Rumor Confirmation

The lame stream media, in particular, Sneed, Main and Spielman, are playing catch-up again:
  • A scathing assessment by the City of Chicago’s inspector general is recommending that at least 10 officers involved in the Laquan McDonald case be fired or severely disciplined — a report that is sitting on the desk of Police Supt. Eddie Johnson, awaiting his action.

    Johnson is preparing to clean house, sources say.

    Among the first casualties is Deputy Chief David McNaughton, a 24-year veteran, who submitted his resignation Friday, the Chicago Sun-Times first reported.
No idea what this means for CompStat 2.0 since McNaughton was in charge of the reboot effort. No word on Escalante's new job either.

FOP, are you lining up support for the collaterally damaged officers yet? Are you making noise about the improprieties here? The Inspector General doesn't have this sort of oversight that we know of, does he?

And is anyone wondering now about what the IG is going to find in regard to ExamScam II?

Seems like our information is far more reliable and in-depth than the media's.

Fairly from IPRA is the one that asked the IG to look at the McDonald shooting.
Why? I'm sure to cover her ass (save her job from the ax when Rahm disbands IPRA)
As to the IG and his inspectors and their knowledge of police functions (from street duties to completing reports etc) I am not sure of their qualifications to judge what an officer sees or hears. As in the O'Neal shooting, other than JVD's partner (who was closest to him) all the other officers should have varying reports as to what they saw or heard because of their proximity and vantage point to the shooting.

If I remember correctly, after the video was released, most of the protestors were calling for RAHM to resign. Now that he has thrown everyone under the bus to save his job, the masses seem to content - when does the investigation start to find out when and what Rahm said in the early days of this incident - and how he buried this until AFTER he got elected ?? I am still working for now, but because I had the misfortune of answering a call for assistance out there and going to that scene that night I might not be soon. There was no cover up on the part of the police department. That is a myth perpetrated I believe to cover up blackmail money being paid to prevent risk to an election. Since someone needs to be blamed to justify that payment it appears that heads will roll. I believe that in this case Ferguson is a tool of the Mayor being used in justifying this blackmail payment to prevent that video from coming out just before the runoff election. Since the IG is outside of the departments rules and discipline process he can make any finding he wants with little justification and without ordinary due process for the officers accused. There is actual evidence that supports what was written in reports that appears to be being ignored if not actively suppressed.

Multiple studies have demonstrated that, controlling for other factors, when communities view the police and criminal justice system as illegitimate, they become more violent. When people believe the system is unwilling or unable to help them, they are more likely to take the law into their own hands, creating the cycles of violent retribution that were chronicled so vividly last year in Jill Leovy’s Ghettoside.

Well it's just a recommendation ain't it SCC? The real question is what will Ed do. Will he actually take stand and reject this overblown recommendation for a more sensible one or will just take a page out of the Rhamn playbook and crucify the poor working minions scapegoats? 9.5 choose his superintendent well, he has him by the short and currlys. Is the careers of 10 POs worth the protection for your exam shenanigans?

One thing is for sure the message is clear. Do not go to assist shootings much less be involved in one. Let criminals roam the streets doing what they want to do. I'm Sure the guys going to the scene that night to help their fellow officers never though they would end up in a complex web of .....er......police ' code of silence'. Ridiculous

An of course nary a mention of the assholes in charge of this video who unethically held it breaking the transparency agreement we have with the public and exacerbating the already strained relations with the community to the high levels they are today which is the cause of so much violence and protest.

Fly on the Wall: What just happen to the Supervisors and Command Staff is the new operational procedures adopted by the Mayor's Office and will be carried out by IPRA and the Superintendent Office. In other words if there is a shooting and it is learned by video or other such means that the shooting is bad the supervisor and command staff who signed off on the Investigation will be held accountable. That also goes for the Detectives and their supervisors who investigate further shootings This is coming from the Mayor, the Superintendent will do the Mayor's bidding. There are several items I like to address in this post. The current Chief Administrator for IPRA IS NOT GOING ANYWHERE. REPEAT, SHARON FARLEY WAS PUT THERE BY THE MAJOR TO DO HIS BIDDING. She is in constant communication with the Mayor, the Mayor's Chief of Staff, and the Cooperation Counsel. The idea that the Inspector General conduct the Investigation came from the Mayor's Office, it did not come from Farley. From what I understand, Joe Fergusson has sold his soul to the Mayor. He wants to keep his job and the Mayor made him an offer he could not refuse. Here lies the problem. When Fergusson Office took over, the people he assigned to Investigate the shooting HAD NO IDEA WHAT RIGHTS POLICE OFFICERS HAVE. As SSC knows, many of the rights of Police Officers come from State law, court decisions, and from the bargaining rights steaming from the contract between the City of Chicago and the FOP. These investigators where floored when they learned that Police Officers have basic rights regarding the conduct of any investigation that might result in not only criminal prosecution and disciplinary procedures. Many people are wondering why it is taken so long to revamp IPRA. One of the problems is some of the rights Police Officers receive comes as I said, Case Law and State Labor Law. In order to change how IPRA conducts it investigations State Law must be changed. The Mayor is getting blow back from some central and southern legislators regarding changing State Law. The Mayor has another problem regarding IPRA. The Glen Evans fiasco. THE MAYOR DOES NOT WANT THIS CASE TO PROCEED. HE IS TRYING EVEYTHING TO GET THIS CASE DISMISSED. The Evans case is a can of worms for more than one reason. If Evans settles this case and does not go to trail, this will be a HUGE VICTORY FOR THE MAYOR. The people who are now employed at IPRA have no idea what is going to become of them. ACME who represents the Investigator are telling them that on seniority they can obtain other positions in the City. Here lies the problem: How many Investigators Job opening are there paying 70,80.90 thousand a year. More to come!!!!!!

First of all I do not know the Deputy Chief.

I have met him once or twice, seemed like a nice personable guy.

But I have to ask, how does this can of worms become his fault.

As part of the command chain he reviews documents submitted to him, reviews the statements made, and offers his comment whether Department Orders and Illinois State Law was followed.

Command chain does not investigate, does not challenge statements, only reviews statements.

Unless I am incorrect, a Deputy Chief can not call officers in and interrogate them as to what happened.

That is the job of IPRA.

How can people not at the scene, not on duty when events occur catch the grief for what happened.

I understand more heat is coming down the pipeline, and I wish all those who are part of this nothing but the best.

However I think this one is off base.

On a serious note: Can someone explain to me why the lawyers who sue the city are allowed to file and get away with looking at everyone's PERSONAL phones/texts etc - who just happen to be on the scene of a police involved shooting? If I just happen to be the guy that guards the crime scene - not involved - why are they allowed to look at my PERSONAL messages ? Why our our unions not pushing back on this ? What gives you the right to look at my private stuff (texts)? You would think they would need some probable cause to get to look at that? This is a serious issue that needs addressing -?? I'm not talking about a city issued phone.

Why couldn't they promote someone from their own ranks.

The U of I system statewide supposedly has a good police department with powers in every county the university has property which is now all 102 counties.

It has a well thought of Criminal Justice and Forensics academic program. So why does NEIU need to get some dweeb from Chicago to run its department?

I think Rahm ran out of spots in the Park District, CTA, the Airports and other places to reward people who did his bidding.

The deputy chief was in fact on scene of the shooting that night. He was acting in an official capacity as the street deputy. He was there and he was also at the area that night. He signed off on the McDonald shooting. End of story. That's what happens when there's a police shooting.

There are other issues at play here apart from signing off on a report for its completeness and coherency. No one should be held responsible for something they had zero control over or input into. Boxes filled in, spelling reasonable, correct code, date, time? Of course you sign it.

But conflicting stories were told in the upper echelon about who saw the video, when they saw the video, who they told about the video, what advice they gave about the situation, etc. There is a question (or two, or ten) about whether there was a deliberate cover-up and what was covered up and why and who knew about it, up to and including IPRA and the mayor himself.

This has less to do with signing off on reports than it has to do with protecting Emanuel, who clearly benefited from burying this case in order to win a very close re-election campaign.

It helps to address the entirety of the case, counselor, not just the most obvious aspects. Remember Paul Harvey and "...the rest of the story".

U of I Police USED to be a great place, but no more. The Chief running that Dept, and his incompetent command staff have destroyed it. Was a civilian member for a long time, and the dept is filled with many good Police, however it is no longer a Police Dept.

Does the public realize in CPD & CFD the unconnected can only rise as far as testing allows. A Patrolman or Detective legitimately passes both Sgt and Lt exams and being unconnected they are generally given the least desirable assignments and never promoted above that rank. Those spots go to political lackeys like the current flavor of the day , Johnson. Additionally these assholes came on the job knowing that their future will be a series of one good spot after another without doing any actual police work. There are no exempts in either department who are not political animals, that is a fact.

I have heard these clueless idiots tell war stories from the 6 months they spent on the street in 25 years. One moron I had the misfortune of working for in the D would always suggest we get heavy with the customers. He gathered this from his 6 months on the street 30 years prior with an FTO who was a clubber and it was his constant wet dream that was real police work.

We are and always have been buried under a top heavy bureaucracy led by people who asked their uncle / china man to get them a job , and unfortunately for us some wanted to pretend to be the Police.

Just Finished a press Conference about Demanding Changes in The Collective Bargaining Agreement with the City and the Police Department......Unless we change the Contract we cannot hold Bad Police Accountable....and unless we hold bad police accountable it doesn't send a message to other bad police that they will be punished and it doesn't send a message to the Community that they will be punished....WE WANT VOICE AND TRANSPERENCY ON THE CONTRACTS......

what if you say you lost your phone? seriously. I was always under the impression the phone companies keep the substance of a text for 3 days at most. Most companies do not keep the texts at all. If they physically have your phone, that's a different story.

The amazing thing is that it is always the same people over and over and over again at the FOP.
I'm retired and I don't think there should be anymore than 2 retiree's on the board.
The FOP doesn't do a whole lot for retiree's anyway, so why should there be so many on the board?

Who cares if there is a young guy/gal that is new that gets elected.
As long as the person is qualified and willing to go to the hilt for the active members, they've got my vote.
Mike Shields was good in some respects and really really bad in others. One the the first things he did was go out and buy all the board members cashmere sweaters with the FOP 7 logo on them. Second was get himself a shiny new car.
But when he brought in the orange one as a spokesperson, that was a good thing, it deflected a lot of bs from the media and the community.
Having a specific person as a liaison between Springfield and the hall is another good thing that the current FOP admin does not have. ( Dean does it)

FOP Lodge 7 needs to educate the community about use of force, interaction with the police, educate them about our contract and what certain aspects of it mean and why we fought for those areas of the contract, host some community functions to try and bridge the gap that is widening between the police and community, bring some members of communities that are not seeing violent crimes in to speak to those areas that are and show them what works in lower crime areas as opposed to whats not working in the high crime areas and Why.
Just some thoughts. don't jump down my throat about my opinions, maybe add some of your own to this mix.

If he is that stupid, which I unfortunately think he is, he will lose the rank and file completely. Even his brass wont respect him. If he does this he is selling out in the worst most obvious way. He will go down in history as the worst supt in history. His and his unNOBLE cohorts will crash and burn. My prayers are with these officers, there are many people behind you.

Hey SCC, the police board case that was reversed by Judge Pantele in March of 2012 just got reversed on appeal. This has been languishing on appeal since May of 2012. These officers will get fired again. This is not good considering the violations of due process and the clear violation of state law and city code and GO's and Police Board Policy. If this stands and is not taken by the Ill Supreme Court then our due process as set in our CBA is useless. Where is FOP????

There is one thing that everyone needs to remember about this town. The media and public pressure determine who is fired and who is indicted. There is no way that Johnson can do anything else but fire everyone involved in the McDonald case who wrote a report conflicting with the video or who reviewed and approved the reports. Public pressure is too great. But the worst can happen, indictments and convictions for obstruction of justice which means the loss of pensions. The progressives are calling for it all and I believe they will get it. The once great CPD is dead in the water and will be for a generation. The progressives really think that policing in urban areas is a gentleman's business and not the rough and tumble occupation that it is. So, the progressives and the black agitators( communists) will get the department that they want and the black community will whirl down the rabbit hole drain into chaos and hell and their communities will become unlivable, as if they are not that already.
