Bad Idea Moves Forward

  • Chief Cook County Judge Timothy Evans on Friday announced he is replacing the half-dozen judges who preside over bond hearings at the Leighton Criminal Courthouse–a sweeping change and the latest move to reform the cash bond system that critics say leaves poor and minority defendants locked up on low-level charges.

    The move by Evans comes two months after he issued an order, which takes effect Monday, that bond court judges are required to set bail in amounts defendants can afford to pay.

    “As we continue our efforts to enhance the pretrial process in Cook County, this new division will play an important role in upholding the court’s focus on justice and fairness,” Evans said in a statement emailed to reporters Friday.
What about the fairness to crime victims?

Bond is supposed to be an inconvenience - you show up at each and every court date OR you lose the money, securities, property used to secure your appearance. It isn't what you can afford - it's what the Court feels is necessary (via pain of forfeiture) to force compliance.

Any "reporters" asking how many people are currently on Electronic Monitoring that Dart can't find? Here's a hint - well over 500 and closing on 1,000.

Any "reporters" asking how many people are currently let to bond for what used to be known as "forcible felonies"? The number is "many thousands."

And are there any "reporters" asking how many warrants are currently in the Cook County system for persons who decided to sleep in and miss court? We'll give you another hint - begin at 10,000 serviceable warrants and start guessing north of that number.

But hey, let's just start asking criminals, who are as honest as any Cook County politician, how much they can "afford" and let's see how high those numbers can go.....along with the crime rate.

The US Justice Department needs to oversee the Cook County Court system, not the police departments. This is criminal, disturbing but typical. I have never seen a judge take a defendant's bond if he put one up after a bf. The money that was put up that should have been forfeited is usually given to the bar attorney to defend the mope.

Close to 10,000 city of "Chicago" warrants. County has over 4 times as many. Call them up and ask them, they'll tell you the same thing.

No inmate should be sitting in CCDOC on a $5,000 bond for criminal trespass or disorderly conduct. Those individuals should of got an I-Bond from the station. Cook County Jail is for real X felony type individuals. The rest should be let out.

Not a cop but speaking from experience. This happened too late for me. I did some dirt, got a fucked up bond, owned a home and was not allowed to put it up for my bond. Did time in county, did my probation, paid a huge fine because I could not afford a paid attorney. No excuses, personal choices. Fine. Did my probation. Years later I show up at 35th and King to get my rap sheet. Get arrested for probation violation. Must be a mistake I said. Get to county, do not even get a chance to speak. The probation officer works across the hall, no one called him. Was given no bond. Period. Sat in County another two weeks on this bullshit. So clearly there is a problem and it needs to be addressed on a case by case basis. The judges pull down 180k per year. Surely the can determine who is violent and who deserves EM.

Not to mention, many offenders will be able to dispose of the criminal proceeds and tools used to commit said crimes much easier because they will be bonded out. Also, many victims will be re-victimized now, because the criminal will be out of lock-up much sooner. This is a bad idea and the politicos should be ashamed of themselves.

Isn't there a standard for bond. A sliding s so if you will. So now it's " a bond they can afford." What if a rich guy is arrested, is it automatically higher because he can "afford more."
Someone needs to watch start tracking these criminals and see how often they become repeat offenders. Start print names dates etc. While you're at it foia the electronic monitoring program. How many are on it? How many are on it but have not shown up for court?

12:31am.....Hey genius, those arrested for CTTP or disorderly (the 2 people that have probably been locked up for it) already do receive ibonds at the station. Only way youre going to county on those charges is if you're a banger, have felony charges or a warrant as well, or if youre already out on bond and now since youve gotten arrested again....are in violation of said bond and now must go to bond court. No matter which, your ass SHOULD have to go before a judge and have to post cash

I say no bond for anything. You break the law you get locked up. I'm not one bit concerned with over crowding. Let them sleep where ever they fall. No tv, no library, no gym, no recess. The posers who work for the tv and radio stations along with those who work at the couple of birdcage liners in this city/county couldn't find their asses with both hands on a sunny day, much less a story. The talents of John Drummond, and Mike Royo are long gone. Two of the best in questioning the local government as to their shenanigans and rarely, if ever, backing down. I think we all know the reason is the democrats, and their liberal agenda which has taken a strong foothold in academia, especially in the journalist programs of almost every college and university in this country. These so called reporters would rather drag a microscopic percentage of society, (the police), through the mud on trumped up complaints, or blatant disregard of the legality of an officers' actions. It's much easier to make up a story in those situations than it is to actually go looking and digging for the truth to put these politicians on th spot. Thank god I was able to retire and get out of this politically criminal cesspool.

They are bonded at the station. If they're sitting in County, it's not for a misdemeanor.

You need to spend a day in the court. I have been through this bullshit before. You are not even allowed to speak to a judge period. Not everyone in County is a gun handling felon or child sex rapist. There are many people who deserve Ibond, not everyone but many.

At bond court there is no reason for you to "speak" to a judge. Your appointed or hired lawyer should answer the judges quesionts. Thats it.

The FOP Newsletter is online. It has been for several years. It's on the FOP website. And I too was shocked to see an email from Rich Aguliatr recently too. Gosh just go away already Rich. I'm remember talking to Rich after he lost. Said he was done and moved out to far north suburbs.

A few years ago the Cook County Sheriff, Dart, put up a web site so the average citizen can search peoples names for active warrants. You can still find that web site if you look hard enough. Dart pegged the number of outstanding warrants at 45,000. If you call the Sheriff's warrant desk they will tell you that they no longer tell citizens about any outstanding warrants. If there were 45,000 only a couple of years ago and street and vehicle stops are down substantially ( about the only way to catch someone with a warrant unless you arrest them for something else) I can only speculate that there are many more then 45,000 currently. I don't believe that anyone actively looks for bond jumpers these days.I think it would make one hell of a story of the liberal media would pick up on it and actually do some investigative reporting, that is if they remember how.

We are no longer actively executing warrants in Cook County. To the liberal lawyers, this is not a money maker and pointless to put more people in jail since date and prekwinklw want to Mott the jail. Our Centeal warrants Unit was disbanded. Outstanding warrants are pulling up to the ceiling. Child support enforcement no longer serving warrants. Civil Body Attachment/warrants rarely get looked at and worked.. its bad. No longer are we a law enforcement agency.

I found a ABC Eyewitness News press release from Dart, dated 12 August 2011 announcing with great fanfare the establishment of his new website so people can search for active warrants and leave tips for apprehension. Dart promised that he would update this website weekly. The website has been down for some time now and if you call the warrant section of the CC sheriff's office they will tell you they no longer give out that information. Dart stated in his press release that there were over 45,000 active criminal fugitive warrants in Cook County. How many do you think there are now since active policing has fallen by the way side the past few years? Who is looking for these fugitives? The county? ( i doubt it or not very hard). The city? There are no warrant men in the districts and have not been for many years. Now with Judge Evans and Foxx letting everyone out on I bonds the number can only go up. It seems that many criminals just don't bother to come to court and no one is actively looking for them. That information should make the county residents feel downright safe and secure. i would surely hope the media picks up on this. But, i doubt it as the MSM are enablers of the highest order of the liberal democratic system. Their mantra is pity the poor criminal .By the way while the MSM is at it look into the bracelet monitoring system. I have seen it in action and it is a fraud.

You have no idea what you are talking about. They were terrible and expensive. If you needed a $25 cash bond for traffic they charged $25. Also if you had a high bond they posted it but charged 10% that you never got back. Have a100,000 bond and it cost you $10,000
That may sound good if it only applied to guilty people, but if you were arrested and later dismissed that money was gone and believe it happened. Get a mistaken identity or waiting for lab tests and you paid plenty
