Not a Good Sign
Chicago had it's own version of this at a park in 012 the other week. This is an escalation:
- What started as a weekend barbecue at a recreation center led to an aggressive encounter with Philadelphia police officers.
Around 400 teens in an unauthorized gathering confronted police outside the Lonnie Young Recreation Center in Germantown Sunday night.
Police say it all began after 6 p.m. When officers arrived, they found the large crowd on the sidewalk and in the street, as most were estimated to be between 12 and 17 years old.
[...] Officers said glass bottles were thrown at them. Publicly available videos on social media show the teens surrounding officers in their vehicles, hopping on top of cars and generally taunting police.
Again we point out, without a citywide response unit on call until around 0400 hours, this is going to happen here in short order. Social media already drives a sizable percentage of Chicago crime. You think it isn't going to drive a "flash mob" at some point to confront police?

Looking at this video and we were really
wondering why The Police allowed themselves
to be put in a situation where they were
outnumbered and surrounded in this era
of the rules of engagement for urban
Policing are very cynically being rebooted
to The Policeman's detriment.

Well seasoned field supervisors wouldn't
have let those officers get sucked into
that dumb shit because had shit gone south,
those Coppers would've been in a world of hurt.

becomes unavoidable?

results in some aggrieved asshole in the
crowd dropping shots?
This incident had "potential shit-show"
written all over it.

You should be very, very careful when dealing with the Amish Youth.
The male teens can be totally out of control and testing limits during Rumspringa. These crazy youths have been known to do such abnormal things as drink alcoholic beverages, or even operate motorized vehicles. If you ever see large groups of these youths in Chicago, you should immediately call for back up, and approach carefully. During Rumspringa, they have actually been known to talk back to authority figures. Worse, they may even violate Illinois' Separation of Church and State by praying for you.

Their "Drinking Clubs" are known for their rowdy consumption of Hops infused fluids called bier, or beer in clubhouses where they sing the revolutionary songs of the youth. In Europe, Prussians have been known to lash out suddenly in multiple directions and invade foreign countries. Holland, Belgium, Poland, and even France and Russia have been attacked by out of control Prussians.

400 restless "youths" in an inner city part of Philadelphia or Baltimore or the West Side of Chicago - nothing really good is going to come out of such a situation.
I highly recommend we teach our young people, not "youths" the facts of life regarding racial realities. This is not to turn our young people in to hateful "Racist" just help them understand, how to avoid trouble and avoid persecution. Why did the cops have to go to their park? Did they go there to start trouble with those people? Clearly no arrests would have been needed if the police would not have shown up, so it can be shown as police are the biggest cause of of the problems.

Hmm. The cops got the job done. In the aftermath, they talk about how a patient approach worked. "Time is on your side."
And the kid interviewed said the lesson he learned is to be more calm, not to get in an argument against the cops, and that they should have gotten a permit.

You are right, According to Wiki sources, "As of the 2010 US Census, Germantown proper is 77% black, 15% white, 3% non-white Hispanic, and 2% Asian,[3] and East Germantown is 92% black, 3% white, 2% non-white Hispanic, and 2% Asian". So just another deadly ghetto that once upon a time was a decent place to live.
Murders in Philly are up 19 percent so far this year (169). They may well surpass last years total of 278.

Hmmm...
Back in the mid to late 80's through the mid 90's,
012 had at least twice as many cars as this on
mids and they were all 10-4 for the most part.
Early Roll-Call:
1211, 1213, 1223, 1231, 1233 and the early wagon
plus roughly an equal number of -40 cars.
Late Roll-Call:
1212, 1222, 1224, 1232, the late wagon
plus roughly an equal number of -50 cars.
Then add 3 or 4 -06 cars and a traffic car or two.
So figure 20 to 24 cars plus tact/gangs until 0200
and sometimes a little later.
PLUS.
UICPD.
CMSPD.
CHAPD.
SOS.
A/4 Saturation Team.
Public Housing.
Union Pacific R.R. Police.
ISP.
