LAPD Goes Fetal
- In 2013, something changed on the streets of Los Angeles.
Police officers began making fewer arrests. The following year, the Los Angeles Police Department’s arrest numbers dipped even lower and continued to fall, dropping by 25% from 2013 to 2015.
The Los Angeles County Sheriff’s Department and the San Diego Police Department also saw significant drops in arrests during that period.
The statewide numbers are just as striking: Police recorded the lowest number of arrests in nearly 50 years, according to the California attorney general’s office, with about 1.1 million arrests in 2015 compared with 1.5 million in 2006.
It is unclear why officers are making fewer arrests. Some in law enforcement cite diminished manpower and changes in deployment strategies. Others say officers have lost motivation in the face of increased scrutiny — from the public as well as their supervisors.
The picture is further complicated by Proposition 47, a November 2014 ballot measure that downgraded some drug and property felonies to misdemeanors. Many police officers say an arrest isn’t worth the time it takes to process when the suspect will spend at most a few months in jail.

That one incident and how the President of the United States, Attorney General of the USA, the Governor of Missouri, and the press treated former Officer Darren Wilson is the reason why LEO's are making fewer and fewer arrests. I met a Fergusson Police Officer recently and the story he told regarding Wilson current life is unbelievable. Former Officer Wilson and his family are living a miserable life. And for what one might ask? Wilson is being crucified for just doing his job. Many, many current PO's look at that case and made a conscious decision to take a step back. For years here in Chicago we have heard the common theme coming from the ghetto: The Police operate as if they are Occupational Forces in a war zone. The :leaders: of the black community have been saying for years that pro-active policing has too and must be stopped. Police Officers not only here in Chicago and through out the nation has seen what can happen to them and their families. LEO's got the memo. The black community got what they have been asking for. The black community is now reaping what they sewed.

LAPD started their body-worn-camera program around 2015. Later that year, an LAPD officer equipped with a body cam shot and killed a homeless man, a shooting which was deemed "controversial" by the media. In 2016, the Los Angeles city council approved nearly $70-million to purchase enough Taser body cams (and data storage) for 7,000 officers, to be equipped by the end of 2017.
Body cameras introduced, and arrests go down. Could be just a coincidence ....

We could, and most definitely should, have only half to a third of the alderthieves that we do.
Cut them from the budget and put that money into our pension fund that Rahm wants to let go belly up.

Mayor Eric "Yoga Pants" Garcetti of LA has made the atmosphere for the Coppers in LA much like it is in Chicago.
