Evidently, we are again expected to be perfect, all times, every time. The only humans expected to be so:
- A body camera worn by the Chicago police officer who fatally shot an 18-year-old man in the back last week was not recording at the time of the shooting, police said Monday.

It is a well known fact that you function under pressure as you have been trained. You revert to habit. That includes bad habits as well as good ones.
Body cameras haven't been around long enough to be an ingrained habit. If you pull up on a hot scene, knowing that someone just tried to maim/kill police officers with a 3,000 pound vehicle, your first thought isn't to click a button, and certainly not to click it twice as we've been told that is what activates the camera. So it shouldn't be surprising that someone didn't do it perfectly the first time. That doesn't make it any sort of "conspiracy" as some bottom-feeding lawyer is already suggesting. But you know, they have to taint the jury pool as quickly as possible.
It sure would be nice to hear that sort of explanation from a spineless superintendent.
And it would be even nicer if he could get out there and correct the perception that the deceased car thief was "unarmed," He was behind the wheel of a automobile weighing a ton-and-one-half that he had already used it to destroy other cars in an attempt to escape. "Unarmed" is a loaded term meant to inflame, not inform. If he and his buddies hadn't gotten the idea they could steal four cars from Bolingbrook, a lot of this could have been avoided - but that would mean taking responsibility for their actions and you can't have that of the entitled ones.
The investigation should proceed according to the law and established rules.

I don't know if this kid should have been shot or not, I wasn't there. Maybe it was justified, maybe it wasn't. But I do know in this political climate, with this mayor and this superintendent these officers will never get a fair shake. It won't be long before the community is demanding criminal charges. The officers body cams were on just prior to this incident beginning. The officers either inadverdantly shut them off, thinking they were turning them on, or the cameras were turned off by the airbags which deployed when their vehicle was rammed.

This may not get posted. I was in the military, on a nuclear submarine. We had training prior to boarding the sub, then constant drills. We were not allowed to make "mistakes" or people died. The handling of nuclear weapons and radioactive materials put lives at risk each and everyday. So to just simply say the body cameras did not work because oops human error or it was a mistake does not wash with me. Check your gear prior to coming on duty, make sure it works. Do not understand why you cannot let it run during your entire shift and just delete toilet breaks or lunch breaks from the feed. Not a cop but a citizen who wants this insane war to stop before it tears the city apart.

That was the black Mike Shields. He was a Deputy Chief but was demoted back to Lt. Unknown if he is still on the job.
The officers should have stayed fetal and none of this would have happened to them. The stolen car would have been found in a lot in Englewood with no gas in it by now and returned to the owner without incident. I don't know what it's going to take to wake some of you guys up. The law is based on what's reasonable and prudent. I have come to the conclusion it's time to just call it like it is; much of the BLM is either incapable or unwilling to act, think, and speak reasonably. They have had their chance it's time to realize there is no way to communicate reasonably with them. so Obey the law or suffer the consequences. Listen buddy. This is not a nuclear submarine first of all. The radiation must've went to your brain. And the fact that something "does not wash" with your now civilian opinion based on the one sided factoids you've been reading from the media...well, we could give a shit. I was in the military too, for a decade, as were half of the guys and gals on CPD. We did everything and were deployed everywhere. But whether these coppers were in the military is either here nor there. These body cameras of there's WERE working, not broke as you put it, but on a 30 second non audio loop, until turned on. Going to the bathroom and turning them off is easy, because most of the time when you're taking a crap someone isn't trying to ram you with a 3000 pound hunk of steel. The point is, is that on THIS job, incidents happen extremely fast, from just driving around non chalantly, and then BAM, human reaction and instinct is to react with defensive muscle memory. Your training comes in. Basic defense tactics. We have only had these fkin cameras barely a few weeks now in most parts of town. there hasn't been enough time for this to sink in as repetitive muscle memory, and even if it had been a year from now it still is a valid excuse for anyone to not turn it on instantly if someone is trying to KILL YOU with a stolen car. When someone Rams your car and attempts to take your life with a 3000lb hunk of steel are you going to instantly think to press the button 2 times? No, your not. You react to neutralize the threat. Basic animal instincts. Go back to your nuclear sub, and stop believing everything you read. The media twists facts and jumps to conclusions. Information Services Division should share the blame for the camera malfunction in this case. ISD handles the issuing and support of Body Worn cameras. These are the types of problems you will experience when you have a Police Captain in charge of Body Worn Cameras with no technical experience whatsoever. Deputy Clueless Useless Lewin better do something quick before this clueless useless Captain causes CPD and ISD to be sued.

Thank you for your service but you are completely wrong. How can you compare the Navy to the CPD? Body cameras were given to officers without any adequate training. A 10 minute video and a sgt at roll call who was useless. The equipment is always purchased from the lowest bidder and without servicing. You mention mistakes and I say the horrible lack of training and support. I did not know police can delete video? You must be an expert on the cameras purchased by the city? Do not worry about the "insane war". More officers found the solution. Stay fetal my friends.

I am gonna guess that you were not on camera the entire time that you were working on the sub. If I am wrong I apologize, but the Police officer can not just delete feeds. Every thing the camera copies gets downloaded to the mainframe, so the camera can not be on the entire tour of duty. Also, you can not compare working on a nuclear sub to policing the Ghetto of Chicago. As long as no one pushed the launch button on the sub the radiation is contained. The launch button in the ghetto is pushed every few minutes. Thank you for your service in the military, but until you police the ghetto you should probably not make such judgemental statements. You are way off base.

There won't BE any available federal money if Rahm sticks to the "Sanctuary City" line. The Feds have decided that this policy is illegal and they will withhold this money from cities that don't toe the line. Rahm is specifically called out by the Inspector General as being uncooperative.

The training for the body cams consisted of a computer based module and then a 1/2 roll call training session..
