You've already got the Sergeant as a POW, off the street, for 30 days. But he couldn't wait to follow the orders of his "activist" buddies:

This past Wednesday in West Englewood (6500 S. Marshfield Ave), we had an officer involved shooting that occurred after a foot pursuit and encounter between a sergeant and a 19-year old offender. While the chronology of events is still not clear, I reviewed the available information, including the report from detectives and the OCIC; the unsuccessful canvass for a weapon and last night's ruling by the Medical Examiner which indicated the offender was struck in the back.
After considerable deliberation over the evidence and available information thus far, I still have additional questions and concerns pertaining to this incident. Therefore, I have decided to relieve the involved officer who discharged his weapon of police powers pending the outcome of IPRA’s independent investigation. I have urged IPRA to act swiftly to bring this case to resolution for the benefit of everyone involved.
Having been a police officer for 28 years, I know that this job is not easy and the decision to use force is extremely complex and must be made in seconds without the benefits of formal reviews and deliberations. I feel this decision, while difficult to make, is in the best interest of the Department and the people of Chicago as we await a methodical and impartial investigation into what transpired.
If you've been any sort of cop for even two years, you know that people get shot in the back oftentimes. It isn't always a "stand-up" gunfight. People move, run, retreat, fire over their shoulders, etc. Being hit in the back isn't evidence of anything.
If you've patrolled in any sort of crappy neighborhood, you know that evidence walks away all the time. Proceeds of burglaries, all sorts of dropped narcotics, and yes, guns. And witnesses to these acts lie, all the time.
So your wishes for "a methodical and impartial investigation" ring kind of hollow, especially as you continue to cover for the IAD cheating scandal involving Wysinger's wife and a number of girlfriends of high ranking exempts - namely yours. But hey, Rahm says jump, Jamal says jump, you might as well jump, right?

Sometimes to strip an officer right away helps both the department and the officer. Still gets paid, gets him out of the way and let's it all play out. Just because you get stripped doesn't mean you are getting fired or arrested. I got stripped for a shooting for 9 months and was put back on the street. It wasn't a big deal. This Sgt will be fine.

Speaking of disappearing of the evidence, few months ago in 015 guy bails from his car and dropps a gun, while police is in foot pursuit some shithead standing on the corner walks up to the car, picks up that gun and casually walks away - that was caught on dash cam. I was lucky was able to do over 30 on the job. I got out over 10 years ago lucky me! My take on this if the mutt did not injure a P.O or a real tax payer let them run wild and malm and kill each other. Sorry SCC, but circumstances call for this action regarding this incident. An alleged offender is shot in the back, and there is no weapon found on the scene, even after an exhaustive search. In this day and age, Johnson truly has no choice. It really doesn't matter who the Supt. is, the world is watching us here at the CPD all too closely now. All of our police shootings regularly show up in the nation's leading newspapers now. The sergeant is still employed, he's still drawing a check. It could be worse. As long as the salary and benefits are there, he's just going to have to cool his heels as this investigation is conducted. I certainly hope things work out for the sergeant, as I'm sure everyone else within the dept. does as well.

I remember when two smug liberal activists, with no LEO experience, came to IYC Kewanee (at the time it was maximum security juvenile, now minimum security adult) to preach to us guards about de-escalation techniques and rehabilitation. Afterwards, staff were given 30 days and pending suspensions for PUTTING CUFFS ON INMATES FOR FIGHTING AND ASSAULTING STAFF - and, get this - FOR FAILURE TO INTERVENE IN VIOLENT ASSAULTS AND FIGHTS!! You were screwed if you did something and screwed if you didn't. Ended up transferring to a Federal Prison.
I told myself: "Yeah, this is the direction that corrections is going but they'll never think that the police have to do this nonsense."
Turns out I was wrong. I pray for the CPD everyday. I grew up in Chicago and never thought the government would turn on law enforcement like this. Stay safe out there. Good luck to everybody trying to get through this.

Agreed. I'm past the point. If you're dumb enough to be proactive, give them one bit of activity, or do anything more than is absolutely necessary, then you deserve what comes next.
The best interests if the department and the city? Bullshit. The best interests would be to crack down in all the thugs without mercy. Make them cower in their holes afraid to see a uniform. That's in the city's best interests.

Quick question...so your shooting was under the exact same circumstances and under the same very anti-police environment as today? Along with the same variety of investigative agencies including the DOJ and the new Kim Foxxx? No! Nothing can be compared to what we are up against now. This will be the first test case. I remember an Anita Alvarez press conference from about a year ago when she announced no charges would be filed against the officer who shot a kid after the kid was fleeing with the gun. The PO fired as the offender fled and the offender was hit in the back. Alvarez anticipated that some dumbass would try to say that a shot to the back was somehow against the rules/law and she showed a real video of a different pursuit by a PO of a gun offender where the offender, while running forward, pointed the gun behind himself and shot AND HIT the PO. It was great because it shut up the press before they could even ask the question. Yes, gun offenders can still shoot you when they are running away from you. Kim Foxx, however, won't see it that way.
The Lieutenants cheating scandal has not been completed. Its is being done methodologically and when completed will result in the firing and prosecution of many. Those who have cheated will be arrested, they have profited, and committed a felony. The more Lieutenants they promote, the more who will be facing criminal charges. If they find evidence of cheating by those not yet promoted, they will only be fired. There are people in the current class who cheated, and will be arrested when this breaks. The still have the chance to not take the promotion, but they will probably roll the dice.
They are thinking that this has passed, this has blown over, if they haven't done anything by now, they aren't going to. That will be what sinks them, because the cheating has been revealed, by the IG.

I have been retired for a while now, but one thing I do remember is that all the officers that I once called dogs are retired like me now collecting a pension. They never made felony arrests, never chased anyone, never went to court, and best of all, never had a CR number, or been the subject of a law suit. They never put themselves, or their families at risk. Now they tell people that they were Chicago Police Officers for 30 years and get the same admiration and respect as me when in reality they were nothing but spectators. I am fortunate that I never lost more than a few days to suspensions and all my law suits were settled by the city, but I often say, especially now, "it's not worth it". Especially today. STAY FETAL PLEASE!

That being said, why is anyone out there doing anything? If they run, let them run. If you think they have a gun, dope, hot car, DPW, who cares? Let this be a lesson. The preservation of evidence is now a higher priority than catching the bad guy or even rendering aide. As we see here, the Mayor, the Supe, and BLM will not take your word for it. Next in line will be the New Cook County State's Attorney. Without the gun or the dope or the proceeds, all you have is you racially profiling some young boy trying to better himself.

What do you know of the investigation to make that statement? Show me evidence as the Sgt. in question continued his pursuit, someone didn't pick up the offender's weapon. Show me that, then you can tell me this A%$hat had no other choice.

So you are saying that it's OK to strip an officer based on THESE facts? I don't know about you but I have chased dozens of offenders in the ghetto that threw guns, dope, burglary proceeds and God knows what. If I didn't stop to recover it immediately, it was gone. The neighborhood sympathizers, other gang bangers or some homeless person scooped it up every time - every time.
Witnesses? Well let's get them to the Grand Jury, swear them in after letting them know the consequences for perjury, and get them on the record. Of course we need to actually do something to them when they do perjure themselves. But none of that was done. They just stripped him.
As far as shooting someone in the back goes: I've chased armed individuals. In any one of those instances I would have shot that criminal in the back, in the head, going over a fence or on the ground. My life matters, to me, to my family and to the neighborhood I am trying to protect,not the criminals.
Since you are so positive this is the right thing, I can assume you are never going to put yourself out there and be in this position. If you don't think having "getting stripped" on your record isn't the end of your career, you are not really thinking this through. This happened when I was in Area 1 Homicide. Response to a Man with a Gun Call. As we pulled up to the location of call a male runs from the scene. One of the bystanders states that he had a gun. Me and my partner give chase in our sqadcar. This individual jumps a fence and runs on to a high school football field . I jump out of the car, flip the fence and chase him on foot. While running this person turns with a gun in his hand and attempts to fire his weapon. I dove to the ground. He then turns and starts to run again. I chased him for about 50 yards and he falls. I cauth him, handcuffed him, and then search him. No Gun. 2nd District Officers respond to the scene and the Field Lieutenant orders a search. They formed a scurmish line a walks the length of the field, no gun is found. After this me and my partner got back in the car and he asks me, "Are you sure he had a gun". I said " He had a gun"! I got out of the car, flipped the fence against and walked where he was running. After walking about 20 yards I found the gun. Moral of the story: I missed finding the gun, the 2nd District missed the gun. Do you think that they COULD HAVE MISSED THE GUN. COULD A FINE UPSTANDING CITIZEN PICKED UP THE GUN.

A recommendation for ED to show he really supports his police officers:
Give a statement to the media along these lines: The sergeant related the offender (and tell the truth about why he really ran) pointed a gun at the sergeant. "Though we have not found the firearm, we have not been able to rule out the possibility that another unknown offender fled the scene with the dead offender's gun." This would not be a lie. Then, as an example of ghetto people (or folks) absconding with evidence, show the dashcam video from 015 of the bystander picking up the gun dropped by another guy fleeing from the police.
Ask almost anyone who worked in 007 to tell a story of bad guys throwing guns and other bad guys taking said guns while the police try to catch the fleeing offender. Not only will they take guns, think about this: how often do we chase people who bail out of hot cars and after they are caught, we scream on the radio for someone to return to the car so someone else doesn't re-steal the car! How often after a foot chase do we start to back-track so that no bystander will steal the evidence tossed by the apprehended offender??

Yes, truer words were never spoken. It is a shame but you are correct. All of those do nothing dogs that I worked with over the years are collecting the same pension and had a lot less grief then I had. I was never sued, but sure had a lot of CR numbers filed against me, many by the gang bangers and criminal element, but some by commanders who felt that I was upsetting their cozy arrangements in the districts. So, the advice being given active officers now is to " stay fetal" . Things will only get worse. Times have changed and the city is not on your side, and with a states' attorney coming into office who has called for prosecutions of police officers, well....you should know what to do. The Lieutenants cheating scandal has not been completed. Its is being done methodologically and when completed will result in the firing and prosecution of many. Those who have cheated will be arrested, they have profited, and committed a felony. The more Lieutenants they promote, the more who will be facing criminal charges. If they find evidence of cheating by those not yet promoted, they will only be fired. There are people in the current class who cheated, and will be arrested when this breaks. The still have the chance to not take the promotion, but they will probably roll the dice.
They are thinking that this has passed, this has blown over, if they haven't done anything by now, they aren't going to. That will be what sinks them, because the cheating has been revealed, by the IG.

Get in a shooting, pop someone in the back, no recovered firearm from the deceased assailant, you're gonna have some problems; this is what happens with all the transparency departments are providing to the public now.
1) Sergeant isn't hurt, and is going home to his family
2) Sergeant will lose no salary of benefits while this incident is being investigated
3) Hopefully, someone out there on the street will come forward who may have witnessed
the incident, and will be a witness to what actually occurred.
As bad as this situation has become, it could have been way worse. Pray that it works out
ok for the sergeant involved.
To all you police that think going out and locking people up makes you the "real police," you deserve what happens. Unless you are clearing an armed robbery, agg. batt., sexual assault, or a homicide, none of it matters or makes a difference.

A recommendation for ED to show he really supports his police officers:
Give a statement to the media along these lines: The sergeant related the offender (and tell the truth about why he really ran) pointed a gun at the sergeant. "Though we have not found the firearm, we have not been able to rule out the possibility that another unknown offender fled the scene with the dead offender's gun." This would not be a lie. Then, as an example of ghetto people (or folks) absconding with evidence, show the dashcam video from 015 of the bystander picking up the gun dropped by another guy fleeing from the police.
Ask almost anyone who worked in 007 to tell a story of bad guys throwing guns and other bad guys taking said guns while the police try to catch the fleeing offender. Not only will they take guns, think about this: how often do we chase people who bail out of hot cars and after they are caught, we scream on the radio for someone to return to the car so someone else doesn't re-steal the car! How often after a foot chase do we start to back-track so that no bystander will steal the evidence tossed by the apprehended offender??

He had an address in Englewood, but gangsters lie about their residence so often we take it for granted. Englewood is probably among the most dangerous neighborhoods in the country. I don't believe for a second this offender lived in Riverdale and was about to take the bus home at 2:00 a.m. And a message to officers who still do arrest reports: don't record their home address from their i.d. to the arrest report--ask where they live, and if they reside outside the district you're in, try to verify it. they almost all lie on their i.d.'s.
ED, stop telling the media you "have concerns" about the incident. You are sowing the seeds of doubt that will come back in any future civil or even criminal proceeding. Just because you get stripped doesn't mean you are getting fired or arrested. I got stripped for a shooting for 9 months and was put back on the street. It wasn't a big deal. This Sgt will be fine.

I don't know who you're trying to fool or how much Eddie and the coward mayor are paying you to post like you're actually a cop, but to any cop being stripped is a big deal. Besides the psychological trauma of having to wonder whether you will have a job when they are done with you, there is also the physical risk to you and your family presented by the fact that you cannot carry a firearm. On top of that, many cops count on their law enforcement credentials for their side jobs, such as armed security. With no arrest powers and no legal means to carry, that too is stripped away. IPRA is known to strip police strictly to "put them in their place" - that's what they do to officers who think for themselves or aren't "company men." They strip them to take away their additional income and to make them live in fear wondering if any of the thousand assholes they locked up might call it open season on them and their family. IPRA is known to bully good cops while POS cops continue to make us look bad.
You're a real fucking prick to say "it's no big deal" to get stripped, and if you are the police then you're another office dolly who has never made a real arrest in his career. You should be ashamed of yourself.
I hope there is a benefit for this Sgt. I don't care that he refused to stay fetal - that may be on him, but being stripped is not called for and I will support any cop who is in the right and gets railroaded by department politics and the pussies that refuse to back up a good shoot.

Sorry, but you clearly never worked for CPD. Stripping a person is not done in a normal investigation, regardless of if it's use of force or some other allegation. It's not protocol. Stripping one of their police powers is done (in CPD) when there is a reasonable expectation that the investigation may result in an indictment, or the investigation may yield sufficient evidence (preponderance) to separate (fire) the department member. When the sergeant is indicted (and it's coming), administrative charges will be sent to the Police Board and he will be separated. If he beats the criminal case, he will be able to sue the city and have a court order his reinstatement. That's how it works and that's how this will work.

So you are saying that it's OK to strip an officer based on THESE facts? I don't know about you but I have chased dozens of offenders in the ghetto that threw guns, dope, burglary proceeds and God knows what. If I didn't stop to recover it immediately, it was gone. The neighborhood sympathizers, other gang bangers or some homeless person scooped it up every time - every time.
Witnesses? Well let's get them to the Grand Jury, swear them in after letting them know the consequences for perjury, and get them on the record. Of course we need to actually do something to them when they do perjure themselves. But none of that was done. They just stripped him.
As far as shooting someone in the back goes: I've chased armed individuals. In any one of those instances I would have shot that criminal in the back, in the head, going over a fence or on the ground. My life matters, to me, to my family and to the neighborhood I am trying to protect,not the criminals.
Since you are so positive this is the right thing, I can assume you are never going to put yourself out there and be in this position. If you don't think having "getting stripped" on your record isn't the end of your career, you are not really thinking this through. Yes, I see it coming. But, I recall some years back when a sergeant in 007 used to answer his calls from the bed of his girlfriend on midnights. He actually woke up and terminated a foot chase. We all laughed at him and thought it pretty funny. But, it sure looks like it is now a sign of the times. I say no one runs from the police unless they are dirty. But, if you listen to the liberals, these ghetto hoods run from the police because they are afraid of the cops and it is second nature for them to run. Laughable at best.Police work? what is that?

It's true; order articulating when foot pursuits are authorized, and when they are prohibited, is coming. Remember the words "inherent danger". You will be required to clearly articulate that you observed a forcible felony that involved death or great bodily harm. That's it. No foot pursuits for narcotics, "he's holding his side", property crimes such as burglary (a forcible felony), or anything else that does not involve death or great bodily harm. It will be very restrictive, not much different than the vehicle pursuit directives. In addition, remember the DOJ has a main concern that the dept does not utilize or initiate disciplinary action against dept members. Violations against dept policies are going to be enforced to the fullest in the very near future. So, boys and girls, what is the lesson of the day? In case you missed the point that the dept has been sending you for some time now; STAY FETAL.
This will be Kim Foxx first thing in office she will indicate this Sgt and be the hero of the black community. They will build a state of her right in front of the LINK card office at 8300 S. Cottage Grove.

Any commander or above could order a 24/7 detail and it should be done immediately. But then again we have complete spineless bosses that are so scared like the cowards they are. Why does rahm have 24/7 3 cars assigned to his home? Why does ed burke have a 24/7 dedicated blue light camera covering his property? Problem being no one knows the players or the shot callers anymore. There was a time the tact teams or citywide units that work the hood in question everyday would put enough pressure that lo & behold the weapon was recovered. Nowadays nobody bothers to learn who's who and are too busy getting their head for the day. So when shit like this happens this is the end result. It's a new day and it sucks to be that Sgt.
St. Jude is for the boss's. You may think it's about coppers but it's not. Which boss has the biggest turn out.
