Hired - Then Fired?

If true, this would be priceless:
  • And the fun continues.

    Tina Skahill made her triumphant return to the department as assistant general counsel in the office of legal affairs. Her first day of work was Nov 1, Tuesday. She was promptly terminated on Wednesday, Nov 2.

    Turns out CPD Human Resources, specifically "The Don", have no idea that we operate under something called a "hiring plan" which is allegedly some type of hiring procedure the city follows to ensure fair and open hiring processes.

    There is someone who knows all about the hiring plan though, that is the inspector general, who ordered Tina removed from the payroll. Turns out ole Joe wants to enforce policies that require at least the charade of fair hiring instead of just picking someone based on their flavor or their association with some prestigious or noble organization. Tina will likely be back after the department goes through the song and dance of actually posting the job and "considering" applicants. Anyone who applies other than Tina is a complete fool.

    Kudos to whomever blew the whistle on this nonsense, word is it was someone from the inside whose has been on the outs with the new regime for some time (you could FOIA it to find out). Just another example as to what happens when the department is left to its own devices with no oversight. The Don specifically is either complicit in his duties or part of the corruption, either way, not someone who should be running a major department's human resources division.

    The best and the brightest indeed!
Would someone please show O'Neil the door? This tool causes the City and the Department more headaches than a CompStat meeting.

Good morning SCC! This is true. The grown ups at 35th Street have all been let go or retired. Eddie is all in on the "Friends and Family" program worse than any superintendent since before Shackman. Robin "tweaking like a hype" Robinson, Robert "I just left Rahm's down-low cubs and bears party" Boik and Anne "I once saw an arrest on TV" Kirkpatrick all got hired for politics, but were exempt from the hiring plan because of their title codes. (Robin-to appease Eddie, Boik-to do what Rahm wants, Anne-to avoid the EEOC lawsuit) Eddie can't stop! He hired Tina for a legal job, even though she has less knowledge of the law than a newly graduated John Marshall D student. He is hiring his old buddy for a newly created "deputy director" in the academy (sorry, Anne, the heat from the blog killed your girlfriend's budget line, so you can send her back to Seattle) even though he has no qualifications other than being a retired merit sergeant. Eddie has also been placing his girls in secret spots around the city to be "taken care of." One had a no-show job at JISC and when the unclouted complained, she got hidden at FOIA. Then there's BB, who has been hidden in FOIA after they've tried to dump her for her illiteracy numerous times. Best part-FOIA is supposed to civilianize and they supposedly dumped all the POs out, but Eddie keeps hiding his girls there. Say what you want about his leadership, but at least Eddie tries really hard to take care of his girls and put them in positions they are totally unable to do, so he is a great role model for how to be an embarrassing corrupt joke. Meanwhile, anyone know how our murder rate looks?

How about the niece of the Northwestside Aldercreature who suddenly got on getting on a tac team when her nephew became aldercreature? For many years she was kept away from tac bec of her reputation as a goof and nobody could work with her. Really sucks for the team she got put on...but at least we don't have to deal with her on the watch....sigh.Hiring plan my ass.

Could the inspector look into this?

I was a sergeant in a plain clothes investigative unit. I frequently sat in on interview boards for officer who wanted to transfer into the unit. Not once did any of those who appeared before the board ever make it on the transfer order, although many were more then qualified. And, when someone did make it to the unit, they were never one of those who appeared before the board. How does that work? Many times when the opening was posted the requirements were tailored for someone they had in mind and requirements that very few could meet. There is nothing on the up and up about much of anything in this town.

I've given up on this department to implement fairness in lateral moves such as officers on the watch to tact or to units; sergeants and lieutenants from patrol to units.

this whole thing about going through human resources is a joke. it's just a hoop you have to jump through before your "clout" signs you in. The HR process gives bosses a chance to turn someone down who isn't "on the list," but if you are on the HR list, they say, "Yeah great we'll look into it." once you get on the HR list for a lateral move, you still have to make your phone call. there are lots with the skills, experience, education and training who do not get into units because of a lack of political connections.

New philosophy now: don't work for this job, make it work for you.

I was CPD in a unit for awhile that was primarily civilian. These poor kids would put on a suit and tie to go in and have their interview which had already been decided well in advance as to who was getting the promotion. Felt sorry for them. Even the civilian unit bosses giving the interviews would roll their eyes at the song and dance charade.

Sorry, there's no hiring plan for tac teams. I assume you think you deserve to be on the team and she doesn't. About the only thing that qualifies anyone to be on a tac team is an overwhelming desire to risk their career, freedom, and finances to generate numbers for some clueless boss. If you're dumb enough to volunteer for that, you deserve a spot on the team.

How about the 2 from 18 who mysteriously appeared in Gang Investigations on a phone order in the middle of the period. One is a Rat who beefed on a Sergeant in while 12 on Tac, the Sergeant took 200 plus days and they reward these 2 with a unit. No interview or application necessary. to hook a new job while bypassing all the protocols, but this is Chi. It's not the
first time it's happened, and it won't be the last. At least Tina is qualified.
Anyone remember A certain 10-12 year 'veteran' officer (boy toy of a certain
male exempt who was fired and went to prison for a short while some years back)
who an exempt got moved over to O'Hare, then shortly thereafter, quit the
job to become the Commissioner of Human Services, until he got in a DUI
crash with his city vehicle? Forced to resign the following day, only to turn
up a few short months later, discovered to be employed by the PARK DISTRICT?
It's just the Chicago way!

Listen there is supposed to be a legit process where the IG sits in and monitors the interviews. This was put in place by the Department of Justice, which obviously the city doesn't seem to recognize. This to will bite them in the ass sooner or later.

How about that female goof they put on 17 dist tact team. Her nephew makes alderman and she goes to the tac team after years of trying with no luck since no one wants to work with her. The person that got stuck with her quit and went back to the watch. They can't find anyone who wants to work with her and the team just has to take turns babysitting this goof. What a shit show.

BTW the female that they put with her was also a challenge...lemme see, nobody wanted to work with her on third watch because she has a big mouth know it all, she worked for a year in 11 or 15! then we got her on midnights after she got dumped from third watch management, then she cried and went to the tac team because she couldn't work midnights. I heard nobody liked her from the tac team either. so now , she got days working the school unit. put it this way, at least their not on first watch !

Yes, I wrote it and I am not confused. When did a sergeant in any unit actually have a final say on who is transferred into the unit. We knew that the clout was the final authority. This was long before the Feds showed up. Terry Hillard ran things then and everything was clout. My point is the interview boards and vacancy announcements were only for show. They knew from the start who they wanted in the unit.
