Remember the Cheating Exam?
You can't really call this "fallout" because no one is paying a price....aside from the coppers having to work for people who cheat to get ahead:
- SCC, try to keep track of all these layers:
the IAD sergeant who purposely tanked the investigation into the lieutenant exam cheating scandal by closing the whole thing out with a paragraph saying he didn't see nothing after the cheaters were told not to meet at work was rewarded with a golden blindfold by Eddie Welch.
He gets assigned to medical integrity and starts making thousands in OT for "surveillances". Only problem is IAD still has a few honest people who didn't get the memo from Welch and Johnson to take care of their guy. So his car gets GPSd and turns out while doing all these thousands of dollars of surveillance OT he was actually doing...nothing.
Welch is informed and guess what happens to the guy who took care of the supe's girlfriend? Fired like the kids who happened to back up Van Dyke? Arrested? Call back like officers stripped by Eddie for incidents that happened a decade ago? If you guessed reassigned to IAD HQ to lay low for awhile you guessed right. 2 sets of rules at CPD. Get with the program and get taken care of. Eddie Welch and Eddie Johnson have no integrity
Now go out and get some activity!

But then again , we live in a country where the attorney general meets with the husband of the subject of an ongoing investigation , in the presence of federal law enforcement agents . the head of the FBI then days later , after listing the crimes committed , tells the American people that no action will be taken . ....and the people don't take to the streets in protest .

The rumor from IAD, the IG has given recommendations to charge the IAD sgt with inattention to duty and
false reports. Now Welch and Johnson need to hide him further or the entire mess comes out in the investigation

You did such a good job on residency cases. Not one was true and the Bosses knew it.
Now you took care of bosses problem and they are about to cut you loose.
And these mutts think no one is going to find out? As with any criminal endeavor the outward appearance of legitimacy must be kept up while throwing others under the bus. Downtown has been corrupt since before I came on the job and in an effort to keep the heat off of their antics always hung coppers out to dry for petty infractions. No different now, but the bosses of today aren't as slick as the ones decades ago. And Rahm gives a nod and wink until the pot boils over again. And when that happens the bosses retire and land another job at the airport, college/university or head security at a major business. And the game starts all over again. The public is told to demand nothing less than perfection from the cops on the street but lets ride the corruption at the top.
If you really think that the OT slips are the only things that Brown lied about go look
at his list of residency cases that he turned into a whole lot of nothing.
But he kept putting in slips.....saying he was out watching cases.
But even the Bosses and Board did not trust him.

There are many people patiently waiting for the cheating investigation to be completed and made public. I realize that most of the posts here are anonymous for a good reason and thus discounted by the powers that be. However, some of what is written here sooner or later HAS to be dealt with. Is ANYBODY listening? Is there ANY accountability in this department or city government anymore? What happened to personal integrity? Instead of physically following people, all they had to do is look at their Facebook pages and see them on boats and out of state attending Cubs games all while on the medical for 3 months because someone stepped on your foot at a wedding. I've been in IAD for over 5 years. This move is long overdue. Brown and Marcardo have been submitting BS slips for years. The only successful residence case there were able to build was on a fellow IAD investigator. Oh I forgot, that investigator put in his papers last week after reaching 29 and a day.
Who was signing those slips without asking questions? Does it really take 8 hours of OT in a single say to surveillance an officer to determine if he resides in the city of chicago? Ever heard of changing your hours?
If you the investigator work 0600-1430 hours and you're looking at an officer that works 1500-1130 hours, you can't submit an overtime slip from 1500-2300 claiming to surveillance that officer. HE'S AT WORK IDIOT

It takes these hacks years to solve shoplifting cases committed by officers. Many were never really trained to be Investigators. The sergeants who lead the investigation are scared to death of lawsuit and cower at officer who actually hire lawyers.
They will always charge you with conduct unbecoming and not helping in the investigation because can you really defend those?
They beg everyone to sign complaints against officer so they can say i am just doing my job and try and avoid lawsuit.

And it was even his own people berated and dumped after being one of the best liked and competent Sgt's in the Area, replaced by polyester poontang who just got promoted. More of the west side is the best side, following the footsteps of a retired 1st dpty. You can fill in the blanks on names but it's obvious what is going on.

Could this be the same Sgt M. Brown who while on the way to Michigan ave VRI and seated in the front passenger side of those 12 person vans, and observes a car with a brake light out and decides he wants to perform a traffic stop on the driver. Now anyone who has ever gotten into the last 2 rows of these vans knows it takes time to get out of this van. This is the last thing anyone in the last 2 rows wants to do as they will be sitting ducks in the event the driver and or passengers are armed and start shooting into the van. Sgt M. Brown does not think of officer safety, and thankfully a PO with balls tells him no it is not a good idea.
Is this the same Sgt M. Brown who again while working Michigan Ave VRI, tells everyone to be back at the van at 2349 hrs, as he calculated it will take 21 minutes exactly to get back to 61st and Racine.
What a screwball, and they actually allow him to go back to IAD and hide.
He should be stripped and at Call Back, or be told to put in his papers by Friday or face the Board.
I'm on the medical and they can do all the surveillance they want. If I leave the house, I call the unit and tell them were I'm going. I play by their rules 90% of the time. If I'm going somewhere I'll do it during the ungodly hours and leave where they are unable to see me leaving. Fuck this department, it's time for all of us to get some and stop giving some.

Chief Welch, just take a look at the past residency cases. One is really close to your division or bureau.
The accused proved his residence but Rivera still sustained it believing the false reports from Brown.
Ask how long investigation took?
Ask what evidence proved the allegations?
Ask who did canvass or interviews during investigation?
Ask if there was any evidence proving allegations were unfounded or exonerated?
Now ask how much over time was expended on this investigation?
Ask yourself how accused can be in two places at same time?
It's all in the investigation and police board not believing the allegations.
There is life outside of cpd. Start applying and leave them behind.
Rumor: To get more FTOs the city is contemplating making the position D2A. Finally, this will be a position of recognized importance.
Why can't someone submit a freedom of information act or something and see the actual tests of the cheaters and let's see how similar the responses are the essay questions!!

Would this be the same person that works the desk for her 4 hour tour and also gets unlimited time off without using any time on the books?

If this is true about Sgt. Brown, then let him face the music. Enough is enough. The unit that has responsibility to investigate police misconduct, happens to have some of the most corrupt officers assigned there. Time to gut IAD completely. Where there is smoke there is fire, and way too much negative accusations have come out of IAD for some of these allegations to not be true.
SCC has it right, the war is over. Anyone who locks a person on other than signed complaints takes their careers in their own hands.
SCC: not a fan of this thread. This sounds like more of a personality dispute, someone jealous than what should be discussed on SCC. It reads as if this anonymous poster also works in IAD so why hasn’t s/he investigated the cheating scandal?
It directs the attention away from the people that actually cheated. This guy is still a sergeant, right? Also, he cannot approve his own overtime, so if what is reported is correct, and then the person who approved the overtime is at fault. This is a clear lack of supervision by the Lieutenant. Lieutenant should be dumped.
Regardless, and for the most part, the posts have centered on black sergeants cheating (deserving so because directly linked to the Superintendent), but there is more - what about Georgas’ administrative sergeant? #20 – yeah right. And then there is a second coincidence (first Georgas and Kennedy cheat), Kennedy’s administrative sergeant in the second class? Both cheated as well.

I am not saying you are wrong. But for what it is worth. Eddie Welch was a Sgt. in Area 5 He was a pretty good guy. Sure, he's probably promoted beyond his ability, but he was a good man. He never went out of his way to hurt anyone and was always a gentleman. I don't know what happened in this particular situation.

I'm not saying Brown isn't a stroke but I know he never worked in 018 except his off day when he worked Cabrini Green out of public housing north. I worked with him and he wasn't afraid of the projects. None of us were.
All I know is that Brown will be giving up his covert vehicle (silver minivan) and driving his 1970 Volkswagen Bettle to HQ from now on.
I've worked for Brown on Michigan Avenue. He will tell you if your uniform isn't right but won't write you up. He does want you to wear your hat. That aside he's pretty laid back. If that makes him an asshole, then he is one.
