all officers were racists and everyone lied to cover a justified shooting up? Just like Ferguson she must step aside because at the very least it gives the appearance of a conflict of interest. Let a judge decide rather than the hand picked board that will without a doubt rubber stamp Rahm's decision to fire. Media ask Johnson why he told McNaughton he was not going to concur with the IG's recommendation because he knew it was bullshit. You can't prove one way or the other whether someone actually perceived what they said they did. The next day Charise Valente, Robert Boik Chief of staff formerly Barb Byrd's chief of staff, and Steve Patton decided that to protect the mayor the would sacrafice 9 upstanding police officers and recommended firings for all. Can someone from the media just look at this objectively and quit trying to force your liberal agenda that all police are bad. This is a complete railroad but you refuse to acknowledge EJ was supposed to be the OCIC that night. Find out why he didn't respond. Find out what actions he took when he saw the video. How could everyone in the chain deem it justified and then Rahm give 5 million away to secure the election. Do your job and find out.

It is really quite simple, promote officers up the chain of command based on minority status. Remove testing and initiate a process that resembles merit but is actually the 'old boy' system based on minority status and of course throw in a few connected whites. One can stand in front of a classroom and teach leadership skills from a PowerPoint, but true leaders have that ability within themselves.

Lightfoot does make sense in one regard. There is and has been a huge number of sergeants, lieutenants, captains and above who didn't know HOW TO LEAD. But then look at who Lightfoot voted twice for president, someone who leads from behind and throws everyone under the bus.

I spent 6 months at callback stripped before I ever received my allegations. Got pulled in off the street, stripped and was given a paper with a cr# on it. That was all. No allegations. It's actually the worst part of being stripped: not being told why. Think is more common then not actually. System is beyond broke

So that is great, let's see how Department has done this in past?
The computer online testing........we're no one fails.

I call that all Lawyers be tested each year to see if they are competent to do the job.
Could you see the lawyers siting in class taking that two day test each year?

This coming from former director of OPS who had a hard time doing investigations
in a timely manner.

She does not like police and she sure does not like Eddie the stripper.

Great leaders here no wonder the have to cheat to take the tests for promotions.

How is there not a thorough investigation into this alleged promotional scandal. The mayor , the FOP, the justice department, and the governors office should be demanding a probe. The press is , once again , ignoring a HUGE scandal because the players involved don't fit the profile of those they love to crucify. I mean, if true that these promoted individuals were given the answers , heads should roll and indictments should be considered. And to score 1,2,3? Perfect or almost perfect scores? You'd think they'd have been smart enough to do what any cheating 3rd grader would do and at least get a few questions wrong so as not to arouse suspicion. This is serious stuff here . Demand answers!!

Talk about a biased process, I really don't know who these police board members are and what thier qualifications are but to me it looks like total politics, all hand picked by Rahm. Take a look at many of the coppers that have gone c to the board. Most have gotten fired c and all since VanDyke got into trouble. Go to the police board hearing site and you can see and read the cases. Lori makes a statement in this article about middle classed black folks getting harassed by pice. But fact, crime was down when we're were making street stops. Tie the hands of the cops and crimes rises.

Cheating is never ok. I don't care what the hell color you are. Has nothing to do with being black. Has all to do with ethics. The difference is this time around it appears as though fingers can be pointed at specific culprits. We have a pretty good guess at specifically who is involved - the one(s) that had the test to give and the one(s) that took the test and the promotion. I was never privy to the other test scandles. I always heard about the notify the watch commander test but that was all I heard. I had no idea who was involved. This time I do. Has nothing to do with race. They stole a promotion from me. They stole a promotion away from some very good sergeants that I know flat out deserved to be lieutenants. They studied their asses off and deserved that promotion but were left on the back burner. The mayor gave my promotion away to these lying dogs. I give a f*ck what color they are.
They are unethical theives who will surely face karma one day. I hope someday soon. Screw them and the superintendent they rode in on.

In private industry people who perform their jobs well and who have knowledge of that job are usually promoted up the ladder. However, nepotism and cronyism does come into play now and then. Others are hired to be supervisors or managers based on their qualifications and success at other companies. Merit promotions are a good idea if they are done fairly and objectively. In Chicago racial politics are everything

The city's negotiating team headed by James Franczek will be under tremendous pressure to roll back the rights that protect your jobs this contract......start off with a counter offer of suspending the residency requirement for bargaining unit members with 10 or more years and make it plain that if brought to arbitration you'll seek relief from residency for all members in the courts.........they'll fold like a cheap card table.

There's no way they can cave on residency, it's your TRUMP card (pun intended)

I had the pleasure of working with a few people that would have been great supervisors.and great detectives too. The politics of the job killed them and made them miserable. So, they packed up and retired. Me too! Bust your butt to study for an exam.... Only knowing the game is rigged. Politics has killed this job. I knew my place in the food chain on day one. You can scream out for " fairness".... But, that's a 20-25-30 year scream that goes unheard

and it could be immediate to satisfy the Rahm/IPRA/DOJ.

No more "I'm number --- on The List".

The patrol division is the backbone of any police department. In Chicago, look at any promotion list. The clouted from specialized units dominate promotions time and time again.

Been saying the same thing for years. Totally agree if it was done this way it would at least allow people who made it by score to get in BEFORE merit. And at least people would know that the list would be done when the merit people got the bump.

No, I happen to think it's wrong regardless and I feel most believe the same thing regardless of who the cheaters are. So, by your logic, it's happened before with non-AA officers so it should be okay? Well, I disagree. I've heard of merit promotions for officers thay have went above and beyond or were LOD injuries under honorable conditions. I personally have no problem with that. I don't know the way the department was greater than 10 years ago so I can't speak to that. If juice babies existed, it is wrong, regardless of one's color. This department has had high ranking black officers since before I was on, presuming of course Terry Hillard wasn't the only black boss. I'm incline to believe he wasn't. It's not about race. I think this is just to the point of absurdity and so blatant, so widespread among a privileged group of friends that it's more noticeable at once. Take the dicks exam for example. I don't recall any other exam in which the proctors openly announced "if you are being made merit, you do not have to sit for the remainder of the test. Exit the room and turn in your study material before leaving." That to me is so obviously out of line. Not to mention a bunch of privileged officers left right after part one, like they were too good to even come back. Does what I wrote make sense?

Lightfoot makes sense. The officers who are to be (allegedly) fired by EJ should receive their due process, no matter how blatant the lies may appear on their signed reports.
Lightfoot nails it with respect to supervisors; they need much more follow (in service) training, to ensure that the agency's goal of holding people accountable for their actions is thoroughly immersed in the mindset of all supervisors.

Let's face it. In Chicago, those with clout get what they want and those without cry about it. Cheating on exams is not a new thing. It's been going on for years and now it's a problem because African-Americans are doing it? As 12:22 said....where do you think they learned this from?

It's all about the money folks. Why would a smart guy like Rahm not only want to take on the responsibilities of mayor, especially following RMD, but also spend $5 million of the taxpayer's money to try and hush up the McDonald clan? The mayor of Chicago is the spigot for billions of dollars going into the hands of his friends and supporters. The rest of us, as Kass says, are chumbalones.

Ever wondered why RMD was never investigated by the Justice Department in any Administration during his 20+ years in office?

Even now, while we're distracted by the shootings and killings across the city, I would bet you dollars to donuts that some people are making fortunes taking advantage of the chaos. Squirrel, squirrel.

Then you see all these IDIOT supervisors with no time on the street get made and it guarantees a bump in their pension of at least $1000/mo for life. This really sux and nothing will ever change, the higher the rank the more cover up and amnesty against cheating. Just look around at your supervisors and you can tell the merit promotees from the bonafide good scoring test takers.

Fly on the Wall: Look at what she said, she is saying that the department circumvented the contract, Arbitration rulings, and State Law. Being the former head of the agency that investigated Police misconduct she knows that there is a problem with this. I am not sticking up for her, not the least but as the former head of OPS, she knows the proper procedure. The department did not follow these procedures. She knows that there are going to be problems firing the PO down the line. As far as changing the requirement that complainants must sign a affidavit that requirement is State Law. The city can get out of this requirement but it a cumbersome process. IPRA gets around this requirement all the time. How you ask? Very simple. A citizen (not the complainant) calls IPRA and states that he/she saw a PO beat someone, lets say on a call for service. IPRA obtains a number and an Investigator from IPRA locates this witness and the witness signs the affidavit IPRA now has a signed affidavit and a investigation can begin. Now a Investigator from IPRA locates the person who allegedly been beaten up by a PO and he either signs an affidavit or not. If this person does not sign a Refusals to cooperate then IPRA CAN STILL IVESTIGATE THE ALLEGATION BECAUSE OF THIS SIGNED AFFIDAVIT. The above scenario plays out often. IF this person does not sign the affidavit but gives a statement, the statement can not be used in the investigation but the Investigator STILL HAS THE STATEMENT. FOP for what ever reason does not challenge IPRA when this occurs. If one reads the State Statute on Signed Affidavits, according to this Statute, the person who is the "Victim" of this alleged wrong must sign the affidavit so the investigation continues. The City position is the alleged victim of wrong doing does not have to sign the affidavit anyone can to initiate an Investigation. This is not only wrong it a violation of the law. The easy way to change this is to change the Statute. However, there will be a problem changing the statue due to opposition from the State FOP and other police representatives pressing the legislators. Madigan knows if he changes this statute then he knows that he will loose the Police Vote and their familes.

The sergeants test given in 92 or so was given by Arthur Anderson. I don't recall if they compiled the final exam given but it was legit.
I know this due to the fact that my packet was missing an entire section of material, and upon appeal AA gave me full credit for the missing section. AA also didn't give the city the results until the scores were mailed out. This was the genesis for dick daly pulling the list down at 450ish and implementing merit.

My point being, hire a fancy consulting firm to compile and administer all promotional exams. The only input from the city is the check sent to the firm.

Has there been any mention of the violation where the city has released dash-cam, station and body-cam videos that are recognizable photos of police officers under investigation?

Did anyone complain to FOP?

It occurred to me that the reason they want to grab officer's phones from the scenes of police involved shooting is not just for the records of who called who. They want to grab any cellphone photos and videos that might have been taken.

I'd like to see photos of the tire(s) that McDonald slashed and any other damage he did. I was finally able to get through to the Standards Editor of USAToday and complained I told them that the story on Page 3A about Chicago Police recommends 7 firings has a gross error. They stated McDonald was a, "unarmed black teenager". I told them about the knife he threatened officers with and the damage he caused. I just see the paper in my doctor's office so I probably will not see a correction printed.

Work is relentless right now. In the past when we actually had adequate manpower there were ways of avoiding the mayhem. When you factor in a department 1/3 shorter than it used to be and an emboldened criminal element actually speaking confrontation you have a nightmare scenario. I would say that officers are upset about a cheating scandal on steroids, not because they were black:

First all it happened in the halls of IAD. The Unit here to make sure things like that don't happen.

Second, this merit Chief didn't just help, he handed out the answers to a test he had possession of.

Third, an answer sheet turned up at the Sgts exam. Again, that was the answer sheet, not just some answers or some 'direction'.

All of the accused are black. You brought that up by the way. I don't remember it being an issue before.

You currently have the largest group of "MERIT" exempts that ever existed on this Department. In fact I am hard pressed to name one that isn't. I hope they truly are exemplary because I see dark days ahead and we will need some good people up there. Do you honestly think our best and brightest have risen to the top?

The Genesis for Daley pulling down the Arthur Andersen tests were the LIeutenant's results in 1995. Out of the first 54 in the class there were only 2 minorities ( not counting women). After a few days, in marched 13 or so new Merit Promotees. The same thing happened in 1988 when they had a huge Sergeant's class- about 250. Not enough of a certain persuasion, and you guessed it , in marched members of that persuasion. The 88 Sergeant's test took points away if you were a male and took more points away if you were white. The beginning of the end for any real command leadership. I would imagine now there are exempts who have a hard time reading and writing. Merit Promotions destroyed this department and now this Lightfoot is talking about testing, promotions, etc. - good luck with that.

many of the worst merit promotions that I have seen since its inception have been white men and women. I have seen at least three attorneys who were made merit. The process was originally passed off by Ald. Beavers as a way to promote really good police officers who cannot write exams. How in the hell did lawyers get into that group? The entire process is flawed. I have seen sergeants who retired or who were on a leave of absence come back to the job to make merit lieutenant. Bad merit picks go across race.

I for one feel the city does need to make more SGT! If you have one Sgt, for every 10-12 people that is too many it should be 1 to 8 or 1 to 6. Not that cops are bad or unable to there jobs, however a good sgt is there to ensure the job is done correctly and when a issue does arise, it can be delt with immediately. Marco manager is not the answer either, it should be more of a working partnership where the officer can feel confident that his supervisor has his back and will throw him or her under the bus.

It really boils down to what previous experience you've had with Miss Lightfoot to be able to judge her honestly. When she was a federal prosecutor she supported the police more than most in her profession but unfortunately over time politics and city hall corruption has entered her career path. If she runs for any office she certainly will have my vote despite what rhetoric she spews to the media.

What does Lightfoot know about anything related to police work? When is the last time anyone on that board risked their lives for others? What training did anyone on that Police board have? Besides Clot.

A police board should be made up of present and former Officers of the law. Someone who has been trained, have put their lives on the line and knows about police work and how difficult it is.

A Criminal has a jury of his peers, why can't police officers.

While the SHs on the street are afforded every conceivable due process right, her and those in the media like Carol Marin, do not feel that the Constitution of the United States should apply to police officers.

Many of the protections in the contract are inclusions of other statutes. Like the Illinois Police Officers Bill of Rights. Which are derived from the Constitution, Federal and State labor law and SCOTUS decisions.

Any effort to diminish these rights one iota must be resisted totally.
First, the public will NOT like us more (or hate us less) if we give up some rights. They will see that as a retreat and they will be emboldened and will come back for more concessions.

Second, it could impact the working conditions of every LEO in the entire State. A Chicago retreat on officers' rights would be seen as an example and excuse to reduce the rights of every police officer in the State.

Third, they are RIGHTS. They are not negotiable commodities.

as someone who has been around a long time and who had three promotions before retirement, I agree with you. But, the question is? How in the hell do you do this? Politics are supreme in this town, racial politics are even greater, interference in the department by every entity that is able to contribute to democratic coffers is and always has been great. They can't devise a personal rating system that is not corrupt . The courts want minority representation. I don't think anyone has the answers.There is one promotion and selection system that was devised for the Federal government and used during WWII to select secret agents and has been upheld by the federal courts as non-discriminatory but Chicago won't use it as it will not produce the racial numbers that it wants and it will not allow for political interference.
