Conflict of Interest

  • Influential Ald. Ed Burke has sidelined an effort to increase the property taxes paid by the owners of two buildings his law firm represents on assessment appeals, a move one Chicago City Council colleague and ethics experts say could violate conflict-of-interest rules.

    The issue arose last week after 22nd Ward Ald. Ricardo Munoz, joined by nearly two dozen aldermen, introduced a measure that would force Mayor Rahm Emanuel’s administration to take legal steps to try to increase the assessed property values of seven prime commercial buildings. Munoz contended the properties were sold for more than twice as much as Cook County Assessor Joe Berrios valued them.

    Shortly after Munoz introduced his proposal on Jan. 17, Burke put up a potential roadblock. Munoz had asked that the measure be assigned to the Housing and Real Estate Committee, led by 49th Ward Ald. Joe Moore, who had planned to give it a hearing. Burke intervened, saying the measure instead should be sent to the Finance Committee. That’s where Burke holds great sway as chairman, in part by deciding whether a proposal ever gets a hearing.

    When there’s a dispute on which committee should consider a measure, the matter automatically goes to the Rules and Ethics Committee. Known as “purgatory” at City Hall, that’s the place where controversial legislation often withers on the vine.

Everyone who ever wore the uniform should cancel their Tribune account right now after that fuck job they just put up on this poor kid in todays paper. I just did and told them why.

I got so fucking disgusted reading the comments after the article I wanted to puke and I'm not even the police anymore. AND I feel like an asshole for every time I put my ass on the line for this shit head city, and like many of you, it was a lot.

This could not have happened in the '80s when we were unified. But now? Now that their hiring and promoting has turned this outfit into what it is? Man Ive even ran into a few cops who would try and start fights with other cops hoping to cash in. Ive been rail roaded myself.

I'm sorry for this kid. I'm really sorry for him. I'm really sorry for all the good people who have to still put on that uniform and get thru the day. And that Tribune is a worthless POS with one negative cop story after another. Dont give them a fucking dime, you can always get the scumtimes free to get the latest body count.

Take the politics out of this story. There is no reason why we pay property taxes on assessed value. We are actually one of the few that take assed value into the expected tax. Why should a 2 story new construction 3 bedroom 2 1/2 bath in Jefferson Park pay higher property tax than the new construction 2 story 3 bedroom 2 1:2 bath in Kenwood. Lots sizes are very similar, age similar, sqft similar, same bedrooms and same bathrooms. Taxes should be about the same? If you changed the way our property taxes are valued you have this problem solved without hearings. The same should be said about vacant land. Vacant land should have a minimum of $1000 year tax bill. All the vacant in the depressed crime areas of the city are own mostly by tax scavengers. They pay next to nothing and that is why they sit on them for so long. Problem solved if you assessed taxes like it should be. Obviously the land value will vary but that is very easy to establish value. Banks donit all the time with an appraisal. Btw Munoz is from an area that is grossly under taxed compared to other areas of the city.

Read "when corruption was king" by Robert Cooley. Burke and his lovely wife were fixing cases with the help of the first ward outfit fixers according to Cooley. If it never happened, why did they not sue the author for libel?

Never give the Tribune a cent, not the paper edition, not the web edition.

Any article on the Tribune site that is behind the paywall can be accessed by copying the link and entering it into a Google search. From there, choose the 'Cached' version of the article ( found by clicking an arrow to the right of the Google link ).

The Tribune is a pro-criminal,pro-empty the jails, pro-sanctuary city newspaper. Unless those are your crusades, pay them nothing for their biased journalism.

Every cop should contribute to this Cause, especially those of us who served in the military prior to joining a police department. Once again, the Political Agenda is the issue. Rialmo is being "Persecuted" because he had the AUDACITY TO SUE SOMEONE WHO ATTACKED HIM AND CAUSED HIM TO DEFEND HIMSELF! In my 32 years of police service, I can recall less than a handful of occasions where cops sued their assailants. Yet, I can remember dozens of officers who spent the rest of their lives in pain or with scars caused by the violence perpetrated upon them, including vehicle crashes. The Rialmo lawsuit against the estate of his assailant is his Crime! The potential to impact Negatively upon the bottom feeder lawyers who have made fortunes suing law enforcement agencies, and contribute Big Money to the Democrat Party, is the Issue. Historically, the FOP has failed to file lawsuits against those who have attacked officers,or defamed them by filing false complaints. The legitimacy of Rialmo's lawsuit and potential to change the direction of civil litigation against officers was recognized by the Corporation Counsel; by their following Rialmo's lead and also filing a lawsuit against Rialmo's assailant. Rahm pulled the City's lawsuit because he needs Black votes, and contributions from affected law firms. The Prosecution of Officer Rialmo is an assault on the rights of Every Cop! Stand up to Rahm and support a Brother Officer! Stay Safe, and Call your Supervisor for anything that may jeopardize your career or well-being. Baby "G"

It's the same BS over and over again. Raise property taxes, then benefit by charging people seek legal advise to lower their taxes. Selective taxing of properties has been going on in this city and county forever. Burke has no conflicts in his interests.
