Promotional Lawsuit

  • A longtime Chicago police sergeant is suing the city of Chicago and others, including Supt. Eddie Johnson, challenging the lieutenant’s promotion system as rigged on behalf of favored candidates.

    A formal investigation by the city’s Inspector General found no evidence of wrongdoing, but Sgt. Hosea Word alleged in the suit that actions took place which enabled competing sergeants to be promoted “who had not fairly and honestly earned that right.”

    “It became common knowledge in the ranks that the chiefs decided to scrap the 2006 test results, in order to administer a new test so they could secretly give their wives and girlfriends the test answers, which helped them to get high scores, promotions, pay raises, and pension increases that they didn’t deserve,” Word said in a statement. “I and others feel cheated and betrayed.”

    In his lawsuit filed Monday, Word alleged Johnson, former first deputy Al Wysinger, and former Chief Eugene Williams, intentionally leaked answers to the test to benefit their wives or girlfriends.
The worst kept secret in the history of the CPD is that certain people have access to either:
  • the test
  • the answers
  • or the people who develop the test
Any one of these or combinations thereof give a decidedly unfair advantage to those taking the test. And the unfair advantage translates into tens of thousands of dollars in salary and even more tens of thousands in unearned pension bumps. Taxpayers are't getting the "best and brightest." They get the connected, corrupted and cheaters while the morale of the rank and file is driven into the ground as it becomes painfully obvious that any chance at legitimate advancement approaches zero.

This is different from the Inspector General's report that was pretty much a whitewash and covered up wrongdoing by the simple expedient of placing Rahm's hands over his eyes and saying, "I don't see anything!"

This part of Ferguson's report was as laughable today as it was when he released it:
  • “Overall, the analyses did not reveal any trends supporting the allegations of fraudulent behavior,” he wrote.
Would Joe like a list of the "trends" that fully support "fraudulent behavior" being the only logical conclusion? We're sure our readers can come up with a few.

As long as he’s at it, maybe he could add to the lawsuit the criteria the city uses to determine merit promotions. We’ve all seen so many people get the merit nod that don’t deserve it. That’s really crushing morale.

I've always said that just because someone "scored" high didn't necessarily mean they did it on their own and studying hard at night. There are merit & score based promotions. Just because a person scores high, and isn't on the the merit list, doesn't mean they still didn't cheat. I know many people who have told me and others they scored well, and never on any merit list, which means they simply had the test answers. No one really talks about this subsection of people who score Top 10 on every list, promotion after promotion, it is not that they are geniuses. It's because they knew exactly what was on the test, before they even sat for the test on Exam Day, and memorized the answers that were expected. Some already had the entire test written out before exam day, sat quietly during the exam, and pulled out the already completed answers from their shirt and walked in and turned it in. That f--king easy and bold. It's not just a rumor of "secret study groups" at HQ, it was a real thing that existed. Unless you were completely in the inside, and part of the Royal Club, you were not invited. I can't name names, but look at the same people in promotion class after promotion class. Think about a guy who wasn't a genius by any means who was promoted to Detective with a mere few years on job, and then immediately to Sergeant, then right to Lieutenant and now is currently in a secret HQ spot. He's in the top 10, and top 100 in every test, COME ON. You can look all you want for him on Merit lists, and he's not there because he was never shown to be Merit. This stuff is real, as real as it gets. Anyone who thinks you can just study and study night after night and think you can top score, you are joking yourselves, because there are lots guys and girls who have close "affiliations" with the people who made the test, and got the questions-answers of the same test, while your doing it the honest way. You can't expose this system that Chicago has had for a century ridden with corruption. The people on the merit lists are the last ones to be concerned about. Look at the ones who were not on the merit lists, to get to the to the true cheating scam. Im glad SCC is at least talking about this, and not letting it slip away cause thats what the power players want.

Everyone knows the pets and the buddies get the
promotions, evaluation money, and the best jobs.
When an individual gets up the courage to complain,
they do investigate, but the report comes back "we
found no wrongs or favoritism."
You know what comes next: the individual who
complained never gets performance raises, gets
stuck with the worst shifts, and eventually decides
to leave on their own, or a campaign is systematically
mounted to build a dismissal case.
The V.A. is a system of lazy fools promoting their friends.

If officers filed more personal lawsuits against Eddie Johnson, Rahm Emanuel, The Chicago Police Department, The City of Chicago, et al; then they’ will think twice about the sh-it they do. I love to see EJ and RE’s names mentioned in a lawsuit, because they don’t care about ruining the lives of officers and officer’s families.

Officers should not wait on the FOP, officers should fight back. Besides, the FOP is a bargaining unit and the FOP Attorneys suck. The FOP has a history of dragging their feet. A lawsuit and protest should follow almost every decision EJ and RH make.

*It’s easy for the mayor and supt to side with the public, even when they’re wrong because officers take too many blow without putting up a fight. It’s become easy to sacrifice the little fish to save the BIG fish. There’s strength in numbers and we out number them.

How come nominators and those who made merit Lt were never posted with the first 4 classes made ?
Who are they hiding that they don't want you to know who was merit promoted ?
What about the "transparency" ?

What about the quick, back-door merit Sgt promotion from a po from OCD organized by the 5th floor ? Wasn't even "nominated" through the "proper"written merit procedure and "deadlines", but was told by the 5th floor to get it done. If this was done at the last hour, how did this person even go through the bogus merit panel interviews ? We all know how legit that is. Conveniently skipped ?

There are more questions than answers.

Ironically , the DOJ report had addressed the broken and unjustified merit promotion system and nothing has changed, nothing.

Figuring out who cheated is as simple as graphing the top 100 scores. In the CPD testing word the difference between scoring number 1 and number 2 could be anywhere from 2-5questions apart. If the candidate that ranked #1 separated themselves from the rest of the candidates by 15-20 questions or got every single question 100% correct, that should have raised a few eyebrows.

Think about it. One question incorrect could move you back 50 spots. A scatter graph woukd show how far off the charts the cheaters were compared to the rest of the candidates. The candidate that truly ranked #1 could have missed several questions and still ranked #1. However, a candidate that got 99% of the questions correct should really stand out on a graph.

LOOK AT THE CLUSTERS OF SCORES AND RELATIONSHIPS THE CANDIDATES HAVE WITH ONE ANOTHER!!!!!

I’m sure the masses on the CPD have some interesting insider information that could/should be shared with the Sgts attorney. Perhaps a hotline could be set up with the attorneys to provide said information in support of his case. And if you’re privy to such information NOW would be the time to let it be known.
FINALLY there’s some legal action taken by one of our own. Give him all the support you can...hopefully it will affect the future of the testing process. If nothing else it will publicly expose the truth, and if a few of the bosses that were involved are exposed, so be it. Good luck Sarge. I hope that there’s an available avenue for those who know something can share something to help your case and let the chips fall where they may.

What is fascinating is how the CPD hired the most brilliant bartenders that end up scoring in the 99th percentile in both back to back detective and sergeant tests. Then quite well in a suspicious Lt test. And where is this person now, if they are so smart? Upfront leading the charge? Running the academy?

The above mentioned SGT is a loose cannon and needs to retire. Where oh where should I start.
There was the incident where some photo's(I wont say of whom) that were unknowingly taken of someone and were recovered, and given to the person that was in the unauthorized photo.

Then there was the war between him (AZ) and SGT Tricky(JT) in 011 that made for hostile and unbearable working conditions.

Then there were many chases he was in that never were chases. If you know what I mean.

Shall we mention the "ZIPPER INCIDENT" in 011?

And you feel sorry for this guy not making LT? I think most of us who worked for or know of his shenanigans, are very happy he did not make LT.

Best thing that ever happened was when CO Evans handed him a PAR form and suggested he fill it out and leave 011.

Unfortunately the Democrats have long made it a practice of placing the judges they can control on to the bench in order to insure favorable outcomes in cases like this. They will never find for the plaintiff because it would bring to light the travesty of the merit system, and now the new form of affirmative action, being given the test. Rahm can't afford a hit against his black voting block so this will go no where. Thanks for trying though.

If they really want to stop the “code of silence” as they call it, they may want to take a hard look at the promotional process. If someone is promoted by merit, which has never been defined, then they owe a favor and if the phone call comes in they will do whatever theyre told. If they know someone high enough up who either reviews the test for subject matter or helps to create the test then attends a “study group” conducted by the same people you have a conflict of interest which results in an unfair advantage and if the actual questions and/or answers are given out, then yes you have cheating. You could assume that these people would be loyal to those who “helped them study” and do whatever is asked of them. With approximately 30% merit and who knows how many study group cheaters maybe another 30% that’s the majority of you supervisors owing their promotion to someone thereby willing to do as they’re told and not think for themselves. Most are hoping for a second merit or study group promotion, which is not uncommon.

To the commenter at 1254, the lieutenant in the "secret spot" actually is very smart. Just because you don't think he's street smart, he's extremely book smart with both masters and doctorate degrees, and really did pass every test. He earned his promotions by testing, which is something that DW, NF, and MH never did. Aside from testing well, he actually supports fellow police and isn't a hater like the cheating hacks. That alone puts him well above them.

If we use COPA's or the PB's standard of proof "preponderance of the evidence" the good Sgt. should prevail but then again, we know thats not going to happen!!! What ever happened with FatHeadEds wife's I.G. investigation into her "involvement" in a certain investigation concerning her son?? Her violation of multiple G.O.'s obstructing the investigation, coercing officers and a Sgt (lets not mention the LT.) and conduct unbecoming??? It only gets worse. After stealing top career service rank, they take 100% of the exempt rank spots, these spots are all political appointments.
I would advise anyone wanting to become the police to choose another department, CPD has become a laughing stock.

Why are the disciplinary records forever and subject to freedom of information act? They are given to Rahm's media individualized to the copper that the media decides to destroy with their slanted news.
Are the "Merit" resumes available through the freedom of information? Does everyone put in a "Resume" on paper? Are some allowed to submit resumes "Orally".
Maybe the courts can find out?. Furgeson sure can't.

I've got 8 years on the job and In my short career every test sgt.,lt., dick, has been corrupted...it's some people I truly believe in my heart made it, but it is others that I just know cheated. one of my sgts. God bless him been passed over twice for Lt.. because of merit and cheaters he should have been made it...I get it merit is reserved to take care of your guy and I'm not mad about that but then they have the audacity to give the test answers away too...it's completely messed up and kills morale. what about the little guy? You give these people life changing money as det., sgt., and Lt. they get better retirements and in some cases better undeserved lives. If u have a patrolmens pension you may work in retirement if you have a Lt. pension u may not have too. you may also be able to max out in deffered easily because you have the extra money. it's just not fair

been retired four years it was always a fixed system. That is why we have to stop the exempt pension system. You get a pension based on your earned rank (which is also false) not on your appointment. You have to be given Lt so you can be made exempt and get a huge pension. Fire department stopped it what about the police, where are the alderman to help with this?

I have serious doubts that this will be ALLOWED to continue through 'justice' system. I'm a sergeant who studied day and night for the last test. I was promoted in the first class. At least half of those in that class were a "who's-who" of bosses kids. (to be read, 'Mouth-breathers'.) The system is beyond repair and needs to be scrapped. The test needs to be administered by an independent company with no ties to the city or mayor. The exam must never be shown to anyone within the department prior to being administered. The exam needs to be scored immediately. The exam results must not be weighted based on ANY class. The exam must be given regularly. The Best and the Brightest only.

As to merit promotions. Stop them. Until the criteria for such candidates can be quantified, it will never be legitimate. If these people are incapable of scoring well on a fair exam, why do we want them supervising? If they cannot make proper decisions under the "grueling" condition of an exam room, what are they going to do in the real world where property, liability and LIVES hang on fractions of a second at times.

You need only look at the LT promoted out of IAD in the aftermath of this 'investigation'. MB sold us out then. So what justice can we expect when the cheaters are protected by the very people charged with investigating and subsequently promoted for their duplicity?!

It is time for some personal responsibility at every rank. We are adults. We can do as we please. But all action have reactions. So do not write a check you cannot pay.

BTW...I believe that the list of merit sergeants from the march class are now safely back in units...so the beat officers are safe again. :)

Figuring out who cheated is as simple as graphing the top 100 scores. In the CPD testing word the difference between scoring number 1 and number 2 could be anywhere from 2-5questions apart. If the candidate that ranked #1 separated themselves from the rest of the candidates by 15-20 questions or got every single question 100% correct, that should have raised a few eyebrows.

Think about it. One question incorrect could move you back 50 spots. A scatter graph woukd show how far off the charts the cheaters were compared to the rest of the candidates. The candidate that truly ranked #1 could have missed several questions and still ranked #1. However, a candidate that got 99% of the questions correct should really stand out on a graph.

LOOK AT THE CLUSTERS OF SCORES AND RELATIONSHIPS THE CANDIDATES HAVE WITH ONE ANOTHER!!!!!

I digress that the written test is not what set the cheaters apart. It was knowing exactly what the scenarios for the oral exam are. Having what they are and being coached in what the proper response is, separates the high scorers from the also rans. Everybody else sees the video scenario and has a few minutes to put together a verbal response.

Same thing on the Sgts test. Noble officers talking in line like they already knew what to expect on the test. I heard a group of them threw away a cheat sheet in the garbage at the exam. Even had names of NOBLE exempt and phone numbers on a piece of paper. Not to bright but now they are Supervisor's. Barb West, Fred Waller, Dana Alexander, Eugene Williams, Eddie Johnson all heavy weights on that piece of paper.

Who can forget the 1985 Sgt. exam. Oral portion, to get moved along and show you were clouted, you needed to answer a question concerning the "minimum things you needed to conduct an investigation." While most candidates talked about crime scene protection, victim's & witnesses accounting, etc...., the clouted answer was simply "Pen and Paper".... that signaled you were sponsored and would get a high placement on the Sgts. list

No appointed Democrat judge will allow this suit to get to court.

They better check the education credentials of some promotees. Remember when a Sergeant from Cival Rights showed up on the lieutenants list then when someone pointed out to Terry Hilliard that he did not have college he was bumped off?
There was another deputy superintendent who was merited sgt and Lt and went right to commander then deputy Super all on his G.E.D. He is now deceased but I’ll bet there are quiet a few more there always are when you are family.

did it on their own and studying hard at night. There are merit & score based promotions. Just because a person scores high, and isn't on the the merit list, doesn't mean they still didn't cheat. I know many people who have told me and others they scored well, and never on any merit list, which means they simply had the test answers. No one really talks about this subsection of people who score Top 10 on every list, promotion after promotion, it is not that they are geniuses. It's because they knew exactly what was on the test, before they even sat for the test on Exam Day, and memorized the answers that were expected. Some already had the entire test written out before exam day, sat quietly during the exam, and pulled out the already completed answers from their shirt and walked in and turned it in. That f--king easy and bold. It's not just a rumor of "secret study groups" at HQ, it was a real thing that existed. Unless you were completely in the inside, and part of the Royal Club, you were not invited. I can't name names, but look at the same people in promotion class after promotion class. Think about a guy who wasn't a genius by any means who was promoted to Detective with a mere few years on job, and then immediately to Sergeant, then right to Lieutenant and now is currently in a secret HQ spot. He's in the top 10, and top 100 in every test, COME ON. You can look all you want for him on Merit lists, and he's not there because he was never shown to be Merit. This stuff is real, as real as it gets. Anyone who thinks you can just study and study night after night and think you can top score, you are joking yourselves, because there are lots guys and girls who have close "affiliations" with the people who made the test, and got the questions-answers of the same test, while your doing it the honest way. You can't expose this system that Chicago has had for a century ridden with corruption. The people on the merit lists are the last ones to be concerned about. Look at the ones who were not on the merit lists, to get to the to the true cheating scam. Im glad SCC is at least talking about this, and not letting it slip away cause thats what the power players want.

Over 20 years ago, I was on the exam committee for international certification. To be on the committee, you had to be certified already. The exams and material were Fed Ex to me the night before the exam. Since we were a small chapter, my job was to find a place for the exam and to proctor the exam. During my first year we had the two highest test scores in the world. The highest scorer got a free expense paid trip to the international headquarters in Paris and the second highest to the national headquarters. During my second year on the committee, a co-worker asked about the test process and asked to see a exam copy the night before the exam. Since I had studied hard to get my certification, I refused his request. Look back now, if I had honored his request, I would have stained the great results we had the first year.

My question to CPD Brass is "Why must an exempt member get a copy of the exam ten days before the exam is given." The obvious answer is to cheat. If not cheating, then the appearance of cheating is there!

Where I retired from, it was a few tests and "the opinion of a committee of three" top company people. The head would use his eyes, shake his head or some other maneuver, to the other two (of the three) to sway the vote.

This was told to me by people who tried to get ahead. I never tried. Not sour grapes. I loved my lot in life, but others looked at life differently, and might have been good/great managers.

So many people in management were idiots, unqualified, friends-of, related to or bowling buddies of.....

On my last day, the head guy and I talked. His quote was precious: "We've made some mistakes in who we took in as managers." Ya think? C'min, say it ain't so!

SCC, you want a list of "trends?" Chief Maurer's administrative sergeants Georgas and Kennedy scored 1st and second in a lieutenant test. The next test, Maurer's administrative sergeant Biggane scored number one. Flores, another Maurer's administrative sergeant scored number one the following test. Three tests in a row, the number one score from that office. You have Subject Matter Experts having their spouses with different last names making lieutenant (KS/EC). Then talk about husband/wife teams making it in the same class (SS and JS). There are dozens more. The ongoing tradition of the Superintendent's driver making sergeant even when he wasn't eligible and suing the Department for the promotion. Six out of eight members of a tact team got promoted in the same class - and Phil Cline's son happened to be one of them. It's probably safe to say that three people in the same circle of friends as Mrs Wysinger all from IAD scoring not only high enough to make first class, but one, two and three when none of them broke 300 in the sergeant test including Nakia's unheard of perfect 100% is a suspicious trend.

When I was in the Academy decades ago one of the recruits had a copy of the question sheets for every single weekly test. I saw them with my own eyes. 50 questions per subject. The instructors randomly picket 10 for each test. Of course he scored 100% on every test. Fast forward 7-8 years. Somebody crashed the by invite only sgts "test prep" course by a deputy (tall white bald dude) at 35th street community room, (were they do the award ceremonies) was told :"don't be surprised if some of these questions show up on the test"

This BS has been going on forever.

I hope it does but the full weight of City Hall will come down on this sergeant in an attempt to quash this lawsuit.Lets not forget that a merit promotee does not have to take part 2 of the test and they know it. And, all you need to pass the " pass-fail" written test is a 40% correct score and then get promoted. Pretty easy. The establishment does not have to cheat but they do . Years ago it would cost you five grand to make sergeant, more for lieutenant. Then along came quotas and race normed scores. When the courts topped that the political class brought in " merit" and " subject matter experts" who get the actual test weeks before the test is administered. In the meantime there are " secret study groups". It used to be you had to make lieutenant to make exempt, but City Hall took a sergeant from Daley's body guard detail and made him a deputy chief, and when he retired head of security at the CTA and McCormick Place. Now is is a suburban police chief. Nice work if you can get it.

Might as well have the test/merit promotional system. You already know it's corrupt, but has some fairness for the test takers who score well without cheating.

You wouldn't want the test/assessment promotional system used in many departments. The assessment portion is easily manipulated to give the favorites a perfect score. Candidates are given key words ahead of time to use in the assessment portion so they can be scored highly by the hand picked "outside assessors"

Face the facts-all departments do this stuff to take care of the select few who they wish to promote. Manipulation at its finest.

They should not scrap merit. I am not a boss. I am a Blue shirt but Merit is good for the people that deserve Merit, the hard workers, the go-getters, the guys that don’t suck hole. Not everyone is a great test-taker but this department uses that merit to promote unqualified, friends of friends, and idiots. It’s a shame. There is many resumes out there that are well more suited on many Levels than some promotions within this department. I hope they find cheating and people lose positions and jobs.

Wasn't even "nominated" through the "proper"written merit procedure and "deadlines", but was told by the 5th floor to get it done. The fuck? I’m not surprised. I just hate where society is and standing by for the purge. These motherfuckers should be sentenced to death for what they did. Actually, many should. Before some idiot starts with the “if the alleged offenders were white...” bullshit, just stop before you start. I give two shits about what color the victim or offenders were/are. This is about doing the right thing and sometimes that’s just sentencing someone to death. There’s no redeamable quality. We are no longer living in a real and sane world. I hope it does but the full weight of City Hall will come down on this sergeant in an attempt to quash this lawsuit.Lets not forget that a merit promotee does not have to take part 2 of the test and they know it. And, all you need to pass the " pass-fail" written test is a 40% correct score and then get promoted. Pretty easy. The establishment does not have to cheat but they do . Years ago it would cost you five grand to make sergeant, more for lieutenant. Then along came quotas and race normed scores. When the courts topped that the political class brought in " merit" and " subject matter experts" who get the actual test weeks before the test is administered. In the meantime there are " secret study groups". It used to be you had to make lieutenant to make exempt, but City Hall took a sergeant from Daley's body guard detail and made him a deputy chief, and when he retired head of security at the CTA and McCormick Place. Now is is a suburban police chief. Nice work if you can get it.

There’s another lawsuit coming down the pipeline against SWAT. Several candidates compared notes during “selection.”
A certain nutty SWAT Sgt decided to play favorites with his butt buddies. This whacko Sgt didn’t even try to hide the favoritism he showed. Several of the trainers and anothet SWAT Sgts are taking the high road and exposing the unfair grading systems.

Also the majority of the Swat Team is pissed off because the selection was compromised. One of Carrot Top’s picks had a negligent discharge while cleaning his weapon. He almost shot another officer at Area 4. The Lt is actually scared of this ass clown Sgt. Actually scared of getting beat up.

As I recall, the merit process deadline was extended at least twice December of 2016 due to the Black Friday Protests in the downtown area. Personnel from 35th were all in uniform and deployed. Merit panel interviews were put on hold. Bosses were to tied up to complete their merit packets. Had you been considered you would have received an email. Next dumb question please,,,

Worked along side John Northen, aka Johnny Northside, in a couple of units. He deserves a lot of credit for his work in exposing the City's corrupt practices with the lieutenants exam (Exam Scam) and for being outspoken at a time when others were not. He has a lot of determination and persistence.

I always figured that out of the top 500 on any list, 300 cheated and 200 were able to score high against all odds because they were intelligent and know their job. I still can't believe that nothing was ever done about not receiving a score on the 2nd part of the Det's test, just a rank. That's the first time I ever saw that, I found it extremely suspicious. Either its a lottery and the tests were never graded, clout and score fixing, or the tests were lost by the incompetent testing company and it was covered up. Highly suspect.

Re - Adam Z - For the record, by an old retired guy who knew Adam quite well. Adam bleed blue, crazy as all great coppers WERE. The man is a genius and would write paper to get coppers out of shit. The new breed threw AZ way under the bus cause he worked and rode the W/S like an old time Sgt of the 1970'. I seen the NOBLE merit Sgt' in action on the streets, they screwed so many blue shirts simply cause they were totally clueless and had the intelligent level of a gang banging hood rat in 007.

The back door promotions of yesteryear were different of this decade or so. Back then, people kept their mouths shut and knew they were anointed in getting the move up. Crook Daley trained his bandits well.

Today, the NOBLE people who had the answer' could not be quiet and had to score 100 percent. When these fools are standing tall before a federal judge who order' them to answer questions they refused too at a deposition, they will give up their play daddy or spouse in a New York second. Also all the other cheats. The retired bosses who flew off the job are not immune from this all. Half that pension cash will be going to a mouthpiece on LaSalle street. $500.00 an hour is the going rate for all that will be named. The Lawyer' bill and bill and continue, till you have to sell the crib for more cash.

This suit should have the nickname of "Northsides Revenge." J N is back to help settle past wrongs with all his knowledge. That sgt who filed is now untouchable now. He is giving the tolls of many by just filing this bad sleeping patterns. There is a new boss in the U.S Attorney' office who goes after public corruption, and also the new agent in charge of the FBI. These men do not play games and have a reputation of honor to the core.

If it were not for him and his "in car study group" I would of never been promoted and end my career in a spot people could only dream of getting into.

Hope AZ is doing well and free of J.O' throwing shit at him. He never hurt a soul in the ranks.

want to even things out a bit?

set a hard pass/fail line for all promotional exams. everyone that wants to get promoted has to take and pass all sections of the exam(s).

anyone that passes is guaranteed to be promoted unless there are not enough openings in some period of time - say 5 years. city gets to promote people based on "merit" ahead of schedule but they still have to pass all the exams. But they could take people who barely passed and promote them in lieu of someone who did extremely well.

exams would consist of:

written exams similar to existing exams
physical fitness similar to power test dialed down by age - retest immediately prior to promotion
background check - maybe including polygraph
drug test - retest immediately prior to promotion
time in grade - perhaps 2 years minimum at current grade. could still do other tests ahead of time but no promotion until 2 years in grade.

incidentally, it would not be real hard to consider the special study groups as mentoring or coaching, something most organizations work hard to promote. just handing out the answers though is not coaching or mentoring.

Nothing will happen. All smoke and mirrors. A few years back they had a big expose on TV. The interviews were recorded and they discover the answers that were given didn’t compare to the grades. Guys would give an answer and he was not given credit or checked on scores sheet and visa Vera. Big outcry for a few days then nothing happened. Same ole story, no different this time

HOW MERIT CAME ABOUT.
Adams v. City of Chicago, 135 F.3d 1150 (1998)
Although 46% of those who took the Chicago Police Sgt. Test were minorities, only 12% were later eligible for promotion. P’s alleged disparate impact and a violation of Title VII.
A lot of this had to do with a request for a preliminary injunction (enjoin the promotions being made in rank order), which was denied due to lack of irreparable injury (could get backpay).
1993 Sgt’s test (administered in first 3 months of 1994). 3 parts, the third being oral. There was no meritorious whatsoever. 4,700 took parts I (31.8% were black, 10.8% were Hispanic, and 56.4% were white) and II, of which 1,900 went on to part III. But after all three parts were graded, about 88% of those designated to be promoted to sergeant were white and 12% were minority.
The plaintiffs filed an interlocutory appeal. However, during the pendency of this appeal, the City of Chicago initiated a Blue Ribbon Task Force to review the Department's promotion practices. By consent of the parties, argument on this appeal was delayed until the Task Force issued its report. In May 1997, the Task Force issued its report recommending that up to 30% of the Department's promotions to sergeant be made on the basis of "merit." This meant that current sergeants and lieutenants would pick 30% of the police officers that would be promoted to sergeant. However, the report also recommends that the current test continue to be used to assure that sergeants given "merit" promotions meet a minimum level of competence.

I read Northside's blog. In it, he notes that he was also betrayed by his first lawyer Richard Brzeczek who let the 2 year statute of limitations expire for most of the CPD retaliation against him. John also adds that the Channel 5 reporter Peter Karl ultimately flipped to City Hall betraying him for a city contract worth over $800,000 including a non disclosure agreement.

This city will do absolutely anything to preserve clout and illegal patronage and attempt to destroy anyone who dares to blow the whistle. With smiles on their faces, they are a treacherous pit of shameless backstabbers.

Sgt. Word's lawyer is Victor Henderson who also (unsuccessfully) defended convicted former Ald. William Beavers in federal court. The stories that Beavers could tell about corruption in Chicago would be national news. Perhaps Henderson can convince Beavers to testify for Sgt. Word in a tell-all about institutionalized corruption in the Chicago swamp. Not a chance.

The media is complicit with City Hall. It was only Channel 5 that came out with this scandal. Ironically, Channel 5 came out with the TV expose of the original Examscam spearheaded by John.

Northside has a great reputation for his CPD career record for felony arrests from his earliest days in 011 and on to the D. The city couldn't care less. Just another great, intelligent cop who tried to "sabotage" the Chicago way. Destroy him.

Swat is a joke. I tried out twice and didn’t pass the swat school. Many of us saw the favoritism towards certain individuals who were friends of the training staff. To the person who asked if Sgt’s or dicks are next, the obvious person would say Sgt, so a person who gets promoted to dick doesn’t chew up a spot in the dicks class and then is promoted to Sgt within a year, or say before dicks training is even finished.....moving on, there isn’t cars in the D unit anyways. Unless you got a fresh scene or are working on something involving a dead body with an offender in custody or likely to be in custody, you are stuck sitting in the office on your computer, perusing where offenders hung out two years ago before the implementation of ISR. Carry on.

If the pensions take a hit, they will be fine. Exempt ranks make around what? $125,000.00 a year, conservatively? They have been well taken care of by their political sponsors, even if their gold braid pension takes a hit down the line, they will be just fine. The rest of us poor slobs, not so much.

At the very least, I would like to see all of it exposed. Family members of past bosses, wives, girlfriends, significant others, entire tact teams, political donors, etc. Shouldn't be too hard to point out all of the statistical anomolies. Not to mention those who snuck in via private testing, did not meet educational requirement, etc.

Finally the merit board. Will be interesting get an inside glimpse of who passed the board with little or nothing to account for them being nominated then chosen over the many more qualified cloutless officers.

M.C. Scored so high he made it in the first Sgt class. All when his dad was Superintendent but, couldn't make Lt when no one was around. For sure he didn't have the answers for the Lt's test. They made him Merit because he couldn't do so well out of no where. Strange how that happens. They would have us all believing in miracles on the Police Department;)

Common knowledge that tests preps instructed by the writers of the tests were held at a mount greenwood library for years.

Would love an investigation into that.

Only thieves, liars, drunks, sex offenders, infiltrated gang members, mob enthusiasts, and communists get the answered to Sgt and LT exams. Williams st al have been doing that for years. Exhibits: Twin Johnson's, A.Zayas, and others could fill you in.
