Re-opening Old Cases
- A Chicago police officer has been indicted on federal civil rights charges for shooting into a car full of teenagers, marking the first time federal authorities have brought charges against one of the city's officers for a shooting in the last 15 years.
Officer [...], 41, was captured on video shooting repeatedly into the car as it backed away from him on the South Side in December 2013, wounding two teens inside.
In an indictment announced Friday, [the officer] was charged with two counts of deprivation of rights under the color of law alleging he used unreasonable force. He is free on his own recognizance and due to make his first appearance in federal court Thursday, court records show.
Nearly three years later. We don't know about you, but stories like this make us want to go right out and stop everything on two legs or four wheels, regardless of the consequences, because gosh darn it, this city, these politicians, this "community" is worth it!

This wasn't "re-opened." It had been sitting with the US Attorney's Office. The officer was stripped almost immediately, the Dept knew it was a bad shooting (Duh!). IPRA had turned it over to the Feds relatively quickly, but then waited...
The problem with working with the Feds is that they have nothing but time, in their minds. Ala Laquan McDonald. Whether it's a police misconduct case or actual criminal cases.

I don't agree with all of the above post, but the first two lines of that post ring true. DON'T FIRE INTO (AND ESPECIALLY AT) FLEEING CARS, PERIOD. DO YOUR BEST to avoid using any deadly force, and go home at the end of your shift. Stop being stupid. This job isn't hard to do, it becomes a lot harder when you're stupid! I worked on a task force with the FBI, for the most part good guys. They are the gentlemen's law enforcement and most of them do not understand urban law enforcement, but they are OK. They have their share of aholes just like us. The fault lies with the US attorney's office. They direct the investigations and the indictments. The FBI does what it is told. Just like in the Clinton investigation, rumor has it many of the agents are very upset with what Comey did. This shooting, like far too many, is just plain wrong. The system does not want to put cops in jail, but they want these bad shootings to stop. DO NOT shoot at fleeing cars, period.

Not certain but I believe at ten years you are also vested for the government pension. If so, you lose 60% of Social Security if you have 40 quarters paid into it. If you have twenty before you quit and then get twenty later, I would still bet that you get screwed.

Retired ten years ago with pension but if I were on today with only seven years, I would quit in a New York minute.
I don't know enough about the car videos equipment. However, if I totally lost it like that guy apparently did, be rest assured, not one piece of that camera and any associated parts of it would still exist, one way or another. Hell, I'd have torched the squad car if necessary.

I'm sorry you have so long to go in this job. But I am happy to see it only took you 4 years to figure out the game. 7-9 years is about what it usually takes to realize it's a job.

A quick look at initial photos -- a large number of steel dumpsters on one side of the street, behind those movable cement barriers -- looks like a construction site. There is one badly mangled steel dumpster on the OTHER side of the street. I suspect that it may have been blown all the way over there.
We as Police Officers should have no problem with body cameras, they can save us from false complaints. How many times will the City have the video available to exonerate an Officer for wrongdoing? Now the reality about the CPD, when equipping all Officers with cameras in 2018 the City will pay $8.8 million a year to store the data*(at the minimum). This cost is the minimum for what Chicago will pay for data, we all know this will be 3X to 4X, more in the area of 21m or 31m a year. I will turn my camera during the entire tour in order to protect myself against false complaints and expect the City to have that data available 3 years later when a CR is generated. Unlike a radio or vehicle, we have one camera per Officer per District until you leave that District. How is anyone going to pay for this, on top of the Mayors cost to hire more Police.
*Oakland County Sheriff Michael Bouchard, whose Michigan department covers Detroit's northern suburbs, said he won't equip his 900 officers with the cameras largely because his department's startup costs for the cameras and storing the resulting videos for only 30 days would amount to more than $1m a year.

As a retired guy, 15 years gone, I can't believe what has become of my beloved department. It always was a politically corrupt department, controlled by the democratic party and part of the patronage system, but I think it has sunk to a new low. Promotional exams were always fixed with the detectives exam the only honest exam, that is until they wanted to make more minority detectives, then they rigged that one too. There always were some honest promotions, but a large majority were arranged and bought. Now, they have the phony " merit" system. You could go out and do your job if you wanted and unless you messed with someone connected, no one bothered you. Not the case now. You truly have to be insane to be an aggressive police officer today. It is over for at least a generation as the bodies fall and it will spread to all parts of the city. And, racist idiots such as Preckwinkle still blame the white people for all of the problems. wow !!!

You are a joke. So should the officer have waited to find out if the replica firearm was real or fake? Which dept regulation dictates how a officer should respond to a person with a gun? You must know this guy pretty well but to mention that all of his shootings are bad is ridiculous. Why do you feel the need to call the guy out if he did? What does that prove? The guy now has to struggle to provide for his family and at least as a couple worker you had to talk some nasty shit? No wonder we are screwed. Your arrogance and insults are horrific. Guess that's the new dept I guess.

So you were there... so you must know the part about the replica firearm which does look very real. So in your "professional" opinion how should one respond to a person with what appears to be a pistol? It wasn't just one action you mention of which is a fleeing vehicle. Know the facts before you oust and taunt another blue shirt on the blog. We should be supporting and encouraging one another not creating more Monday morning quarterbacks. Truly sad.

If you knew the entire story you would actually go punch yourself in your ball-less sack because if you KNEW what happened it pretty much boiled down to them being too cowardly to actually fight a guy one on one (which is legal), pulling a gun on him (which was unnecessary) and beating his ass and leaving (which is as dumb as you can get!). They put themselves in the trick back and got fucked. Nobodies fault but their own. I've worked for LD in the past and not only is he a great guy but a real laid back boss which we have a severe shortage of today. Hey LD, don't forget to pay the rent HAHAHA!

The sergeant doesn't do your TRR for you. He's not your daddy. If you're supposed to do a TRR, you do one. Don't ask daddy if you should. They can thank themselves for fucking up. Everyone wants to blame the sergeants for everything or request a supervisor to try to relieve themselves of responsibility, but those same people are saying we don't need so many sergeants. Make up your minds. Do shit the right way and you won't need to worry about the sergeant. You fuck up and want the sergeant to bail you out. Try not fucking up in the first place.
Karma came to collect big time on this guy.
