2017 (reality) vs 2018 (projected)

One of our regular readers came up with this handy little table, comparing the Department's 2017 numbers with Rahm budgeted in 2018:


And any media-types or non-police reading should take note:
  • FTO and Detectives come from the ranks of Police Officers, so Rahm is short upwards of 1,000 Police Officers already;
  • Sergeants can come from the ranks of Police Officers, FTO's or Detectives, so any promotions to that rank short the others;
  • Retirements come from all ranks and no one can be completely sure where they will come from. With the recent decision on retiree health care, there is less incentive than ever to stick around since the uncertainty is now defined.
 So the question becomes how close is Rahm going to get to what he's telling tax payers?

It's not 68 to fill the Sgt budget. It's 18 more than that because 18 are about to become Lts. That's 86 more. Throw in the average of 90 Sgt retirements and 30 Lt retirements per year, that will necessitate another 206 promotions to Sgt next year. Even if a new test was announced tomorrow, these 206 promotions (minus merit of course) would come off the current list. If you are 500 or under on the list, you should be sitting fairly pretty right now.

And don't forget the 1,500 Emmanuel just wiped from the budget when he first came in———putting CPD almost 3,000 short.

Anyone injured should sue Emmanuel PERSONALLY for knowingly depleting CPD and creating a dangerous environment causing their injuries.

Not sure about the statement about people retiring because of healthcare. When the city implemented the 55 and free healthcare all I read was mass retirement. Why would anyone stay. No incentive. Well it didn’t change anything. Retirement stayed the same. It’s all in the pension reports. In fact in 2015 I think maybe 2014 only 417 retired. This after reading all the retirees were lined up down the halls at HR at headquarters putting in their papers, not mention push for a few years to reach the required number of 150 so the55 allowed

It will be impossible to even keep up with retirement. Assume anyone approaching 55 yrs old will be gone at 2% for healthcare. Outside of discipline this is the biggest piece of the next contract. If 55 and out is gone or the cost exceeds 2% of annuity we better get a huge raise. I will gladly pay 2% for family coverage for 10 yrs.

Was depleting the Police Department a campaign promise made to his no I.Q. voters? If it was, the Police should be happy they don't have to respond to any calls from any neighborhood that supported the mayor!

When Rahm was elected the CPD was budgeted for 13,400 officers and not all the vacancies were filled
His 2018 budget calls for 13,359 approximately the same number when he was elected, so the positions he knocked out in that budget we’re included in the 2018 budget
Currently according to the chart there are 11,989 officers
Budgeted swore 13,359 minus the current 11,989 makes the CPD presently short 1370 sworn even using the budgeted number of 13,359 which don’t have to be and won’t be completely filled until the end of 2018
So we are short 1370, not that number of 3,000 you throw out. Don’t let the facts and numbers get in the way of you guess

It’s remarkable that no matter how short we are for lower ranks, CPD always makes sure they are not short captains. I understand that there are far fewer captains than sergeants, but still - the spots for those in the taken-care-of ranks are always filled.

They are never going to replace anyone but the bosses. The police officers who retire in the districts have not been replaced, and each year the total manpower for each watch has gone DOWN. So where does all that money budgeted for police officers go? It sure as hell ain't going into our pension.

Didn’t the federal review specify the numbers necessary to maintain appropriate manpower? I wonder if that’s being overlooked under the State’s upcoming rendition of the Consent Decree. It’d be interesting to compare Rahm’s projected numbers to the federally suggested numbers and then again to Illinois’ suggestion. I’m sure Lisa know’s best.

Ha. These are budget projections. Don’t hold your breath. Did you even bother to look at the P.O. projections? How realistic is it that the City meets that number? Well it’s just as realistic that they meet the other numbers too.

BAck in the 90 s each of 25 district had over 300 coppers. Now u have 20 with around 200. And less district. And he wiped 1500 off the budget when he got in. Experience is more important now then ever befor. Just look at whose getting fired from this job, all young men and women. Plus you can't chase or fight anymore so exactly how does youth and inexperience help ?

Interesting how different thinking the CPD currently has about men on the street then in the mid 80’s when Leroy Martin was superintendent
Now it’s all about promotions and filling the front offices,CAPS, etc
Regardless of your thoughts on Martin here is an expert from a newspaper article on manpower

Martin is so concerned about keeping more patrol officers on the streets that he has not filled 19 vacant slots for captains, 20 for lieutenants and 32 for sergeants.

``I`m the cause of those vacancies,`` he said. ``If I make 19 captains, that comes out of the lieutenants. Then I have to promote sergeants. Then I have to take patrol officers out of beat cars to become sergeants.

``My critical need was in the streets, so I opted to be short of supervisors instead of being short of patrol officers. The numbers are not huge, but when you are 500 short already, you`re doing a juggling act trying to keep men on the street.

So back in the 90’s CPD was well staffed. Well this article will disagree with you. This states in 1990 there were 11,657 officers, the lowest in 20 years Actually less than now. I suggest you put your shoes back on because counting with your toes isn’t helping your argument

Don't care. I retired this year under the 55 and out with insurance. I was a little hesitant about pulling the plug but I've never been so glad that I did. Retirement is awesome! Moving out of state in a few days and going south! Where it's cheaper and cleaner to live.

Cannot wait until I see the fading Chicago skyline in my rear view mirror.

go ahead laugh but FOP , PBPA should raise maximum age for mandatory retirement to 66 . I will be 62 soon , enjoy working second watch , summer furlough , use all my bfd , p days , make arrests , go to court on city time . why not , I won't be collecting pension and continue to pay into it . It keeps me young .

I am not disputing the chart but I looked at the City budget for the last 2 years and for the upcoming year and for Detectives, the numbers are for 2016=1335, 2017=1526, and 2018=1627. I dont know how to find present actual numbers though.That doesn't mean city hall or the department will adhere to those projections..

hey asshole, in the 90 s means 90-99.. the big classes started in march of 90 when almost 1500 hundred went thru between 90 and 91. By 93 - 94 almost 2500 had gone thru the academy. If ur going to show an example make sure it answers what was stated. Either u are a troll and was never the police or have never been in a district during the 90 s. And if u were the police u would know the FBI doesn t use any stats the police produces cause they know its bullshit.

Get rid of all the "Deputy Chiefs". They even bumped up that IT guy to Deputy Chief and he still runs the same department. Guess he couldn't do the job as a Commander, but can do it as a Deputy Chief. No wonder our budget is out of whack, but they blame it on the 2.5 OT hours a blue shirt would make for writing a 11.501.
