Dominoes Falling?

Interesting rumor:
  • The Committee to Re-Elect Rahm Emanuel said: This is a rumor, I repeat, a rumor. The news from 740 north Sedgwick is that no charges against the cheaters on the lieutenant exam will be allowed. In return EJ will fire all officers on the scene of the MacDonald shooting plus the detective, his sergeant, his lieutenant, Roy, McNaughton, Riccio and Escalante. The POs, detective and Sgt are royally f*%#*d. But don't worry, all exempts will retire just prior to termination, get their exempt stars and IDs and be well taken care of with huge pensions. All this to save Rahm's career. I wonder what Joe F was promised. Deputy Attorney General in the Clinton administration? But like I said-this is just a rumor. I'm sure it's just rumor.  
  • Yo SCC word is coming out that 12 people whose name is on the paper of Van Dykes shooting are canned. The exempts all get to retire first. We lose chief of Ds and OCD and McNaughton PLUS Escalante but they are trying to get him his college job first. POs are collateral damage to Hilary's reform agenda. Rahm can't get his cabinet spot till he shakes this scandal. Sorry officers the Rham bus is backing up to Washington DC and you are in the way. Command Staff all get to waltz out in next week or so with their retired gold stars from Don O'Neil. 
We're not sure it's "just" a rumor. This is Chicago, and buying off an Inspector General wouldn't be out of the realm of possibility. Obviously, Eddie isn't going to do anything about ExamScam II - that's what Rahm is holding over his head.

We're told McNaughton retired abruptly Friday.

This would leave a bunch of cops suing to get their jobs back. Typical city bullshit.

UPDATE: Numerous comments claiming Escalante got the college job. This is looking less and less like a rumor and more and more like a lynch job.

Hahahahah, yes, this is a rumor and a bad one at that. Same poster for both. I actually happen to know that the majority of the coppers have actually been cleared in the McDonald thing. The ig report is finished and submitted to the city. Almost everyone at 35th has already caught wind about this. Stop trying to scare the people who were involved with such a cold hearted and reckless rumor. And this is 100 percent false that Mcnaughton is getting fired over this he's not going anywhere and he was listed in about two sentences in the entire report from the IG. Bunk. 100 percent bunk story.

We, the coppers, who everyday are in the trenches, are so royally FUCKED! Yet time again through the years since when I came on the job in the '80s, the elites, the exempts, always walk away free. Walk over the bodies of the coppers, who take the fall. However, it is THE CHICAGO WAY!

If true that coppers, sgt, dets, LT, etc are in the cross hairs to be fired, the City has now effectively made every cop become "fetal" by this decision. If the community thought the cops were doing nothing now, they have not seen anything yet of being "fetal" if all these cops get fired. Crime will soar across the city. The city is sending the wrong message to the cops on the job now and those who might have considered becoming Chicago coppers.

I say that if you are one of the ones that 'suddenly" gets fired after a 'sudden' mass exodus of command level staff retirements, file a lawsuit against the IGO and CPD and Mayors office.


IGO investigations are not supposed to be leaked (yes, I know this is Chicago, I'm not naive) so that the targets can 'suddenly retire". And since the current IG is a Lawyer...this is something that could be complained about to the State Bar Association.

Why anyone does any type of proactive policing needs to have their head examined and sent to a padded cell. Yet day after day I have officers calling me notifying me of their foot for "he looked the other way when I drove by" so I exited by car and chased him for looking funny at me and holding up his pants while running, cause dude don't wear a belt. As a 9165 I am thankful that the officers were not hurt but, wonder why in this Obama/Clinton anti police climate anyone would stick their neck out for because dude looked the other way when the police drove by.

Today its JVD and the 3 from 004. Tomorrow it could be you.

Think about the consequences before you run out of that car.

Uhhh ... wrong. Exempts do get their exempt star with a "retired" bar below it as well as their career service (Lt., etc.) star with a retired bar. A friend I came on the job with retired as a deputy chief and the Department gave him a gold star in a nice leather case that says "Deputy Chief" on it as well as his captain's retired star which I believe the Captain's Assoc. gave to him.

what makes you think it was cheating? these kinds of tests are remarkably easy if you understand both how the tests work and what the subject matter is. my guess is most people of average intelligence with some guidance who were never cops anywhere could ace the test if they really wanted to.

the same thing happens on similar kinds of written tests for electricians, cisco, microsoft, etc. there are even classes that guarantee you will pass the test or your money back. that is how easy it is to pass these kinds of things with the right kind of help.

Sorry, this is just all BS. I suppose I'll believe it when I see it but doubt it will come to fruition. This is just too perfectly packaged in an abysmal cluster fuck to sound real. Yes, the department and politicians have no problem making us lambs for slaughter but how the hell can you can all those people on scene? Of course, if jt were done, they'd get their job back. What were they to do? Tackle the officer? It doesn't seem like the D division mishandled the scene either. Hell, I think Van Dyke should get his job back and that's where my conspiracy theory starts and ends. He was legitimate in his use of force and he fired what, 16 rounds? He made the split second decision to use lethal force and those rounds were fired in very quick succession. How about don't try slitting a random citizen's throat, slashing at officers with said knife while their in their car, refuse to drop weapon and make sudden movement to armed officers. Call me crazy but that just might illicit a legitimate deadly force RESPONSE by the police. Case closed. Evidence of a conspiracy is the fact that this is even an issue.

what makes you think it was cheating? these kinds of tests are remarkably easy if you understand both how the tests work and what the subject matter is. my guess is most people of average intelligence with some guidance who were never cops anywhere could ace the test if they really wanted to.

the same thing happens on similar kinds of written tests for electricians, cisco, microsoft, etc. there are even classes that guarantee you will pass the test or your money back. that is how easy it is to pass these kinds of things with the right kind of help.

McNaughton probably reduced a lot of violence in 008 with his micromanaging style and by dumping many rapids in "the box". He was professional, told u what he wanted (contact cards) and didn't back stab PO's. He was hated for denying time. Sometimes u got a "tuesday" denied. Overall not a bad boss. Simply stated it is sworn rank above the rank of Captain.
as in Commander, Deputy Chief, Chief, Deputy Superintendent all the way up to Superintendent. There is also Inspector.

There are a few civilian exempts and they usually hold the title of Director.

The fact that someone mentioned in the article has put in for retirement does not change what is going to happen. Very good sources have stated that the superintendent wants to do something drastic to everyone who was involved in this shooting. I heard it today from a very good source outside the department. What will happen? he did not know but suspects that some will be put up for dismissal so Johnson can " clean house". I heard 12 people, three of whom are exempts. I hope it is not true. A sad day for all.But, losing this job is not the worst part. There are criminal charges to follow for some.

You are dreaming. Don't you know that politics and the media determine who is guilty and who is not? These forces have already determined what heads will roll. People testified at different grand juries long before the media shit show happened and their stories were locked in. Losing this job will be the least of their worries. Indictments for obstruction of justice is the greatest fear. You can be right in the law and still lose your job. Getting fired for a false report is pretty standard in many departments and what constitutes a false report is determined by your employer. It sucks

Original poster here. So I just saw the news about McNaughton retiring. I'll admit it when I'm wrong and it appears I was wrong and this is not just a rumor. Thanks for the sarcasm above. Sorry, I didn't know he (presumably Van Dyke) was alleged to have committed perjury. I still maintain that based off of the circumstances I don't feel it was a bad shoot. The amount of rounds fired could be argued as excessive but, as I wrote earlier, once the decision has been made, you can fire rounds in very quick succession and I am not going to MMQB. I'm also not going to be glorifying an offender high on God knows what kind of drugs who attempted to slash an innocent person's throat and stab at police cars, refused to drop a deadly weapon, and turned while elevating said weapon.

If JVD had obviously committed a criminal shooting, State's Attorney would have indicted him right away. And it would have gone over better.

But only after the video comes out reeks of a political prosecution.

Probably what happened is that SAO looked at the evidence, the statutes and the case law and realized that this would be an extremely difficult case to convict.

So what does indicting him on 6 counts of murder that have trivial variations do? It makes a weak case sound much stronger than it actually is.

And plowing over the 10 coppers to discredit them is to help obtain a conviction. A failure to do that has Rahm scared shitless. He must be hoping that that happens after he leaves office and it will be someone else's problem.

This department is so far beyond salvation. I used to love going to work, laughing with friends, chasing bad guys and doing good, aggressive police work. I never saw anyone take money, beat anyone for no reason and always tried to do good, even if it meant responding to violence with violence. It was necessary. I absolutely hate my job now. I'm miserable and applied for several jobs. We have so many good people on this job. Personality conflicts galore and some people who have always just sucked but for the most part I like everyone. I can't see for the life of me how we still have proactive police that don't realize they're not chasing the dope boy, the shooter. No, they're chasing their own lawsuit and their own demise and they don't even realize it. I feel like such a dog ass saying it but I've been fetal for some time now. I hope all those that can afford to and have other good options to leave, do so. I fear Milwaukee and the scores of attacks on law-enforcement like we've seen national wide will happen in Chicago. Our "bosses" are the worst cowards, turncoats and will bury us for their spot and image, especially if you are not the right skin color. We simply cannot act appropriately because if we do we will be crucified. If we don't act appropriately, some of us will end up injured or dead but to me that not the worst that could happen.

Guys with 20-30+ years on: has it ever been this bad in terms of court system, publicity, bosses, etc.?

Remind?? The two tiers of discipline is brought up weekly on this blog. IAD is so corrupt they will tell you themselves that they can do what they want. If your clouted, you get taken care of! For example, average P.O. may get a 15 day suspension for the same offense a SUPERVISOR gets 5 days!! IAD is involved in the current cheating scandal. IAD is a complete meritorious unit filled with ....well you know. Time to make a change to the unfair disciplinary system FOP.I suggest anyone who has been unjustly suspended for the same offense that supervisors and clouted had to serve but due to FOIA ,you may find out that you served twice,,three times the amount of the clouted. There was a gun in the car of the Bishop gang members. They were on viewed shooting out the window. There were also civilian witnessed that corroborated the same story. So this is a much different scenario. So, let it rest.

Officers Shoot Assailant

On-view of a drive-by and a chase ensued:
"Chicago police officers shot at least one person early Saturday in the Heart of Chicago neighborhood on the Lower West Side after witnessing a drive-by shooting, police said.

About 1:30 a.m., 10th District Cmdr. Frank Valadez and a police officer assigned to the 10th District were on routine patrol when they saw someone fire shots from a vehicle into another occupied vehicle near the corner of 23rd and Wood streets, according to a statement from the Chicago Police Department.

Valadez and the officer pursued the vehicle, and near the intersection of 19th Street and Ashland Avenue, the vehicle struck several parked cars, according to the statement.

As officers tried to intercept, the suspects deliberately reversed their vehicle to strike the commander and the officer, police said in the statement.

The officers fired their weapons, striking at least one person who continued to flee but was later taken into custody after striking additional vehicles, the statement said."

The commander and officer suffered "minor" injuries. Sounds like a good job all around.

People testified at different grand juries long before the media shit show happened and their stories were locked in. Losing this job will be the least of their worries. Indictments for obstruction of justice is the greatest fear. You can be right in the law and still lose your job. Getting fired for a false report is pretty standard in many departments and what constitutes a false report is determined by your employer. It sucks

Assuming that McNaughton was the On Call Incident Commander (OCIC) on the McDonald incident or simply the deputy chief in charge of the scene, , he would have the initial "final say" on the scene as to whether the shoot complied with Depart. policy or not. He would have been the final signor on the TRR's created that evening. He probably would not have seen the video that the rest of the world has seen prior to signing off. Why didn't he wait to see the video? Because "they" want the TRR's signed off on almost immediately. Based on what he knew at the time, the shoot was within dept. policy. He was in essence, backing up the troops including Van Dyke. Of course, this blew up in his face when the video hit over a year later. It could have been any exempt who was in charge of that scene on that evening. DM just had the bad luck of being "the one." Now he's being made to fall on his sword. He's facing the music. He's 52 years old with 24 years on the job. Not enough time to collect a full pension and get the free insurance. Most here saying what an asshole he is never worked for or with him. When I was in 008 I didn't love the guy but he was fair and as a resident of 008, I appreciated some of the stuff he did in my neighborhood. He's simply a victim of a system gone bad and getting worse.

You are correct in pointing out the electrician tests are probably harder. The point is not the relative difficulty of the exams but that it is much easier for people who understand the structure of the test and have some experience taking tests to do well on written tests. That is why there are so many test study guides put out by people who understand a specific test that makes a huge difference in the scores test takers get.This is common with every test out there. Why would it be any different with police tests? The same basic principles apply to taking the test itself.

I would point out there are also test study guides that are pretty much useless for most tests as well. Usually the ones put out by the testing organization are relatively unhelpful in getting better scores.

Just because the city is corrupt does not mean there was cheating on a specific test. There might have been, and it is certainly suspicious that a group did especially well. But that is also not unprecedented in the wider world of test taking. That kind of thing shows up occasionally with tests of all kinds.

No it's not. Only difference is he's a commander and her a Sgt now. The vehicle was the only weapon at the time. Same as in 004. However. The female driver had an entire empty parking lot to escape the path of the vehicle and she chose to fire at the vehicle causing the commander to open fire as well. If they are blue shirts, they're stripped. Two sets of rules.

(First - Let's be clear; I never pointed out that the electrician's test is probably harder.)

Once again, our tests aren't normal. The LSAT, etc., are geared toward a legitimate goal. We ask you the questions, you answer them, we score your test without prejudice or outside influence, you get your score and a percentile ranking which gives you a firm idea of what your chances are of attaining your goal.

The police department skews the test, gives certain people a 'key word' to use in oral boards, to prove they've got the inside track, 'adjusts' results to benefit certain individuals or groups of individuals, and the same people devising the test are the people who sleep with test-takers and are related to test-takers or who take cash from test-takers, and they proffer copies of the test to those test-takers in advance of the test.

So, defend it all you want (and I do wonder why a civilian would come to a police blog and defend the criminals), but it's a vile, corrupt system that deprives legitimate applicants of promotions and rewards thieves and cheaters and puts them in charge when they don't have an iota of skill or capability.
