ET Car Notice

This is "fucking golden," to quote a former governor.


That last portion is "concerning."

Is the City fining CTA bus drivers for triggering red light and speed cameras? What about garbage trucks? Streets and San supervisors running around in those leased vehicles from Indiana? Fire trucks that aren't responding to calls, but rather returning to quarters?

We're pretty sure none of those Departments are tagged for improper operation of vehicles - perhaps administratively, but there was a union that fought the actual fine and won it.

Anyone have any guidance from the FOP on this? Because the way the City is drilling down responsibility, we wouldn't be surprised to claim the ET's are personally responsible for any fender bender, property damage or personal injury accident that occurs in a leased vehicle.

On a humorous level, I foresee lots of those portable emergency flashing lights will be gracing the top of a lot of 60" TV's in subsidized housing.

On a less humorous note, I foresee Evidence Techs getting hurt, or worse, thanks to the lack of anything identifying these shiny new cars as police vehicles.

I called the on-call person and received advice to write a to/from stating my refusal to operate a non-police vehicle because the following three reasons:
1. operating one may jeopardize my safety due to circumstances beyond my control.
2. operating one may jeopardize my job due to circumstances beyond my control.
3. I.O.D. benefits have not been guaranteed.
FOP said they will have an email blast tomorrow (Monday).

An et showed up to a scene and there was zero legal parking in the area. None. So what is he supposed to do? Pay for parking? Park it in a pay parking lot? Double park and get ticketed by dept of revenue guys. It's ridiculous.
He ended up parking on a hydrant and we had a officer sit on his car to make sure it didn't get ticketed. Crazy times we are living thru on this job.

We get all the redlight tickets for fire dept vehicles and we have to prove to the department and the camera people that we were actually responding to an emergency. If we lose, or don't have proof we have to pay, provide proof that we did and will still be disciplined. Double jeopardy for the city.

Ps, that's a low blow SCC. I see squad cars disobeing traffic control devices without any lights or sirens, often just to get to the white hen around the corner from me. There is no reason to drag us into a fight you have. Get the FOP to stand up for you regarding the camera enforcement like the damn useless criminal CTA drivers.

I have been retired for 10 years and when I left I knew the Department lacked leadership but this is ridiculous. Who was in charge of longer ( say 5 years) planning? It is expensive to rent cars from Enterprise, in my previous position years ago I was privy to the costs then.
I do think all the " merit" promotions are coming home to roost.

How about the fact that ETs' recover evidence at crime scenes like blood. That blood ends up in the trunk of those vehicles. Those Enterprise vehicles are then either rented or sold to the public. So you may be placing your kids toys coat etc where evidence from multiple crime scene was previously stored. Nice.

Peoplecare always confused when they rent a car. They believe that they're covered under the rental company's auto insurance. Also they fail to realize the optional rental insurance is to protect the rental company's car. I doubt that a rental car would fall under the city's self insurance clause/policy. I would be very careful driving a rental car for police work.

Safety issue FOP should not wait until tomorrow. Policeman in uniform definitely should be in marked vehicles. Likewise tactical units should have unmarked vehicles which are equipped with proper emergency siren and lights. There is no tomorrow on this issue.FOP should act today.

Correct me if I'm wrong but didn't we have two officers narrowly escape death a few weeks ago when their covert vehicle was mistaken for the enemy gang?
How is sending out ET.'s in cars not a whole lot better than covert vehicles a smart thing to do?

Obviously Rahm and FatHead Ed don't think too much of us to try and pull this bullshit.
All that taxpayer money that went to Rahm's pet project of DePaul Arena would sure come in handy to buy sorely needed squad cars.

Yes, these rentals are not emergency vehicles in that sense, but it is common in private industry for the company to carry insurance on company cars and cover all expenses. Any accidents would be investigated and if you as an authorized driver are involved in an accident and you show gross negligence you can be fired from your job. What the city is telling you by issuing you a rental car, is " do not hurry to any assignment, take your time, follow all traffic regulations and park legally". No legal place to park? Get a supervisor to approve a parking spot that is not legal and make a note of it.

I'm sure the bean counters had ran it through Rahm's people for a year before they gave spending approval for rentals.

But I won't doubt City Hall offered to give them a CTA bus pass and a Divvy bike (failing company) with a basket in front to prop it on the front of the #14 CTA Jeffery Jump. They also probably explored if using Uber it would be quicker and cheaper.
Long ago, when K-9 had exhausted the use of their fleet of 1985 Ford station wagons (Country Squires), motor maintenance repurposed them and gave them to ET's and PO's as pools.

As for red lights...
Ever see an ET in a hurry ?
Maybe in the parking lot after check-off.

As a department we have had more than a handful of close-calls within the last year or 2 involving department members driving those Ford Fusions.
Even with the M-plate, they don't look like police cars. There have sadly been cases of detectives and specialized units driving them being mistaken as rival gang members- even while in uniform.

This is downright dangerous, you are basically having officers circling neighborhoods in coverts- I don't give a damn about some flimsy light they try to put on your dashboard. Bottom line is, it looks like a covert car.
I thought we just found out a few weeks ago in 009 what gang members think of being followed by cars that don't look like police cars?

The blood will be on the hands of the city of god forbid one of our brothers or sisters gets hurt as the city tries to piece-meal our equipment together.

So an ET in uinform in a rental car is flagged down for police service of any kind and yet fails to take the appropriate action due to the limitations set forth in the order/policy, can that ET face disciplinary and legal ramifications??? Are the ET's fully indemnified legally and policy wise upon operating rental vehicles which are classified as administrative vehicles? Unless the department tenders a written policy and or guarantee that the ET using said administrative vehicle will be fully indemnified and covered by department policy and for insurance purposes then I cannot see nor can done any ET utilizing such a vehicle for official poplice purposes. Anyone remember ET Flisk? FOP needs to jump on this IMMEDIATELY!!!

These cars are cars and thus the language in yer contract is - by their account - sufficed. Of course yall know that is BS. SO do they! The failure of the union here is clear and their emailer will show it. They are, it is, essentially delaying the delay, which works to Rahm's advantage and his crew's advantage - remember, delay is what they want.

Last I checked, evidence went in bags that were sealed. So there ought not to be anything "in the trunk" that's spilled, otherwise you've got some pretty big chain of custody and spolilation issues to contend with.

When considering the shit that the average vehicle renter stuffs into the vehicles - a sealed evidence bag is the least of your worries.

Man the city is dumb and cheap. All they need to do is use vinyl vehicle wraps and could turn a civilian vehicle into a marked police vehicle. The wrap could be removed when turning the vehicle back to the rental company. 10 cars would cost about 3000 to be wrapped. But they are cheap and don't care about officer safety. Hey dumbasses, a simple Google search reveals dozens of companies in chicago area that could solve the problem in a week.

I personally know an officer that had to pay a speed camera violation on the quad car he was driving. He was unable to prove he was responding to an emergency.

This city is beyond embarrassing and the working coppers are no longer going to work. You can thank the Mayor.

Heres a thought to consider.

If I as a PEA am out on patrol and I happen across multiple Marked on a Scene, and oh lets say Crime Scene tape, I personally exercise due caution and AVOID the WHOLE DAMN Block. Don't care if it is CFD, CPD. Multiple M Plates or MP plates, marked vehicles or unmarked.... Don't Care.

I go in a different direction unless for some reason a Cop stops me to ask me questions about anything I may have seen in the area I just came from, and of course that type of question isn't about how many tickets I wrote.

Now...as a suggestion:

Consider asking the WCC or whatever the title of the week is for a District Official Duty placard. IF there is going to be these damn Rental Cars used like Fleet Vehicles, an Official City Business Placard should be parked in the Damn Glove Box of the vehicles. Not necessarily one that cries out ET on Duty...due to chain of custody security and shit in the trunk that is VITAL to the case.


I ran into a passenger plated vehicle on a Residential Permit block the other day. Had a CPD Official Business placard on it but no Permit for the Zone.

I LEFT IT THE FUCK ALONE because I am not Karnak and I default to "vehicle RO is on Police Business."

You guys know me for the most part here. We catch enough flack just doing out jobs, but we don't go after M Plates, U plates or any other type of OBVIOUS Gvt vehicle.

If they want these to be recognized as police cars, all they need to do is order up License plates that start with 'ZA' or 'NU' from the Sec. of State. Then put them on the grill with gigantic fender washers and have fleet install wig wags. How many remember those days???

No fucking shit. The poster was making the point as in a capacity as a detective, responding to a scene, you aren't a covert unit working in a covert capacity. Yes, you should always be aware of your surroundings, but in the moment you just might glance at your phone or drop your guard for a second (we've all done it, you're only lying to yourself if you say you haven't) maybe it's best to have people know you are the police, they might be less inclined to take a shot at you knowing it will being mad heat on them or their people. You aren't patrolling or trying to do surveillance to get your dope pinch. And he/she is absolutely right about the fusions. Dangerous. An ET responded to a shooting I was on the other night in a Nissan Rogue or Murano with fucking yellow temp tags on it. Because that won't be mistaken at all for a shithead car rolling around in the middle of a fucking war zone.

That unit should have take home cars anyway considering the amount of time wasted loading and unloading equipment and sitting in a roll call. An ET could become available immediately from home by coming up on the citywide instead of pointless roll calls which delay response times and cause backlogs. The processing of a scene, inventorying, and packaging is already too time consuming without adding more delays.

They also ticket other police passing through their fair hamlet but were quick to hint for getting a break when they passed through my town with a lead foot. Also remember when Great America (now 6 Flags) started stopping off duty officers from carrying their firearms into the park. Gurnee PD offered no assistance with securing the weapon so the copper with his family could still enjoy his day off. Their attitude was "lock it in the trunk!"
If it wasn't for Bass Pro, I'd have no reason to stop in Gurnee.
As for as the Lake Co. Sheriff's Office, they are an agency which Cook Co. should try to be like but we know that Dart will never let that happen.

You are paranoid so if I buy a Enterprise rental that has blood in the truck or front and back they are liable. There is probably blood in 90% of their cars. People get hurt and transported to the hospitals in cars, kids get nosebleeds, children get injured at sporting events at the beach and Enterprise gets sued. Everyone must be out to get you

If they are City Rental Companies....I think it was Enterprise that was mentioned..

They are covered on what is called the BC-11 or BC-10 Fleet Purchase program by the City Clerk.

They do not have to display a current valid sticker.

So Run the plate. If the Rental Car comes back to Chicago, 99.995% chance that company is on the List I mentioned.

We get it from the Clerk every year.
