Here Comes COPA!

  • With broader powers certain to create an expanded caseload, Chicago’s new Civilian Office of Police Accountability opens for business Sept. 15 with 140 full-time employees, 90 of them investigators.

    The 45 percent increase in staff undergoing seven weeks of training is apparently not enough to guarantee the independence that the soon-to-be-abolished Independent Police Review Authority lacked. That’s why COPA wants even more investigative help.

    The agency charged with investigating police wrongdoing has issued a request-for-qualifications from “subject matter experts” with experience investigating and reviewing six different categories of cases: use of force; testing and analysis of ballistic evidence; crime scene reconstruction; forensic analysis of digital evidence; forensic medicine; and motor vehicle accident reconstruction.
Seven weeks of training? Golly, Detectives do what? Two months? Sergeants about the same. Lieutenants and Captains top out at a month or so, but their contention is their training "builds" on previous training, but that doesn't explain a lot of morons in the upper echelon.

And why those six particular categories? Ballistics? Medicine? Accident reconstruction? For what? We have State Police labs for that, people with degrees, subcontractors with expensive machines. This sounds like a patronage money grab, with a side of screwing the police at every single turn.

And hiring "subject matter experts"? Well, we suppose those are the people with all the answers.....Hahahaha - see what we did there?

They want you fetal, even embryonic.

Its the standard play - duplicate something done more efficiently in the private market and make the cost way more, then call it a savings when the gov't splits the difference in a patronage contract. Oh, and also put in a few patronigers @ $150k pensioned salaries to oversee that the contract is being lived up to.

Detectives = 2 months of training after how many years of on the job training; 6 months in the academy as a recruit, then a district as a beat officer for how many years, perhaps a stint in a specialized unit or two.
100% of CPD officers have far more training than any of these COPA cabana fools will ever have. As for subject matter experts, I hope the FOP scrutinizes each and every one very carefully. Use of Force expert in State use of force as well as department policy, and given the new u of F rolling out how can anyone be an expert?
One thing will be certain, these "experts" will not be top of the line because it's a city job and the pay is not that good for someone with expert credentials!

OT but just quick note to thank all those who attended or otherwise supported the Police vs. Fire baseball game at White Sox Park ( or whatever it's called nowadays ) despite the threat of a rainout on Wednesday. Chicago Police came out on top this year at the Annual "Chicago's Finest vs. Chicago's Bravest " friendly first responder fun at the ol' ball park. Thanks to all that attended, supported the Chicago Police Memorial Foundation on behalf of our brothers and sisters killed or catastrophically injured in the line of duty. Finally, to all our fellow first responders who worked the streets that day ( and everyday ) so we were able to attend and 'pay it forward ' on behalf of our police family. God Bless and watch over all our first responders. STAY SAFE.

And let's not forget that officers are not becoming detectives right out the academy. Those young officers get seasoned by handling jobs (merit pukes excluded, of course) and learn how to handle themselves in various situations. Then mayabe after a few years and a few more waiting for an exam to be given and then a few more waiting for the results to be manipulated for the merit slugs to get tops spots, those hard chargers will get into an area and then maybe, maybe they might get to work on a police shooting or homicide.

These new "investigators" are nothing more than an anti-police army geared at fundamentally transforming our department into TMAs.

They had COPA investigators in the exempt Use of Force 5 hr training. One guy was knocked out asleep a female was checking her Facebook. When the scenario was done someone posed a question to them as to if they believed the shooting in the scenario was justified. They refused to answer the question only saying, "there's much more investigation that needs to be done before that can be determined". The whole room wanted to choke them. They were told the officer has a split second to make the determination but they are going to sit there and tell us it might take weeks for THEM to make that same determination?

If I am involved in any sort of physical altercation I am calling for a Bambulance and going straight to hospital. Doc, during the fight for my life with the person who was trying to kill me, my head hit the wall/pavement and I feel dizzy and my ears are ringing. And my vision is a lil blurry.

Tell your merit sgt that you are going to ER via CFD, and he/she will have to do all the paper.

If you are under doctors care and medications, it would be very difficult to interview you. The criminals always go to er complaining of pain, join them.

Protect yourselves. Avoid being proactive.

Any investigation, investigatory stop, traffic stop etc, no matter how small, WILL get you jammed up if you make an honest mistake, if someone complains or if there is even a hint of controversy. Best to avoid it all.

The time has come where officers need to realize that all risk involved in being proactive isn't worth your job, safety or mental well being.

Answer: Former academy boss.

The city is currently advertising to fill the position of First Deputy Chief Administrator at COPA. Per the Scum-Times article published back 8 months ago, the spot was filled in November 2016 by a Thomas Kim who was poached from the NYPD's version of COPA. Kim must have either quit, died or was promoted to replace Sharon Fairley, the Chief at COPA, unless COPA has two First Deputy spots? Big money getting thrown at COPA for nothing! The takeover from IPRA to COPA scheduled to take place on 15 September 2017 and they do not have their people trained and now Kim has jumped ship? It seems the ship is sinking at the dock!

as you can probably figure out, if a cop is involved in use of force and COPA investigates, they will not take the word of the detective or of the crime lab but will use their own experts or evaluate the evidence themselves using their " subject matter experts". I can see a conflict coming here where there could possibly be a tug of war between COPA evidence experts and those utilized by CPD. Should be interesting. And, I can see a very expensive unit with lost of high paying patronage jobs going to those most unqualified, which usually is the case.

They will hire retired cops, but you have to be retired 5 years, I guess after that amount of time your police mind is cleansed of being the police, I wouldn't last 1 day there, and with Lori Lightfoot running the police board, we don't stand a chance. They are firing everybody whose case goes to the board.

You are correct about the 5 year requirement, but there is not even one former police officer in the two classes they have hired. They don't want them. The first COPA academy class graduated on Tuesday, 11 July 2017.

Just some advice for all those hard charging south side tac teams.
Make sure that the time of arrest in your arrest report correlates with the time in your case report. Very important for court purposes! Don't have 4 tac guys doing the paperwork. Make it just 2 people so you can communicate with each other and get all the pertinent facts and times right.

I would even be willing to relocate to get on this "good deal". Then I saw this: Note: Per City of Chicago Municipal Ordinance #2-78-120, no investigator employed by the COPA Office shall be a current or former sworn member of the Chicago Police Department within the last five years.

Never CPD but that stinks to high heaven.

They are not even allowed to disclose you are even there let alone allow somebody to talk to you. After you get your head together (about 2 nights) go ahead and sign yourself out.

Why not have the State Police perform the investigations?

The city asked the ISP to do the investigations and they refused, as did every other law enforcement agency that they approached. The city then came up with that fucked up order dealing with "police related deaths". State law is clear, if there's a death, it must be investigated by an outside agency. The order is clearly in violation of state law, and every detective, and the bosses in Central and North know this. But assholes like Nagode(?) go to meetings after fatal police shootings and bitch that the detectives aren't doing anything. Well knucklehead, that because state law says they can't.

And IPRA/COPA is a complete clusterfuck. It doesn't matter how much money you throw into the agency, because they are forbidden by ordinance from hiring recently retired CPD detectives, who have more experience handling these types of incidents then anyone else in the country. The IPRA investigators are lost. A prime example of this is the Paul O'Neal shooting in July of last year at 74th and Merrill. 3 of the 4 involved officers are still stripped, with no conclusion of the investigation in sight.

Until you have worked as a Detective, you will never fully know and understand the job of a Detective. That includes sergeants who are assigned to the Detective Division. Side note, I just wonder who will be responsible for collect the evidence at the crime scenes and what role the detectives will play? It's funny that the organization that is put in place to investigate the police, will be trained by the police. You can't get around it.

I don't guess that is how it works. In order to be a prohibited person you have to be locked up against your will, and even then diagnosed with a ongoing condition.

Besides, any cop done like that would sue instantly, for their job and their rights. This would likely lead to the end to the FOID entirely so there is no way it would be pursued to the point of snatching the foid OR termination. See, they like to protect their nefarious gun control by refusing to prosecute situations like they SAY they want prosecute, they do it the most be protecting the case law. Sure, they will be happy to work it to get someone to PLEA but if a person won't beg for a plea, instead fight back - like a cop for a his job - they just drop the charges (likely in a situation like that they won't charge at all much less even bother to try to snatch the foid.
