More "Merit" Fiction

The media, Fran in particular, slobbering over the same old same old:
  • Police Superintendent Eddie Johnson has promoted 142 sergeants — 40 of them on the basis of merit — and followed through on his promise to identify the people who nominated them.

    Fraternal Order of Police President Dean Angelo was not particularly impressed. To him, it was same old, same old.

    “We saw a couple of individuals on there who were injured in the line of duty. That, we were glad to see. But we also saw some of the old, promote your secretary. Guys have been talking about this guy having worked for that boss,” Angelo said.
Fran didn't even bother going over last weeks' posts that pointed out drivers, secretaries and persons-connected-by-certain-body-parts who ended up getting promoted over coppers who outscored them, in many cases by dozens of points and hundreds of positions.

And the lack of a definable "merit" criteria continues to make the entire process illegitimate.

One day many of you will figure out that you work for a criminal organization.

Not saying you are a criminal because most of us are disposable.

exempts losing murder files?
people promoted by nepotism?
test rigged while officer pay a fee?
IAD burying files for clouted sergeants?
Lt's using their rank to free their criminal son from custody?
Chiefs not cooperating with the inspector then retiring with gold braid pension?
Fund being moved around with any safegaurds?
exempts padding their overtime to cash out not reporting going on vacations or used time due?

So the merit is kinda of expected... and the FEDS did not put anything in their report about any issue relevant in stopping corruption.

jUST STAY fetal AND DOWN THOSE CARS!

Here let's follow the career of new merit Sgt GP. Secretary for 18th district and vice for at over ten years. Driver for Anagrone for last year or so. Soon she will go to 10 to work for Sanchez where she will be desk Sgt or buried somewhere inside before she gets admin spot in a unit. Sad part is she actually thinks she deserved this just ask her.

All I can say to coppers is start a business not related to being a LEO. I started a business 15 years ago and fortunately for me I'm doing very well and will be retired this year with 20 years and going at age 49. Best wishes to you guys who make this job a long-term career.

OT, but, why didn't stripper Eddie send his fiancé Weezie to call back? She's under two separate investigations by the IG and she's able to work in a district? If any PO or unclouted Sgt or Lt were under similar investigation, there's no question that they'd be sitting in the penalty box at call back. Seeing as the IG can't recommend to strip an officer, isn't there a conflict of interest that stripper Eddie isn't stripping Weezie and putting her in time out??? Maybe something the DOJ and media might find interesting, but then again this is still Chicago.

Class action lawsuit to define merit. Just because the department posts the names and their buddies who put them in for merit, it's not transparent. Most of us already know who drinks with who, or who kissed who's ass. Explain how a po in CAPS for over 10 yrs got merit??

Graham may not be the front man, but he has surrounded himself with experience....the experience that used to get us 3 to 4% raises and got us all of our discipline protections. Dean will give the house away and will sell the building on Washington after we paid it off. Like Trump stated, "What do they have to loose?"

Dr. Dean Angelo Sr. PhD has a son who was assigned to 014......Check

Dr. Dean Angelo Sr. PhD.'s son was promoted to Det. in January along with his co-worker (JA) who both were on Commander Buslik's special mission team.......Check

For the record they are great friends/mutually respected and (JA) has since been meritoriously promoted to SGT.......Check (Yes, while still in Det class.)

Practically everyone on that special mission team has been promoted or since assigned to great spots............check

Dean Jr. is this close (II) to the aforementioned issue but we are all told to believe that the corruption problem is a mythical unicorn that the Angelo's are not part of........Check

You decide who should be FOP president, the connected or unconnected.......Check

Mr. Trump please help us. Please fly in and support the non-connected candidate that would drain the swamp.....check

There can never be a legitimate merit process. Even if they define what you need in order to get merit. Let's say you need so many arrests, or so many commendations and so many letters of recommendation and so many honorables, whatever the case may be. The person seeking merit will make sure they jump on any paper they can and the bosses will be told to put so and so in for every award they can. Plus it will make regular Joe the cop more angry yhat he is doing the same work and not getting promoted. There is no fair merit process and can never be one period.

Doughtery, Ag-u-liar, Graham, DiMaria all lost their memory about everything while Shields was president. WE went without a contract for a years because of the “letter” so they could remove Shields from office and restart their Dynasty.

Sorry but Jr. was #64 on the list but the Dillon girls are another story. DOJ should be all over this.

My name is Patrick J. Murray . I have lived through five sergeant examinations and truly feel that my scores have been altered from what they should have been . Since being a recruit in Englewood in 1989 rumors have circulated about cheating on numerous examinations.
The City of Chicago hired Ernst and Young to conduct the 1998, 2002 and 2006 Sergeant examinations . At that time Ernst and Young created a group called "SUBJECT MATTER EXPERTS" comprised of exempt rank personnel from the Chicago Police Department to help implement the examination. These bosses were able to garner vital information on the twelve to fifteen scenarios that these tests the candidates
Were to be tested on . Is it truly a shock that many drivers , family members , partners or close friends scored so highly ?
Merit promotions have a criteria and according to the DOJ report it has not been adhered to . Multiple merit promotions for the select few has had an adverse impact on the rank and file . Morale has been affected by what many perceive as unfair . I am running with the "New Direction " team headed by Jim McGuire . One of our main pledges is to promote fair testing and lower the merit promotions to
Candidates that truly earned it . We need to eliminate outsiders such as Father Faker from choosing our supervisors !
Please vote for us ! The FOP has never really addressed this issue the way it should have !!!

The CPD merit system is corrupted by nepotism and favortism. It isn't what you've done on this job, it's all about who you know. It's business as usual for the Department because merit corruption has been normalized. An intellectual isn't splitting the atom when they're trying to find the source of the Department's folly. They think an IG at the interview is going to legitimize the process?! Lord have mercy.

IMHO merit promotions are the single most demoralizing factor in the decline of the Chicago Police Department. Our "leaders" are all incompetent merit hacks that couldn't pass a promotional exam. MERIT = NO RESPECT

Currently is there any exempt member that hasn't taken a merit promotion? Most of them have had several merit bumps.

She played games to get promoted to Sargent and when is the 7th district she was clueless and "like really really dumb ". I can't even compare her to a PPO just because they don't know any better. Hey Ed for now at least send her to call back and make yourself look a little better then her. I would like to know when she went for a drug test last? Anyone? Next time don't allow a Contract bargain point for (400) New Vehicles or other nonsensical issues.
FOP should be firm about reducing the Merit Selections back to 20% OR LESS and no more than 10% Management discretion. appointments.
If being selected for a Non Bid Specialized Unit isn't Dept favor enough, career Sat-Sun House Mice are in the same category.
There are more Units than Districts that are the same 9161, yet most test-qualified Beat guys get snubbed.

Fact. Cook was a detective detailed to unit 121. Waller Chief of Patrol. How does he get away with putting her in for Merit. We know he is not the only one but what the hell. I believe he made her detective also. Look at previous Merit lists you can connect the dots. Our union does not want to get involved with the Merit issue. Until someone fights this it will continue to go on. Washington was the only Merit board member who did not get his guy in. How can you have a board who make a decision on who did well when their pick is involved in the process.

I noticed that there are merit nominee's by the Merit Board Members. That were made SGT meritoriously. Anybody else catch that? I thought the Special Order specifically said, "No Merit Board member will be eligible for nominations." I might be wrong, but I think the process has been compromised. If merit board members nominate and then affirm the nominations, it appears to show a DIRECT CONFLICT OF INTEREST AND AN ETHICS VIOLATION.
Just mentioning it. SOMEONE PLEASE INVESTIGATE.

I've been an avid reader on this blog and feel compelled to comment on this topic because it just highlights the reason on why merit needs to be eliminated.. J.Wigham from Gang Enforcement is telling everybody that will listen; that he will be a merit selection in the next Detective class. He by far is one of the most incompetent, unsafe officers that this department has seen and they want to promote him? He's been dumped from every unit he's ever been on for being a moron. If this is allowed to happen; him and his nominator Holt should resign and do us all a favor. Putting James in a shirt and tie and handing him cases to solve is like having Corky in a spelling contest. I know bosses read this blog; please stop the insanity of this happening. James should work at a Dollar Tree where he belongs!!!

Hey trot me out the guy who turned down a merit Sgt's spot, then I'll say they should ashamed of themselves. Do it, find me the guy who took a step back and said, " nah I don't deserve this,." Lol the fuk outta here with your bullshit. "Big fat raise? Nahhh don't need that shit!" Don't be mad that some people played the game better than you, up your game bitch! Sorry but I found that above statement hilarious! Angelo Jr. can't even put a sentence together without sounding like some old mob gangster having an f-bomb seizure attack. The kid is funny to listen to, but not the sharpest effen pencil in the box. He was on the "special" day mission team with J-Dog (J. Dillon). All the special mission team "minions" worked inside on days now promoted except one that landed in the mounted unit. While the rest of us took jobs and pushed beat cars working a full day. Wish I had a private office to study in. Not some beat up squad car with a binder on my lap. For me it was EARNED not GIVEN.

All ranked promotees should get a shirt that reads "EARNED not GIVEN".
We weren't given merit and we weren't given the answers.

I'm not the original poster, but I've never heard or read anything at the retirement seminar of any penalties from retiring prior to age 50. Are you familiar with where exactly I'll find this information?

I think we should have a merit pool that the rank and file can vote on. Let all the sworn members of a district pick their merit nominee for the merit pool, then allow a merit board made up of a member of each rank to choose the promotee.

News flash kiddo- you're probably not as liked as you think.
The merit system is most definitely flawed, but I'm not sure your ( let's vote) idea is the answer.

Perhaps post a PDF of the entire merit package of every single merit applicant. You would definitely see the exaggerated stories or blank any lies exposed. Nominations would be way more careful vetting would be applicants if that was the case.

I understand your frustration, but the beauty contest isn't the answer.

Just because they appear to have made it by score doesn't mean anything. Some numbers are bumped up at city hall before the department gets their hands on the list. So pay close attention to the entire list as well. Either way you're screwed.

Activity of arrests, tickets, case reports written, felony arrests and traffic... Medical days taken. Complaints and court attendance history I.e. No court deviations. Add in reviews by supervisors and that should be the only basis on merit. Each catagory holds weighted numbers. I.e. 7 points for 200-300 felony arrests, 8 points for 3-4 hundred felony arrests and so on. Subtract 1 point per cent number, add points for no car numbers, add points for no spars, court deviations etc. no medical days add more points. And so on so forth. Add all the numbers up. The hugest 40 people in that ranking regardless of who they are or who they know gets the merit nod. Maybe add points as you get more time on and maybe give a point or two for military. Add a point or two for each level of education. Either way, the most points wins.

Hey dummy. Don't go making sense. Don't you know whighams dad was a deputy chief who is now retired? Also we can't forget that Elgin holt, who will be the nominator for whigham worked for whighams dad. So did deputy chief Watson who is holts boss also and who has a say who holt makes as merit. Whigham can't even spell merit let alone comprehend what it means to be made by it. And please, don't offend dollar tree workers by putting them in the same boat as him.
