Quotas Again???
After all that BS a few weeks ago, this can't be happening again, can it?
- The Lt. on afternoons over at Summer Mobile is apparently going by an activity quota regarding whether or not you can take a day off. Instead going by seniority, like it is clearly states in our order, he's deciding to make his choice by how many arrests, ANOVS, and parkers you've brought in. If true, let's get it in writing!
Step Up Summer Mobile/Patrol Boys and Girls. If he put it on paper, get it here and we'll post it. If he denies you a time due request, forward us the cancelled slip and your To-From and we'll publish it. This crap is going to stop one way or the other.

The POs affected by this are young, impressionable kids, scared to open their mouths. They will allow it to continue because they're afraid of their own shadows on this job and they have no old timers to mentor them.
There's been no quota. It was mentioned in roll call that they will honor the 15% rule but if they had to choose between granting time due for someone bringing in numbers versus someone bringing in zeroes that they would choose the numbers. The Lt seems decent (as compared to other bosses) but I believe he misunderstands the section of the contract pertaining to comp time.
I love the young Lt's, all bright eyed and bushy tailed with our asses on the line. Do us a favor LT, STFU and do your early duck and hopefully our paths never cross again.

This lieutenant is just not thinking clearly. Instead of granting time off based on numbers, it should be reversed. Deny time off to the people who bring in the greatest numbers. It will make the unit look good. Why give a day off to those who clearly bring in the most work?
Another new Lt. Trying to make newbies do activity. He is denying you what contractually was agreed on. Don't do squat for this looser. Stay fetal and watch out for cameras.

Don't know who the Lt. is but I'm sure parkers, movers and ANOV's are how he was promoted,not. It's more like who was his clout for the merit promotion or who's study group was he in if he made it off the list. How about you be thankful for your bars there Lt. and keep the young coppers safe. The rest is all bs I know and you know it too. And maybe try following to G. O.'s for time off you know the rules and regulations of this department, probably something new for you.
If were talking staying fetal and that's OK, then fight this Lt. Prick another way, hit the fucken Medical. That's right, go on the Medical, but plan your move. Do it when your out of town and stay on it for three days combined with your days off. I hardly ever go on the Medical, but now, with this type of boss and your probably not going to see him ever again once you leave the summer mobile unit. They want to fuck with my days off, time due, or 0T, well we can fuck them right back, hit the Medical.
The only issue that I've noticed recently with the stay fetal campaign is that it has given an excuse to the majority of the slugs on this job to justify their laziness. The only reason I bring this up is that while someone is riding out jobs, another beat car has to pick up the slack, aren't we all on the same team here? Otherwise I completely understand not putting your neck on the line for some nonsense in the non taxpayer parts of this city.
And to say majority of slugs is to mean the one or two cars in the district.
I will assume that what will happen is that they will go over the allotted amount of officers that are allowed off on occasion. And when they do they will do it for the officers that bring in better numbers. If you want the rules bent for you than do what the bosses ask. If not deal with getting your time not approved.

I wouldnt hold my breath, these new guys obviously no more than the rest of us. Becuase in college or homedepot these hotshots were doing street stops way before we were. You have only yourselves to blame not the Lt for getting yourselves in shit.
You boys and girls are misrepresenting quotas vs work performance. We are expected to perform work related tasks, which are inclusive of arrests, administrative, civil and traffic citations, and investigative stops to detect and prevent crime. Those actions are not quotas. Quotas are mandating a minimum amount of countable activity, i.e. You will make 10 stops (isr) write 5 anovs, 3 movers, 10 parkers, and two weed citations a tour, etc. Expecting you, or us, or them to use 7 hours of the time we're paid to perform those required job related tasks isn't a quota and isn't all that unreasonable. Raise the expectations you have for yourself, and maybe buck-up a little personal pride. Do the job, just do it wisely and you won't be so miserable, and you might have a little fun while we try to help the good people.

I'm not a Supervisor and I have no desire to be one. I'm also not defending these Lt's and Captains. But, don't you think that this issue (quotas) is getting old? I mean, who are actually complaining about these quotas? If you're not happy where you at, leave! Bid to a different watch or district where you can be happy. If you're at a detail by REVERSE SENIORITY, then suck it up. Build your time OTJ or take the promotional exams ( yeah ok )!! If you think you're getting unfair treatment, file a grievance, end of story.

Who the hell goes to summer mobile to get activity? That used to be where you'd go to take a short commercial break from the ghetto because you didn't have enough seniority to bid anywhere else. Same for the bosses. Get a few tickets, collect the beer, and dispose of it properly at the end of tour. I've been out of the game for a while but man, this is crazy.
Summer mobile should be as it was in the 90's...Hang out all week on the lakefront, lunch in 018, or 001, write one ANOV (maybe), confiscate a ton of beer and liquor, then on to check off, and then to a predetermined spot to have a watch party before your RDO's.
Ahhhh...the times were simpler then. They really were....

Years ago in 011 LT JA stopped me by his office and said to me. "you need pick up the activity a bit". I said , Ya ok.
After that I went into "Retired on Duty " mode thanks to him.
Summer mobile was a great spot to be in years ago along the lakefront. not in 006, 007, 009, 010, 011, 015 and 025.
That lieutenant (D.C.) is lucky he still has a job. He's a leftover from the S.O.S. crew. He's making a final push for a gold star by going to SMP as a favor to some top brass. No surprise that an S.O.S. guy is trying to push for numbers. But for the new guys on SMP, be warned: those tactics didn't end well for the officers who worked in S.O.S. but the bosses all made it out just fine. Learn to recognize bad advice from these people when you get it.

yes you are correct. The best part was the ending party at South Shore Country Club. I was a sergeant and was forced to go but it turned out to be a great detail. The worst part were the concerts in Grant Park with all of the aholes from the suburbs attending.

Hell, if SCC didn't expose the whole quota issue it would have never been exposed to the public in the first place. Now the media in this town are finally taking an interest. One of the main reasons for the anti-police backlash was the quotas for contact cards, recovered guns and movers. The kids at Summer Mobile and in ghetto districts can't leave because they're there by reverse seniority and you consider them expendable just to get some ANOV's, parkers and blue-cards?! The promotional exams (and I mean all of them) have been shown to be corrupted, compromised and fake. A waste of time and effort for the unconnected to even bother with (the same applies to our grievance system). The ACLU , DOJ and CALEA have been allowed to remake the rule book for the street coppers who risk everything. Hey, Monday morning quarterback, the shithead didn't run for drinking on the public way, he wasn't chased for drinking on the public way, and he didn't shoot a cop in the hand with a bottle of OE. He ran because he had a gun, which is what he used to shoot the officer, which is why he was shot. He wasn't killed for an ANOV, you clueless moron. As far as the civil litigation goes, the "innocent victim of the racist police" idea is a hard sell when the offender shoots the officer. Someone has to be out there doing actual police work, even with the increased risks nowadays. You are correct. Fast forward to 2017 and you will be charged with armed robbery, official misconduct, criminal trespass and brought in to blow.
Quotas pressure Officers to do things they normally wouldn't.
That being said Summer Mobile are in Areas/Districts they are not
familiar with. The pressure of an ANOV like the drinkers late night
on the South side resulted in an Officer getting shot ( thank goodness he's ok ). The Lieutenant
should be ashamed demanding numbers before approving time off !!
Last year a P.O. called out a Sgt on his bullshit. Sgt was a big KISS ASS and always talked shit. The officer called him out and the LT had step in. The P.O. gracefully told the Sgt and Lt what a lot of us wanted to say but because we were detailed from units we kept are mouth shut not to get dumped. I never had a chance to thank that officer,so THANK YOU. He put himself out there for coppers. So don't complain about anything if you put you put your head in the sand. STAND UP and know your contract and these BALL LESS leaders will back off. Remember to stay safe and go home to your families.
I'm working summer mobile and have been to every single roll call and have never heard the Lt ask for numbers. He's a decent guy and from what I've seen, a good boss. Someone gave bum scoop. This is one guy who doesn't deserve to be put on blast.

I always believe " Earned not Given ". The old timers before me did their time and earned where they at, so now it's my turn to work for it. SCC I have always been a big fan, but you've got this one wrong. Post FOP 7 contract 23.5 and you'll see. For FOP 7 seniority applies to p days and furlo extensions only, there's no provision for CUnor BFD's like in the Sgt's contract. A little research is in order. Just sayin.
Lt. D.C. Is a good guy. I been working on SMP reverse seniority like the rest. They're aren't any quotas. He's not trying to ride the backs of his troops to the next level. Contract is contract and I recall they're sticking to the 15% to the T. By seniority on CU. If picking between two guys with same seniority and day is full I'm sure they would go with the more productive guy. That's the only way it could be done.
A lot of this "go getters hard chargers are stupid etc" has been on here in reference to the most recent police shootings. Though I understand the concept, I honestly must say that these incidents are not the result of the "go get numbers" type of policing. Quantifying police work has ruined this department. Trying to science out good police work and quantify every little thing has turned once good hard working cops into target practice for shit heads, whether via the bullet or the ghetto lottery.
Incident one, man with gun. We all have responded to such a call, some of us may have even gotten out of the car. Not aggressive numbers policing. They get out of the car and dude tries to murder them. Incident two, ignorant shitheads drinking in the street and the smell of "loud" everywhere. So fucking ignorant that it garnered police attention and shit went bad and dude tries to murder them . Not go get those numbers policing. Just basic everyday police work. Putting these incidents on the fault of the officers trying to do the job in its most basic form is wrong.
This department has turned the job into a quantified ass covering band aid for the mayor so he can say when a "criminally challenged youth" gets dispatched to the next life, "we had police in the area, see? Look at this ticket or blue card or contact card" or whatever written exactly when shithead got dropped. SMP is a band aid on a bullet hole in itself. So the mayor can say we got boots on the street when we are drastically dangerously understaffed by thousands....forcing people against their will to leave their assignment, district, unit, whatever and go to a place they never worked before to generate activity to create two illusions....one that we have enough cops on the street when we don't, two that they are actively policing these communities. If the department was adequately staffed we wouldn't need SMP or any other ridiculous unit to shuffle people around. If we were fully manned at the district level they might even see that crime would go down.
I understand the "fetal" mindset and I'm not knocking it if you feel that way. I'm not aggressive anymore and I wanna make it to the end and enjoy my money. But some shit can go bad even if you're in fetal mode, though less likely, and if it was you and you were calling a 10-1 would you really want YOU on the street that night?

100% correct, I recently retired know some "great coppers" who went to jail, lost jobs, thrown into the media circus, the scared coward bosses talk a good game but are completely hands off when shit happens, be careful follow every general order, and that iad undercover unit following people and watching you leave early be careful not worth losing your career over!

You're just a miserable person, aren't you?! You just ran your mouth without even reading the comment you were responding to. The first sentenced says "I'm not a Supervisor", get it? Obviously there's something personal between you and Escamilla. Like most of these PPO's now, you think you're entitled to whatever you want. With 15 years on, I still don't think that I have a right to demand anything. I worked in the ghetto. I drove at least an hour every day just to get to work. For 6 years, I fought to stay awake while working midnights. I never had the nerve to knock on the Commander's office door and ask to be transfer because my work schedule didn't fit my lifestyle or the district was too far of a drive where I live. I always believe " Earned not Given ". The old timers before me did their time and earned where they at, so now it's my turn to work for it. I'm always grateful for having a job like this, whether some of you believe it or not. I know this job isn't the same when I came on, but I still manage to enjoy it. This called "quota" ( parkers, movers, or curfews) has been going on for years even before you and I came on to this job because nobody wanted to look like a miserable lazy guy like you when it comes to check off..

Bwahahaha! The quotas are a short-sighted and dangerous policy being used by the clouted for a promotion while stepping on the backs of the beat copper. Unacceptable in this day and age. I used Escamilla's name because he was foolish, arrogant and simply got caught and this blog exposed this ongoing nonsense. Your experience of 15 years has taught you little. I was in Saturation and SOS and we knew the quotas were wrong and against the contract 25 years ago but we did it anyway because the risk versus reward was worth it. The department expected us to be proactive and backed us up as long as we genuinely tried to do good and arrest felons. Those days ended a long time ago when the ACLU, Black Lives Matter and the DOJ decided to tear up that old-school rule book that you cling to. If we have to live by these new rules then our supervisors should damn well too. There was a lot of things that were done in the past that were just dumb or downright insane. It's safe to say morons like you still carry a 5-shot snubbie off-duty and display an FOP medallion on your car. {snicker} Police like you don't get to judge officers by their age. I don't care if they're Millennials or PPO's. I judge them by their actions and certainly not by some check-off sheet. And do us all a favor and stay away from the PPO's. You will get them jammed up or hurt. You're like one of those Japanese soldiers they find on some deserted island still fighting WWII long after the bomb has dropped.
For anybody that doubts the use of comp time is now by seniority, got to cop's website and see the memorandum of understanding on pigs 151-152. Check item #4). You can also check the July 2015 newsletter where the 15% is discussed. The subject is also discussed in subsequent newsletters.
I'm not a Supervisor and I have no desire to be one. I'm also not defending these Lt's and Captains. But, don't you think that this issue (quotas) is getting old? I mean, who are actually complaining about these quotas? If you're not happy where you at, leave! Bid to a different watch or district where you can be happy. If you're at a detail by REVERSE SENIORITY, then suck it up. Build your time OTJ or take the promotional exams ( yeah ok )!! If you think you're getting unfair treatment, file a grievance, end of story.

You better go re-read your contract. Look on page 151. Then come back on here and apologize to everyone you arrogant know it all.
If the city is put in between 7 and 35 days the request is approved by seniority. Poster is right. Read page 151 and if you are denied, immediately contact the fop and you will see if Kevin Graham lives up to his promises
