Another Tax?

Rahm campaigned on ending the "head tax," yet here it is again, popping up at what works out to be a 1650% increase:
  • Chicago aldermen introduced a proposal April 19 to charge employers $33 for each employee on staff to drum up revenue for Chicago Public Schools, or CPS, budget shortfall.

    Chicago had a head tax from 1973-2012 until Mayor Rahm Emanuel phased out – and ultimately ended – this job-killing tax. The employer’s expense tax was a $4 per employee tax levied on employers of more than 50 full-time workers in the city of Chicago. Mayor Emanuel made it a centerpiece of his election in 2011 to eliminate the head tax entirely. By 2012, the tax was reduced to $2 per employee, and the tax was completely repealed by 2014. The tax applied to companies with 50 or more employees.
It's a proven job killer.

But wait, it gets better:
  • Eighteen aldermen signed on to legislation that would introduce the “head tax” to Chicago employers with 50 or more employees. However, employees who reside in one of approximately 30 neighborhoods would not be subject to the tax. These neighborhoods were chosen based on being in the top 20 in violent crime or the top 20 in hardship index.
We're guessing these neighborhoods not paying the tax aren't in your typically zoned "light industrial" areas of the city, but somewhere else.

Has anyone in the City Council actually ever run a business? Or taken Econ 101? We're betting the answer is "No."

How's about this one Rham, I will up you a nickel or dime, like you did for the gas tax--- how's about every employer with more than 9.5 employees pay that tax. The camera ticket companies don't pay the tax-- they are not included in this. This is for the children in those shithole neighborhoods that the Democratic Party has created and social engineered since 1960

So if employee A lives in 011 and employee B lives in 016 and work for Company A, there is no head tax on employee A based on where employee A lives and employee B is hit with a head tax. For a business I would think that such an arrangement for taxation is discriminatory. But what am I thinking, this is Chicago where illegals are protected and given free city services.

Nice. Sucker in all those companies from the suburbs, get them tied to nice long leases on expensive property in the Loop, then hit them with a big headcount tax and add in an administrative nightmare to sort out people (and folks) who live in certain geographic areas (which also means that you have to continually keep track of where and when people move). What could possibly go wrong?

Apparently Caterpillar is the smart company opting for the suburbs instead of downtown when they leased a new corporate office.

Why don't they enforce the CPS residency rule. Let's start at home kids . If they took at hard look at it at least 4 out of every 10 employees violate the rule they were highered under. Many husbands and wife's do it together as double dippers. Oh I see don't ask don't tell is the way the principal s operate /see here . It's the Chicago way!! Accountably starts at home. CPS is wasteland of tax dollars and political patronage.

Rahm & the alderman are making it perfectly clear that the working class will be taxed through the nose - until they finally wise up and leave. you either have to cut spending or raise taxes. at present it is politically more feasible to raise taxes. at some point that may not be the case but for now the politicians see raising taxes as their best bet.

Don't forget no property tax increase for folks in those neighborhoods and no garbage collection fee either. From each according to his ability, to each according to his needs. From Marx to Auerbach (Emmanuel), not a long walk. I guess when a prima ballerina is handed Wall Street millions based on his political connections there is not much value on money. Where does the CPS money go? It a freaking mystery.
Every year, year after year the CPS budget goes up and the kids get dumber and learn about dependency.
When is the reform coming to CPS spending?

There's $65,000,000 in the AlderThieves Ward SlushFund and another $3,000,000 in an Illegal Alien ID Card Fund, that's a pretty good start to stave off the CPS bill collectors, they could have the CTU memmer'ship start paying 7% more to their pension, layoff the excessive headquarter administration staff and forego the air conditioned classroom retrofit.

They have it set up were if there is $100 in the general education fund and $50 is deposited from the lottery, $50 of the original $100 is deducted. Where does it go ? It's Illinois pal take a guess !
