Initial Impressions
We continue to plow through the DOJ "Report" this weekend between jobs and deciding where lunch is going to be. We'll probably be addressing a bunch of items during the week.
However, how is it possible to take any of this seriously when there are so many factual errors and disguised half-truths?

McCarthy was fired. Google it. He refused to resign and Rahm canned him after pledging to have his back not even 24-hours before.

Which one? The guy running the show then? The DOJ says they couldn't find him - perhaps they forgot to ask the media who seems to have his direct number and calendar since he's never lacking for a quote. The current accidental Superintendent? He was one of the guys signing off on the McDonald shooting, was appointed to a job he never sought and is compromised by his bed mate's testing habits. How about the "Acting Supe," De-Escalante, who was "running things" when the DOJ arrived? No where to be heard from.

First of all, that's 102%.
Second, whites are the minority.
Oops. That kind of throws a wrench in the assumptions of the entire report. But hey, Lynch and Gupta and Obama wanted a certain result and they got it.
And again, look in our right-hand column of links right below the pictures - the one labeled "Problems Facing the Department." It's like Lynch stole stuff we've been writing about for a decade now, and we're Libertarian-Republicans.

Page 51 of the DOJ report states that a lot of people do not sign an affidavit for a complaint because they can't take off work from a weekday to sit through a lengthy interview. That is complete bullshit, this department will bend over fucking backwards to meet with someone on their terms for an affidavit, and not just on a weekday.Talk about misleading, or and all out lie.

Tenured Officers are of most value to the department, especially those with street experience. Pay us more. 20k per year to deal with all the adjustments. The taxpayer has obviously approved because Rahm is in charge....or are the gang bangers...your choice?
I dont mind playing paramedic on the fire side..I'm on the fire list for the second time and highly qualified but far out. Let some coppers go to fire if you want a new breed. We can carry axes instead and bust doors open all the time.

If you want proof the DOJ essentially is accomplice to whatever spurred this entire investigation, I say the media needed to take Anita Alvarez up on her suggestion to contact her "counterparts" at the U.S attorney's office, when she gave her press conference and was met with all the criticism over the shooting of the knife-wielding individual on Pulaski.
Remember, State's attorney Alvarez kept saying during the announcement (Nov '15) to press charges against the officer for that shooting, that her decision was not based on the release of the video, but instead based on the required length of time it took to investigate the incident.
Whether you believe her or not, she said more than once that she had maintained communication and had kept "her counterparts" at DOJ aware of the status of her investigation into the shooting, and even implied they either concurred, or had no issues with her investigation, as in the past there was communication so as not to impede each other's findings or intention to bring charges at the federal level.
A very startling thing comes up when you look into her assertions. First, you find no one in the media contacted the DOJ regarding that characterization. The first we hear of the DOJ with regard to their investigation is when they are heralded in their much anticipated arrival to"conduct their own investigation not only into the Macdonald shooting, but as we have now seen, what became a supposed full scrutiny of the entire department.
But second, more amazing, is the fact that the same two U.S. attorneys who were brought before the media to announce the DOJ investigation as though they meant business and were going to get to the bottom of everything, were THE SAME COUNTERPARTS Anita Alvarez was referring to when she said they looked at the Macdonald case the same length of time as the state's attorney's office and had as many months to tell her, tell their bosses in D.C., or tell anyone, that they felt alvarez was somehow falling short or otherwise derelict in her handling of the case.
Proof: A tribune article dated April 2015 names those same U.S. attorneys present at the first briefing regarding the case back when no one thought this was going to turn into any DOJ-led push for any scathing rebuke of the entire department. That same article states the FBI, the DOJ, and specifically U.S. Attorney Fardon, already had investigations alongside Anita Alvarez, just as she stated in her now infamous grilling before the media and the frenzied reaction to "how long it took" to bring charges.

Bottom line: The police need to change their behavior, not the lawless 'citizens.'

The "Report" was an absolute Compromise! Rahm Won! Nowhere is the issue of the Suppression of the Video mentioned, and the political consequences of that act. Rahm was able to bully "Lynch" into coming up with a Stop-Gap measure/report, which gives Rahm Wiggle Room to implement compromises in contract negotiations and with Phony "Revends" who will determine if he gets a Third Term. It made me sick, to see Righteous Rahm, a True Reformer, at the podium, pontificating how this was a major study and guideline for reform! Like it or not; Rahm won this round.The next Round, unless something really ugly happens, will be the Van Dyke Trial. Will Van Dyke's lawyers bring in all the Exempts who saw the video the next day, and did not at that time feel in was a crime? Will Ms.R., the attorney serving as liaison from Rahm to the Police Department be made to testify? She can surely tell us if Rahm saw the video within 24 hrs. of the incident. And then, the real question: What Specific Individual made the decision to Suppress the Video, and of Course WHY? The fact that the population of the City of Chicago totaled 102% is a clear indication that the Report was rushed and not even Proof Read! Talk about Fake News; Chicago is being judged by this report, Around the World! Virtually every National News Outlet led with this report; and the Report was not even Proof Read! My kid's high school term papers apparently had more scrutiny, because I would never let her turn in a paper that could not accurately count to 100. Fu%k Rahm and his Bullshit Chicago/Wilmette Values. Do Nothing, Absolutely Nothing more than answer your Radio Calls and take care of each other. Baby "G"

The report is quintessential confirmation bias. The left has no credibility. They've become careless in relentlessly pushing their agenda. The American people are waking up and now they're getting desperate.
I don't FEEL like a racist ...
I always wondered about the methodology and consideration of variables in this report. The conclusions aren't based on any statistical proof. This would never pass muster in a respectable academic environment. Nonetheless, our academy, supervision, and equipment are shit.
This report is loaded with issues. They didn't talk to McCarthy because on this issue at least, he makes sense. The police stop mostly black people because the majority of crime is committed by black people. This isn't a racist statement, it's fact. All you have to do is point to the reported offender descriptions in case reports as evidence. If the offender description is a young male black and you're out stopping old white ladies you're a moron and a terrible policeman.
Obama's DOJ did nothing more than change the name at the top of the report and use the same document for all of the nationwide police departments ordered under the decree.

Attorney General Loretta Lynch said that the investigation uncovered a “pattern or practice” of excessive force and racial bias, and Lynch announced that the city entered into an “Agreement in Principle” with federal officials to work to craft a consent decree or “Settlement Agreement” — a binding court agreement which compels local police departments to make changes to their practices on pain of legal penalty.
“It is my hope that soon-to-be President Donald Trump will reverse this anti-cop attitude, and his nomination of Sen. Jeff Sessions is a step in that direction.”
“One of my highest priorities as attorney general has been to ensure that every American enjoys police protection that is lawful, responsive, and transparent,” Lynch said “Sadly, our thorough investigation into the Chicago Police Department found that far too many residents of this proud city have not received that kind of policing.”
Critics believe the investigation and subsequent findings were driven by political considerations and reflect a longstanding problem of priorities for Obama’s Justice Department.
“This is a boilerplate finding that the race-obsessed, Obama-led Department of Justice has reached each and every time they have gone on this witch hunt against police departments throughout America,” said Milwaukee County Sheriff David Clarke in a statement provided to LifeZette.

Actually SCC, I think reading comprehension should be first before the Math Major part. Had this asshat been able to read the finally 8% statement, he may NOT have been awarded the golden asshat award!! :)

For years the state of Illinois funds allocated to CPD for in-service training (over $300k per annum) have been misspent at best. Three years ago Bill Dougherty said in a Southdown Star newspaper article that Obamacare was a good option for retirees.

You can tell how biased this report is just from the fact that all of the "evidence" is anecdotal in nature and their finding is that the police are unconstitutionally stopping and using force against people. Yet with promotions, it isn't true even though they have all of the merit lists and see the incompetence at the highest levels. ..It's just that the department doesn't tell officers what a good solid free from ethical violations system is in place now...
