Video Review (UPDATE)

We've been seeing a bit of criticism in the comment sections, ripping coppers for "Monday morning quarterbacking" and "you weren't there..." and everything in between. This isn't 1970 any more. This isn't the 80's or the 90's. This isn't even the 00's when personal cell phone cameras were just coming into widespread usage. This is 2016, and in-car cameras along with body-worn cameras are fast becoming the norm along with every single person on the street with a digital photo studio at their fingertips.

Policing is under a harsh spotlight and police work, especial hands-on police work, isn't pretty. But a even-handed, unemotional critique of the actions captured on video can be a benefit. It can educate the public, media and our critics. If the only voice being heard is the voice of the assholes shutting down reasoned discourse, then we are going to be backed into a corner that there is no coming out from. Some here feel we're already at that point. Reasonable men and women can disagree as to how far gone it is. And sometimes that involves taking a look inward.

That being said, we have a series of posts to address the videos over the next few days. And the first one is to rebut some of the more outrageous "sanctification" promulgated by the media and the protestors. We want to take you back in time to 03 August, to the Naperville Sun newspaper:
  • Naperville and Bolingbrook police are investigating a possible link between two incidents of multiple vehicle thefts that occurred within two days of one another, and in which one suspect was later shot to death by Chicago police.

    Five vehicles were stolen during the early-morning hours of July 26 in Naperville, while four were taken around 3 a.m. July 28 in Bolingbrook, authorities in both communities confirmed. Additionally, more than 30 vehicles were burglarized that same morning in Naperville.

    A suspect in the Bolingbrook thefts, 18-year-old Paul O'Neal, of Chicago, was fatally shot by police around 7:30 p.m. July 28 behind a house in the 7300 block of South Merrill Avenue in Chicago.

    Bolingbrook police Lt. Carter Larry on Wednesday said O'Neal was "clearly seen on video" at a service station where six suspects regrouped following the thefts in that village.
This is the "hero" of the media and "community" narrative - a car thief and a credit card thief. Does anyone know what his record looks like? And why is it all of these "heroes" seem to have social media pages with them holding guns?


And the early onset arthritis - we forgot about that.

Then there's the family, weeping, saying "He had goals." Um, what goals? Stealing a Bugatti maybe? Ferrari? How about a Lamborghini? Unfortunately, he'll always be remembered as only achieving a Jaguar. How sad.

Here's the thing - all of this, every single bit of it, could have been avoided if he didn't take something that didn't belong to him. Blame is on the parent(s), family, whomever - someone didn't install a moral compass on this thief and in the process, set him on the road to destruction, taking who knows how many others with him.

And there were plenty of opportunities to stop him - his first arrest, his second, the judge(s) who gave him how many additional chances, the parent who didn't better monitor his associations, maybe a clergy person, a social worker, the list is endless. But the cops are going to take the final hit because all of these other misses led to:
  • Theft of Auto
  • PSMV
  • Aggravated Assault (with the auto)
  • Aggravated Battery (with the same auto)
If he had survived, how many felonies is that right there? All committed in the span of sixteen hours? Let's not lose sight of that, even though the media and story-tellers already have. He began, continued and ended with bad decisions he made, all on his own.

UPDATE: More today actually - we're finally hearing reports that this wasn't the first time 004 saw and called out this vehicle. In fact, 004 had stopped and approached the vehicle on other occasions during the day and the car thief waited, and then accelerated away from them each time. He was playing a stupid ghetto game because (we assume) he knew CPD wouldn't chase for more than a block or two before being called off. And he returned to the general area where he was spotted, knowing that the police were looking for the specific car he was driving to do it again. And again.

Guess what? Every time you do something stupid, the odds shorten. Ask any insurance company. Ask an actuary. Ask any gambler. Eventually, the odds approach 1-to-1....and you are going to hit something, hit someone, get caught.

And this just reinforces everything we posted above - the person initially and solely responsible for everything that followed, is the car thief.

In an earlier thread, someone mentioned that FOP should oversee training. Well, they used to, and when the Dept introduced the PPO foot posts, a grievance was filed. Dean then was elected and his buddy and cousin in MLAS had Dean withdraw it. FTOs also had two to three recruits with them. Blame yourselves for electing this guy, you have no one to blame but yourselves. One thing we can agree on is that the old FOP always kept training in check.

Slightly OT, But for the 2nd night I have watched "protesters" at the CPD station on S Mich. Why in the world are they allowed to get inches from a PO screaming and (no doubt) spitting? The black cop in the polo shirt was more than worthless as the ex-marine dude threatened and generally abused the bike cops forming a line on the front porch for nearly 2 hours.

This nonsense ended when a Union rep showed up. They placed wooden barricades across the porch, let the cops go inside, and miraculously, the aggrieved citizens left.

Should they've been making such efforts responding to this in today's world? No. Should the chase have been initiated? No. Should they have attempted to block the car? No. Should the passenger PO have had his gun out? No. Should the driving PO have gotten out? No. Should the PO have shot? No. Should he have continued shooting? No. What was the bigger threat to the life of the PO? The shitbird and the car or his partner? I know I would rather have someone come close to hitting me with a car than someone come close to shooting me. Should any of those cameras been on after the incident concluded? No. Finally, should anyone outside the OIC have been talking to the PO's who shot/the PO's who did shoot talk to anyone? No. Picking apart fuck ups like this is how we learn. What could've been done better? Saying how we should support the PO's involved is missing the point completely. Watch the videos. Tear them apart. Second by second. Because the worst thing that could happen as a result of this is to learn nothing at all.

CPD is not training officers in what they need the most: scenario based simunition or live fire use of force training.
Stop with the LIMAR tourniquets. You are not state certified paramedics trained to render medical first aid for trauma. They are for last resort if you or your partner is in a do or die situation. Your little attaboy from media will turn into a "this guy has no medical training at all" when your first aid efforts on a civilian go wrong.
Stop with the CIT. You are not Dr. Phil. You are not a psychologist. Hands off in all mental situations unless great bodily harm/death is imminent.
Stop with the delta force vests, tactical lights on glocks, wannabe ranger gear. If you want to be a soldier go to your nearest recruiting center.
Learn when it is legal and justified to use force and what force is appropriate for what situations.
Be aware your actions are always open to examination through your own cellphone, squad car gps, in car camera & mic, and body camera. Whether you're scrutinized over use of force in a shooting or getting a cup of coffee, there exists a virtual record of your whereabouts, speed, texts, and cellphone calls every day. Years from now if necessary someone will be able to tell you what you did at work, who you called, and how fast you were driving on any given day of your career.
Exercise self awareness. Every stop has the potential of being seen worldwide by millions. Think about what you do and say at work. You are under the mother of all electron microscopes today and this big brother world is here to stay.
Think about what you should do in high pressure situations. Have a plan for some of the more common police situations we encounter, like foot and vehicle chases and shots fired/man with a gun calls. All this will help lower the adrenaline dump when things get hairy on the street.
Most of all, recognize the environment in which we work. Supervisors are demanding isrs and activity at a time when IPRA, ACLU, DOJ, CCSAO, BLM, and all forms of media are actively looking to condemn, antagonize, and imprison police officers. The department is not concerned with your well being. It's up to you to look out for yourself and your fellow copper.

To be fair, O'Neal isn't the one 'holding the gun' in the picture to the right, although he has no business being in a photo at all in which one of his pals clearly is.
True enough, he was on a direct path to jail, or to a slab in the morgue. Clearly, his parents either were clueless as to what he was doing out in the streets, didn't care, or possibly had done all they could to keep him on the straight and narrow, without success. We all know parents like this among our own police family, it's sad to say. Sometimes, some of us bring people into this world that the world is much better off without; it happens to people with the best of plans and intentions for their kids.
Having said that, we know in our business that we deal with shitheads; it's why we do what we do, why we run to the sound of trouble when most others will back away.
It's just as troubling to see video which clearly shows that some of us have obviously received very poor training of when deadly force should be used, and when it shouldn't. Viewing those numerous videos from this current debacle, it's clear that there are failures on our end that are very apparent: Poorly trained and disciplined young officers. But it's not just on them; this started in their academy training, and afterwards, in whatever passed for their field training as well. I have no doubt that we are going to see a complete overhaul regarding our recruit training programs occurring in the very near future. Judging from the videos we have now had to lay witness to, it cannot come soon enough.

good start. Its about time somebody starts looking at the criminal WHO CAUSED this whole thing. Even the coppers on this site are trying to bash other coppers saying how they caused this whole mess by their tactics and shooting etc. Lets not forget, the only person who set this entire thing into motion is Paul Oneil. Nobody else. Cant believe how even coppers are jumping on the bandwagon of BLM and the media about how wrong the police are and critiquing every single move these three coppers made. give me a break. Most of the guys commenting here should drop the cpd and become civil lawyers because thats what they are acting like. Finally somebody(Scc) is calling out the person who deserves to be called out and its Paul Oneil. Thanks Scc, and to the rest of the people on this site who are on this department shame on all of you. Im sure the kids who are at home who were involved in this with an unknown future really appreciate your second guessing, critiquing and negative/hateful comments. I hope one day you step in it and make a wrong decision and have people call you out on everything youve done and tell you how wrong you are. Im sure you and YOUR FAMILY will really appreciate it. For Gods sake, you dont have to approve of how they handled it but you sure as hell should try to give them some sort of support or piece of mind, believe me these kids need it and they know that this shooting did not go well. You have the kid who shot him almost crying praying that the kid lives and nothing happens to him. Thats a kid who was caught up in the situation, was confused with adrenaline pumping and thought something else was happening in this situation.. he had to make a quick decision and has to live with it but you experts want to bash them. I know you are all "fetal" but even showing up on a domestic, a noise disturbance, a traffic crash or a neighbor dispute can end up in a shoot out. Dont think because you are fetal that nothing bad can happen because you know as good as I do thats where it all happens. You sometimes dont ask to be put in a situation the 911 call and YOUR job thats assigned to you puts you in that situation. I certainly hope you dont make one single mistake. And if somebody decides to up a pistol on you during your domestic or disturbance call I hope you stay 100 percent calm, draw your weapon tactically and keep a square shooting posture and calmly deliver several shots center mass while easily terminating the threat. Thanks Scc for calling out the guy who needs to be called out and I hope to God one of your posts can get everyones heads out of the gutter that these kids although may have not made the best decision still need support because NOBODY is giving them any support at all. They need to see it in a public forum somewhere that somebody is supporting them... because so far in the comments here its not happening.

Paul Oneil was playing a game. He was spotted and a stop was attempted in this Jaguar several times in 004 throughout the day. You see, to many kids its a game now of "running from the police". Maybe too much playing of grand theft auto or something as a kid. But let me ask you a question. Cars from 4 were spotting and loosing this guy numerous times throughout the day. He kept coming back to the same area after the police lost him. Why would he do that??? He wasnt trying to get away obviously. If he just wanted to evade arrest he would have pulled over as soon as he lost the police and bailed from the car or kept heading away from the area the police had just seen him. He was close to his home where the cars had spotted him earlier in the day and tried to stop him and lost him so he wasnt far from home. Why come back?? why continue to drive in the area where the cops had just spotted him and tried to stop him unsuccessfully? Because he was playing a game. He was purposely trying to get chased. Its fun for kids now to get into police chases because they know that they get terminated after a minute or two. They know if they hit the expressway or just keep going long enough or get going fast enough the police will shut it down and they get away. There are so many more car chases now a days than there use to be. There are cars taking off all the time, not stopping etc. So its just a theory but why was Paul Oneil continually re-entering the same area where the police had just lost sight of him moments earlier? Why not just get away, park the car and leave it? It was a "game" to him and a thrill to get in a chase, that all it was. Dont say its not true because we all know that they have fun in these chases. Especially if you get a Juvy in a hot car, they are always smiling, laughing and talking about how "good they were driving" before the police caught them.

Deuce you have one of the most respected law enforcement blogs on the www. You are correct in stating the obvious. The deceased defendant was indeed a man with with prior convictions under his belt. He was no angel at all. All of that does not erase the fact that the first copper who fired his pistol acted recklessly and in a manner that was in contravention to general orders and inconsistent with CPD training doctrine. Worse he was filmed and his actions unfortunately are going to make every law enforcement officers job a lot more dangerous. When I first came on the job in June 1986 this shooting would have been justified. It's a new day and age and we have got to realize that we urgently have adapt with the times. I personally believe Eddie Johnson was correct in not getting into a videotaped dust up with a 17 year "activist". We need a smart Superintendant. Not a ballsy warrior chieftain but a wise and visionary leader who is capable of providing 21 st century leadership to guardians. I am a south side revolver carrying blue shirt who cringes when I see the young bucks running around looking Marine SpecWar operators. We need guys and gals who can out think these cretins and hood rats. Two Pistol Pete is dead and has been replaced by young sage leaders like like Fred Waller. Be careful out there guys and gals.

To all the asinine officers who have worked 20 plus years without going to a grand jury, special grand jury, never been in a shooting, never had to testify, never needed a brother in blue to save your ass, and so on, STOP CRITIQUING. You guys have no idea what its like to be involved in a split second decision. Go back to starbucks get your latte and read your paper.

I am sick of hearing officers saying shit about these officers. We are supposed to be a group of one, but the city has us divided. They did what they did, and they were doing their jobs. One last thing. If this asshole would have stopped, none of this would have happened. Could there be things learned from the video, YES, were you there, NO.

Dude had plans. He was gonna work for The Lectric Company. I didn't know it was that easy to get hired on at Edison. It would be a perfect way to stake out homes to burglarize while reading meters. Maybe in school they need to add some sort of obey the law if you want to succeed in the curriculum. Obviously it's not being taufht at home.

responding units not knowing WTF is going on.

It's funny how the 'grieving family' is always media-coached/lawyer-coached. Through their 'anguish,' they're always there to stress the fact that the deceased 'had goals' and was 'going to start school in the Fall to learn a trade.' Individual wasn't an useless thug who spend his midnight hours smokin' dope, using stolen credit cards & stealing high-end cars - that's all a misunderstanding. Just wanting for our soon-to-be-voted-out Mayor to telephone the family and offer his prayers (with his press team nearby to get the message out to the 'community' that this wanting-to-be-a-Mayor-for-a-3rd-term is with the people & needs their support down the line.

SCC, your comments about changing times was right on the money. The kids are a product of their generation, torn between social media and the new "big brother," cameras everywhere. They never learned to keep their mouths shut, as in "nobody ever got in trouble for talking too little."

Nobody wants to be an automaton, but that's the way to survive in the modern police world.

I'm so glad I retired intact after 32 years. I wouldn't take the job today, even though the money is better.

The thing that bothers me most if the POS mouthpiece attorney hired by the family who stands in front of the camera using words such as execution. Talk about inciting violence, it is a shame that they can go on camera and spew whatever venom they want before the facts are even in, yet the police have to sit there and be silent. I'm sure he doesn't live or gives a crap what goes on in the hood, but he and his counterparts have made a cottage industry of bringing false accusations in order to justify their 40% settlement fee. The media is no better showing the "suspected" car thief in his graduation gown as if he was going to do something productive with his life. Much like the one who was going to be an engineer according to his family, except for the fact he only attended school one day his senior year and had a gang tattoo across his neck.

"One thing you can say about the old FOP is that they had training in check". IS THAT A JOKE? We are one of the least trained departments in the county. Talk to anyone from the suburbs, or in other states. We shoot our gun once a year. The city only has 3 worn down bio-hazard ranges that are shut down half the time. Our training, after the achademy is non-existing, an it HAS BEEN for at least the 15 years that I have been here. Oh I am sorry, I forgot about elearning, this place is a joke!

Not a PO here again and clearly not a lawyer but Why do the cameras still roll after an event like this? OR ATLEAST make any comments inadmissible to a court or public. Not fair that private conversations between these guys is now public. Seems like a lawsuit coppers should have against CPD for violating theirs rights to privacy.

The deceased had every intent to kill a police officer as evident by the fact that he deliberately crashed his vehicle into an approaching police vehicle. We can assume then that the first police officer who discharged his weapon attempting to stop the deceased realized this very fact. You're correct in that not every officer on this department has had to make a split second decision on whether to shoot/not shoot, but had you considered the possibility that those of us that haven't been on the grand jury for a police shooting weren't on one because we determined shooting wasn't the best course of action? Some of us have been in tight spots and made different decisions.

I feel bad for the officer driver of the car and the officer that ultimately shot O'neil but I don't feel sorry for the passenger officer that started this entire firefight. He started shooting at his partner which likely caused his partner to believe that he was being shot at by the offender, which caused him to shoot at the offending vehicle. Sympathetic fire likely caused the driver to shoot at the car even as it was driving away, leading to the officers involved in the head on accident to believe they were being fired at by O'Neil.

Don't get me wrong, O'Neil gets the majority of the blame in this scenario, but his actions don't allow us to match his complete disregard for his life and the lives of others.

The sad thing is these officers are going to get screwed. A few years back I sat in court and realized that nothing happens to these criminals in Cook County court. The criminals soon realized that too. Even if the outcome had been different, an arrest, a court date, a conviction, and then maybe 3 Years IDOC if even that which equates to less than a year locked up. All for a property crime trying to get money back for the insurance companies. Time to wake up people.

Personal reasonability is a term that the media only applies to the police. Had this young man not been a car thief he would be alive today. What lessons had his mother taught him? Was the young man taught not to steal to the respect property of others I think not. The problem comes down to a breakdown of the family and a government that tell people they are the victim.

Get a lawyer and file against the goofs estate! Don't listen to Corp counsel about the City not being able to help against allegation when they file a civil suit.

Is there a training failure or communications failure?
Get the G.I.'s out of the academy and put them in D2 positions to get hands on in field training.
Even if it's going to roll calls or monitored ride-a-longs.
It's unfortunate that society and liberal politics makes beat work undesirable.
(Get rid of the useless liberal Lewis U. book smart desk prone eggheads too.)
I learned a lot about assailants and shooting from some of the best military trained PO's at the academy, but I think there's room for other aspects of para military readiness. I've never been in the military, but the guys I trained with at the academy were some fine and disciplined people.
I don't knock them, but the training protocol at the academy needs an overhaul, it way outdated and obsolete.
Recruits should be taught survival now, along with shooting, defense tactics, law, and COMMON SENSE.
Too much focus on love the thug too.
When was the last time the Academy went through a major review of the training program?
The academy lesson plans should be taught by 20 yr. seasoned DISTRICT officers have the actual street experience and not perennial desk or unit jockey spot takers.
FTO program also needs to be restructured and taken seriously too.
If the community climate continues in the direction it's going, and it appears it is, then all Tact Teams should be eliminated as well.

I was giving a deposition a for a car chase some years back where the offender suffered some injuries at the end of the chase. At the end of the dep the scumbags attorney asked if there was anything I wanted to ad and I said yes. I told him that we wouldn't be sitting here today if his client had just pulled over when he was initially stopped. I went on to tell him that his client is responsible for his own injuries and no one else. The look on the attorneys face was priceless, he had nothing to say to that.

15 years ago they started the policy of immediately terminating chases if you were chasing a stolen car or just as a traffic stop. It was for our safety and the safety of civilians. Was it frustrating? Very much so. But at the same time it probably saved many lives including police. The PO's involved did what they thought was right, but at the same time everything was based on miscommunication. One thing I learned after 26 years was don't put yourself in harms way. Don't intentionally do something where you or your partner can be seriously injured or killed. Don't take being taunted by these hood rats personally. If he went out of his way trying to strike you or your partner purposely, you light him up. But why block him where the only place to go is straight at a copper. I'm not quarterbacking, but everything we do is recorded one way or another. Even when we are right we get grief for it. This is not 25-30 years ago, where what you did was justified. This is 2016, where you are guilty of your actions unless proven otherwise. Civilians are against us, the media is against us and not one boss has your back. You are on your own. Your actions in any situation are recorded and put on every site for the world to see and damn your actions. Common sense is don't put yourself in any situation where you will be stripped or worse indicted. Answer your calls and nothing more. When is is said stay fetal, that is exactly what it means. BLM and every other person protesting the police have the upper hand. Everybody, meaning bosses, States Attorneys and Judges are not going to push for charges on any of these protesters, even when they record one of them striking you. Don't give any ammunition to screw you over. It is not easy, but in the end you will have your day. Until then, be like teflon and let their bullshit roll off you. This is not personal to you, but aimed at every PO. Sometimes you are just at the wrong place at the wrong time to be the target of their ranting bullshit.

20 year copper here and I've had a front row seat to the current shit show we live in. I loved this job in my younger years and being aggressive, I too made mistakes. I grew older and wiser. About 2 years ago, I started second guessing my choice and wished I went the state or a suburb. It's to the point I don't understand these young guys trying to do police work. YOU WILL GET JAMMED UP. No way around it. If you're past the point of no return like me, lay up. If you're young look for another line of work. It's not worth it anymore. As every cop is a criminal and all the sinners saints. As heads is tails, this city is Lucifer. I'm in need of some restraint.

A just had a thought about Rahm's PRIVATIZATION.

It's all on how to run the Department on the cheap so they can steal the money for things which stuff their own pockets. Does anyone remember when it was all cops who ran the 9-1-1 system and they got D-2 pay.

Well then that whole part of he CPD was civilianized and not for the betterment of the street police or the citizens. FOP was pretty quiet about that.

The next step is that if some campaign contributor can pay enough (bribe) they can move the whole 9-1-1 operation off shore possibly to Mumbai.

What will FOP say about that if Rahm tries that?

Drove a CTA bus for 30 years. Had coppers save my bacon more than a time or two. T/y CPD.
(Fwiw put in commendations for same over the years.) Once one of you guys explained the difference between assault & battery for me - the latter being physical violence and the former, verbal violence.

Well, if outside your HQ bldg last night, that mass of muscles in a white t-shirt isn't committing verbal violence on that copper, I don't EVEN wanna know what DOES constitute the crime of assault.

As far as NW hospital goes. I went there to speak with a victim. They said I had to wait for security and no weapons. I said no problem and I left. Went back a few hours later covered up. Walked right to the victim's room. No questions asked. Never had a problem since. Just call to find out room number and visit just like anybody else. No identifiers. Problem solved.

Dean then was elected and his buddy and cousin in MLAS had Dean withdraw it. FTOs also had two to three recruits with them. Blame yourselves for electing this guy, you have no one to blame but yourselves. One thing we can agree on is that the old FOP always kept training in check.

Want to show a p.o.s. in their graduation gown (with the promise of a shiny future ahead of them), my FOIA will be to see this individual's 4 year attendance rate & report cards. Oh, you they were just starting a new job on Monday or were going to trade school in the fall - FOIA to see the job & school application form. Well Jill, you are entitled to your opinion; but my opinion is that their actions were foolish and reckless! Try to convince a jury that you knew that a car speeding past you at 40 MPH had the intent to crash head-on into an approachimng squad car a quarter block away. NOT going to happen. More importantly, what presented the greater danger to the approaching squad car... the clearly visible stolen Jaguar or the unseen multiple rounds being fired in your direction from another policeman? As we used to say in Viet Nam, "friendly fire" ISN'T!

Get the G.I.'s out of the academy and put them in D2 positions to get hands on in field training.
Even if it's going to roll calls or monitored ride-a-longs.
It's unfortunate that society and liberal politics makes beat work undesirable.

I learned a lot about assailants and shooting from some of the best military trained PO's at the academy, but I think there's room for other aspects of para military readiness. I've never been in the military, but the guys I trained with at the academy were some fine and disciplined people.
I don't knock them, but the training protocol at the academy needs an overhaul, it way outdated and obsolete.
Recruits should be taught survival now, along with shooting, defense tactics, law, and COMMON SENSE.
Too much focus on love the thug too.
When was the last time the Academy went through a major review of the training program?
The academy lesson plans should be taught by 20 yr. seasoned DISTRICT officers have the actual street experience and not perennial desk or unit jockey spot takers.
FTO program also needs to be restructured and taken seriously too.
If the community climate continues in the direction it's going, and it appears it is, then all Tact Teams should be eliminated as well.

This is wishful thinking, son. Look who is in charge of the academy? The DC does not believe in discipline of recruits. The XO and LT have no idea what is going on in the classrooms. The DOJ has spent several weeks in the academy interviewing the staff and recruits. We can only hope they either make changes or take over.

Sir, have you been living in the dark ages? The plan to support poor people from cradle to grave is part of the democrats/socialism agenda and has been going on forever. I call it pay to play or pay with others people's money(taxpayers)to support low income people who refuse to work because they believe it is the governments responsibility to support them cradle to grave and all you have to do to repay them vote democratic. In realistic numbers, between city,county and federal taxes the average Chicago homeowner is now paying 32% of their earnings yearly in taxes. If you add real estate taxes and fees into the equation it increases to 38%. So while all the working stiffs work longer hours to increase their take home pay the city, county, state and federal government are working at ways to decrease your take home by increasing taxes so they can support more prospective democratic voters cradle to grave. This along with the fantasy narrative of the democratic party will lead to war in this country.

The current minimum ammount of time a Detective can have on the job is around 16yrs.

Could never figure out why coppers worked so many hours trying to provide financial stability for their families and let the politicians take as much as they want from you because you don't vote. Not to mention the fact that your grievances fall on deaf political ears because they know that you don't vote so they never have to support your positions on critical things like pensions. Coppers are shopping at the penny candy store and politicians are flying to Switzerland to buy their candy, all on your dime, or lack of a vote. Since when do you open fire at a car traveling at high speed, moving away from you and expect to hit the driver? Our so called expertise and training should have kicked in and stopped you. Or do you want to be the " hero ". Send these cowboys back to the academy... Mr Oneal isn't a saint here by any means. If it wasn't for his thug behavior we wouldn't be in this situation the first place. However, CPD needs to wise up and take the high road in these situations. This could have been a nightmare if there were people standing around when those shots went off. Innocent people could have been killed by one coppers actions. People, or folks, do not have to pull over when the police activate their lights and sirens. Police cannot chase cars for traffic violations...... blow two lights or two stop signs and you are free! If you are driving a stolen car, which was taken in a straight up steal without any violence toward a person, the police cannot chase you.... Just run! and you are free free free !!!!

If you watch that first video closely, Paul Oneil seems like he is about to pull over in the stolen car behind the parked vehicle, then suddenly changes his mind and accelerates towards the officer getting out on the driver's side, while sideswiping the squad car and the parked car.

I was just at a forum in San Francisco where some of the "controls" being advocated for law enforcement officers are basically handcuffs and incentives to avoid doing the very job officers are charged to do.

That said, there are reasons for us to be concerned about us. We are under increasing fire for many things, including being "too militarized" and out of touch with our communities. I believe there is some merit in those observations.

I came through the door in 1973. There were bad guys back then, too. (And radios that actually worked!) There was strong anti-police sentiment (kill the pigs!) from a vocal minority. Computers were just beginning to be used in law enforcement. We carried wheel guns. And night sticks (and some saps). There wasn't a separate vest for extra gear.

What there was then was a philosophical bend that we were peace officers. If somebody was ticket happy they were frowned on. Our job was to respond to temporary disturbances and restore the peace. Yes, we made arrests -- lots of them -- but many things were handled informally. The public and most judges backed law enforcement. We were problem solvers. We weren't always successful but most of us always tried. We had a lot of discretion.

That began to erode. More and more laws and policies taking away discretion. Mandatory arrests. Mandatory reports. Mandatory this, mandatory that. Law enforcement became seen as a profit center. Ticket happy cops were praised -- they helped make numbers. Respect for law enforcement declined, danger increased and politicians called on us to fix the world's problems with neither the mission, training or tools for the task. More and more young officers began getting hopped up on being "tactical" and little Rambos. The same federal government that today berates police work began to call on local law enforcement agencies to do more than deal with temporary situational disturbances. Now we were part of homeland security. And being a peace officer gave way to being a law enforcement officer.

Is the job being done better? In most ways, I think not. And that's not the fault of today's good cops. They are expected to be miracle workers by bosses and a public that expects too much for too little. And maybe many of the things people are upset about today with law enforcement stems from changing the mission from restoring the peace to many more tasks that defy the traditional role of local law enforcement in this country.

And it's not just in places like Shitcago. The burbs are no longer the safe enclaves they usually were. Go up in northern Wisconsin or over to Iowa and the meth heads and labs have pretty much done away with Andy and Barney.

As for the critics, you helped create this. And the government is the big culprit, too.

Bad cops? Yes. Bad doctors, nurses and clergy, too. But our mistakes wind up being recorded and on the news, interpreted by people who have no idea what it's like. Even worse, the very people we work for and with in large measure fail to stand up and tell it like it is. Officer-involved shootings -- why does it take months and years to make decisions? Let's flip the script: say somebody shot a cop. The prosecutor would have to have enough information to file a charge in a couple of days. Yes, the investigation won't be complete but enough would have to be there to make an informed decision. So why do officers have to be kept dangling so long for reviews to be done? Except where high tech forensic stuff is needed, these aren't usually terribly complex cases. The public seethes and coppers are left hung out to dry.

There are problem cops. We need to own that better than we do. But many of the problems blamed on cops now are the result of the actions of others, not us, who also won't own up to it.

Well Jill, you are entitled to your opinion; but my opinion is that their actions were foolish and reckless! Try to convince a jury that you knew that a car speeding past you at 40 MPH had the intent to crash head-on into an approaching squad car a quarter block away. NOT going to happen. More importantly, what presented the greater danger to the approaching squad car... the clearly visible stolen Jaguar or the unseen multiple rounds being fired in your direction from another policeman? As we used to say in Viet Nam, "friendly fire" ISN'T!

Never mind the 3 previous encounters where in at least 1 he tried to run an officer over and he just kept coming back for more. Sounds more like a death wish or suicide by police.This isn't viet Nam this is the savage beast of Chicago. So easy to be a monday morning quarterback from the comfort of you desk chair at your computer. As far as NW hospital goes. I went there to speak with a victim. They said I had to wait for security and no weapons. I said no problem and I left. Went back a few hours later covered up. Walked right to the victim's room. No questions asked. Never had a problem since. Just call to find out room number and visit just like anybody else. No identifiers. Problem solved.

All I can say to this is YES, this is the only way to go. Security at Northwestern is a smoke screen. Anyone can get up into the building and roam the halls at all hours of the day and night. It is easy. Plenty of thieves do it and not only victimize the patients in their rooms, but steal hospital property by the bushel. The hospital is riddled with unsecured ways to get in . The hospital wants a "friendly" atmosphere and their security is worthless because the hospital does not want to pay for good security. The administration covers things up and security lies to the administration. All you need to do is ask for a visitors pass and you will be given one, they will not ask who you are or for identification. If you tell them you are the police they will block you and sometimes even send security up to the room to see if the patient wants to talk to you. Ignore them. If the public knew what really goes on within the hospital walls, they would not go there. I know. I was an insider for years. Pickpockets work the elevators and eating areas. Thieves walk the hallways at all hours of the day and night, stealing cell phones, wallets, purses, laptops, expensive hospital equipment. Employees steal everything not nailed down to include drugs. And, security does not have a clue. What a place.

I don't personally know anyone on the job who doesn't vote, but I've sure driven to enough polling places for myself or a partner or co-worker, to make sure we did.

FOP started the voter registration drive because the breakdown of wards where police live showed that on the south and west sides on average 26% of police were registered to vote but doesn't mean they voted. FOP elections 2014 10245 votes were cast. Out of 6000 retirees and 10500 active members or a total of 16500. Retirees voted at 89% approx 5400 votes and active members brought in 4845 votes for a total of 10245. So here's my proof "Cops don't vote" when all you have to do is fill out the ballot in the convince of their own home and stick it outside for the mailman to pick up. Some people talk shit and others talk shit and can back it up.

The old OLR -- "Community First" or whatever it is today -- is also a complete hostile clusterf__k. Even when family members have specifically told the hospital that a stranger is harassing a patient and that this person has no business there, the person walks right up to the desk and is given a pass every time -- if they bother stopping at the desk at all. Repeatedly. Stranger is told not to call the patient, they keep calling until we have to block the room phone and now family can't call either. Unbelievable.

How many times when I was on the job I saw a crap load of what I call "tourist cops' strolling through a crime scene, and f-ng up evidence by leaving cig butts, pop cans, and other trash after they were done gawking at the scene. They would disappear and go back to doing whatever the hell they were doing before that to leave the working cops to try and sort it all out.

In this case, I saw a number of sergeants on the body cam video and heard none of them take control of the scene, - identifying officers involved, names, stars, beats, etc., who belonged at the location and who did not, etc. but they were in fact just nothing but more than added tourists walking around trying look busy, while waiting for someone else to take responsibility for securing the scene.

Get out while you still can.

And stay fetal!

And for those not the police and reading SCC you can relate this to what is called a "Gapers' Block" traffic jam when drivers slow down to look at a traffic accident.
