Merit Sgt Packages

Once again, the Department is asking for "merit" packages from those interested (or connected enough) for Sergeant. The paperwork is due 19 December if we have the correct info.

Last week, the "merit" packages for Detective were due. And if past practice is followed, the Department will make a load of Detectives, then a month of two later, make a bunch of Sergeants, many of which will just have completed Detective training, meaning the D-Unit will be short and people on the list will have burned up a spot that could have gone to someone committed to spending some actual career time in the Areas.

Of course, a certain number of those blessed to have spent all of eight weeks in the D-Unit will now be deemed qualified to be supervisors in the Area and drive the abysmal clearance rate down another few percentage points.

In a perfect world no one with less than 5 years as PO would be elgible to test for detective. If assigned to the D unit all new Dets would be required to work minimum of 2 years before leaving the unit. Also no one assigned to the D unit could use merit because of the need to have skilled and qualified applicants especially there where it matters most.

But like I said in a perfect world. We're far from it. This dept is in shambles.

If you are assigned to 212, 312 or anything supervised by the area 2 dept chiefs office you need not apply if you are Caucasian. It's very sad how the dept chief just projects the fact that only black officers under his command in those units will make merit.

Stay focused on the pension. They promotional process is corrupt and has been for the last 30 years. The clouted will never become honest and ethical over night.

Being retired for a few years I have lost touch with the inner workings of CPD. But, also being a long time Chicago resident and wise in the ways of politics in this town, I doubt little has changed since I left. When I retired, CPD was just another patronage arm of the Democratic party. Has anything changed? The detectives units were staffed with way too many people who should not be there. How can any supervisor who has never been a detective manage detectives and really know what they are doing ? Especially in the violent crime units. I was involved in a civil suit against the detective division a few years ago and the depositions were most revealing and made the department look like a bunch of amateurs It was revealed in testimony by detective division commanders that homicide investigations are not monitored or managed by any particular supervisor. The sergeant who signs the reports, well, he could be different each time, and he/she just signs them. One even admitted that he only reads the reports of certain detectives, not all reports. Does this contribute to such a low clearance rate?

It's really a shame when I've only been her 3 years and already know you need to have juice for everything, for instance like my classmate took the dic test and scored extremely high to where he will be on the first class. I repeat he only has 3 years on, did I forget to mention his family is well connected in the dept. I'm sorry he's a complete tool that knows nothing but yet he's gonna be solving cases smh. At least two years in the d unit to come back as a Sgt should be mandatory. 2 years is enough to learn at least how stuff needs to go, doesn't make them the end all be all expert of detectives but a Sgt in the d unit doesn't need to be fully involved, especially if you are a good Sgt and let your people do their thing and treat them like adults. If you do that then all you need is a general understanding of the job of a detective which I think 2 years is sufficient.

OT..rumor is over time checks may be late for some units unless timekeepers quickly fix errors. Units submitted overtime for schedule change compensation for tact teams, commander's secretaries and multiple units that are exempt from this benefit as outlined in contract. Reports are going back to units for corrections.

I keep hearing this theme over and over. I'm a newer officer but I came thriugh at an older age so i already had plenty of experience in the work force . I'm starting to believe it may be true unfortunately from what I see. I think the dept has to have certain slots open that are accessible to non clout no juice people just so they can say they're running a fair opportunity. However those slots are so limited in an otherwise huge department that you gotta score off the charts to be considered. Otherwise you'll be waiting forever. Meanwhile less than mediocrity can easily get in with that phone call.

At least they need a shit load of Dets that they'll have to hire a good amount of non clouted people that studied their asses off but what about other units? Smaller units ? ETs, Mounted, etc

One thing I do see is that this dept ( and city jobs in general ) is filled with a bunch of people that would never cut it in the private sector where time is money. Efficiency and ability is the name of the game. Having juice helps too in the private sector but for the most part nobody gives a shit who you know. if you can produce for them they'll give u you a shot.

This Job still ain't bad if you can tune out the political noise. I can see how It's a lazy man's paradise. Steady paycheck, benefits, they even save a retirement for you. All you gotta do is endure the ghetto nonsense for 20 years lol.

Well so far it seems like he won't give anyone in 212 a chance except those who are connected with him. I don't know anything about his time in 007 but there are many of us who have been in saturation for many years who deserve to at least get considered for the spot but are pretty much laughed at by Watson and holt. I wrote the original post and I stick to it. He's gonna put in nothing but the laziest of the lazy from saturation and leave the rest of us alone to keep doing this crap for the rest of our careers.

Worked for a Puerto Rican Sgt. long time ago. He was one of the first on the job and said the country and people were beautiful. He also said that some of the worst people were the ones that came up to the States. They had to leave.

Puerto Rico is in financial ruin and is costing us a bundle of money. I don't know what holding on to it adds to the U.S.. I don't see why it's worth it. They are not strategically important. Anyone know why we should keep them? Can we make little louie go too?

Funny, I just heard some of the former class mates of Cline & Co. From the 011 tact days and they were saying the same thing. That they made it off the list. I spit out the soda I was drinking. Total crap. These people basically CHEATED and now all of a sudden it's all.legit when they score under 300 on the test. Oops, my bad everyone except one of the guys NOT on CLINE team that got the study materials second hand from his "boy". He scored under 315. Oh well, guess some people just believe their bullshit.

Did any one ever ask who rescinded that order?
Who would want something to be NOT transparent?
Does RAHM even know that merit pick are kept secret until other research it?
Neopitism and secret wedding engagement rule the merit promotion list.

May be Mr Joe Ferguson (inspector General) who wants to investigate all police matters should clear this issue up.

003rd district 2nd watch personnel need not apply!

During roll call we were told by 300 not to bother putting in for it. While back there was a call of an assault jo. Shockingly minutes before the call came out 300 asked if they received a call from the same area over the air. The victim was 300's daughter. It was determined to be a non bona fide incident after many man hours and multiple different divisions of the department getting involved including some bosses of 300. The real story is that 300's daughter was turned away from school for being tardy. She fabricated a story about how she was assaulted. 300 was upset about the number of cars that showed up to the scene even after finding out that his daughter had lied. Keep stacking those numbers boys and girls (sarcasm).

Anyone that is not on probation can submit an application to be considered for meritorious promotion. Exempt members are given a specific number of people they can submit (1), (2), (3), etc. That exempt member is going to be lobbied by a variety of people. That exempt member will submit the 'packages' according to those that are favored by them. If your work ethic is not impressive, or even if you are not a favorite of them, the entire process is a waste of time. Much of it boils down to what 'you' have contributed and the relationships you make. If your common opinion is that the exempt member is a dummy and does not know what is important, but you do, chances are you don't know how to build relationships, and you will not be considered.
