No Consent Decree?

Rahm and the ACLU are pulling their hair out. Rahm because this means no federal money to misappropriate, and the ACLU because they can't dismantle the Department that they hate with a passion:
  • U.S. Attorney General Jeff Sessions' order to review federal court agreements that bind city police departments to reforms creates further uncertainty about whether Chicago will see such a decree under President Donald Trump's administration.

    On Tuesday, the Obama administration official who oversaw a civil rights investigation into Chicago Police Department said Sessions' review signified a "retreat" from the federal Justice Department's previous work. And Mayor Rahm Emanuel reiterated he'd continue pursuing police reforms regardless of whether the city is compelled to do so by a federal court order — a theme he has stuck to since Trump took office.
The Slum-Times article points out that all reform now rests squarely on Rahm's tiny shoulders:
  • “It takes away a point of leverage if he was trying to convince various stakeholders that might be in opposition to reform that he has no choice,” said Police Board President Lori Lightfoot, who co-chaired the mayor’s Task Force on Police Accountability.

    “The mayor has to own responsibility for this entirely now. The federal government is walking away. Not a surprise. But this [Sessions] memo makes it abundantly clear,” she said.
Prickwrinkle is dancing around her office. She or her lackey have just leapt into the theoretical mayoral election lead as Rahm needed federal people to blame for reform (or lack of reform).

Alderscum Sawyer warns that the FOP is going to be "emboldened:"
  • Ald. Roderick Sawyer (6th), chairman of the City Council’s Black Caucus, said Emanuel’s job will now be “much more difficult.”

    “With the federal government backing us, we would have had the force of law behind us in implementing these changes. Now, we don’t have that. And we’re going to have an emboldened FOP saying that, `We don’t have to do these changes. It’s not necessary,'” Sawyer said.
By the way, the word "emboldened" must have been on ignorant politicians' Blackberry feeds all day:
  • Police officers are emboldened by a Sessions memo that, Lightfoot contends, pushes the “false narrative” that, “If you support reform and accountability, you’re somehow anti-police.”
No Lori - the "false narrative" is the one that even if police are doing their jobs correctly, which has been backed up by local, state and federal studies in Ferguson, Baltimore, Cleveland and across the country, along with the retired judge overseeing the ACLU agreement here, they're still assumed to be racist and must be punished for being the police.

  • And Black Caucus members are threatening to hold up ratification of any police contract that continues to make it “easy for officers to lie” by giving them 24 hours before providing a statement after a shooting and includes “impediments to accountability” that prohibit anonymous complaints, allow officers to change statements after reviewing video and requires sworn affidavits.
Whoever ends up in the Big Chair at the FOP ought to be demanding, first and foremost, that Chicago Police Officers be granted the exact same Rights as the FBI and assorted federal agencies in regards to statements and interrogations. Fuck these alderassholes who lie at every opportunity, steal anything that isn't nailed down and spread false information like it was going out of style.

Why do you think federal money would have been forthcoming if there had been a consent decree? That has never been the case in any other city. It costs the city under a decree / agreement lots of money in order to comply. The Feds don't pay for any of it.

All that a decree would have offered was Rahm the ability to say, "Sorry, I gotta raise taxes to pay for those cops."

I'm sorry but Kevin Graham might be a nice guy, but how can he better this situation? He can't even come out in roll calls and explain what he will do. This is not calling Kevin a jagoff, it is asking us all the serious question of can he handle a job that comes with extreme criticism from outside and in when the time comes. Can he get on the phone, radio or tv and speak to the people and fight for us? Again this is not a slap to a guy that appears to be nice, but where are you? Have you given up on trying to get elected? I know you can't make every roll call, but make some in this last week and tell someone what you will do on discipline. If not you leave many of us with absolutely no choice.

This is what scares the rats and pimps of our political scene. If they target police, they need the help of a sympathetic us attorney to twist a police officers actions to shut down local law enforcement i.e. Ferguson. Outwardly and in public these pimps and whores fret over the killings and mayhem. Behind clothes doors, they love it . It keeps them relevant in charge and keeps them getting paid.
How these local politicians have not been run out of town still baffles me. How much more does everyone need? Doesn't the public see the families being destroyed by the mayhem? The taxpayer watching wheelbarrow after wheelbarrow of cash being tossed out the window financing useless anti-violence programs.
The city has an anti-violence program. It's called law enforcement with lawful behavior.

A federal judge also commonly appoints a team of experts to give guidance and monitor progress toward the goals of the agreement. Such monitoring teams are costly. New Orleans has paid out roughly $2 million a year for its monitoring team, while Oakland was charged $1.68 million for its first two years of monitoring.

The bills for those expert teams come on top of other expenses, such as the multimillion-dollar cost of body cameras. Seattle estimated their consent decree cost the department $40 million, including $6 million or more per year"

So, the burden falls directly on the city's taxpayers.

Training was implemented in Chicago Public Schools to portray all cops as if they worked for Jon Burge,who has been gone for well over 25 yrs.! Rahm completely altered Proactive Policing, a Pillar of Community Policing, and replaced it with what makes police guilty of "Racial Profiling" every time they stop anyone, until they can articulate their way out of why they made the stop. ALL THE WHILE IGNORING THE ISSUE OF THE SUPPRESSION OF THE VIDEO! If Rahm believes the CPD needs reform, the City Council believes the CPD needs reform, and the CPD Supt (Special Ed) believes the force needs reform -- Then REFORM it! There's no need for the Feds & Court to hold your hand, just do it, Rahm. But then YOU own the results, right Tiny Dancer.

btw, Doesn't anyone find it just a little weird that every Police Force that Vanita Gupta, head of Obama's DOJ Civil Rights Division, looked into for 'systemic racism' and civil rights violations of minorities, that She Found It. She was batting 20 for 20 -- 20 Police Depts looked into, 20 Police Depts found that's full of racists. The odds of that happening is incalculable.

So either a) Vanita Gupta set out with a predetermined conclusion that she worked back to to reach, or b) she's the luckiest person walking the planet and should have a 2nd home at a Race Track.

I think many would like to see real reform when it comes to promotions and assignments. The fact that just about every command person this this department is a " merit" pick who collectively could not pass a promotion examination based on job knowledge.

McCarthy says he's been encouraged to run for mayor

Garry McCarthy
Former Chicago Police Superintendent Garry McCarthy said in a radio interview Wednesday that people have encouraged him to run for mayor, but he also said he's "not very good at" politics and did not say whether he would consider a bid.

Mayor Rahm Emanuel fired McCarthy in December 2015 amid the fallout of the Laquan McDonald police shooting controversy. Since then, McCarthy has done public safety and security consulting in the private sector and has appeared on occasional TV and radio interviews in which he mostly has criticized the city's handling of crime and the Department of Justice's civil rights investigation into the Chicago Police Department.

Asked Wednesday on WLS 890 AM if he would run for mayor in 2019 or support someone running against Emanuel, McCarthy laughed before offering a response.

"A lot of people are encouraging me to do that. Politics is not in my DNA. I'm not very good at that. As you guys know, I'm very straightforward," McCarthy said. "But I can tell you this: I would support anybody who would start thinking about performance-based government rather than politics, because that's what we need in Chicago. There's no measurements. There's nobody holding anybody accountable. It's all about politics and communication strategy, and I'm sorry, that just doesn't work to get things done in a big city."

McCarthy did not criticize Emanuel by name in the interview. But he made it clear he was not happy with the city's policing strategy since his departure, and he lamented the fact that homicides in Chicago have spiked dramatically. The former top cop suggested City Hall is more concerned with political optics than what it takes to properly police the city.

"The set of rules being applied are just preposterous. The problem in Chicago is not the police. It's illegitimate government. It's politics," McCarthy said. "It's doing the same things we've always done and expecting different results, which I believe Einstein said is insanity."

Emanuel declined to respond to McCarthy's comments at a morning news conference.

In the interview, McCarthy also praised the Trump administration's announcement Tuesday, in which Attorney General Jeff Sessions ordered a review of court agreements that bind city police departments to reforms. The former superintendent said the Justice Department's report after its 13-month investigation into CPD was politically tainted and accused former Attorney General Loretta Lynch of lying when she said McCarthy did not make himself available for an interview as part of the investigation.

"The credibility of that report is seriously in question," McCarthy said. "The bottom line is this: That report was completely politically motivated. As you know, I was not interviewed, and the AG lied on national television, saying I was not available, which is nonsense."

These Aldermen are completely out of control. 45th Ward Alderman Arena is using his social media to intimidate and threaten anyone that opposes him and the housing projects, he is shoving down the throats of his constituents. Arena is having fake supporters post peoples place of employment, with the threat of calling their employers to tell them they have hired a racist and bigot. One of these fake supporters has an engineering company that stands to make a lot of money off of this project, this same "supporter" has demanded to know where people live, in an attempt to intimidate them. While another paid supporter, who actually lives in Rogers Park, tells people to get out of HIS neighborhood and to not dare "fuck" with him or Jefferson Park. These henchmen have somehow found out that some of the people that oppose Arena are the police and have threatened to file complaints against them for using social media and for verbal abuse. These paid supporters may have access to city computers, because they have found where officers work and their work history. One paid supporter posted a public site displaying an officers unit of assignment, yet stated that, that officer is no longer there and stated where the officer is currently assigned.
Is Arena letting these paid supporters use his city computer or is he feeding these people information obtained from a city computer? Arenas office has been notified of this, yet he refuses to do anything about the threats, because he supports it and is probably paying for them. I know police reports have been filed against these people with Arenas name all over them. So an Alderman is using his own social media and most likely a city computer, to intimidate and threaten people who oppose him. Welcome to the Northwest Reich, ruled by Fuhrer Arena.

Why are there so many openings for sgts (30) and lts at the academy? Was this part of the DOJ's recommendation? Is the academy going to be staffed with supervisors to teach the classes? If so, this is another example of rhama-lama-ding-dong implementing a change that he is now not required to but is going to cost the city a ton of $$$. Those sgts and lts taken from the street will still have to be replaced (to fit another obama-lama-shim-sham's doj recommendation).

I dont know what would be worse. The academy instructors being house mice blue shirts with barely any time on the streets who are in there because of who they know or an academy full of meritorious white shirted clowns with the same background but stronger juice (or juicier booty) to get promoted. If they want to implement anything positive change regarding instructors, make them have a minimum of 10 years on the street.

The kid is known in the unit as Chia Pet! He’s so short he has to grow the shit straight up. With the old height and weight requirements he could have never been hired. Has to spike the hair with wads of gel. Can still get on the kids rides at amusement parks. In the dictionary next to “too much college but not enough grade school.”

I dont know what would be worse. The academy instructors being house mice blue shirts with barely any time on the streets who are in there because of who they know or an academy full of meritorious white shirted clowns with the same background but stronger juice (or juicier booty) to get promoted. If they want to implement anything positive change regarding instructors, make them have a minimum of 10 years on the street.

Well i know one Sgt. putting in a resume who has way more time than that, who only ever worked the street. We shall see if the department will choose street experience or under ten year merit Sgt. wonders.

I am not assigned to the academy. But may of the instructors have Master's Degrees. It is called being qualified to do the job.
