Rahm's Playbook Revealed

He's already using the Inspector General to "suggest" things that the IG has no business suggesting. Now he's using the tame media to push agenda items. We'll skip the intro paragraphs and jump right into the meat:
  • With that in mind, city Inspector General Joe Ferguson has produced a 34-page report that identifies dozens of ways in which taxpayers are contractually bound to spend their money foolishly.

    Such as paying a separate employee to transport laborers to a work site instead of letting one of the laborers drive the truck. (Think that's a small gripe? Those restrictions cost taxpayers $20 million a year.)
How about calling an electrician to plug in an extension cord? Or a carpenter to erect a pre-fab display booth? Or $30 for a 12-pack of soda? Ferguson could have saved tens of millions on McCormick Place contracts alone. That being said, can we get someone to drive us to crime scenes?

We'll skip the supervisor and CFD paragraphs:
  • We suspect that reading Ferguson's report is a real what-the-heck experience for most people. Why does the Fraternal Order of Police contract include a provision that lets cops off the hook if they fail to get a city sticker, for example? (That's a $200 ticket for the rest of us.) What's a Daley Day? Aren't those "baby furlough days" — six per year, no baby required — just six more paid days off?

    What the heck did taxpayers get in return for all of that?
The FOP didn't get officers "off the hook" for failing to buy a city sticker - if you get dinged by an inspector, it's a full day off without pay - quite a bit in excess of a $200 dollar fine. What the FOP did was ensure that cops don't get punished twice for the same offense - a ticket and a suspension day. Funny how your in-depth reporting didn't catch that one.

And why is a Fire Department "Daley Day" lumped into the paragraph about the FOP?

Baby Furlough Days have nothing to do with "babies" you idiots. A contractual Furlough is your vacation - 20 to 24 days a year. A baby Furlough is a smaller version of a vacation - negotiated and approved by the City Council - and is granted in increasing increments with service years, topping out a SIX WHOLE DAYS after 20 years of service. If the city would like to increase the number of vacation days, there might be some discussion.

The entire editorial misses a point we've made here time and again - these so-called "perks" were negotiated in lieu of pay raises for many years. Pay raises are pensionable - these "perks" are not. Therefore, the city has saved untold tens of millions because the negotiating bodies went along with the city by shortchanging the pension's solvency for short term gains in members' pockets.

The city has gotten the last laugh so far - they've been shortchanging the pension for decades anyway, spending every dime on unsustainable projects and lining connected pockets. That chicken is coming home to roost, and Rahm is using his bought-and-paid-for Inspector General to feed an unimaginative and complacent media into treating city employees like crap.

Electricians to plug in an extension cord? I worked in a facility where there were a lot of police. I had a call where they plugged in "a couple" of extension cords, and the outlet on the wall was smoking when I got there.

By the time I was done counting, there were about 4 appliances plugged in per outlet. Multiple coffee pots, microwave ovens, toaster ovens, computer equipment, office equipment and electrical sapping space heaters. The facility was older and the circuit breaker didn't trip like it was supposed to. The dolts plugged power strips into other power strips and loaded them up. Had this occurred during the off hours, there's a good chance the wall would have caught fire.

Now repeat this scenario at a convention center with equipment that will put even more demand on the electrical system. One cord may not be an issue, but the geniuses who plug in multiple appliances and overload the system are a problem. Don't forget we already had one convention center burn down.

Rahm was on the verge of not renewing the Inspector General's contract; then suddenly the Inspector General has become Rahm's "Personal" Investigative Force, including the power to investigate the police! Are Ferguson's Investigators "Sworn" personnel? Is the Work Product of Ferguson's Investigations subject to review and control by Rahm, before being made public? Once again, Rahm the petite ballerina has danced around the rules. Allowing Ferguson the tremendous power that he currently possesses, takes power away from the police to conduct investigations free of Politics and makes Ferguson the Ultimate Police/Crime Investigator for the City of Chicago. And if the results of his investigation of the Lieutenant's Exam is an example, you can be sure that any Ferguson investigation will be politicized and go Rahm's way. Is Ferguson going to investigate the Suppression of the McDonald video? Does Rahm now decide when the police should stand down and let the IG take over? In a sense the CPD brought this upon itself after the Kochman fiasco; thank you Daley/Lt. Walsh! Yet, cases like the Lt. Exam should have gone to investigators that were not City employees. By giving Ferguson control of the Lts. Exam case, a Dangerous Precedent was set, and a major Power Grab for Total Control of the "Message" was successfully made. This Power Grab, gives Rahm virtual control of internal investigations of his own Administration, including formerly criminal/police matters; and puts his Administration virtually beyond police scrutiny! Rahm is not an attorney, but some sharp ones advised him on this Extremely Political move. So now more than ever, be careful, because you will be subject to investigation by a "Politicized" Investigative Entity, more powerful than Police IAD. Sort of like the Nazi SS instead of the regular German police. Baby "G"

Let's get his contract. Before him there was no one to compare but I'm sure I could find his perks and where some items could be brought up for contention. For example the clause where he can make unsubstantiated references without defining why that perk was agreed to. How about not explaining what big loaf items were surrendered in exchange for that bread crumb we received. How about the Millions that were forgiven and never collected just by FOP alone.

The carpenters, electricians or any other trade at McCormick Place work for contractors with whom they negotiate their respective contracts as a collective group. The prices set for labor are via those same contractors. But hey let these vendors set up their own booths or supply their own power and when it all goes down, blame the union guys. Hopefully no one is killed and the building will not be a total loss.

When are we going to take a play out of his book and pin any raise to inflation? We fight over 1-4% every contract. Just like the Mayor said when you pin a fee to inflation it takes the politics out of the equation. Well the contract negotiation starts in weeks and we better have some creative demands that gives us protection and put the Mayor in a corner. SCC you made some great points in your post and I think it shows that no Contract Team is perfect, but we must have had some good guys at the table throughout the years.

Not to mention the millions Rahm laughs about saving on retiree healthcare. Even after court said he was required to pay for those hired before 1989. And nothing happens. Retirees paying 1400 a month.

I've had conversations with Kevin G for over a decade about hiring "professional" negotiators to adjudicate for us. Let's hope that he actually does it since he is now in charge. If the city wants to play these games then we should switch those items to pensionable and also file a lawsuit to have federal government levy the city's coffers to fully fund our pension system. Even go one further and have DOJ or Trump require Chicago to divert federal funding from frivolous pet projects to provide us with better training, equipment etc outlined in Obama's report...

what no one seems to mention is when you get 20-24 days off vacation, those are not just work days, they are consecutive days which also mean your regular days off. Teachers get months off and no one seems to complain. The teachers consider themselves " laid off" and even had the nerve to try for unemployment compensation from the state. The media is very selective in what they print, they have the bully pulpit, and are a tool of the progressive culture, which by the way, do not like cops.

The order is quite clear....if a supervisor does a stop, that supervisor MUST complete the IDR themselves. The task of submitting an ISR MUST be done by the officer who actually stops the person. It cannot be passed on to another officer after the fact like a traffic ticket or an arrest report.

To FOP: please use the law firm that negotiated the state troopers contract! This firms specialty is in contract negotiations. The troopers got an amazing contract...with all do respect, we don't need officers from the range or, other units at the table speaking for us who are not experts on contractual law and negotiations.. this firm will cost a pretty penny but, will be worth it in the end. Mr. Graham please do this. Find a way to fund our pension and get it solvent! Then use this law firm to negotiate our contract. You spoke of them at our roll call when you were looking to be elected. Your elected now! We need your help. Thank you in advance.

And you folks allow it to happen time after time. rahm literally runs away from press conferences when the questions get to tough, but the cowardly media allows it. rahm pisses on the reporters and they then thank him. Yea give up 6 days (48 hours) for 1.48 days (12.7 hours). (Ya big Dumbocrat! Give up!give up! Give up!) You sir must work for the FOP. The contract says nothing about converting vacation days to hours. Just a special order signed by JFed. FOP refused to fight it. What do they care they get their vacation in days not hours.
