DOJ Report

So we're about two-thirds of the way through, but far enough along to have drawn certain conclusions and formed opinions. This was put together by a politicized Department and an obviously partisan Administration for the sole purpose of advancing an agenda. That Hillary lost lent an unseemly speed to the conclusion and de-legitimizes many of the supposed "findings."

Evidence of haste can be found almost immediately:
  • Page 2, paragraph 3: 60 ride-alongs
Given that there are 279 police beats, three watches, that's 837 potential ride-alongs. Not to mention rapid response, traffic, 06, tact, saturation, gang enforcement, boats, horses, god knows how many administrative and undercover beats, there's probably nearly 1,200 potential ride-alongs in a 24 hour period. The DOJ claims they spent "300 person-days" here, that's 360,000 opportunities to ride-along.
  • .016% - sixteen thousandths of one percent
We've taken a few math courses in our time and this isn't even close to what would be considered a valid statistical representation. There's more:
  • 340 individual CPD members (out of a supposed 12,000 - 2.8%)
  • 1,000 community members (.037% of 2.7 million)
  • 90 community organizations (out of ?); are any citizens listed above part of this group?
  • "family members of individuals who were killed by CPD officers" (how many were justifiable shootings?); and again, are these persons from either of the previous groups?
  • "local researchers, academics, and lawyers who have studied CPD extensively for decades (gee, lets guess - Futterman, Ayers, Loevy, Protess - how close were we?)
In other words, people with ingrained prejudices against the police, people with histories versus the police, people whose livelihood relies on suing the police - people with axes to grind. How many of these "interviewees" fit into one or more of those categories? How many were selected at random, or did they all volunteer to come forward with their stories? We know that certain retirees who left or resigned under investigation were all to eager to sit with the DOJ to air their supposed "grievances."

More importantly, how many of these stories fall outside the supposed window of 2011 to 2016? Some? Many? All? We don't know because in every single example cited throughout the report, no dates are given. Some of these stories could be ten or twenty years old. Maybe more, seeing as how they bring up Burge who has been gone for almost 25 years now.

A slapdash report like this, with minimal footnotes and references, calls into question the validity of the rest of the "conclusions" if they're based on faulty metrics. But don't expect a lazy media in thrall to Rahm and his cronies to take any serious look behind the curtain.

Wasn't there a report by the Rand Corporation on how to improve CPD? Maybe the DOJ Report will be placed on top of that report. Both never to be seen again.

The report lost all credibility when McCarthy asked why he wasn't interviewed, Lynch stated he was unavailable to the investigation and McCarthy said that was a lie.

I don't like McCarthy at all, but it's obvious who the liar is in this situation. If Lynch would 1) Not interview the guy most responsible for the idiotic policies recently implemented by CPD, and 2) would LIE ABOUT IT, how can anything at all in that 'report' be trusted?

A little bird that was in the know told us that the reason the report was so poorly done is the fact that the top muckrakers at the DOJ blew through their travel budget in the first six months of the investigation leaving the remaining six months thinly staffed here in Chiraq. Also, there are no dates in the report because all of the incidents investigated were conveniently from pre 2011, before the nine digit midget was elected so as to not tarnish his little knob.

From what I understand SCC by the coppers who hosted the ride alongs is : the DOJ auditors were all civilians with attorney backgrounds. Not a single one of them had ever been employed as a law enforcement member. That in of itself is suspect to a high degree of bias. How could they ever recognize or accurately evaluate our police process given the community we deal with from a practice standpoint. They see youths exercising their constitutional right to assemble freely on street corners blind to the inclimate weather. We see shit heads up to no good serving narcotics and becoming targets for other dope boys who want those corners. You don't send a baker to evaluate the work of an electrician. It just won't make sense.

On The eighth page of this report it states that CPD uses force including deadly force that is unreasonable. Doj claims to know this because they said so... There is no proof what so ever to back up this statement. As an academic I find their proof priceless "in consaltation with several active law enforcement experts " who are never named,credentials are never stated,and the number of unnamed experts is never stated just several so I am guessing three. Its apparent from this report is that it was authored by a group of simpletons. I guess that getting a JD isn't what it use to be. I am truly embarrassed for the schools that gave the authors of this report a JD.

Nothing new here. In Portland, Oregon they found a "pattern of practice" that when questioned was explained with 5 incidences that they deemed unconstitutional. Five instances over the multiple years they "investigated". Sorry, Chicago, welcome to the Suck.

I love how the add accusations to their report prefacing the accusation with "we heard". A major report and you are listing finding of things you heard. Not cold hard confirmed facts but from things you heard from community members. After all, everything community members come up with is always true.

If anyone and I mean anyone had any idea this so called study was anything other than a preconceived result you would have to be the biggest crack head in the city. I like it when certian members of the so called community are calling for the DOJ to investigate the city law department. Hey, add the finance committee to your investigation list to.

There is a pattern of corruption in every office, department and bureau in this city. There always has been and there will always be this pattern in the future. This is how the city works. This is the Chicago Way and these are Chicago values.
No story here, move along is how I believe most people think about it.

this is interesting. I wondered what they based their conclusions on. Hey, did they manage to sit in Judge Luckman's courtroom at Belmont and Western. I sat there on morning and he let every bustout shoplifter get off with a "no probable cause." THe only one he found probable cause for happened to be a semi cleanly dressed white guy. I don;t know if this happens all the time, but it happened that morning. WOuld the DOJ have concluded a pattern of discrimination toward the honky?

The sad part of this whole fiasco is that there really are a lot of issues within this Department that need fixing. The DOJ could have looked at the right side of SCC's home page and started with #'s 1-8.
Also, when issues of training are brought up the City should be ashamed of themselves. To think that they are using a 35 year Use of Force video is unbelievable. I'll bet even Andy and Barney in Mayberry were better prepared than that. Yesterday's Tribune cites Rahm praising Corp. Counsel Patton for his handling of police issues. He particularly recognized his hiring of experts in the fields of police training.
What fucking country must this mope have come from if this is the best he could have done.
How about Police Board President Lori Lightffoot? She is going to hold Rahm's feet to the fire on police reform. Phony bitch was in charge of OPS/IPRA and signed off on or agreed with so many of these criticized findings. But now, magically, she is beyond reproach because she looks like Loretta Lynch. Why else has she survived? A fair investigation would have looked at every signature on every investigation and promotion within the last 25 years.

Remember guys, this report comes from a body of government that is under investigation by Congress judiciary committee for cover up of crimes, poor investigations as well as Loretta Lynch being investigated for perjury. Maybe so, but the public is now taking this report and all of its conclusions as gospel. It has slandered all of the hard working men and women of the department. Yes, lets not forget that most of the violent crime occurs in minority areas so, it stands to reason that most of the police attention will be in those areas. But, to listen to the DOJ, that makes this a racist department. So much of the rest of the report falls on the city and its leadership for doing things on the cheap and turning the department into its political and racial patronage playground. That last part will never change and is a reason for poor morale and poor performance.

It seems to me that report was issued -as bad as it is- just to claim that one was issued. After all, releasing one, at the END of his failed presidency, allows the sycophants to argue one was released and remove the conversation to ABOUT it, no matter how pathetic it actually is. The point is that no longer can it be said Obama did "nothing" about Chicago his entire Presidency, even though we all know he didn't do a damn thing (besides stoke the fire).

Police need to do what I see so many here argue. Answer emergency 911 calls that are actually emergencies (no, wrong orders at McDonalds are not actually emergencies) and operate on warrants beyond that. Do just like so many say, mosey on over to other calls for service and write a report about what happened. Cross your t and dot your i. Rinse repeat and rinse and repeat until the truth is told across the board.

Eddie Johnson tells the press that poor training in the CPD pains him the most. He actually says this while wearing a sweater that has his rank insignia sewn on upside down!!! How's that for poor training??? The 4 stars should have the 2 legs to the front and the single leg to the rear. This is the way Eddie and all the other brass wear the insignia. However, somebody sewed Eddies' insignia on his sweater upside-down and he never even noticed. Was this done as a sign of disrespect to the police? Was it done as a sign of disrespect to the Superintendent of Police? Was it a simple error on the part of the person doing the sewing? Who really cares? The Superintendent didn't notice it. I can put that down to ignorance or poor training on his part. However, the fact that nobody in his staff or in the upper ranks noticed??? Worse still....maybe they did notice and were too afraid to say anything.....or would rather see him go out in public "out of uniform - so to speak". This simple error speaks volumes about the exempts.....Either they didn't notice which means they're stupid, blind or badly trained OR they did notice but decided to say nothing rather than upset their own meritorious promotion trajectory. Either situation is really bad for the CPD!! Imagine a Sergeant wearing his chevrons upside down or a Lieutenant or Captain wearing his bars sideways. Imagine a P/O wearing his star upside down!!

Legislative Black Caucus Foundation - I wonder how much they've personally raised and given to fund "programs and services"?

How much funding for "programs and services" has been provided since LBJ's "Great Society"? What are the DOCUMENTED and VERIFIABLE effects of good?

How many programs and individuals have been funded? How many are still in existence? How many have been defunded, embezzled or misdirected funds?

Have Jessie Jackson, or Al Sharpton's "programs" received any money? If so, how much? What'd THEY do with it? What documented and verifiable proof do we have that the money and programs did any good?

At what point is it reasonable to ask "The Community" to step up and solve some of its own problems? Teen pregnancy? Drugs? Gangs? Crimes? Crimes with firearms? Truancy/drop out rate? Alcoholism?

Would a "Legislative White Caucus" be tolerated? If not, why?

Given the deplorable state of Illinois' finances, is it reasonable for the Legislative Black Caucus to demand funding? From what we've observed thus far, the results of the "programs and services" isn't worth the money.

OT - Rumor is there are concerns of mayhem/crime to come this summer. Name (fresh new face) has come up as a new west-side DC but he does not fit demographic of district. Spin will be to first install a new/replacement DC in north-side district, which currently lacks a cmdr (will be 1st AA DC of this district). Played up how he is young and new and brings progressive thinking to district. Then new west-side district dc will be cut from same cloth (new progressive ideas, doesn't matter his race).

Heather Mac Donald at City Journal raises disturbing questions about the Justice Department’s “damning report” that found the Chicago Police Department engages in a “pattern or practice” of illegal force. For one thing, DOJ has no “statistical benchmark” to “constitute a ‘pattern or practice’.” And the report never discloses “how many incidents” were involved. In fact, “no clue is provided” as to how “DOJ lawyers concluded that the alleged abuses reached the mysterious threshold for constituting a pattern or practice.” And though the report identified 203 officer-involved shootings, “the reader is left in the dark” as to how many were unjustified — or even how many were lethal. On The eighth page of this report it states that CPD uses force including deadly force that is unreasonable. Doj claims to know this because they said so... There is no proof what so ever to back up this statement. As an academic I find their proof priceless "in consaltation with several active law enforcement experts " who are never named,credentials are never stated,and the number of unnamed experts is never stated just several so I am guessing three. Its apparent from this report is that it was authored by a group of simpletons. I guess that getting a JD isn't what it use to be. I am truly embarrassed for the schools that gave the authors of this report a JD.

I was wondering if Obama would pardon this cop killer. The fact that she is hiding in Cuba would not stop him. Don't forget Clinton pardoned Bill Rich who was a felon on the run with outstanding warrants . Rich was a big contributor to the Clintons. Remember guys, this report comes from a body of government that is under investigation by Congress judiciary committee for cover up of crimes, poor investigations as well as Loretta Lynch being investigated for perjury. The DOJ its self has shown a pattern of incompetence, poor investigation practices as well as with holding and covering up evidence. Both of you two sound childish. You didn't know gov't relies on politics and public opinion for decision-making as opposed to sound data analysis? Do you work for a municipality??? The other guy is acting like affirmative action interrupted his launch to fame which I'm quite sure it did not.


I was a graduate student with just a point over the minimum required GPA and thinking I'm an affirmative action student, here because I'm black. Then I met a real cool classmate, a white guy, who had a lower GPA (that did not meet the minimum requirement) that was a war veteran. It gave me cause to think...because if I was there from affirmative action and I met the requirements, what about him? Mind you, I was in and still am in the service so I definitely had no problem if he got preference for his service. Point is, he had to get preference for something. People get admitted into organizations and schools etc. for all types of reasons. Getting in because you're black is no less dumb than getting in because your dad donated a lot of money. Never once did I care that this white guy did not meet the requirements and was still admitted. He did great and actually turned out to be a standout student. Me...I graduated without fanfare and became a cop, but I never once looked at him and saw anything but the guy he was and certainly didn't try to compete with him. He was actually one of the most likeable guys in the entire class...and he outperformed those that weren't, and I'm sure most of them had the GPA though. Go figure. That's affirmative actions folks.

Great story! The compelling argument you presented us with (see above) completely justifies why the doj can state that CPD's use of force including deadly force is unjustified with no proof to back up their slanderous statement. Forget the legal standard in United States being what a resonable officer would do in the same situation( not because the doj says so ). When you were in high school you should have been instructed on how to write a rhetorical argument. In undergraduate and graduate school you should have sharpened you skills reading journal articles and writing rhetorical arguments yourself. Being that you have completed all the above eduication I am fanicated that I am in your eyes I am a idiot for simply stating the fact that the " active law enforcement experts" who are never named, credential are never cited, and the number of the anonymous experts consulted by doj is never published in this report. With all the higher education you have in your background (no matter how poor your GPA may have been) we should be in agreement with how to write a rhetorical argument. I too served overseas with the usmc in the height of the insurgency in the triangle of death behind a 50 cal., and am currently on a unit with CPD. Now knowing all I know about you from your above statement would it be fair for me to label you as 100% POG and most likely a dog ass on CPD that could never hack it on the unit I busted my ass to get on? Absolutely not because statements like that need to be backed up with facts that are sited in foot notes from credible well-known sources. Doing so would be not only be slanderous to you, but below the standards someone of my educational background . However apparently acceptable by some JD's in the employ of DOJ. That is what I find so disturbing, and as an grad student so should you.
