De-Escalation Backfire

  • An Elgin policeman was suspended three days after a woman filed a complaint about the arrest of her sons.

    Sgt. Travis Hooker's suspension took effect Oct. 31, nearly four months after Melissa Sanders' sons, 15 and 21, were arrested July 2 after a neighbor called police about loud music at an outdoor gathering. The 21-year-old was pepper-sprayed by Hooker and both young men were charged with resisting a police officer.

    A police review determined the arrests and use of pepper spray were appropriate, but Hooker violated department rules and policies because he acted too quickly and didn't attempt to de-escalate the situation, according to documents obtained via a Freedom of Information Act request.

    "Your actions contributed to a deterioration of the situation," Police Chief Jeff Swoboda stated in Hooker's disciplinary action report.
The offender pled guilty. But since the officers didn't "de-escalante" "de-escalate" a situation that was rapidly getting out of control (and responded within the bounds of State Law), he got three days off.

Now go get Special Ed some numbers and don't forget to sign up for the new Targeted Operations Force.

Based off the article, it says it was a noise complaint and the music had been turned off when the Sargent arrived. The Sargent thought it was the fourth complaint, when it was the second. Within 30 seconds of leaving the car, he attempted to seize a radio. The Sargent acknowledged his behavior did not meet professional standards.

Doesn't seem like a matter of deescalation. He made a mistake, which may (or may not) have contributed to the deterioration of the situation. People make mistakes and it seems like both sides paid for it.

Gotta love the mom who can't take ownership of her children throwing a rowdy party in the front yard. This attitude of hers is the reason her children felt emboldened to the point of resisting/obstructing. If the kids had responded with "yessir we'll wrap this up and call it a night", I doubt any of this would have happened. Compliance and a little respect goes a long way.

not only did he get three days but the two offenders case were SOL by the prosecuting attorney remember Timothy Evans Prewinckle Fox Dart and Cook County Court associate judges are drinking the same kool aid - no movers and no arrests no ANOVS stay out of their politically charged spin on scenarios out there!

If you nip these things in the bud, they will not escalate. But I guess in todays society, that is not the way things are done. Let it get out of control and THEN try to de-escalate. But we can see here that that doesn't work. The good Sgt. tried to de-escalate when it was too late and he had to use pepper spray. Anyone that tries to do anything on this job today or tries to come on this job if not already here needs a slap in the head.

Upon arrival at the scene I observed the person stabbing another on the ground. I asked in a very polite voice to stop stabbing the person and he did not pay any attention to my plea. I then asked again using PLEASE stop stabbing the person and he continued stabbing. I was at my wits end then pleading PRETTY PLEASE WITH SUGAR ON TOP stop stabbing but it was to late the person was now deceased.

De escalation sounds like a good idea. No more "Bull officer in a China shop" approach .

Like what are the odds that 2 probably intoxicated teen partying males are going to listen to a reasonable request by a police officer?

Sometimes the best way is to just kick the bull in the balls.

Sounds like one can get in trouble just showing up at a call. Deescalation starts with your driving to the scene. Take your time.

I need to point out that shortly after my hiring wave is when TRU started. Not only did it allow the department to fuck over district man power but it also allowed for Sgt.s to get to spots where they had very little to do. Now with the need for increased supervision as directed by the Fed's investigation, they need a place to hide all these connected people who they can now insist do thinks that jeopardize their jobs. Millennial police officers already have a chip on their shoulder about not feeling important so this is right up their alley. And just like when the watches were depleated to staff TRU. Days and midnights will be fucked by the 10hr. But only 6hrs in the targeted area schedual for this new unit. Will they get to wear black BDUs to make them feel extra elite? Their shootings and car accidents are always good for depleating already stretched district manpower. Let's not forget that it will allowe for more ballon heads to be "in charge" and feel like they matter. Same ole, same ole. Department give carrots in the unit and sticks for patrol. Then the lawsuits come and everyone gets screwed. New guys need to talk to the dumped MSF and TRU to figure out how all this ends.

I wouldn't piss on Elgin if it were on fire. I have family that moved there from north of here and lived there for many years. Someone I know was so mistreated by those shits in that worthless city government that it would never be a place I would ever live and I actually avoid ever going there.

I have already notified several media outlets regarding the formation of this "new" unit. Made sure to let them know that they need to stay on top of the department to make sure every cop that's dumb enough to go to this unit is equipped with a BWC. Also informed them to stay on top of the department regarding these good folks swiping in and out. 8 hours of work for 8 hours of pay. You know, for transparency and all that jive. You pups need to learn that the deck is stacked against you and that MINIMIZING your exposure to things that are apt to get sideways is paramount to self preservation.

Wow. There are some places where policing still consists of "ask, tell, make" as long as you're within legal authority. Apparently Chicago isn't one of them.

So who should the neighbors be told to call to deal with parties like this when the police can't do anything about them?

I'm sure if the Sgt got three days off for not DE-ESCALATING the rest of the troops will surely pump their brakes, thus leaving the Elgin citizenry, like Chirac, to fend for themselves.

Smart residents will either fight this and go to their city/police headquarters and demand justice for the suspended officer (who am I kidding) or they should put that FOR SALE sign up before everyone else does.

ONE of these days that same mom will be calling the police because her son's are drunk and fighting each other.

Next they turn on her and the worst possible outcome happens.

Sounds like they were warned once. When a second complaint was dispatched, they were daring the Police to do something. Well, the Sgt. handled it. That's what the Police do.

Now those citizens can stand with their Police Officers, or they can hide from the criminals, their choice. Think hard!

So the responding officers probably did a great job of “de-escalating” during the first noise complaint call they received. Resulting in...another noise complaint call. The sergeant went back and took care of business. The result...no more noise complaint calls. I wonder what the neighbors who have to endure the loud parties have to think about this sergeant’s suspension? I guess the Elgin Chief doesn’t care about them.
