"Merit" Nominee

Only the best and brightest are considered for "merit" you know. Here's a perfect example:
  • Rumor is Narcotics will be the first to feel the full brunt of an OT audit under the new civilian finance accountability regime, thanks in part to this:

    This is sergeant [VA] fast asleep in a covert car while working a long term wire. Supposedly he wasn't answering his radio or BlackBerry when they were trying to get of hold of him, and this is how guys on his team found him.  You may remember [him]: he was listed as "Undercover Sergeant" in the Sun-Times' OT article a while back, number 2 or 3 in top overtime earners if I recall correctly.

    I guess he's not too well liked, so this picture was sent up the chain and they're scrambling to react to it without dinging him because he's tight with the noblest of NOBLE. He is supposedly on the shortlist to get a merit bump to Lieutenant, go figure.


This doesn't seem like an efficient use of Department overtime. We could be wrong, but does this look like someone who is going to closely watch over his team? Make sure they're doing their jobs? Scrupulously monitor their overtime, ensure that they're not .... stealing from Federal bait cars?

He’s actually training for his stint as a LT. on midnights, and he’s practicing sleeping while in a chair. He won’t go RIGHT BACK to Narcotics right away (wink wink), so he’s just preparing. He should be commended for taking the initiative and training on his own.

Seriously though, do they really think morale is abysmally low just because of the Ferguson effect and the beating we get from the media? It’s nonsense like this that makes my blood pressure go up.

For God sakes! End Merit promotions already! At least stop at the rank of Sgt. Hasn't this department learned anything yet after creating the monstrosity known as 'Escamerit?' Mutiple merit promoted bosses are an anachronism. They have no place in a supposedly honest, modern day police department. The rank and file got the memo and everything is now legit with body cameras, gps, mics, and in car cameras. Too bad the fucktards down at City Hall don't send themselves a memo and quit promoting these dumb fucks.

As long as multiple merit promoting exists, corruption will forever be a part of Chicago Policing. Dumb, ignorant bosses that reach the rank of Lt or higher, that are too stupid to pass at least one of the tests on their own, will have a toxic, trickle down effect of poor policing to those that are underneath them in the chain of command. You can't argue that. It is that simple.

Hey! Wave some smelling salts under his nose. Old Sgt Apollo Creed needs to wake up and fight another round if he wants to make merit Lt!

Absolutely hates YT, while openly favoring black officers whether it's for nicer assignments, OT opportunities, time off, you name it. I'm sure not much if anything will happen to this asshole as a result of this pic, but if anything, the public gets another taste of how dysfunctional CPD is, especially the clouted pets. His OT needs to be audited - a grade schooler can add up the numbers and see that it would impossible to be at work an average of 20+ hours a day for weeks at a time. This shit needs to be investigated and the scammers like Vince be disciplined/criminally charged.

Kimble brought this on Narcotics, he wants to be fair, but he plays favorites. He pits supervisors against each other, allows all the POs he worked with to do what they want. His old teammates are given the golden ticket without explanation. They need to start with his Admin Sgt (NG) who doubled her salary in OT last year, completely impossible. Kimble had to approve her slips, so I’m sure they guys and gals in Narcotics won’t be sad to see him and his Sgt get the boot. VA is the last person who should be given a merit promotion.

The OT hounds obviously have to sleep sometime. I see this kind of thing in factories where are they are overly reliant on overtime and some people just lap it up. Guys whose jobs aren't real visible sometimes that are really tired just can doze off in an instant without even meaning to. I don't know this guy but I've seen some really decent people who just nodded off just from lack of sleep. It doesn't make them a bad guy. It does mean that they aren't being supervised properly. There ought to be a limit on how much overtime is allowed. It makes for a guy who is dangerous to himself and other people and quite frankly isn't getting much done anyway.

There’s plenty of plausible excuses available for his actions...er, lack thereof.
The size of the spare tire is a decent indication of HBP and perhaps Type 2 diabetes.
The Merit promotion caused this situation.
You don’t get one of those being pro-active in your old patrol days, if he had any.

Remedy: Demote to PO on a foot beat.

What’s the penalty for a person charged with a local Cook County drug possession offense these days?
Is the bloated field mouse Narcotics Unit really needed anymore?
I don’t know, but is it safe to say 10% of the Unit is house mouse?
I’m sure there’s plenty of hot spots with quantities beyond the imagination, but those should be Fed assist cases.
Until the County and the Fed are one the same prosecutorial page, low level Narcotics is a dead issue and the Unit needs major overhaul. Even the tact warrant is a waste of time these days in Sanctuary City.

For him at time and thought he was a good supervisor. Actually read all paper before signing off. Made sure job got done. Not sure the details about this incident nor do I. Are . My experience with him he was fair, kind, looked out for his officers , and did supervise and review all paperwork .

Would be impossible to work 20+ hours every week. Evidently it’s not, look at their time card and check. They are doing it. LOL

I'm a Sgt who is white. I used to work in 189 as a PO. I've worked with VA in the past and the present. He is a decent guy. Sorry to all the haters out there. Anyone can fall asleep on this job and especially on a long term investigation. This is bad but, I'm sure everyone on this job has never done anything wrong or dozed off for a minute or two. This is why the City of Shitcago wins everytime. We feed our own to the wolves just to make ourselves feel better for a minute or two. PATHETIC!!!!!!!!!!

Hell, a robbery attempt not knowing it's the po-po in the car has the same very real potential to get sideways, yielding the same results.

Good God the envy of every person who has gotten a merit promotion on this blog is ridiculous. We get it, merit isn’t right - unless it’s a partner you like, and then you say “he’s just not good at taking tests.” But every cop on here has fallen asleep on this job. It’s what juggling the job and family life does to everyone. It may happen more often to the side job whores who refuse to live within their means, but even someone who just works this job can get physically exhausted from the schedules and their conflict with when our natural sleep cycles are.

Also, it’s pretty funny for cops on here to talk about this guy’s gut. Have all of you looked to your left and right and seen the shape of your colleagues? How about down? Have you looked down at your own waistlines? I have. I need to lose 40 lbs. And I’m 42’years young. So I don’t talk shit.

I don’t know this sgt. and I don’t have a horse in this race. But the diviciveness on this department is tearing it apart. We can’t even stand together - we’d rather talk shit and drive wedges between us. Do you think no one in the unit knew their partners was stealing? They all knew. But no one took a step back and said “I can’t believe we just did that. We will never speak of this, to anyone, and we will never do it again.” Everyone on this HUGE department has 2nd chances. We all get away with shit that wouldn’t be tolerated elsewhere. But we never police ourselves. Instead we talk shit about everyone. We don’t turn in dirty cops, because we don’t want to be a rat. But then we cry when the public and the news media calls us dirty pigs. Well guess what? We took an oath when we took this job. You’re not being a rat when you call out a dirty cop. I don’t want a dirty cop in my car with me.

Bottom line: this guy being merit promoted has nothing to do with him being out of shape, or sleeping on the job. I know blue shirts, zero promotions, 27 years old and just as fat as me, sleeping on the job. So stop with the “merit” crying. You sound so blind with jealousy that you can’t see the problem: cops not doing what they’re supposed to do. Not eating right. Not sleeping enough. Not passing on the jet ski and the escalade and the pool and deck and the Harley so they don’t have to work 2 side jobs and then say “it’s because I have to pay catholic high school tuition for my kids.” Merit is a problem. Merit didn’t make this guy fat, or sleep on the job. So get over it already.

The morale of this department isn’t up to the bosses. It’s up to us, and how we treat each other, and ourselves. Put the blame where it lies. We have created this monster. Everyone on this “blue line” bullshit better start realizing it’s more than a stupid fucking decal on your car window, or your blue porch light, or your tattoo or your FOP medallion or hatbands on the mirror or stupid CPD t-shirt. We should act like professionals. Not high school football players trying to game the system and be treated differently than everyone.

Hopefully this sgt. will get the discipline he deserves. If he doesn’t, let’s not cry about it all day. It’s not within our control. Let’s control the things we can, starting with ourselves.

What’s the penalty for a person charged with a local Cook County drug possession offense these days?
Is the bloated field mouse Narcotics Unit really needed anymore?
I don’t know, but is it safe to say 10% of the Unit is house mouse?
I’m sure there’s plenty of hot spots with quantities beyond the imagination, but those should be Fed assist cases.
Until the County and the Fed are one the same prosecutorial page, low level Narcotics is a dead issue and the Unit needs major overhaul. Even the tact warrant is a waste of time these days in Sanctuary City.

10% are house mice. That’s pretty good actually. There are days in the D units where there are more inside people than detectives working the streets and I’m sure they aren’t the only units staffed like that
On days in districts with commanders office, front office , CAPS, radio room, watch secretary, security, etc there are definately more po’s inside than on beat cars
Complaint is always we are so short of police, we have no beat cars. Well I wonder why and now we are seeing the house mice and administrative sgts are getting more OT than working police on a beat cars

Yes you are right on this. But, even you have to see what has happened in this department. Decades of political and racial clout, cronyism, nepotism, women taken into desk jobs at a huge scale, gold stars with girlfriends in their commands, uneven or non-existent discipline, phony merit promotions, no fairness in transfers to good units, and I could go on. All of this has caused the problem of blasting everyone and anyone for the slightest thing they doThere is discrimination in this job, the Hispanic discriminate against non-hispanics, blacks discriminate against non-blacks, white discriminate, the rot and corruption is everywhere and is all stems from the democratic party using the police department as its plaything. In the meantime the honest hard working cop comes to a point they just don't care.

I do not know a damn thing about him, never met him, and never worked under him. So as far as his character goes, i got nothing. I think merit promotions are BS and should be eliminated but i would take one if offered (like the rest of you complaining about it).

But at one point in every ones career in the past or in the future, you will or have come in tired after either working a lot of OT or spending time with the family and your eyes get heavy and close for a bit. Not the safest thing to do without a partner and never a good idea, but it happens. That is life especially when you work late night shifts. Any of you that are going to slam another copper for shutting his eyes for a bit are being a bit hypocritical. That part of his saga is a non-issue and just seems to be added to make him look worse and to smear him. It is just a reminder of how quickly our "brothers" turn on their own.

Ron K , double merit promote, then launched to Cmdr in less than 9 months.

The entire merit panel, resume, letters of recommendation, etc., is all a dog and pony show. The calls are in, everyone knows who put who in before the phoney "interview" and that goes up to the superintendent who gives all his buddies the nod, returning favors, etc.Then they don't reveal any scores, tier they place the nominee in, etc. that's how bad it is. Do they record the interviews? I don't think they do, but they record a portion of the written exam where you sit in a booth and answer a sheet of paper with questions. Why didn't the department reveal the nominated merit promotions with the first year of Lt ptomotions? At least Mc Carthy did the right thing with merit under his regime. Johnson didn't. Who's top ranking brother made merit that was hidden with those first groups of promotion ? How can someone be double and triple merit promoted who tests so poorly they can't be promoted on their own , but all of a sudden are leadership material ? Why aren't the "merit process scores that are "tabulated" revealed like the written test? The premise these people can't test well, but deserve a promotion. Those scores should be revealed, but they aren't. The merit process is a poorly executed "super-secret" way to get your girl friend, ex-girlfriend, niece, nephew, son, daughter, wife, husband a nice bump in pay and pension.It's just another race-norming, clout-ridden way to scam the taxpayer and to shitcan the morale on this department.

On the other side, material experts who have copies of the tests set up super-secret study groups with wives, fiancé, girlfriends, sons, daughters, members of the same minority police association, members of the same tact team, etc. who miraculously score beyond charts (compared to previous tests) and get their "legit" promotion.

This, among other notable deficiencies in this dept is why you see the CPD in the news. WAit until the new recruits are in a few years. The snowflakes who are scared of their own shadows, those who have been hired because of a severe lowering of standards, etc. there will be many more who are in command positions who claim Milwaukee is a state.

I don't work in any special units and work with everyday beat coppers and have never come across any. You make broad statements as if a dirty cop is a common thing that everyone comes across on a daily basis. I have worked in this city for almost 20 years and have never seen or was approached by any officer trying to do something dirty or get me involved in anything shady. And yes, I have done my fair share of being the "working po-lice". You might as well grab a protest sign and march with blm. GFYS with your open and blanketing assumption about dirty cops being such a wide spread and common problem. The extremely small % of cops that are actually dirty can GFTS as well. The "work" that is done is harder eating than doing anything resembling police work! I was assigned tac in 002 for over a year and was fortunate to work with this sgts team and him. He ll go out of his way to help you and most of his guys had nothing but positive things to say about him. Part of your job is making decisions. You can ask a sergeant to come to your job, but if you don't have a valid reason, they can tell you to figure it out yourself. Sergeants aren't there for you to avoid doing your job. If you're afraid to make a decision, find a new job. If you need daddy to show up and hold your hand, find a new job. If you think calling for a sergeant over the radio means you're off the hook and daddy is coming to take over your job, you're dead wrong. Everyone hears you calling for a sergeant to make every little decision for you, and everyone sees you as an incompetent moron because of it. You won't hurt the sergeant by requesting him at your scene, but you damn sure could hurt yourself by constantly advertising the fact that you either can't or won't do your job. Good luck with your extremely well-thought-out plan. I'm sure you'll get the results you desire.

Kind of like the homan square FI who works inside and makes 100,000 in OT and never goes to a crime scene. That’s on top of a take home car that has never seen a crime scene as well.

Yup he is stealing the city blind and no one is gonna say shit about it. He runs the forensic unit. But you you talk to him he says he is so busy give me a break. Busy? I'm a Sgt who is white. I used to work in 189 as a PO. I've worked with VA in the past and the present. He is a decent guy. Sorry to all the haters out there. Anyone can fall asleep on this job and especially on a long term investigation. This is bad but, I'm sure everyone on this job has never done anything wrong or dozed off for a minute or two. This is why the City of Shitcago wins everytime. We feed our own to the wolves just to make ourselves feel better for a minute or two. PATHETIC!!!!!!!!!!

Sorry, I disagree with you in regards to your sleeping on the job or dozing off comment. There are cops who have never fell asleep or dozed off on the job. Even being so overly tired from working investigations, when you know your brain is fried and you can't make one more decision. No, you don't put your head down to take a quick nap. Especially not in a vehicle parked on the street. Do you want to get shot, executed, robbed, beaten? That's just stupid, selfish and greedy. What you do is go home, take time due, and catch a few zzz's at home in your own bed. Otherwise you become a risk to yourself and your partners.

o just to be clear as a tax payer I see the 3 highest OT Sgt sleeping on the job. Sure hope it wasn't OT pay. Comments suggest that this was not first time unavailable for duty. 100k in overtime and he has the balls to sleep on the job. Would suggest that whoever signed off on his OT should be named and punished. Not his fault someone suggested job very stressful, hard to be stressed when your sleeping on someone else dime. This is payroll fraud and stealing. Forgot VA is a nice guy that smiles and says hello so excuse me for wanting my pound of flesh. Next time someone sticks a gun in your face and smiles and stealer your property just ignore it because smile says he's a nice guy. Call it what you want and I will call it what it is, theft. Well guys like this have killed the Golden OT Goose. You all got greedy and end result is a civilian called in to go over the books. As a taxpayer I say about time. Come on 100k in overtime? Then sleeping on the job. Must not be a shortage of officers as claimed since a Sgt has time for sleeping on the job. Guess things must be very quiet in his area hence tome to nap. No one needing supervision under his watch, ok to sleep then. So in effect with the this Sargent pay and the 100K in overtime the taxpayers are on the hook for over 200K including benefits for this guy to sleep on the job. So what happened when pic went upstairs, nothing. In fact this will probably insure a merit promotion to move him out of crosshairs. Clout is a wonderful thing. As a taxpayer I would fire him on the spot, or at the very least demote him that's what would happen in the private sector. Even the military has a better discipline system than the CPD, where everyone covers for everyone. Just another example of the Code of Silence that the CPD claims does not exist. Shame on all that condone this a acceptable behavior with no repercussions.

I was assigned tac in 002 for over a year and was fortunate to work with this sgts team and him. Regardless if the mans a POS “RASIST” or not I don’t know him and don’t care, but the human body can only take so much before it shuts down, I speak from experience... there was a time some 10 years ago when I was working midnights and 12 hour shifts with a sick newborn at home I was barely able to get 3 hours of sleep a day, of which went on for about 3 years and eventually your body will shut down on you at some point & time. Maybe this was one of those times for him. I don’t know. If this is a regular thing that he does it’s very very wrong aswell as the obvious EXTREMELY DANGEROUS especially being the POLICE in this day & time. My point is you never know a persons situation until you walk in their shoes. He has to face the consiquentices! And the Band Plays On...

If any of you know or are related too people that steal they usually are very pleasant to be around. They buy rounds of drinks treat to nice places and sometime give great gifts like motorcycles.

You see if they can get you to except token gifts like an extra hour of overtime or leave early on clock they got your number. The number is extremely low and they consider you a sucker while they steal thousand of dollars.
