Video Release (UPDATE)
- The Independent Police Review Authority plans to make public this Friday videos related to the fatal police involved shooting of Paul O’Neal last week on the South Side, authorities said.
Though the fatal shooting itself was not captured on video because the officer’s body camera failed to record it, the video materials are related to the shooting that occurred in the 7400 block of South Merrill Avenue on July 28.
IPRA made the decision to make it available on their online case portal, www.portal.iprachicago.org, at 11 a.m. Friday, according to [...] a spokesman for the Chicago Police Department.
We suppose there isn't anything overly inflammatory. The "conspiracy!!!" nuts have ensured the pump is primed by their baiting, but this is the safe political play - if there's nothing on the tape, Rahm can safely release it without provoking an over-the-top response from the "community." Don't doubt for a second he's playing all sides.

These 2 shootings overnight at Belmont/Clark, homicide of an unintended target (grandma) in Uptown, another Lakeview shooting, carjacking in Lincoln park, shell casings found in Lincoln Park, tons of robberies in Wrigleyville area. Just wow. If this is happening in the "good" area... Anyway quite a nice thing residents get in return for those prop tax increases from Rahm.
The Dr. Drew show on HLN is very anti-police. He will usually have a panel consisting of 2 "community activists", 2 defense lawyers and an anti-police comedian all ganging up on one former copper. Therefore, the copper only gets a few words in when he is overwhelmed by the rest of the panel.
However, a great thing happened a few days ago. A lawyer on the panel (who is not connected to the case) was complaining that the officers involved in the shooting of the women holding the 5 year old were not wearing body cameras. She further complained that SHE was unable to view the incident as it happened to determine if the officers actions were legal.
The copper proceeded to shut her the fuck up when he said the shooting was a real life incident and any videos connected were not there for her personal entertainment.
I know my retelling does not capture how stupid she looked, but whoever the copper was, BRAVO!

Watched the videos...copper exiting driver side door nearly hit by fleeing felon driving car--and felon crashes head-on into another squad car. The shooting is not on these videos.
They do capture what it is like to be driving along fat dumb and happy when the call comes out and you are suddenly "full speed ahead"- listen to the partners as they navigate to scene, watch officers running, meeting obstacles and still pushing forward. See them walk back to their car- as the bosses, detectives etc arrive and the incident plays on.

I'm amazed! McCarthy was on Fox News via telephone interview (chnl 32) at noon. He put it out there that politicians speaking out against the police and march down on Michigan Avenue all have their own hidden agenda. He further said that these accused officers have their constitutional rights like everyone else. He also eluded to that if they don't steal and rob and than fight with the police, then things shootings like this wouldn't happen!
Well I sat and watched all 12 videos. Now IPRA has reduced it to 9 videos. WHY?
I watched an offender driving and using vehicle to evade arrest, offender used vehicle as a weapon by striking CPD vehicle and then crashing into another CPD vehicle. ALL on video. That is what started shooting.
Offender then exited vehicle and ran on foot jumping fences until multiple shots are fired but there is no video showing the shooting. Only after the fact video.
Video shows officers discharge handguns at offender/driver of vehicle when offender/driver attempts to strike CPD vehicle and officers.
My view is that offender was trying to get away. And that he would be alive now if he stopped. Charged with PSMV or knocked down to CTTV. BUT ALIVE.
Concern 1. Officer having handgun drawn while still inside of vehicles during vehicle chase. Where was threat? But the radio traffic has not been released and could give reason to this weapon being out of holster?
Concern 2. Discharge of handguns when car has struck first CPD vehicle and officer and driven past officers. This is where other officers downrange from this first contact may have felt they were under fire from Offender vehicle?
Concern 3. Officer who discharged weapon at offender in yard believed that this offender may have discharged a weapon at other officers prior to being stopped and may still have this weapon on him.
This was in no way a homicide, this was a flowing situation that started as a traffic stop of possible stolen vehicle. When the driver refused to stop he chose to use the vehicle as a tool, to aid his escape from the officers. When handguns were used by officers during this incident it was a form of last resort to end the threat. It has no matter that the offender was not armed when Officers stopped him. The offender escalated the matter and officers terminated the threat?

I have just watched the videos on Chicago Tribune. Spent about an hour on them. This blog (prior to seeing the videos) has made a guess that there “isn’t anything overly inflammatory.”
This blog was right . . . . and very wrong as well.
I saw a car thief refuse to pull over and flee. During the chase, the car thief nearly ran over a PO who was exiting his squad. The PO’s partner fired shots at the car after it narrowly missed him. The car thief then hit a police car head on and then the thief bailed. The POs in that car (already rattled and injured) gave chase after hearing shots fired (understandably not knowing whether or not they came from the car thief as the other PO had fired his gun seconds before they were hit head on). One of those POs shot the car thief in the back.
Yes nothing inflammatory. But that world is long dead.
Accompanying the videos I also read Tribune articles condemning the CPD response and praising the Superintendent for stripping the POs involved. The community is outraged.

In the working class neighborhood in Chicago I grew up in, this would not be “inflammatory;” it would be understandable. We regularly had “Officer Friendly” come to our Catholic school and talk with the kids. Many city workers were in my neighborhood; people looked out for each other. You got to know Sgts at Holy Name Softball, etc. People looked out for each other’s kids. I remember one resident dirtbag who was finally given a choice by a judge at age 18 (prison or Marines). Everyone acknowledged (even his own family) that guy needed to go away.
Again, not anymore.
You have to know when you’ve lost. I admit that I’ve lost. That neighborhood no longer exists; a crime and drug awareness sign now stands outside my childhood home. Trump - he’s finished. I cannot believe the implosion that has occurred with him the past 2 weeks (it almost seems by design). President Clinton will change the SCOTUS for a generation at least. Chicago will always be democrat; soon the nation may be that way as well.

So how do you exist in this New World. Your world has to become smaller. Your world needs to revolve around your family and friends. Your focus should be your kids, your wife, your God. A little league game should become of utmost importance, family game night, going to the movies. Follow sports - taking your kids to a game. The politics, the social justice marches - let them become background noise. The sad reality of the world in which you must live creating obstacles and problems that you have to learn to exist with like others who live a harsh environment.
What about your job? Treat it as a job. No different than a person who does some non-fulfilling work but “hey, it pays the bills.” I know many of you have no choice. You’re CPD for 15-20 more years. You have to support your family. Good. But do the bare minimum. Don’t worry about about someone’s stolen luxury car from Bolingbrook. No one will blame you. The rich guy from the suburbs will get a new car; his insurance will largely pay for it. Even though he's far out from the city, he might have to learn how to exist in the New World too.
After the shooting, there was evidence that you guys know how to operate in the New World. The black PO who pointed to her body camera to remind the guy who shot his weapon that they are recording. The guy who shot saying (sincerely I believe), “God, I hope he’s alright. In this environment, they’ll crucify me.”
He knew what was coming, and he was right. Stop trying to fight; admit when you’ve lost. Now you just have to learn to live.

The department policies over the last year's unfortunately have put new officers in bad positions. This is not the fault of the officers. Allegedly the officers involved have 2-3 years on the job-that's what we were told in roll call. If true, these officers did 3 cycles on street then did foot patrol for a year. No handling basic police work: domestics, disturbances, paperwork. Never been put in situations with experienced officers to help them. Suddenly with no training they are on a beat car in a crap district with no experience in the basics. Lot of those factors go into the situation at hand. The department has set itself up for failure and more importantly set the officers up for failure. Why foot patrol? For the illusion of manpower. Why can't ppo drive with experienced officers? Instead 3 deep with an fto. No way to learn. These officers have been failed from the beginning by the department. It's sad

I will use deadly force when confronted with deadly force and doesn't matter what race you are. A criminal will set his own fate when making the decision to use such force and willing to accept the consequences. I can say this for most of us we do not get ready for work and say, "Boy I want to go out today and get into a shooting or kill someone." There is the politics that play within this department that needs to stop. Officers that should have been removed from the hiring process, academy, or FTO training but were still allowed to proceed and hit the streets. Officers placed into special units ( true, narcotics, vice, gangs, etc.) that haven't had enough time and street experience in patrol yet were allowed because a bosses kid, political connections, or sexual relationships. Let me tell you college doesn't make you a better officer or boss. I have witnessed poor judgement on a daily bases made by these highly educated officers and supervisors unable to resolve common issues. The ones that really should be supervisors are officers that have time on this job, handled every type of messed up situation thrown at them and resolved it. Most of all have COMMON SENSE!!!!!

So much for the cooling off period following a shooting. It's all on body cameras. These officers just experienced trauma and were being audio recorded while in a state of shock and trauma. Why is the one cop exiting his car when the suspect vehicle is coming at him? He just missed getting creamed on the video i just watched. Then they're firing towards the asshole's car with the other squad directly in the line of fire. The one squad that got rammed is lucky the goofs didn't shoot him.

Thank you. These Officers have suffered trauma and they are the victims of this out of control career criminal. The criminal had more years of experience comitting criminal acts than the Officers had on the job. This criminal could have murdered innocent people in that South Shore neighborhood by hiding in someones home and taking them hostage. Remember, according to the Supreme Court, anyone with an opinion regarding the first shooting officer's actions MUST do so from the perspective of the shooting officer. NOT from that of someone sitting on their Lazy Boy.
From that officer's perspective, it appears as if the driver was going to utilize the vehicle as a deadly weapon against his partner. Totally justified.
Now...as per the Supreme Court in Tennessee v. Gardner, that offender is now using that force to make good on his escape.
Since the offender is now barreling towards another responding SUV, the same officer, per T v. G is again justified in using deadly force

Non-police commenter here, so take it for what it's worth. If I were one of you guys, I would absolutely go fetal. If the community does not want proactive police who work hard to keep crime to a minimum, then the community doesn't deserve them. Let them have donut-shop cops. We have seen enough good officers have their careers (and in some cases their lives) ruined, including some who made no errors in judgment whatsoever.
On the other hand, don't make the mistake of thinking that going fetal will keep you from absorbing blame. The Jesse Jacksons of the world will march when the police try to do their jobs, and they'll march when they don't. They have cried that their neigborhoods need more police resources, and then they have cried that the police are only hassling black males. Claiming victim status no matter what happens is a luxury enjoyed by certain segments of the population in America. So, the caricature of the buzzcutted robocop will be replaced by the caricature of the fat, lazy, Dunkin' Donuts cop.
But here's the good news: even though the sh*t will always roll downhill and land on you, you have greater job security than the politicians who rush to sell you out. Compstat struggle sessions will not result in the firing of 5,000 fetal officers. Nothing good happens at the end of a chase. The Sgt's should have cut it off. The Sgt's should have expected that the Watch Commander or Acting W.C. or Field Lt. would enforce the G.O. strictly or they would get the talk about protecting the officers from themselves. But, there is no W.C. or Actor or Lt. that they work for directly, because Jodi and Gary destroyed the watch level leadership structure deliberately. This is what you get! Is this saving money and providing better police service? Glaringly, NO! We used to hate, or fear, the old Capt. Watch Commander but we all worked for him/her and knew what was expected. That is gone and the troops go to roll call not knowing who they really work for; who's the boss. DOJ should insist that each Watch has one leader, be this a Capt. or Lt.. More incredibly are the two officers shooting at the car, each other, and the beat car coming up the street! Why oh why did they get out of their car on foot in front of an on-coming fleeing auto? Why does this video remind me of the Lacquan video at the moment of contact?

Riddle me this??? If they are stripping Officers for policy issues, should they not strip those who are under investigations by an outside agency such as the IGs office?

So many many reasons this happened and not a one of them is the fault of these officers. They were doomed from day one. One or two old timers left that know how to train a brand new officer. Merit hacks have destroyed everything related to good policing. Hell the ftos I've seen of late are clueless. 1 mistake after another and these are the teachers. All the great bosses and working police left long ago. How do you rebuild an organization when the knowledgeable people are damn near all gone.
Ordinary citizen: You do have friends, believe it or not. A lot of us feel safer when we see a guy or gal in a blue uniform, me included. I'm sure you're all discouraged and angry about the present climate, and I don't blame you. You have to make difficult decisions quickly in life-threatening situations. And the rules you have to follow keep changing and changing... It's an almost impossible job, and some of us know that. Sooner or later, the tide of opinion will turn your way again. Let's all hope that time is coming soon.

Remember, according to the Supreme Court, anyone with an opinion regarding the first shooting officer's actions MUST do so from the perspective of the shooting officer. NOT from that of someone sitting on their Lazy Boy.
From that officer's perspective, it appears as if the driver was going to utilize the vehicle as a deadly weapon against his partner. Totally justified.
Now...as per the Supreme Court in Tennessee v. Gardner, that offender is now using that force to make good on his escape.
Since the offender is now barreling towards another responding SUV, the same officer, per T v. G is again justified in using deadly force

On IPRAS portal. The latest video of the police involved shooting. the 4th video at roughly 1250 time frame when CFD ambulance 38 is rendering care. From the time the paramedics render treatment in the ambulance.... thats a direct HIPPA violation. Patient confidentiality.. Everything that is said and recorded and shown. FOP should be all over this...please sue back.

Yeah, not so much. HIPPA laws ONLY apply to Doctors, Nurses, and hospital administrative personnel.
I saw the video and didn't the offender almost hit an officer with the vehicle????
And none of this would be an issue if this " honor student " didn't steal that car
O'Neal had at least two opportunities to stop the Jag he was in and surrender himself for the stolen car. Officers in full uniform sirens on lights flashing. Instead he chose to drive though the first police car and into the second then fled on foot. Where's the public outrage over this youths reckless conduct. Oh that's right not his fault all the police's fault. Take some damn responsibility for your actions. No one could say wasn't a danger to the public he was going to kill someone the way he was driving. Instead he ended up dead so be it. Lesson learned a little too late.
The family should not get anything. His criminal behavior caused the chain of events. It has nothing to do with his race. He is a criminal!!!!

I watched the video in total disbelief - wtf was that cop doing firing with another copper and police car in the line of fire???? These are not PO's, these are dumb fucken kids with no training, in a chase, adrenaline kicks in, guns drawn...the rest is chaos. I really feel for veterans on the force, there are still good cops out there, stay safe and may God protect you.

Remember a few years back in 003. A copper justifiable shot a guy. When we got on scene he was talking to the others about what happened. NO. my partner and I took him away from everyone and asked him questions that had nothing to do with the shooting and tried to calm him down. These new guys need HELP. Thats the first thing I said, not only did he almost shoot his partner, he continued to shoot at the vehicle after it was no longer a threat, thus resulting in other coppers to think they were being shot at. That guy needs to be punched in the face by several of his coworkers. Doesn't help that he already had his gun in his had long before they were even on that block. Moron.
At press conference the protester states Supe told him personally that he wishes he could put black officers in black community?!?! The Supe tacitly agrees with this statement? At a press conference? WTF?
Unfortunately the Sergeant's on scene failed to supervise and take control of the shooting scene. Sergeant should have had everyone turn off their videos since the event is completed, have officers guard the crime scene in the backyard and have someone stand with the shooting officer. The Sergeant should have got initial information as to what happened from the shooting officer and then wait for detectives to arrive on scene. Everyone should not be walking around having a conversation or making commentary on the police shooting.

Ain't that the truth.
If anyone is close to any of these guys, get them to professional counciling fast.
They maybe reading all the "support" and comments on this blog and the news.
They may not be thinking clearly and do something bad.
They need our prayers, not our insults.
Messy yes. Criminal? No way. The police got this one right at the end of the day. As mentioned above this clearly turned into fleeing felon.
Adrenaline happens. I'm sorry for this families loss BUT when you almost run a Police Officer over and his whole watch hears or see' s their coworkers in peril it can lead to an ugly outcome. It's beyond time to express our displeasure on Bud Billiken and Labor Day. The THIS BUDS FOR THEM movement is way overdue.
Totally ridiculous. Officers did their job bravely and honorably. They should be getting award of Valor and Blue Shield award. I support these officers 100 percent. Protect your paycheck and freedom. It's time to stay fetal. The tide is never gonna turn.

Thankfully one copper on-scene ended McDonald's crime spree before it got to the "Agg Battery to PO" stage. McDonald was trying to get there, but he didn't make it.
