Cranky Commander
- Arrests are up from last year but what happens after an arrest is what frustrates the commander of downtown Chicago’s 18th police district. Commander Paul Bauer says there is a “high bar to prosecution” in Cook County, requiring Chicago police to get approval from the Cook County State’s Attorney’s Office before a suspect can be charged.
“Sometimes they want to come out and...talk to the victim,” said Bauer at the annual meeting of River North Residents Association. “If you think about it, we’re sometimes victimizing this person twice. You just got your phone snatched from you. You got knocked down. Now you’re going to be in the station. You got to stay here for another couple hours until the State’s Attorney gets out here.”
[...] According to Bauer, 75 percent of the crime in the 18th district is theft-related, whether it’s theft from a building or theft from a person, including a suspect who, while riding a bicycle, recently swiped mobile phones from people in River North.
If this guy is like most commanders, he's never had an original thought in his life, and criticizing Foxxx's office isn't going to earn him any love from that part of the Machine...unless this is part of an on-going feud behind the scenes.
Rahm has to realize that 018 is going under, and it's going to go faster if tourists keep getting mugged. Is someone making waves among the business community who have noticed the long-term trends in the profit margins and Rahm is reminding the County side that a deserted downtown is in no one's interests?

Bauer’s is right he is the only one with the balls to say it. The felony review program has out lived its usefulness. There is no law that states the police need their approval to file felony charges. Just think how much would be saved in Prickwinkle’s budget. Maybe she can balance her budget then.

2 hours? Really? We got a guy working special several years back that was robbed near 0200 hrs and I dropped him off at home after 0900 hrs. You get robbed and these idiots have to interview a guy repeatedly that was victimized by thugs for 7 hours? I'd have told them once you get your thumbs out of your stupid asses, call me and I'll sign complaints. No, you're not kidnapping me for 6 or 8 hours for this??? Remember, this is the same goof that got into a chase as a Sergeant in the Mounted Unit, and when a Sergeant called off the chase because it was downtown and filled with pedestrians, this Sergeant(Now Commander) got on the air and stated, "I'm a Sergeant and he can't call off my chase." This Sergeant then Killed a pedestrian and did not realize it for over 20 minutes. But hey, only the best and brightest.
I think the offender was a theft offender, how ironic.
Paul is a sharp guy. He's saying it because it is true. I don't think that he cares about the fallout.
OMG a Police Commander finally railing against the incompetent States Attorney Felony Review, Corrections and Judicial Operation practices geared against the victims? He is not the problem, he could me a Mewssiah rallying the citizenry. He will be promoted to Deputy Chief in Equiupment and Supply and never be heard from again.
I thought the same thing. Bauer is a company man. I can't ee him going off the reservation like that unless he was spoon fed the responses. It would be typical, that is finding a lower level scapegoat to take any heat. He's probably been promised a better command or a promotion to step up.

Bauer is a class act and always has been. The culture of “they was just funnin” and “crime is reparations” occupies the state’s attorneys office now. We had a thug that was terrorizing a 2 block area in Roseland. Robbery, theft, battery, everything. When he was finally arrested and charged with multiple counts of robbery the mostly elderly residents of the area threw a block party to celebrate the end of their terror. Guess who crashed the party? The recently arrested thug, home on Electronic Monitoring.
He will be extra mad when the L Mc Q riots destroy his district.
It's unusually refreshing to hear a boss tell it like it is, despite the backlash he's likely to receive for, just being honest.
Yup, what he said in a nutshell is part of the reason for the criminals 'no fear' of the law or it's consequences, which is a large factor in the recidivism rate in Chicago.
Don't kill the messenger, the homicide rate in Chicago is high enough.
Paul is another Southside boss who really is a nice guy but clueless. He was an SOS copper and should be able to combat crime in an area like Michigan Ave. But is afraid to put his job in jeopardy by telling it like it is, the Souhside Savages are the offenders.
Let him replace Rahm.
Commander Bauer is a good guy and a very competent Commander.
Regardless of his background, he's saying what everyone else knows. The prosecutors won't prosecute and the toilet is stopped up.

The judges don’t work for the State’s Attorney, they work for the Chief Judge. He is the one who bears the responsibility for the bonds.
Crime is completely out of control in all of 018 not just on the south end. The Red line running through the entire district from Grand to Fullerton which doesn't help the situation either. There's foot guys standing at almost every intersection on the Mag Mile. Police presence alone doesn't deter crime anymore because the criminals aren't afraid of the police or the consequences of getting caught thanks to the leftist politicians running this city snd county. Do yourself a favor next time you want to go downtown, don't. Take your hard earned money to the suburbs where you get more bang for the buck, free parking, and the piece of mind that you most likely won't end up being the victim of a crime.
Kim Foxx is an absolute joke as State's Attorney which is apparent to anyone except the editors of the Slum-Times.

Anyone who thinks Felony Review is going anywhere is dreaming. The System has been in place since the late 60's and early 70's. In a sense it was the beginning of the concept that the police were not Professional, because it implies that we and our supervisors are too dumb to understand the written law. YET THE MAIN REASON FOR FELONY REVIEW IS THAT IT ENSURES A HIGH SCORE OF WINS FOR THE PROSECUTORS. IN ESSENCE, THE ASSISTANT STATE'S ATTORNEYS ARE ABLE TO WEED OUT CASES THAT THEY MIGHT LOSE FOR ANY NUMBER OF REASONS. Unfortunately, the process creates a Mini Pre-Trial, that gives the defendant a chance to defend him/her prior to even appearing before a judge for a preliminary hearing. The Process is 100% against the victim! And most people do not even know what Felony Review is, because it seems that most people learn the law from T.V. dramas. When I was teaching Criminal Justice at a college, students were shocked to find out that State's Attorneys, not cops decide on what someone will be charged with, even if the officers witness the crime! Whatever Bauer's intent, he was saying nothing new, and Felony Review, especially since cops are considered Racist is her to stay. The only Alternative to Felony Review is to believe and trust the judgement of police officers, and the Left will Never accept that. Baby "G"

Yes he's clouted heavily.Not sure about the merit or idiot part.You obviously don't like him and maybe he is a complete jag as a boss,I never worked for him so Po has no knowledge.But what do you mean "enough said"?Are you alleging that his statements are wrong?Whether he's repeating this for political purposes or it's his own idea,he is in fact correct.Theres no pleasing some guys I guess.And the douche thats bringing up the accident where the lady got killed should point out that she was hit by the offenders car,not "This Sergeant then Killed a pedestrian".

Never get lulled into a false sense of security. The animal can travel far and wide, and does so. But, I agree the chances of being safe are much better outside of Chicago.

There are absolutely no consequences for juvenile offenders. Due to a new "juvenile justice" law, these mutts can even get armed robbery convictions expunged. You can have an entire 3 page rap sheet of violent crimes wiped off your record. This is so they can all 'turn their lives around". These assholes don't stop their criminal behavior when they turn 18, it continues. And the poor schlepp who hires the armed robber x 3 has no clue what he's in for.

001 and 018 need to slow down! They are actually are arresting shoplifters. If anyone actually checked the arrest take about 3 hours.

Scroll through arrest and you will notice the same ass hats from the shelter on Canal being arrested.
It so bad that the security guards actually have the shoplifter info when the escape with the proceeds.

Knew Paul since his days as a P/O in 003. Also remember that shootout him and Juan got into when they were in Guns South in either 003 or 006. Paul was a good copper. Those that are talking shit about him, know nothing of how he worked on the streets. So he gravitated to the Mounted Unit. That makes him a "hack?"
Nothing was "scripted" for him to say. That's the truth. If you think Paul's bad as a Cmdr., you've never worked for a really bad boss.
We had, in the late 90's and early 2000's, what we referred to as the "Lost Generation" of Police. Those that got on the job, because it paid well, not because they ever wanted to be the Police. They questioned everything that they were told to do, did next to nothing, DEMANDED an early duck (and hold my slip, Sarge) and talked about how "burned out" they were after a couple years on the job. The worst of these are now the exempt rank in this Dept. Those that never did the job, now telling others how to do it.
I said that if this were an alternate reality, and CR#'s were gone, no video, 100% support from the public and politicians, and everyone was given full criminal immunity to do anything you had to "Take back these streets," you'd have people that would say "So how many ANOV's and parkers do you want?"
That's who's running this ship.

they won't prosecute? what do you base this on? I have been doing robberies for 17 years. It used to be an ID wasn't enough, you would need more. I wont say what more you need but if you're a cop you should be able to figure it out. Recently, I'd say in the last 3 years or so, I got a robbery charged only on the ID - that's it, that's all we had. I asked the state why they charged it and she said that's what they do now. They probably threw it out before trial because I don;t know what happened. But they charged it. That doesn't mean I am a big fan of felony review, but charging got easier in this instance at least. Honestly, it shouldn't have been charged. Ya, shame on me too I guess.

I know the foot officers in 001 make arrests, not in 018. They are a special 5th watch not needed and do not make arrests. And a special Sgt assigned . Waste of man power when we are short and watches are running with 99 units. They don’t have to answer calls either.

018 is down well over 150 officers from the numbers in the mid nineties. I suspect every north side district is similarly staffed. Instead of addressing resource allocation through district realignment in the view of the public eye, admitedly a political nightmare, the department has done so under-the-table, where no one sees anything, especially the tax paying public.
Based my post on a SCC article about a suspect that would not be charged with murder because there are too many black and brown men in prison for murder.
Was in reference to a stolen vehicle, a Lincoln I believe, stolen from an elderly man. A short while later, they were involved in a crash and one suspect was killed. The remaining suspect was charged, with prosecutor approval, with a murder charge, and then another prosecutor said no. He was not being charged based on the color of his skin.
This, and other SCC articles and comments, leads me to believe the prosecutors office is reluctant to file charges and prosecute criminals.

CPD where you can commit involuntary manslaughter and not get fired but promoted in th same district where you committed the crime.
It was a shoplifter from Walgreens, the woman that he killed was a Physician from China.
A perfect example of why the city and Department is a living, breathing, sick joke.
