Before accepting a "merit" promotion (or being offered a "merit" promotion), there ought to be some sort of competency test. Otherwise you're just endangering coppers jobs, damaging any respect from your underlings, and destroying any semblance of morale among the rank-and-file:
- Last night on the 2300 blk of south Washtenaw the sd's were acting up again. They were doing the typical fuck the police and out in numbers on the blk. The calls for service came out as disturbance with the anonymous caller. Squads drove thru to try to discourage as much of the shenanigans as you could with police presence as there is no complainant and disorderly and reckless charges are invitations for lawsuits as it's not against the law to be an asshole.
Well the bosses show up- 4400 triple merit phil liebas and he gets over the radio and says lock these assholes up, he follows it with stop driving around and get out of your cars and finally follows it up with i'll sign the complaints. This boss is blocks away and can't even see the supposed disturbance but pretends he will sign complaints. He berated officers onscene because they wouldn't lock someone up for yelling profanities at the police.
3rd watch merit Lt. Hernandez Also had a closed door roll call to ask for more ISR's and began to mention that there were beat cars that did fill any out for the year and was unsure of what the hell those cars did all tour.
People are allowed to yell at the police - in fact, they are encouraged to yell at the police. With megaphones. From inches away from sensitive eardrums. By our political masters. Our peace cannot be disturbed, remember? You would think that a multiple "merit" captain of police, himself the subject of numerous civil suits, might remember that.
And did the "merit" Lt ever think of asking the officers what the officers did all tour? Or would that mean actually interacting with his subordinates? Can't have that! Might as well do the passive/aggressive thing rather than put an actual quota on paper and tell the ACLU to fuck off because you know how to be the police.
Maybe they could ask 1699 for advice on how to use PDT messages to supervise?

These bosses will never confront a blue shirt face to face. They are cowards and cannot handle any conversation at an adult level. They will blame a confrontation on the rank above them usually high enough where they figure the officer will not be able to get a straight answer. I have seen this many times in my career. To qualify for CPD promotion to any rank from detective to superintendent, potential candidates should be evaluated by the WONDERLIC standardized test. It takes no more than 12 minutes and can be immediately scored by Scantron. This test is widely used in business human resource departments and is part of the requirements for the National Football League combine in evaluating college players for the annual NFL draft.
The only reason that the City of Chicago would refuse to administer the WONDERLIC is that they know damn well that due to patronage/clout, many of their "merit" favorites happen to be morons.

I watched and felt the morale of the 10th District go down he drain because of "Moron Bosses", like Phil Liebas, Cynthia White and Maria Perez.
Of course this was with the blessing of Garry McCarthy and Rahm.

SCC your comment that people are encouraged to yell obscenities at the police should carry over to the courts and goverment meetings. We are all working for the citizens so why should elected officals be immune? Maybe they would get a better feel for what's before them. Last year in 025, we had a shooting where CFD gets the victim in the ambulance and starts working on him. The paramedics are scrambling to save this guy who is bleeding out when triple merit promoted genius Commander Escamilla starts pounding on the ambulance door and yelling at the paramedics to let him in. He wants to try and talk to the guy to figure out what gang shot him so he can get his post shooting mission going. When they ignored his pounding and rant, he then stood in front of the ambulance in an attempt to block them from leaving. So they just hit the gas and moved his fat ass out of the way. Now he's really pissed and wants to lock up the paramedics for obstructing. Thankfully, some non-merit supervisors were on the scene and schooled fat Tony on the stupidity of such a move.

you should ask the merit captain what he did when he was on tact or a merit sergeant or a merit lieutenant running the tact team? All you had to do was check the local taverns around 2400 Washtenaw and you would find him sitting at the bar. Do you wonder how a police officer makes merit sergeant and stays in the same district then makes merit lieutenant and stays in the same district and then makes merit captain and stays in the same district?
It's hard to believe but even with the severe restrictions and monitoring of police actions these bosses still do stuff like this fully knowing it's wrong. Remember, it's the PO that is held accountable for taking unlawful action, not some boss. As long as you don't get caught up in it and try to avoid their sillyness you'll be ok. Just try to stay away from guys like him.
On duty or off, on city property or not, this is unacceptable to do in uniform. Are they really police or are they impersonators? Who are they? Post their names and where they work out of! He has never scored well an a promotion exam his entire career. Every rank he has he was given merit; Sgt, LT, Capt. He usually walks around with a chest full of metals to impress the young female officers too, but anyone who has any sense about them know he is goof. He always is giving his numbers speeches, tells people to lock everyone up, gets pissed when a shit case gets shit-canned by Detectives who realize the case is shit; the list goes on and on. Nothing but a legend in his own mind who is well past his expiration date on this department. Goofs like him need to retire before they get an officer really jammed up.

They have a three hour pregame radio show because they can sell the advertising spots today.
A lot of the advertising is sold for the entire season.

DId you even read your own words? I don't think a bunch of gangbangers yelling fuck the police is "likely to cause substantial harm" to anyone. Remember our dept's policies are more restrictive than state law. We are required to de-escalate so trying to place a bunch of screaming shit heads in custody and having to probably resort to using force to do so is not very smart. They are exercising their first amendment right to let us know how they feel about us. Any use of force would certainly land you on copa's radar for no reason. Save the use of force for the times when we have clear probable cause. If your feelings are hurt go to the station and sit in the quiet room and have a good cry. The supervisor who called for officers to make arrests is a fucking mush.
President the Donald would bitch slap both of these guys then show them how to be leaders of men and/or women.

if you're going to lock them up then do it the right way and have patience. Do legit ISRs for these young men and numerous 911 calls were made. If they were being as big of assholes as they say then get those body cams rolling and catch it all. make sure you do a very thorough run through of the gang loitering dispersal. read it off a pre printed card if you have too. get the idiots on camera. one of two things can happen. first, they immediately refuse to leave and go to jail. or they leave, come back a minute later and you return 15 minutes later and fire up the cams again and take them to jail. You are covered legally and have all your bases covered. I'm sure people here will scream how you will get sued but I say SO BE IT! you are enforcing a city ordinance and you have exactly what you did on cam from start to finish. You are not liable for the city ordinance. If you documented it all and have it on cam go ahead and sue which these idiots wont do anyways for an ordinance charge. But if they do it gets knocked out and you're fine. In this case body cams are you're friends. just have patience locking these guys up. they can claim they did nothing and you just grabbed them and threw them in the car. Nope... 911 calls and body cam footage of them yelling, screaming and gang banging prior to the dispersal. then time stamped again for them back at the location gang banging again. case closed. Liebas maybe could learn a thing or two from a blue shirt....

SCC you are wrong in this incident. There are sections of the disorderly law that address this exact situation.
Fails to obey a lawful order of dispersal by a peace officer who has identified himself as such, or is otherwise reasonably identifiable as such, issued under circumstances where three or more persons are committing acts of disorderly conduct in the immediate vicinity, which acts are likely to cause substantial harm.
There's also another section that would fit too. Kudos to the cmdr or whoever gave out the order for actually knowing the law and having the balls to deal with these asshole gang bangers instead of doing what the coppers were doing... just driving by.
Also, I've used this charge and testified in court and won.
Well moron you shouldn't of, one's a disorderly charge, your peace can't be disturbed, you cannot sign. If you have complainant then that's another story. The other a dispersal where they would have to be dispersed from designated hot spot first, for being engaged in articulated gang activity and be identified as actual gang members documented or by clothing tattoos ect... all observed by complainant, and even then it's a law suit waiting to happen because that law is a flat out violation of civil rights waiting to be contested by Supreme Court.

I remember when PL came to 010 as a LT. on third watch. He tried so hard to be respected and noticed, but was overshadowed by the LT. that had the respect of every copper in the district on every watch, LT. Mancha. I knew when Mancha left for greener pastures, 010 would turn to shit.

One winter night we had a full blown HBT incident with in 010 with PL sitting in as 3rd Watch Commander. The nut job holding his girlfriend hostage for hours, caused the evacuation a large apartment building, raped the girlfriend, shot the girlfriend as she escaped, caused the wounding of a SWAT P.O. and light up the building. One idiot caused a lot of havoc and tied up about thirty police officers, plus CFD, EMS and even CTA warming busses.
Lt. Mancha would have been out there in the cold with us. Lt. SC from the first watch came out. But I never saw PL at the scene.
