What Manpower Shortage?

So the message now is "Lie to Aldercreatures:"
  • Today all Commanders got called down to hq and got their asses reamed by the 1st for having the audacity to tell alderman the truth about being short officers. KN told them in no uncertain terms that he will DUMP any commanders who say they are short manpower. He told them he dares any of them to mention manpower at Compstat and promises they will be demoted on the spot.
Of course, aldercreatures accepted the IG report on non-cheating, despite the mountain of evidence that is currently being shredded at IAD, so they probably wouldn't recognize truth as opposed to lies anyway.

There's no manpower shortage. They just like paying overtime for people to work their RDOs. Having multiple down cars each night is just a fun strategy, not the result of not having enough people to man all the cars. There are so many evidence techs that crime scenes are being processed practically while the crime is still being committed. The FTO program is running smooth as silk. There's at least 3 FTOs per PPO. The Pops are definitely not sitting at the desk or riding around with sergeants. We have 13,500 officers on the street at all times. Yeah, that's the ticket. Fully staffed and morale is through the roof. Everything's fine, just fine. Violent crime? Totally unheard of. Safest city in the world. Property crime? Not here. Fat Eddie and his totally legit band of lieutenants have everything under control. The command staff is made up of only the best and brightest minds in law enforcement.

His latest game that he has been playing with himself involves him trying to catch officers doing imagined or percieved signs of disrespect towards him. In the last month he has cried like a little bitch to any supervisor that will listen to him because certain coppers didn't address him properly or stop to talk to him. He should have as minimal interaction with police officers as possible. Clueless and out of touch with reality best defines the Escamerit creature.

When the issue of manpower comes up, it's getting to the point of having Gen. Patton command a fake army, complete with rubber tanks, in order to fool the Nazis. Look at things from the city of Chicago's perspective- manpower is down but productivity is still up and crime (except homicides and shootings) are down.

At check off I look at the citation folder and it is full of parking tickets, movers, anovs. The other tray has a bunch of tows or impounds.

Face the truth- we officers are doing a great job and do not need additional manpower. Keep up the good work officers- the mayor and alderman appreciate it.

I recall a manpower shortage in the 80's. What the department did was to re-beat the districts - less sectors less wagons - and cut the number of primary beats. The city cut the base personnel requirement. Then they could claim 100% manning of cars. Smoke and mirrors.

And it's true, in their infinite wisdom, HQ truly believes...there's no shortage when you have "the allotted percentages" (on paper) assigned to District law enforcement.
The Merit appointed professional pencil pushers love to play the numbers game.
For the citizen troll: That total allotment includes admin house mice, CAPS, school cars, tact and mission teams (subject to deployment elsewhere).
Actual manned Beat cars on the street available for calls always short. Never a shortage in the office.

Maybe HQ should clear out their excess and make some parking spaces available at the 35th St lot.
Hey KN - newsflash - Compost paper shuffling is not police work.
Maybe CAPS shouldn't have more manpower than a 1st Watch roll call.
Maybe there's too many soft spots like being assigned to schools, down in the stations and tact missions on the PCAD but assigned to another district.

Just another shake-your-head face-palm story from Police Headquarters. It's the District Commanders (and the DSS of every watch) that know if their districts are short on manpower and it's damn well their job to speak up about personnel shortages. Unfortunately, this city and department are run like a third-world banana-republic junta. Our bosses spend more time and effort covering up the truth then making any meaningful management decisions. They should create a new commendation ribbon for our merit elite. A bright yellow ribbon (the color of cowardice) with either a dollar-sign, banana or turd pin smack-dab in the middle.

While the department is ridiculously short its the district watches that really feel the pinch.

The units and HQ are always adding to their staffs while further taking away from Patrol.

Also every District has way too many people detailed out and way too many hidden/special people tucked away and not available to work the street.
Who feels the pinch the most from all that BS? The watches that struggle to find the manpower to man even the basic staffing of beat cars.

Manpower in 007 went from 380 in Jan to 330 now, just in time for summer. I wouldn't care if those officers went to 022 or 016...but no way thats happening. They are asking people to work regular beat cars for time and 1/2. More reason to stay fetal boys and gals.

Just like when they cut the D-unit from 5 to 3 areas. When they did that we were automatically at full manpower while the day before we we over 200 down. Too bad there are no real reporters in this town to figure this stuff out.

I believe it was 1981. Four sectors magically became three sectors. The 40 sector in each district just disappeared. POOF! The remaining three sectors and the beats became larger to accommodate the change. We also received our first contract which included a raise, but it took a couple more years to ratify it and have a start date. We would have never had a contract if our friend, Mayor Jane Byrne, had not been the Mayor.

This is their creative thinking out-of-the-box strategy that justifies the six figure salary they collect. Overwork and over-stress these officers until they break and then wind up on the 6:00 pm news for making a controversial split second decision. Then fire them or spar them with that sanctimonious shit they are programmed to spew "We do not condone those actions", "We do not train our officers to do that", "We will not tolerate such behavior", etc. Continue down this path of cancelling days off and restricting time due, and at some point people are going to say "fuck it, I need some time off" and they will hit the medical to get it. Argue all you want whether it's wrong or unscrupulous, but the fact is everyone needs some R&R and will get it some way. The problem is this department has been morphing into a top-heavy pseudo corporate organization, where you have far too many over-paid administrators and supervisors with redundant responsibilities micro-managing fewer and fewer subordinates into miserable performance for the sake of appearing necessary or important. They continue cutting real-time needed personnel while creating more upper-level positions allocating finances toward paying those inflated salaries instead of hiring more hands-on workers. Meanwhile, less gets accomplished with more people being payed to watch.

Then he really won't like the fact that I sent an anonymous email this morning to the Emma Mittz alderman office about how all the shootings in her ward could have been prevented if the city gave the district the adequate amount of police cars. Instead we have bike patrols up that these new guys don't even like working. Putting bike patrols up in the parks makes absolutely no sense when all the shootings occur on North Ave and on Division. Put up more cars, more visibility, and a better chance of shootings to go down. Escamerit and the shot callers downtown are ABSOLUTELY FUCKING RETARDED!!!!!

In a personal situation, I was introduced by a mutual friend to 1st. Deputy Navarro. He listened to the intro for a few seconds until he determined that I could be of no immediate value to his career (i.e. networking) then he merely just turned away like I was invisible.
I said to him, "Geez, nice talking to you"(sarcastically)but he just didn't get it.

There is a manpower shortage, but there's no shortage of members of the CPD command ranks who have been promoted over and over through the merit process. While it is true that you can have good and bad bosses no matter how they were promoted, is it too much to ask that command members pass even one promotional exam? Shouldn't they have to prove their knowledge of directives and their proficiency regarding situational job knowledge even once?

The whole merit process was sold to us as a way to promote good police officers who don't test well, and yet it has always been used as a reward for the clouted - the cronies and sycophants of the exempt members and politicians.

And the poster boy for everything wrong with the merit process is the very person trying to conceal the manpower shortage, our very own first deputy superintendent.

When the city hired police and didn't slash manpower that never happened. It's as plain as day. The city didn't hire and huge numbers just retired or quit with a lot more coming. The media should do a numbers search comparing today with 8 years ago.

Northside districts have been hiring back supervisors on their RDO's for at least the last month. This is just to put 1 Sgt on the street. In the meantime the calls to Dep Chief Nagode's office asking for replacements go unanswered. I'm sure the OT is nice but it's all coming to a head for the 7th period. Between furloughs and burn out they'll be lucky to have a DSS in 16,17,20, and 24.

What that retired Lt needs to realize is that the dept is short all ranks.
This isn't 1990 or 2000.
Times have changed dramatically since he worked CPD.
A supervisors job and dramatically increased since he worked CPD.
But hey retired Lt. Angone, I'm sure you have all the answers and are willing to come back and show us all how it's supposed to be done! NOT

This is nothing new.during phil's reign and his silly DOC meetings, he, nor malloy would accept the fact that most of the senior guys on tact teams/watch had their furlough, and the rest were in court, leaving you with 0....Zero tact teams on the street on days. not to mention how many times tact was detailed out for all the festivals. Maybe it's different now if they are filling tact with reverse seniority. how the fuck can you deny the fact that guys are on furlough and/or detailed out of the district. No Fucking Manpower Period.

One thing I'll never forget from early on in my CPD career. I had about 2 or 3 years on the job and was "Asked" by the desk SGT to drive an off duty SGT to some errand for something. We got to discussing merit SGT promotions on the way. This SGT asked me "What do you think a merit promotion consists of?" I looked at the SGT and unfortunately and naively said "Isn't it for Coppers who work their asses off in appreciation for their hard work?" The SGT laughed hysterically and said "Kid you don't know much about this department do you?" A couple weeks later some brand new to district clout baby was recommended and promoted to SGT meritoriously!" I guess I shouldn't have been surprised at that point! You live and learn everyday on the job just how corrupt, dysfunctional, clout laden, and fucked up this department really is, so many totally clueless, incompetent bosses out there running the show, hand and hand with Rhamicide. God help the poor short timers with a long career ahead!!

I think you meant too many but I get your point.
HQ and units are usually adequately staffed if not overstaffed.
The same can be said for all the special and hidden people at the district level..... they never seem to feel the squeeze.
Only the poor grunts manning the watches and beat cars feel the squeeze.

CPD is woefully short but due to their fucked up priorities and piss poor management it is the district watches that get royally screwed.

Keep adding bodies to Saturation gangs and guns. Clearly they are doing a great job since crime is down. Since no one can really do police work send them back to where the help is needed.
