I am sorry but you are incorrect about a handgun carried inside a vehicle. The law states a person with a carry permit from their home state may carry a loaded and concealed handgun INSIDE THE VEHICLE. It is only illegal to step outside the vehicle with the loaded firearm.
I'm not siding with the offender but you might want to read the Illinois Concealed Carry Act again. Out of state residents are able to carry on their person within the vehicle or within the vicinity of their vehicle while traveling through Illinois as long as they are elligle to carry in their home state.

That is incorrect ! If you do not have an Illinois carry license either resident or non-resident, the firearm must be unloaded,cased and not with in reach of the driver when transported. Illinois does not honor any CCL from another state so have it unloaded/cased or you're UUW. Illinois law states a non-resident must take the 16 hour course and pay double for the license. The state hangs their hat on the fact that we have the most extensive training with the 16 hours and live fire qualification and that is true. Many states just issue the license with little or no training. Is it a right to carry under 2-A, should a person need a license at all ? Pick a side and start the debate.The Illinois politicians don't want anyone to have a firearm including the Police,They don't have any intention of making it easy for residents or non residents.The ISP web site has all the answers to "what if" questions,read it instead of listening to what your neighbors cousin told you.

I suggest you read the law more carefully. As long as he is in his vehicle, the out of state permit is good. once he gets out of the vehicle, no longer valid.

There was a survey that was published recently by the DOJ that white cops will hesitate longer in shooting black armed (presumed armed) suspects that white ones. Sometimes with tragic results.

This is just a rumor, but it came from a judge who lives in the neighborhood. Can anybody confirm? The thug who was justifiably shot and killed in Mt. Greenwood yesterday is a GD. Supposedly the hierarchy of the GD have put the word out to "kill white kids" in Mt. Greenwood. Did anybody hear anything? Or is it just BS?

That is from the WILDLIFE CODE and only applies while in the ACT OF HUNTING....

D. Pursuant to 430 ILCS 66/40(e), nothing in this Act shall prohibit a non-resident from transporting a concealed firearm within his or her vehicle in Illinois if the concealed firearm remains within his or her vehicle and the non-resident:
1. is not prohibited from owning or possessing a firearm under federal law;
2. is eligible to carry a firearm in public under the laws of his or her state or territory of residence, as evidenced by the possession of a concealed carry license or permit issued by his or her state of residence, if applicable; and
3. is not in possession of a license under this Act.
If the non-resident leaves his or her vehicle unattended, he or she shall store the firearm within a locked vehicle or locked container within the vehicle.
EXCEPTION:
A non-resident who satisfies the above conditions may carry a concealed firearm in the immediate area surrounding his or her vehicle only for the limited purpose of storing or retrieving a firearm within the trunk of the vehicle.
